It is measured in bits per second (bit/s). To interpret a rate correctly, you need to know which bits are counted, where they are measured and over what time interval.
What bit rate measures
A bit rate is a count divided by elapsed time: the number of binary digits transferred or processed during an interval, divided by the length of that interval. For example, a rate measured at a network link describes the bits counted at that link reference point; it does not, by itself, say how quickly an application can deliver a file.

The definition therefore depends on the measurement. A useful rate description identifies:
- What is counted: all bits at a link, payload data, or data successfully delivered.
- Where it is measured: for example, at a physical or link layer, across a network connection, or by an application.
- Over what interval: a momentary reading, an average over a stated period, or a long-term average.
IEEE’s Technology Navigator describes bit rate as the number of binary digits transmitted or processed per unit time. IEC 80000-13:2025 situates it within the broader idea of transfer rate: a specified quantity of data elements transferred over a stated interval.

Bit rate and baud are related, but not identical
Baud (Bd) counts signaling elements per second. Bit/s counts binary digits per second. Their numerical values are equal only when each signaling element represents one bit. If a signaling scheme encodes multiple bits in each symbol, the bit rate can be higher than the baud rate.
For example, IEEE 802.3 Working Group editorial guidance gives 10GBASE-R a signaling speed of 10.3125 GBd and a bit rate of 10 Gb/s. Its concise distinction is: “In summary baud is used to indicate the signaling rate, b/s is used to indicate the rate of binary digits.” IEEE 802.3 Working Group editorial guidance points to IEEE Std 260.1 for unit conventions. The NIST CSRC glossary defines signaling rate in relation to bit width; interpreting it alongside bit rate still requires knowing the encoding and what is counted.

Why throughput can be lower than a link rate
A nominal or physical link rate and an application’s useful data throughput describe different quantities. Headers, framing, control information and error correction use capacity without adding to the file’s payload. Retransmissions, congestion and other conditions can further affect how much data arrives successfully during a given interval.
So a 100 Mb/s link rate describes bits at its stated link reference point; a file transfer can deliver less useful payload per second. The link rate is not a promise that every application will sustain that rate, and a throughput reading does not redefine the underlying link rate.

RFC 3148 describes bulk-transfer metrics as expected long-term average data rates for TCP connections and explains why results are not comparable unless the measurement method is tightly specified. It is an informational framework published in July 2001, not a current benchmark for Internet performance.
How to read bit-rate units
The standard unit is bit/s; b/s is also used. Prefixes can express larger rates, such as Mbit/s and Gbit/s. In everyday network descriptions, Mbps and Gbps are common, but forms such as Mbit/s make the bit quantity explicit.

Case matters: a lowercase b means bit, while an uppercase B means byte. Thus Mb/s means megabits per second, whereas MB/s means megabytes per second. Since one byte is eight bits, a rate written in MB/s represents a different quantity from the same numeral written in Mb/s. B/s denotes bytes per second, not bits per second.

Before treating two figures as equivalent, check whether they count the same data at the same point and over the same kind of interval. Also check the signaling scheme when comparing baud with bit/s: a symbol may represent more than one bit. Without those details, an advertised link rate, a baud value and an application transfer result are not interchangeable measures.
