Search is public; a free account is optional for saving searches, following notices, and using interested-vendor features. Use the notice record and its attachments to judge whether a project is open and suitable—not just the search-results summary. State and local bids require separate jurisdiction-specific portals; this guide covers the federal process.
Find federal construction opportunities on SAM.gov
SAM.gov describes contract opportunities as procurement notices from federal contracting offices. The portal includes pre-solicitations, solicitations, award notices, and sole-source notices. These are different stages or forms of procurement, so identify the notice type before treating a result as a bid you can submit.

- Open SAM.gov Contract Opportunities and search using a project term, agency, or solicitation/notice identifier if you have one.
- Narrow the results using relevant filters. Useful fields include NAICS, set-aside, and place of performance; advanced search can help refine a broader search. SAM.gov’s contracting page also describes searches for opportunities, awards, and subcontract reports.
- Open a promising notice. Read the notice type and status, dates, contact information, and all available attachments. Check the history and amendments for revised requirements or deadlines.
- If you have a free SAM.gov account, save the search or follow the notice. The site also offers an interested-vendor feature; consult the notice for how to use it and any submission requirements.
Use several terms and classifications rather than relying on one broad keyword search. For example, a highway or pavement project may be easier to find when a relevant construction NAICS is used alongside terms describing the work. Classifications help discovery, but the project description and solicitation documents determine what is actually required.
Check whether a notice is an actionable bid
A result is not necessarily an open opportunity. A pre-solicitation may precede the formal solicitation; an award notice concerns a procurement that has reached an award stage. For a solicitation you may pursue, confirm its live status and offer deadline in the SAM.gov record, then read the solicitation and every current amendment.

The Federal Acquisition Regulation (FAR) supplies the rules layer for federal procurement. Its current text identifies the Governmentwide point of entry for covered opportunities greater than $25,000. See the current regulation on Acquisition.gov; for a specific opportunity, the notice and solicitation remain essential for its actual requirements.
Example: reading a construction solicitation
A SAM.gov paving-maintenance solicitation example for Joint Base Langley-Eustis showed a total small-business set-aside and NAICS 237310, Highway, Street, and Bridge Construction. Its scope described excavation, asphalt and concrete work, pavement sealing and striping, sidewalks, curbs, gutters, and airfield pavement maintenance. The notice record also showed solicitation updates and a revised offer deadline. This illustrates which details to inspect; it does not establish that the example remains open. Check the current SAM.gov notice record and its documents before acting.

Compare opportunities on consistent criteria
Keep a comparison record for each candidate opportunity. Capture the date you checked it, because live notices and award data may be updated. Use the same fields for every project so that superficial similarities do not obscure differences in timing, location, scope, or procurement structure.

| Status and timing | Notice type, active/inactive status, original and updated dates, offer deadline, amendment history | Distinguishes a future notice from an open solicitation or closed record and flags changed deadlines. |
| Buyer and geography | Agency, contracting office, place of performance | Shows who is buying and where the work will take place. |
| Scope classification | Project description, NAICS, product/service code | Helps find comparable construction work and assess fit. |
| Eligibility | Set-aside and stated qualification requirements | Identifies conditions that may affect who can compete; confirm them in the solicitation. |

The notice stated that the procurement used negotiated procedures and a best-value tradeoff. This is a project-specific reported figure, not a general construction-cost benchmark. Review the award notice for its context and record details.

This federal workflow does not establish one national portal for every state, county, city, school district, or public authority. If you want nonfederal work, identify the relevant jurisdiction and search its official procurement site separately. Confirm locally how solicitations, vendor registration, bid documents, and addenda are published; those processes are not covered by the federal SAM.gov guidance here.
