To find the gaming PC bottleneck, reproduce the slowdown in the game and scene where it happens, then compare frame rate and frame-time behavior with CPU and GPU activity. A busy GPU can point to a graphics limit; a CPU that keeps the GPU waiting can point to a processor or game-workload limit. Neither one utilization percentage nor one test tells you what limits every game. Test a relevant setting before deciding whether an upgrade is worthwhile.
What a gaming PC bottleneck means
A bottleneck is the component or work that is currently limiting performance for a particular game, scene, resolution, and settings. It is not necessarily a permanent label for the whole PC. As Intel explains, performance can shift between CPU-bound and GPU-bound even within one game because scenes vary: Intel: Locate and Resolve CPU-GPU Bottlenecks.

When one part cannot deliver work quickly enough, another may have idle time. A GPU that remains busy while frame rate is below your target is consistent with a GPU limit. If CPU work prevents the GPU from staying busy, the system may instead be CPU-limited. These are patterns to investigate, not a rule that one utilization percentage proves the cause.

1. Define a repeatable test
Write down the game, the specific location or scene, resolution, graphics settings, and the frame rate you want. Reproduce the same scene each time and change only one variable between runs. Results from a quiet indoor area may not describe a busy outdoor scene or another game.

2. Record frame behavior and component activity
Use an in-game display, a trusted overlay, or a capture tool to observe frame rate and frame-time behavior alongside CPU and GPU activity. Frame rate shows how many frames are produced; frame-time behavior helps reveal inconsistency and slow frames that an average can conceal.
NVIDIA’s FrameView 1.4 User Guide lists average FPS, 1% low FPS, PC latency, CPU and GPU utilization, clock speeds, and temperatures among its metrics. The guide lists Windows 10 and above and single-GPU configurations from NVIDIA, AMD, and Intel. Check the current release and compatibility information before relying on a particular version or setup.
3. Use a trace if ordinary monitoring is inconclusive
Intel GPA is a deeper diagnostic option. Its trace can show GPU percent busy, frame rate, target CPU load, CPU cores, the GPU adapter queue, and CPU frame work. Intel recommends looking for gaps on one side while the other is maxed to help identify which side is bounding performance. This is more detailed than a quick overlay and is useful when the basic pattern is unclear.

How to read CPU and GPU patterns
- GPU activity remains high while frame rate misses your target: this is consistent with a GPU-bound scene. Confirm by lowering resolution or a GPU-heavy graphics setting and repeating the test.
- CPU activity is high while GPU activity is low: this is a useful clue that CPU work may be holding performance back, not definitive proof. Intel Support uses the question “Why does the CPU use 100% utilization while GPU uses very little, like 5%?” as an example of the concern, but those figures are not universal diagnostic thresholds: Intel Support: High CPU Usage but Low GPU Usage.
- Frame rate is capped or nearly unchanged when settings change: check whether a frame cap or synchronization setting is constraining the result before concluding that a component is too slow.
- Performance drops as the system heats up or clocks change: check temperatures and clock speeds for possible throttling. Treat this as a troubleshooting check, not a universal temperature pass/fail test.
- The problem is stutter or delayed asset loading, rather than consistently low frame rate: observe memory and storage symptoms too. A CPU-versus-GPU comparison alone may not explain that kind of slowdown.
- The game appears not to use the intended graphics processor: confirm which GPU is being used before interpreting low activity as evidence of a CPU bottleneck.
Intel Support’s high-CPU/low-GPU example is a helpful starting clue; Intel’s more detailed guidance emphasizes comparing activity over time because bottlenecks can vary by scene. Avoid diagnosing the entire PC from a single system-wide reading.

If the evidence points to the GPU
Lower the resolution or reduce one GPU-heavy graphics setting, then run the same scene again. Intel notes that lowering resolution can free GPU resources. If frame rate or frame times improve meaningfully, that supports the idea that graphics workload was limiting performance. Change one setting at a time so you know what made a difference.

If the evidence points to the CPU
Reduce draw distance and repeat the same test. Intel identifies draw distance as a setting that can boost CPU performance. A response to this change suggests that the scene’s CPU-side work matters, but it does not by itself identify a specific processor as the right upgrade.
When a hardware upgrade is justified
Consider an upgrade only when the same test repeatedly shows a particular limit, the target remains out of reach after relevant setting changes, and other causes such as a frame cap or throttling do not explain the result. For a confirmed GPU-bound workload, a gaming graphics card is a relevant upgrade category—not an automatic recommendation for every PC.
Choose against your actual games, resolution, settings, and target frame rate. Before buying, verify physical fit in the case, power-supply capacity and connections, cooling needs, compatibility with the rest of the system, and total cost. No single graphics card can be recommended without those details.
If the test points to a CPU limit, the constraint could reflect a game’s workload or an imbalance elsewhere in the system. A specific CPU recommendation depends on the motherboard, memory, cooling, budget, and games you play. Resolve those requirements before selecting a part rather than treating high CPU utilization alone as a shopping list.
