Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsTo evaluate a sovereign AI deployment, trace every piece of data and every derived artifact through the full AI lifecycle, then verify where it is stored and processed, who can access it, who controls the encryption keys, and what evidence proves those controls work. A regional data-center setting is only one part of the answer: legal jurisdiction, privileged access, operational control, supply-chain dependencies, and exit capability matter too.
What “sovereign” must mean for your workload
“Sovereign AI” is not a universal certification that settles whether a system is suitable for your organization. Treat it as a set of requirements to define and verify. Depending on the workload, those requirements might concern where data is stored, where computation happens, which laws may apply, who can administer the service, who holds effective control of cryptographic access, or whether the service can operate without external connectivity.

Separate hard constraints from preferred assurances. “Inference must occur inside jurisdiction X” is different from “we prefer a provider with regional operations.” “No provider administrator may access customer data without an approved, logged request” is different from “the provider has an access-control policy.” Your evaluation should turn each material requirement into a testable control, a named owner, and evidence you can retain.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →- Business and data: Identify the use case, data classification, users, and consequences of exposure, alteration, or unavailability.
- Jurisdiction: Record applicable legal and contractual obligations, including any required location or transfer restrictions. The right answer depends on the countries, sector, data, service, and contract involved.
- Threat model: State which threats matter: accidental cross-region movement, compromised accounts, provider or partner operator access, malicious updates, supply-chain compromise, or loss of connectivity, for example.
- Operating constraints: Define availability, recovery, latency, local staffing, connectivity, and support needs.
- Control and proof: Specify who must be able to approve, deny, observe, export, or revoke access—and what evidence will demonstrate that capability.
Microsoft’s sovereignty planning guidance recommends assessing workloads individually based on sensitivity, regulatory exposure, and business criticality, and combining technical, operational, and contractual controls. That is a useful discipline: do not approve a deployment because a provider offers a feature name that resembles a requirement.

Map the entire AI lifecycle and every data-bearing asset
Residency is meaningful only when its scope is clear. Map data from sourcing and labeling through preparation, training or fine-tuning, evaluation, deployment, inference, monitoring, and retirement. Follow supporting services as well as the model endpoint: a regional inference service may still depend on a separate identity system, key service, logging pipeline, support tool, or disaster-recovery location.
For each asset and data flow, record its origin, destination, storage region, processing location, retention period, replication behavior, permitted access roles, and export or transfer conditions. Distinguish storage location from processing location: a file can remain in one region while a job reads or transforms it elsewhere.
Inventory the objects most likely to be overlooked
- Source and working data: Raw, curated, training, fine-tuning, and evaluation datasets; labels; and any user-provided attachments.
- Inference content: Prompts, retrieved context, inputs, outputs, caches, and any content passed to safety or moderation services.
- Model artifacts: Weights, adapters, checkpoints, snapshots, prompt templates, evaluation artifacts, and model-registry records.
- Derived data: Embeddings, vector indexes, feature stores, cached representations, and derived analytics.
- Operational records: Application, security, and audit logs; telemetry and traces; support tickets; and diagnostic dumps.
- Copies and recovery assets: Backups, replicas, disaster-recovery copies, and records retained after service termination.
Derived artifacts are not automatically harmless because they are not the original dataset. Microsoft’s AI workloads and sovereignty guidance says to treat models and derived assets such as embeddings and vector indexes as regulated data objects, subject to the same residency, access, and audit requirements as their source datasets. Apply your own classification and legal analysis to them rather than assuming that transformation removes obligations.
Trace managed dependencies and exceptions
Include storage, compute, vector databases, model registries, identity, key management, networking, telemetry, content-safety services, backup, disaster recovery, and support access in the architecture map. Ask whether regional restrictions apply to every one of those components or only to a named endpoint or storage account.
Check for global endpoints, automatic failover, cross-region replication, abuse monitoring, support tooling, service upgrades, and diagnostic collection. A service may have a regional option while a supporting feature follows a different scope. Microsoft’s implementation guidance recommends pinning storage, compute, and AI endpoints to approved regions, avoiding unapproved cross-region replication for sensitive datasets, and treating derived assets as regulated objects. Verify how those controls apply to the exact service and configuration you intend to use.

Test security and control claims, not just location claims
A residency statement answers only part of the assessment. Evaluate confidentiality, integrity, access, auditability, isolation, and recovery across the same assets and flows you mapped. Ask for the control’s scope and operating conditions, then test whether the evidence applies to your deployment rather than to a provider’s general platform.
Encryption and effective key control
Establish what is encrypted at rest and in transit, which components are covered, and how keys are generated, stored, used, rotated, backed up, revoked, and recovered. Identify every role or service that can invoke cryptographic operations. The key question is not merely whether a customer-managed key option exists; it is who can cause decryption in the actual service path and what happens when the customer revokes access.

Find and replace yours safely.Free scan · under a minuteA customer-managed key alone does not prove that only the customer can decrypt data. If your threat model requires external key custody, validate that the service supports it for the relevant data and operations. The European Commission’s Cloud Sovereignty Framework implementation guidance frames the test as whether the customer, rather than the provider, has effective control over cryptographic access to the data.
Protection while data is in use
Encryption at rest and in transit does not by itself answer how sensitive data is protected during computation. For training or inference that warrants it, ask whether confidential computing is available for the exact workload, which components it protects, and whether attestation is checked before data or secrets are released.
Do not treat a trusted execution environment as a guarantee that every layer is protected. It does not automatically eliminate risks in surrounding software, provider operations, integrations, or side channels. Microsoft’s AI guidance identifies confidential processing and attestation as controls to consider for sensitive phases; confirm coverage and limitations for the specific service.

Identity, privileged access, and audit
Review least-privilege identities, separation of duties, just-in-time elevation, emergency access, and conditions for support access. Determine whether customer approval is required before provider or partner personnel can access systems or data, whether approval is time-limited, and how access is revoked.
Require logs that let you establish who accessed what, when, from where, under which approval, and for what purpose. Check retention, tamper protection, exportability, and whether the records cover provider-side administrative actions as well as customer actions. The European Commission framework calls for visibility into when, where, and by whom data is accessed, and for auditability of AI model usage. A policy document is not a substitute for records from the actual service.
Network boundaries and isolation
Validate private connectivity where required, separation between training and inference environments, outbound egress allowlists, approved dependency sources, and controls on cross-boundary replication. Ask how policy-as-code enforces region and network restrictions, how violations are detected, and whether a denied operation fails closed or falls back to another route. Microsoft’s AI guidance recommends private endpoints, segregated networks, and restricted outbound egress; the deployment’s configuration and test results should show what is actually enforced.
AI-specific threats and supply chain
Maintain inventories for models, datasets, components, and their origins. Record versions, hashes, dataset references and classifications, evaluations, approvals, and relevant attestation evidence. Review external models and components, their documentation, update paths, and the parties responsible for maintaining them. Re-run evaluations on the model version that will be released rather than relying only on results for an earlier build.
Threat modeling should include data poisoning, model inversion, membership inference, API abuse, misuse of permissions granted to connected systems, and risks introduced by model updates. Assess whether a connected agent or model can exercise more access than the user or task requires. The UK Government’s Code of Practice for the Cyber Security of AI covers threat modeling alongside access control, asset management, supply-chain practices, testing, incident planning, monitoring, and disposal. It is voluntary guidance, not a universal legal obligation.

Logs, telemetry, and privacy
Separate operational metrics from security and audit records. Decide whether prompt and response content is necessary in logs; minimize, redact, or tokenize it where possible, and define retention and access rules. Test that logs can be exported and that retention settings work as intended. Logs and diagnostic data can themselves contain sensitive information, so include them in residency, classification, and deletion decisions instead of treating them as neutral service metadata.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Compare deployment models against the same requirements
Compare viable options against your pass/fail requirements, not a count of provider features. A regional public-cloud service may fit when its location, key-control, operator-access, audit, and confidentiality controls meet the workload’s needs. Customer-controlled private infrastructure may be more appropriate when local operations, greater infrastructure control, or disconnected operation is mandatory. A regional partner or disconnected environment may address particular geographic or connectivity constraints, but it still needs evidence for access, operations, supply chain, and recovery.
| Evaluation axis | Questions to resolve for each option |
|---|---|
| Geographic scope | Are both storage and processing confined to the required region? What applies to logs, backups, support data, and managed dependencies? |
| Legal jurisdiction | Which entities operate the service, and which laws may apply? What technical and contractual responses address access demands? |
| Key control | Who can access or invoke keys? Can the customer revoke access and verify the effect? |
| Operator access | Which provider or partner staff can access systems or data? Is access approved, time-bound, and logged? |
| Data-in-use protection | Are confidential execution and attestation available for this exact workload, and what do they cover? |
| Isolation and connectivity | Are private, local, or disconnected modes required? Can the service continue if external connectivity is lost? |
| Supply chain | Can the provider identify software, model, hardware, and subprocessor origins and changes? |
| Portability and exit | Can data and models be exported in usable formats and securely removed? What are the recovery time and migration costs? |
| Assurance and evidence | Is independent evidence current, exportable, and in scope for the exact service, region, and configuration? |
| Operations and resilience | Who patches, monitors, responds, restores, and sustains the service through disruption or provider change? |
Microsoft’s planning guidance distinguishes public-cloud controls from customer-controlled private infrastructure and disconnected environments. Google Cloud describes regional data boundaries, logged administrative access, customer key control, regional partners, and disconnected operations. These are provider descriptions, not proof that a particular tenant has a capability enabled or that it satisfies a legal requirement. Confirm exact service, region, feature availability, configuration, subprocessors, and contractual scope before relying on any claim.
Use assurance frameworks carefully
The European Commission policy page describes four cloud and AI sovereignty assurance levels for public-sector risk assessment. As described there, Level 1 concerns processing and storage in Union infrastructure; Level 2 adds third-country independence and supply-chain transparency; Level 3 adds EU ownership and control and other criteria; Level 4 calls for full software supply-chain transparency and control and no third-country interference. The page describes audit-based recognition of providers by Member States.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Those levels are not a universal global classification, and a level description is not evidence that a particular provider or service has attained it. The policy page’s current legal status and applicable recognition should be verified before treating a level as binding or claiming that an offering has achieved it. For any framework or certification, check its scope, assessor, date, exceptions, and whether the reviewed configuration matches yours.

Build a portable evidence pack
Keep evidence that your team can reproduce and, where relevant, provide to an auditor. Date it, identify the service and configuration it covers, and record exceptions. A concise but useful evidence pack includes:
- A dated architecture and data-flow diagram listing service names, regions, dependencies, transfers, and subprocessors.
- Configuration exports for regions, replication, encryption, networking, identity, retention, and policy settings.
- Key ownership and access paths, privileged-access procedures, customer approval records, and representative access and audit logs.
- Model and dataset inventories, versions and hashes, evaluation and test results, approval history, and deletion or retirement records.
- Independent assurance reports and scope statements, including dates, exceptions, findings, and remediation status.
- Contract terms addressing data use, support access, government requests, incident notification, deletion, subprocessors, and service exit.
- Recovery tests, incident exercises, and a documented approach for maintaining operations or migrating if a provider or service becomes unavailable.
The European Commission criteria call for verifiable evidence of access and irreversible removal. Microsoft implementation guidance recommends exportable evidence such as location records, access approvals, audit and drill results, encryption configurations, policy-compliance results, and penetration-test results. For each item, note what it demonstrates and what it does not. A report about a broad platform, for example, may not cover your specific region or service configuration.
Turn the assessment into a decision and operating process
Apply pass/fail gates before scoring preferences
First identify requirements that cannot be traded away: a jurisdiction boundary, a prohibition on provider access, a required disconnected mode, or a contractual restriction, for example. Reject or redesign any option that cannot demonstrate those controls. Then score the remaining options against risk reduction, operational burden, resilience, portability, and cost using criteria your organization has defined. A high feature count should not compensate for failure on a mandatory control.
Assign owners and review triggers
Give each requirement an accountable control owner, a verification method, evidence location, and review date. Include security, platform operations, privacy or compliance, procurement, and the business owner as appropriate. Reassess when a model, provider, region, subprocessor, data source, feature, or service configuration changes, because each can alter data movement or access.
Keep incident response, recovery, migration, and retirement in scope. Verify that incident notification paths and evidence collection work, test restoration from approved backups, and document how data and model artifacts will be exported or removed at service exit. The UK AI Cyber Security Code includes incident planning, monitoring, and disposal among its recommended practices; use these as ongoing operational tasks rather than one-time procurement checks.
What a defensible conclusion looks like
A defensible decision does not say simply that a service is “sovereign.” It records the workload’s mandatory boundaries, the complete data and artifact flows, the actors and legal entities with access, the controls that enforce those boundaries, the evidence that validates them, and the remaining risks accepted by named owners. It also states the service, region, configuration, contract, and date the conclusion applies to. That makes the decision reviewable when the workload or its dependencies change.
