Start with the authorised dealer (AD) bank that controls the export entry. Ask for the exact EDPMS rejection or pending reason, then have the bank reconcile the Customs shipping bill or service-export invoice with the inward-remittance record. Give the bank the documents it requests and use the remedy that fits the facts: ordinary matching after full payment, a declaration for eligible entries up to ₹10 lakh, a reduction for supported short realisation, an extension for timing issues, or a write-off where the balance is genuinely unrecoverable. The bank, not the exporter, updates EDPMS.
What an EDPMS closure request actually does
India’s Export Data Processing and Monitoring System (EDPMS) links Customs export records, bank realisation data and the exporter’s DGFT Importer Exporter Code (IEC) details. For a goods export, the key record is normally the Customs shipping bill. For a service export, it is the service-export invoice or equivalent record accepted by the bank.

When the bank receives the inward remittance, it compares the payment with the export record. If the value is fully realised and the identifying details agree, the authorised dealer marks the transaction completed in EDPMS. If there is a short receipt, an approved write-off or an extension, the bank records that outcome after reviewing the exporter’s request and evidence.

First response: obtain the transaction-level reason
Do not begin with a generic request to “close EDPMS.” Ask the AD bank for the precise entry and the action it expects. Send the request in writing so that the bank’s reply gives you an auditable starting point.
Ask the bank for these fields
- Shipping-bill number and date, or the service-export invoice reference.
- Current EDPMS status and the complete rejection code, narrative or pending reason.
- Declared export value, currency and the value the bank believes was realised.
- Inward-remittance reference, including the bank’s transaction or advice number.
- Exporter name, IEC and buyer details as they appear in the bank and Customs systems.
- AD bank name, branch and AD code currently attached to the entry.
- Any due date, overdue flag or document deadline applied by the bank.
Request a copy or screenshot of the bank’s exception message where its policy permits. A precise reason such as a currency difference, an unmatched remittance or an incorrect shipping-bill reference determines the remedy; “EDPMS pending” does not.
Reconcile the records before choosing a remedy
Compare the source documents line by line. The following fields should agree across the shipping bill or service invoice, the commercial invoice, the remittance advice and the bank’s EDPMS view:

| Field | What to compare | What to do if it differs |
|---|---|---|
| Exporter identity | Legal name and IEC | Ask the AD bank whether the bank record or the Customs record must be corrected; do not ask the bank to mask a different exporter. |
| Export reference | Shipping-bill number and date, or service-export invoice number and date | Have the responsible record-holder correct the reference, then give the bank the amendment evidence. |
| Buyer | Buyer name and country | Explain any documented buyer-name variation and provide the bank’s requested supporting correspondence. |
| Currency and value | Declared currency, declared value and amount received | Separate a true short realisation from a currency-conversion or data-entry issue. |
| Payment identifier | Inward-remittance advice, FIRC or e-FIRA equivalent and bank transaction reference | Ask the remitting or receiving bank to trace a missing or incorrectly tagged payment. |
| Bank control | Branch and AD code assigned to the entry | Ask which AD bank is authorised to act before submitting duplicate requests to another branch. |
If Customs or the invoice contains the error, the bank normally cannot rewrite that source record inside EDPMS. Correct it through the responsible Customs, exporter or invoice process and attach the resulting evidence to the bank request. If the payment is correct but attached to the wrong export entry, ask the bank for a transaction-level reassignment or matching review rather than a write-off.

Choose the remedy that matches the facts
| Situation | Appropriate route | Core evidence or condition |
|---|---|---|
| Full export value received and identifiers agree | Normal matching and settlement | Shipping bill or service invoice, commercial invoice and inward-remittance proof. |
| Entry value is ₹10 lakh or less and the exporter confirms receipt | Declaration-based reconciliation under RBI Circular No. 12 dated 1 October 2025 | Exporter declaration that the amount was realised; the bank must still apply its verification process. |
| Less than the declared value was received, but the difference is supportable | Reduction for short realisation | Reason for the short receipt and documentary evidence requested by the AD bank. |
| Payment is expected but the realisation period is expiring | Extension | Written request before the deadline, with the reason, expected payment date and supporting correspondence. |
| Balance cannot reasonably be recovered | Write-off under an applicable RBI category | Evidence of the qualifying circumstance; certain investigations and litigation are excluded from the delegated facility. |
How to close a fully paid entry
Use the ordinary settlement route when the complete export amount has reached the bank and the records can be matched.
- Prepare the shipping bill or service-export invoice, commercial invoice, inward-remittance advice and any FIRC or e-FIRA equivalent.
- Write to the AD branch named on the transaction and identify the exact entry number, date, currency and amount.
- Ask the bank to perform a transaction-level match and to tell you if the payment is already linked to another shipping bill or invoice.
- Respond to any request for buyer correspondence, credit advice or clarification about a value or currency difference.
- Obtain written confirmation after the bank updates EDPMS to completed or closed.
Indian Bank describes settlement as closure of the export transaction once payment is received. Its published workflow also links the realisation record to electronic Bank Realisation Certificate (eBRC) generation, so retain the bank’s confirmation for later DGFT or incentive work.
Use the ₹10 lakh declaration route where eligible
RBI’s A.P. (DIR Series) Circular No. 12, dated 1 October 2025, provides a simplified process for EDPMS and IDPMS entries of ₹10 lakh or less. An AD bank may close such an entry on the exporter’s declaration that the amount was realised. The same circular permits declarations covering several bills on a quarterly consolidated basis and allows declared-value reductions for these entries.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsWhat the declaration route does not mean
- It does not let an exporter change a payment amount without explanation.
- It does not transfer the EDPMS update to the exporter; the AD bank still performs the closure.
- It does not remove the need to identify the bills covered, state the realised amount and sign the bank’s required form.
- It does not override the bank’s obligation to examine suspicious, inconsistent or incomplete transactions.
Ask the bank for its current declaration format and whether it accepts a quarterly consolidated submission for your account. List every covered shipping bill or service invoice, its declared value, currency, amount realised and inward-remittance reference. Keep the bank-stamped copy or electronic acknowledgement. The 1 October 2025 circular also states that the revised process carries no penal charges for delays under that process; confirm how your bank applies the rule to the specific entry.

Handle a short realisation as a reduction, not a false full match
A short realisation exists when the exporter received less than the value declared for the export. Explain the commercial reason and provide evidence rather than asking the bank to mark the full amount as received.
Prepare the reduction request
- State the shipping-bill or service-invoice reference, declared amount, amount received and balance.
- Describe the reason for the difference, such as a documented price adjustment or another fact recognised by the bank’s process.
- Attach the bank’s credit advice, buyer correspondence, revised invoice or credit note and any other evidence the AD bank requests.
- Ask the bank to confirm the reduction amount it will report in EDPMS and whether any additional approval is required.
The bank decides whether the reason and documents support a reduction. A reduction is different from a write-off: the former records a supported lower realisation, while the latter addresses a balance that is genuinely unrecoverable.
Request an extension before the entry becomes overdue
Timing problems need an extension request, not a late attempt to force closure. A current AD-bank export policy describes a general nine-month period for realising and repatriating goods and service-export value, while noting that extensions or different terms can apply to individual cases. Treat the nine-month period as the bank’s stated baseline and verify the deadline attached to your transaction.

- Why payment is delayed and the expected payment date.
- Buyer emails, contract amendments, dispute records or other contemporaneous evidence.
- The extension period requested and a plan for following up on the balance.
Submit the request through the AD bank before its deadline and ask for a dated acknowledgement. If the bank has already marked the entry overdue, ask whether an extension, reduction or write-off is still available and what additional approval is needed.

Use write-off only when the balance is genuinely unrecoverable
The RBI notification dated 7 September 2020 lists delegated write-off categories that can include insolvency, certain settlements through an embassy or chamber, destruction or auction of goods, an untraceable buyer, qualifying undrawn balances, legal action whose cost is disproportionate to the amount, and specified dishonoured-bill cases. The bank must receive evidence and report the result in EDPMS under its procedure.
Important limits
- Ask the AD bank to identify the exact category before preparing the request; categories have their own conditions.
- Provide objective evidence such as insolvency records, auction or destruction documents, official correspondence, tracing efforts or legal-cost estimates, as applicable.
- The delegated facility excludes certain cases involving investigations or litigation. Do not assume a pending dispute qualifies.
- A write-off does not mean the export never occurred; it records the approved treatment of the unrecovered balance.
Do not use a write-off merely because matching is inconvenient or a buyer has paid late. If payment remains realistically collectible, pursue an extension or the bank’s other recovery route.
Documents to send with any closure request
The AD bank may ask for more or fewer documents depending on the remedy. Prepare a single indexed PDF or clearly named files containing:
- Shipping bill, bill of export or service-export invoice reference.
- Commercial invoice and any amended invoice or credit note.
- Inward-remittance advice, bank credit advice and FIRC or e-FIRA equivalent where issued.
- IEC and exporter identification details exactly as held by the bank.
- Buyer correspondence explaining delays, deductions or disputes.
- Declaration, reduction request, extension request or write-off form prescribed by the AD bank.
- Evidence specific to the case, such as insolvency, destruction, auction, tracing or legal-cost records.
- Earlier bank emails, complaint numbers and acknowledgements.
Name files with the shipping-bill or invoice number and keep the original documents. Redact unrelated customer data, but do not remove fields the bank needs to authenticate the transaction.
Best Value
A practical written request template
Use the bank’s own form when it has one. Otherwise, a concise covering email can prevent another generic rejection:
Subject: EDPMS closure review – [shipping bill or service invoice reference]
State the exporter name and IEC, AD branch, export date, declared value and currency, amount realised, inward-remittance reference, current EDPMS status and the remedy requested. List each attachment and ask the bank to reply with the exact outstanding field or document if it cannot close the entry. Request a complaint or service reference number and a target date for the next update.
Escalate when the branch does not act
Escalation should follow the AD bank’s published chain and preserve the complete paper trail. Indian Bank’s stated route for settlement issues is the home branch, then its foreign-exchange centralised processing centres, and then corporate international banking. Other banks publish different teams and addresses, so use the contacts on your own AD bank’s website or account correspondence.
- Send the complete request to the home branch and obtain a service or complaint number.
- If the reply is missing, generic or unresolved, forward the same file to the bank’s foreign-exchange centralised processing team.
- Escalate to the bank’s designated corporate or international-banking authority if the central team does not resolve the entry.
- Include a dated chronology, prior replies, the exact rejection narrative and the remedy you are requesting.
- Ask each level to state the specific data mismatch, missing document or policy condition preventing closure.
Do not open parallel cases with unrelated branches unless the bank confirms that control of the entry has moved. Multiple requests can create duplicate records and make ownership less clear.
Confirm closure and downstream records
After the bank acts, request written confirmation that the EDPMS entry shows completed or the approved closed status. Check the shipping-bill or invoice reference, amount and currency in the confirmation rather than relying on a verbal assurance.
Then ask whether the realisation is available for eBRC generation and any DGFT incentive or compliance purpose relevant to your export. Indian Bank links eBRC generation to the realisation data, so a bank-side closure that is not reflected in the realisation record may still need correction. Keep the final confirmation, declaration, approval and remittance evidence together for the applicable retention period.
Prevent the next pending or rejected entry
- Use the same legal exporter name, IEC, currency and invoice reference on the export and banking documents.
- Tell the AD bank the shipping-bill or service-invoice reference when payment arrives so the remittance can be tagged correctly.
- Review the bank’s EDPMS statement periodically instead of waiting for a year-end reconciliation.
- Track the realisation deadline shown by the AD bank and request an extension before it expires.
- For entries of ₹10 lakh or less, ask whether a declaration or quarterly consolidated process is available under the 1 October 2025 RBI circular.
- Store every bank acknowledgement, amendment, remittance advice and buyer communication with the export file.
The fastest resolution is usually the one that gives the AD bank one clearly identified entry, one consistent set of records and the evidence for the specific remedy requested.
