How to Evaluate Multilingual Voice Agents for Real Task Success

A strong multilingual voice-agent evaluation tracks speech recognition, meaning, critical details, verified actions, and spoken experience separately—then breaks results down by language and real-world audio conditions.

Evaluate a multilingual voice agent across the entire interaction: what it heard, what it understood, which critical details it retained, whether it completed the requested action, and how it spoke back. Word error rate alone cannot show whether a bilingual customer’s request was understood or fulfilled. Keep task accuracy separate from spoken-interaction quality, and report results by language, switching pattern, and acoustic condition.

What should count as a successful voice-agent interaction?

Define success before running tests. Specify the required end state, policy constraints, and the details the agent must capture. For a booking, support request, or transaction, a plausible-sounding confirmation is not a pass if the agent selected the wrong account, amount, date, or action.

Use a verifiable task check where possible: inspect the resulting record, tool call, or simulated environment state. Score policy compliance separately, so an agent cannot earn a full pass by completing a task in a way that violates a required constraint. This approach follows the emphasis on verifiable completion and faithfulness in τ-Voice and EVA-Bench.

Mark critical fields before testing

For each scenario, list the fields that affect execution: names, dates, amounts, identifiers, destinations, preferences, and constraints. Specify acceptable normalized forms in advance—for example, whether a spoken date can be recorded in a standard numeric format. Score every required field independently, then score whether the intended action occurred.

There is no single critical-field metric prescribed across the cited benchmarks. Treat field-level accuracy as a deployment-specific measure, and publish its definition so readers can tell exactly what a pass means.

Which layers should the evaluation measure?

A voice agent can fail at several stages while still producing fluent speech. Preserve the stages in your scorecard instead of collapsing them into one aggregate.

Layer What to measure What a failure can reveal
Transcription Word error rate (WER), reported by language and condition where possible Lexical recognition errors, including words lost or substituted during a switch
Meaning preservation Semantic error analysis or a validated semantic measure; the ServiceNow code-switch benchmark uses semantic word error rate (SWER) A transcript may differ lexically while preserving meaning, or look close while changing the request
Critical fields Exact or normalized correctness for each required field Whether a name, date, amount, ID, or constraint survived interpretation
Task and policy Verified task completion plus a separate faithfulness or policy check Whether the agent acted correctly and within the rules
Spoken interaction Turn timing, interruptions, conversation progression, conciseness, and speech fidelity Whether the exchange is usable and coherent even when the task is eventually completed
Response completeness Whether the spoken reply includes the information required for the scenario Whether the agent leaves the user without a necessary confirmation or next step

In the code-switch ASR benchmark, WER, SWER, and answer error rate (AER) are used to examine different levels: lexical transcription, semantic preservation, and answer correctness. Those measures are related, not interchangeable. Microsoft’s Voice Live evaluation guidance describes response-completeness and task-completion evaluators, while noting that its described evaluation does not measure WER or mean opinion score (MOS). Choose measures that match the layer being tested rather than treating any one score as a complete verdict.

How should the test set represent multilingual speech?

Start with the language pairs and switching patterns your users actually produce. A test set can include switches within a sentence, switches between turns, and longer stretches in different languages; select the patterns that reflect the service rather than assuming all bilingual speech behaves alike.

  • Record the language or language pair, switch location and pattern, speaker accent, and acoustic condition for each case.
  • Include both ordinary requests and cases where a small error changes the outcome, such as a changed date, amount, or negation.
  • Use realistic noise and accent variation. τ-Voice evaluates realistic audio, including noise and diverse accents; EVA-Bench also includes controlled accent and noise perturbations.
  • Have native speakers review reference transcripts and language-specific conventions where feasible. τ-Multilingual reports native-speaker review, and the ServiceNow code-switch benchmark describes review by an AI/NLP linguist who is a native speaker of the matrix language.

Published coverage illustrates why test scope must be explicit. τ-Multilingual evaluates Spanish, Portuguese, Hindi, Korean, and Mandarin. The ServiceNow code-switch ASR benchmark covers Spanish-English, French-English, Canadian French-English, and German-English. HiKE focuses on Korean-English and uses non-synthetic speech. These are examples of benchmark coverage, not a complete inventory of languages or switching patterns.

Keep benchmark counts attached to what was counted

Work Reported scale and scope How to interpret it
τ-Multilingual (2026) 4,500 full-duplex calls; Spanish, Portuguese, Hindi, Korean, and Mandarin Call count and evaluated language coverage, not a guarantee for other languages or deployments
τ-Voice (2026) 278 tasks Task count in a benchmark of grounded voice-agent tasks with verifiable completion
EVA-Bench (ServiceNow AI Research, October 2026) 213 scenarios across three enterprise domains Scenario coverage in that benchmark, not a direct comparison with call or task counts elsewhere
ServiceNow code-switch ASR benchmark (June 9, 2026) 259 Spanish-English, 298 French-English, 188 Canadian French-English, and 173 German-English records Final dataset record counts; the benchmark describes synthesized audio and linguist review, so it is not a spontaneous-speech test
HiKE (2026) Korean-English; the cited summary does not state a count Useful as an example of non-synthetic speech coverage; do not infer a dataset size from the available description

These studies use different languages, tasks, audio, and configurations. Their counts and performance results are not a common leaderboard or a basis for ranking systems across papers.

How can code-switching errors be measured without overvaluing fluent output?

Compare the recognized words with the reference, then check whether the request’s meaning and answer-critical details survived. A low WER does not prove that a booking, transfer, or support action was correct; a higher WER does not by itself prove that the task failed. Inspect the transcript and downstream result together.

For each scenario, preserve the original audio, reference transcript, agent transcript if available, extracted critical fields, tool or environment outcome, and spoken reply. When scoring a semantic measure such as SWER or answer error rate, document the implementation and pass criteria. Metric names alone do not ensure that two evaluations used the same rules.

How should task success and interaction experience be reported?

Give accuracy and experience separate results. EVA-Bench organizes accuracy as EVA-A, including task completion, faithfulness, and speech fidelity, and experience as EVA-X, including conversation progression, conciseness, and turn timing. Its dimensions are a useful reminder that a correct task can still feel awkward, while a smooth conversation can still end in an incorrect action.

Do not hide weak subgroups behind a single average. Report at least by language or pair, switching pattern, and acoustic condition; include accent breakdowns when the sample supports them. Show the denominator for each group and flag small groups rather than presenting unstable differences as firm rankings.

How can repeated runs distinguish reliability from a lucky success?

Repeat scenarios when the agent’s response, dialogue path, or tool behavior can vary. State how many runs were made and how the inputs were sampled. EVA-Bench reports pass@1, pass@k, and pass^k to distinguish a single-attempt result and peak performance across attempts from reliable success across repeated attempts. These statistics answer different questions; label the protocol and do not substitute a best observed run for normal operating reliability.

How should failures be diagnosed?

For each failed scenario, identify the earliest stage that explains the outcome, then note later effects. A useful diagnostic path is:

  1. Speech recognition: Was the spoken content transcribed incorrectly, especially around a language switch?
  2. Language identification and interpretation: Did the system identify the languages and understand the mixed-language meaning?
  3. Entity normalization and dialogue state: Were names, dates, amounts, identifiers, negations, and corrections captured and retained?
  4. Tool selection and policy handling: Did the agent choose the right operation and follow constraints?
  5. Execution: Did the requested change actually occur in the target system or task environment?
  6. Response generation: Did the spoken reply accurately and completely describe what happened?

Break the resulting failure counts down by language, pair, accent, noise, and switching pattern. This makes a fluent but incorrect reply distinguishable from an ASR problem, a lost field, an execution failure, or a poor handoff.

What does user preference for code-mixing tell evaluators?

Recognition is not the only question: users may also care whether the agent responds in a language style that feels natural. A 2020 Microsoft Research study by Bawa, Khadpe, Joshi, Bali, and Choudhury involved 91 bilingual participants and examined perceptions of chatbots that reciprocate users’ code-mixing. It studied text chat, so it does not establish that spoken agents should mirror code-switching or that users prefer the same behavior in voice interactions. Evaluate response-language preference with the target users and modality rather than assuming a universal rule.

What is a sound basis for comparing two agents?

Use the same scenarios, audio conditions, task definitions, and scoring rules for each system. Keep these result categories visible instead of combining them into a single score:

  • Transcription and semantic preservation
  • Critical-field correctness
  • Verified task completion and policy faithfulness
  • Spoken interaction and response completeness

  • Repeated-run reliability

Attach every percentage or ranking to the exact benchmark, system configuration, language, and condition. Results from τ-Multilingual, τ-Voice, EVA-Bench, and the ServiceNow code-switch ASR benchmark reflect their own test designs; they are not universal guarantees about a production agent. For a deployment decision, reproduce the evaluation on the target audience’s language pairs and operational tasks.
