Windows 11 has two different taskbar controls: one changes which screen edge the taskbar occupies, while another aligns its icons. To change the edge, check Settings > Personalization > Taskbar > Taskbar behaviors for the Taskbar position control. To stop users from moving the taskbar on a managed PC, enable the relevant Group Policy. The position control may not be available on every Windows 11 build, so check the target device.
Change the taskbar’s screen position in Settings

Microsoft Support lists those four edge choices, and a May 15, 2026 Windows Insider announcement places the control under Taskbar behaviors. The announcement describes an Insider feature, however, and does not establish that the control has reached every stable Windows 11 build. Distinguish taskbar position from icon alignment
Taskbar position means the edge of the screen where the taskbar sits. Taskbar alignment changes where the icons sit along the taskbar; it does not move the taskbar to another screen edge. Microsoft documents alignment as a separate taskbar option. Microsoft Support: Customize the Taskbar in Windows.
Prevent users from moving the taskbar with Group Policy
On a managed device, an administrator can block dragging the taskbar to another dock location with the documented user policy:

Open the Local Group Policy Editor or edit the applicable user policy centrally.

Go to User Configuration > Administrative Templates > Start Menu and Taskbar.

Open Prevent users from moving taskbar to another screen dock location and set it to Enabled.
Microsoft says enabling the policy prevents users from dragging the taskbar to another area of the monitor. Disabled or Not Configured permits dragging unless another policy intervenes. Microsoft Learn: List of the Policy Settings To Configure the Windows Taskbar.

Configure the equivalent policy through MDM
For MDM administration, Microsoft documents the ADMX-backed Policy CSP setting ./User/Vendor/MSFT/Policy/Config/ADMX_Taskbar/TaskbarNoRedock. It is user-scoped and is listed for Windows 11 version 21H2 (build 10.0.22000) and later, on Pro, Enterprise, Education, and IoT Enterprise editions.
