How to Evaluate Co-Packaged Optics for a Data Center Network

Co-packaged optics can reduce electrical-link constraints and increase optical density, but its value depends on whole-system power, cooling, reliability, and repair. Here is how to compare CPO with pluggables on equal terms.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Evaluate co-packaged optics (CPO) as part of a complete switch and optical path—not as an isolated optical engine. CPO places optical engines close to, or on the same package as, switch silicon, shortening the electrical path between the ASIC and optical conversion. That can reduce signal-conditioning demands and support denser optical I/O, but it also changes cooling, fiber routing, diagnostics, manufacturing, and repair. Whether CPO is a better fit than pluggable optics depends on your port configuration, reach, workload, service model, and lifecycle costs.

What co-packaged optics changes in a switch

In a conventional pluggable design, electrical signals travel from the switch ASIC across the board to optical transceivers installed in front-panel cages. CPO moves optical engines close to, or onto the same package as, the switch silicon. The shorter electrical path can reduce electrical loss and the need for signal compensation, including digital signal processing (DSP), while enabling higher optical bandwidth density.

The gain is not automatic. A CPO system moves more of the design challenge into package integration, heat removal, fiber routing and alignment, manufacturing yield, monitoring, and repair. The unit you must evaluate is therefore the switch plus its optical path, cooling, controls, and service boundary. A favorable engine-level power figure does not, by itself, establish lower system power or lower total cost of ownership.

Near-package optics (NPO), where relevant to your architecture, is another comparison point: it also places optics closer to the ASIC than front-panel pluggables, but it is not identical to CPO. Ask each supplier to define exactly where the optical engines sit and which assemblies can be serviced; architecture labels alone do not specify the operational boundary.

In practical terms, CPO changes where electrical and optical conversion occurs and therefore where design trade-offs show up. Shortening the electrical connection can ease signal-integrity demands between the ASIC and optics, but the optical path still has to leave the package, connect to the network, and remain manageable during assembly and service. The question is not simply whether an optical engine can meet a target rate. It is whether the full switch design can deliver the required links with acceptable power, stability, cooling, maintainability, and cost.

Is CPO better than pluggable optics?

Neither architecture is universally superior. CPO may suit a design constrained by electrical-link power or front-panel density. Pluggables remain a serious option: McKinsey & Company’s 2025 analysis says they are expected to remain competitive on performance and total cost of ownership over the following five years even as CPO gains momentum. Treat that as an analyst outlook, not a guarantee for a particular product or deployment.

Compare systems at the same port or lane rate, reach, traffic profile, chassis, and cooling assumptions. Include the full power and service implications, not just the optical module or engine. If suppliers use different system boundaries or test conditions, their headline numbers are not directly comparable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A useful comparison starts with the workload and constraints, rather than a generic ranking of architectures. A design that is limited by electrical-link power or the space available for front-panel optics may value CPO’s proximity and density. A deployment that prioritizes familiar replacement workflows, a particular reach, or established supplier support may find pluggables compelling. Neither conclusion follows from the architecture name alone. Ask whether the specific product meets the same network requirement and how the operational consequences affect the decision.

Evaluation dimension What to compare on the actual system Why it matters
Power Per-port and whole-switch power, including DSP and cooling overhead A reduction in optics power may not equal the same reduction in total switch or facility energy.
Density and reach Supported port count and optical reach at the required lane or port rate Density gains are useful only if the system meets the network’s reach and topology requirements.
Link behavior Latency, signal integrity, error performance, and link stability under the intended traffic and operating conditions A bandwidth or power claim does not establish error performance or stability in your environment.
Thermals Total heat load, cooling method, and behavior across operating conditions Optics and switch silicon share a tightly integrated thermal and mechanical design.
Operations Management, diagnostics, interoperability, supplier support, and spare availability These determine how quickly operators can isolate faults and restore service.
Lifecycle economics Acquisition, support, repair, manufacturing maturity, and lifecycle total cost of ownership A lower component-power figure alone does not answer the procurement question.

How to evaluate CPO for your network

1. Define the workload and port configuration

Write down the required port or lane speed, reach, traffic profile, port count, chassis, and cooling assumptions before requesting proposals. Use the same configuration to assess CPO, pluggables, and NPO if it is relevant. Make vendors state any differences in test configuration; otherwise, a comparison may reflect different system designs rather than the optics architecture.

Also document the network’s tolerance for link interruption and the degree of redundancy available around the switch. These operating requirements influence whether a difficult-to-replace optical assembly is acceptable and how much spare capacity or inventory is needed.

Be specific about the intended link and deployment pattern. Record which ports must operate at the target rate, the reach each connection must cover, and the traffic conditions under which performance matters. If a proposed configuration supports fewer ports, a different reach, or a different chassis or cooling arrangement than the baseline, flag that difference rather than treating the proposals as equivalent. The required port count and network topology also determine whether any density advantage can actually be used.

2. Set the system boundary for every metric

For power, request both per-port and system-level figures. Ask what is included: optical conversion, DSP or other signal conditioning, switch silicon, and cooling overhead. Record the chassis and thermal assumptions, the tested port configuration, and whether a figure is measured, vendor-reported, or projected. Apply the same boundary to every option.

Use the same discipline for performance claims. Request the port rate, reach, traffic, link conditions, and measurement method behind latency, error, and stability results. An advertised comparison is a useful question to investigate, not a substitute for a like-for-like result.

Ask vendors to define “optics power,” “system power,” and any other headline metric in writing. A component-level figure answers a narrower question than a whole-switch measurement that includes the relevant signal-conditioning functions. Cooling assumptions matter too: compare systems under stated conditions and ask how the thermal design affects the reported result. If one vendor supplies a projection and another supplies a measured result, keep those categories separate instead of averaging or treating them as equally established evidence.

3. Test the operational design, not just the data sheet

Ask how the system exposes link errors, link flaps, optical health, and fault location to operators. Establish what diagnostics are available through the management interface, how alarms map to a replaceable component, and who is responsible for troubleshooting. Test the workflow with the tools and staff that would handle a production incident.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For reliability evidence, ask for the test duration and conditions, thermal qualification, error-rate and link-flap records, monitoring coverage, redundancy, and failure-containment behavior. Determine whether failures can affect a single link, a switch, or a larger part of the fabric. A test result from one configuration is not a fleet failure rate or a guarantee for another deployment.

Use a practical acceptance exercise to expose operational gaps before procurement is complete. Have the vendor demonstrate how an operator sees a fault, distinguishes a link issue from a component issue, identifies the likely service unit, and confirms that a repair restored service. Ask what evidence the system retains for error rates and link flaps, how that information is accessed, and whether the operator can correlate an alarm with a specific optical path. A data sheet that lists diagnostics does not establish that the workflow is usable during an outage.

Reliability questions should include both the test evidence and its limits. Request the operating and thermal conditions, duration, tested configuration, and available link-flap and error-rate records. Ask about redundancy and failure containment as well as monitoring: a component failure’s significance depends in part on what other paths or systems remain available. Do not translate a cumulative lab exposure directly into an expected field failure rate without an appropriate, deployment-specific basis.

4. Map the fiber path and thermal constraints

Review the physical route from the front plate to the optical engine, including connector density, bend management, contamination handling, insertion loss, and alignment tolerances. Confirm how the optical path is assembled and inspected, and how alignment is maintained through qualification and operation. Include the total heat load and cooling design in the same review; a dense package has to meet both optical and thermal requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Corning’s July 23, 2026 supplier-authored discussion describes a CPO optical path that may route more than 1,000 fibers within a constrained assembly. That figure illustrates the integration challenge in the system it discusses; it is not a universal fiber count or requirement for every CPO design. Corning’s central point is that performance, density, reliability, and manufacturing-scale assembly must be balanced end to end.

Ask how the supplier controls the variables that can affect this path: fiber routing, bend management, connector density, contamination, insertion loss, and alignment tolerances. Request an explanation of how the assembly is inspected and qualified, and how its optical and thermal behavior is assessed under operating conditions. These are connected design questions. A compact route may support density, but its practical value depends on whether assembly, inspection, and operation can preserve the required performance at scale.

Manufacturing yield belongs in this review, not only in a supplier’s factory discussion. Ask what qualification and production evidence supports the offered configuration and how manufacturing maturity affects availability, support, and replacement planning. The available sources do not establish one universal yield threshold or fiber count, so evaluate the supplier’s evidence for the exact system rather than applying a generic number.

5. Define the repair boundary and recovery plan

Do not assume that an external laser source makes all CPO components field-replaceable. It can make that laser-source component accessible, but internal optical engines or other parts may still require a larger assembly replacement. Ask for the actual failure procedure and identify whether the service unit is an external laser, optical subassembly, line card, or complete switch.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Document who performs the work, expected repair time, diagnostic steps, required tools, and spare inventory. Model the impact of each replacement boundary on redundancy and recovery. A system that is efficient in normal operation may still be a poor fit if a failed integrated component takes too long to diagnose or restore.

Make the vendor walk through the procedure for each likely failure category, not just the easiest replaceable item. Clarify whether work is done by your operations team, a field service organization, or the supplier; what tools and training are required; and which assemblies must be stocked. Include the time to identify the fault as well as the time to exchange a component. Spare planning should follow the actual replacement unit and the expected service arrangement, not an assumption that every optical function can be swapped independently.

Also identify the failure blast radius: whether a problem is isolated to an optical path, takes a line card or switch out of service, or has a broader effect on the fabric. The answer affects required redundancy and the operational cost of repair. An external laser source can improve access to that particular component without changing the replacement boundary for internal optics, so confirm the full procedure rather than inferring serviceability from one modular element.

6. Confirm product maturity and support for the exact SKU

Market maturity varies by supplier and product, so verify shipment status, geography, supported speeds, software and management support, and production references for the exact switch SKU under consideration. NVIDIA’s 2025 vendor articles described named switch families and anticipated availability windows, including early-2026 and second-half-2026 targets. Those were forward-looking windows, not proof that a particular model shipped, is available in your region, or meets your software and support requirements. Confirm current status directly with the supplier.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask about manufacturing maturity and yield, qualification, support commitments, interoperability, and the supplier ecosystem. McKinsey’s 2025 analysis identifies reliability, thermal management, interoperability standards, packaging, and replacement cost as adoption issues; these should be procurement questions, not assumptions to defer until deployment.

Availability is a dated, SKU-specific fact. Check whether the product is shipping now in the relevant geography, what speeds and configurations are supported, which software and management releases apply, and whether production references exist for the configuration being proposed. Confirm the support path and interoperability boundaries as well: the name of an architecture does not guarantee that all components or management systems work across suppliers. Revisit these checks at the point of purchase because announced availability windows can change.

7. Build a comparable lifecycle cost view

Ask procurement and operations to use the same lifecycle assumptions for every option. Include acquisition cost, support, cooling and power implications, replacement units, expected repair process, and the spare inventory needed for the chosen service model. Account for the cost of replacing a larger assembly if a fault cannot be isolated to a smaller field-replaceable part. Compare these categories over the same deployment scope and period, and make assumptions visible so reviewers can see what drives the result.

Do not infer a lower total cost of ownership directly from a power claim, nor assume that an integrated design is more expensive simply because its service boundary differs. The sources here do not supply universal purchase prices, energy prices, repair rates, or lifecycle periods. Those inputs must come from your procurement terms, operating environment, and supplier evidence. The goal is a like-for-like decision model, not a generic cost verdict for CPO or pluggables.

How to read the published power, reliability, and deployment numbers

Published figures can help identify what to validate, but their scopes differ. Keep the claim, attribution, date, and test boundary attached to each number.

Published figure What the source says it describes How to use it
3.5× lower power consumption NVIDIA’s 2025 vendor technical blog compares its silicon-photonics approach with traditional pluggable transceivers. The system boundary and test basis are not established here. Ask NVIDIA for the tested configuration, included components, and measurement method; do not treat it as a universal CPO-versus-pluggable result.
65% lower optics power Broadcom’s 2025 vendor announcement attributes this comparison with pluggable module solutions to Meta testing. Keep the claim scoped to optics power and the stated comparison; it is not interchangeable with NVIDIA’s system-oriented power claim.
One million cumulative 400G-equivalent port device hours without a link flap Broadcom’s 2025 announcement describes Meta high-temperature lab characterization. This is cumulative laboratory test exposure, not a field failure rate, a fleet reliability measure, or a guarantee for another configuration.
Up to 30% lower data-center energy consumption McKinsey & Company’s 2025 analysis cites a projection for possible future CPO impact. Label it as a projection, not an observed result across deployed data centers.
1.3× faster deployment NVIDIA’s 2025 vendor technical blog reports this for its CPO switch deployment comparison. Do not generalize it to other suppliers or installation conditions; request the comparison basis and what “deployment” includes.

These figures are not a shared benchmark. NVIDIA’s 3.5× figure is a vendor-reported comparison of its silicon-photonics approach with traditional pluggables, while Broadcom’s 65% figure is specifically an optics-power comparison attributed to Meta testing. A component boundary and a system boundary can yield different kinds of claims, so do not rank them as though they measured the same thing. Ask each supplier for configuration and measurement details before using a claim in a business case.

Broadcom’s one million cumulative 400G-equivalent port device hours without a link flap describes high-temperature lab characterization attributed to Meta. It is useful test evidence, but cumulative laboratory exposure is not the same as a measured fleet failure rate. Likewise, McKinsey’s figure of up to 30% lower data-center energy is a projection about possible future impact, not a reported result across deployed facilities. NVIDIA’s 1.3× faster deployment figure is specific to its own comparison; installation conditions and the meaning of “deployment” need to be established before applying it elsewhere.

Broadcom’s vice president and general manager of its Optical Systems Division, Near Margalit, characterized the result as: “This milestone shows that CPO is not just a research concept — it is production-proven and ready to scale.” That is a vendor opinion. The associated lab characterization is meaningful evidence, but its scope does not establish production behavior across other configurations or deployments.

Procurement questions to put to vendors

Use a written request for evidence so that different proposals can be compared against a shared operating baseline. A useful response should answer these questions directly:

  • What exact switch SKU, geography, port speed, reach, and software or management release does the proposal cover, and is it shipping now?
  • What power is measured at the optical, per-port, switch, and cooling boundaries? Which DSP and signal-conditioning functions are included?
  • What are the test conditions behind latency, errors, link flaps, thermal behavior, and any reliability result?
  • How are optical health and failure location diagnosed, and what telemetry or alarms can operators access?
  • Which component is replaced for each likely fault, who replaces it, and what repair time and spare inventory should operations plan for?
  • What are the supported interoperability and supplier boundaries, and which elements require a specific system or software ecosystem?
  • How are fiber routing, alignment, contamination, insertion loss, and manufacturing yield controlled and qualified?
  • What acquisition, support, replacement, and lifecycle assumptions are needed to calculate total cost of ownership against a comparable pluggable design?

Before scoring proposals, ask suppliers to identify which claims are measured results, vendor comparisons, or projections, and to attach the test configuration and system boundary to each. Record deviations from the common baseline, including differences in reach, chassis, cooling, traffic, supported port count, or replacement unit. This makes uncertainty visible and prevents a persuasive but differently scoped headline from dominating the decision.

Make the decision against operational constraints

CPO is a stronger candidate when a measured system comparison shows that its electrical-path and density advantages matter to the target fabric, and the deployment can support the resulting thermal, fiber-integration, diagnostics, and repair model. Pluggables remain a rational choice where their performance and lifecycle economics fit the requirement, especially when their service model is preferable. NPO can also belong in the comparison if it is available for the architecture and performance target.

Make the decision from verified evidence for the exact configuration: equivalent reach and traffic, comparable system boundaries, current product availability, credible reliability data, and an operationally workable replacement plan. Do not let an engine-level power claim, a single laboratory milestone, or a market projection stand in for that system decision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A defensible decision record should state the required workload and port configuration, the compared products and system boundaries, the evidence behind power and reliability claims, and the accepted repair and support model. It should also name unresolved assumptions, such as an unverified product availability window or an unclear replacement procedure. If those uncertainties materially affect service continuity, cost, or capacity, resolve them with the supplier before treating the options as equivalent.

Sources and evidence boundaries

The architecture and comparison framework draws on McKinsey & Company’s 2025 analysis, NVIDIA’s 2025 vendor technical articles, Broadcom’s 2025 vendor announcement describing Meta lab testing, Corning author Benoit Fleury’s supplier-authored article published July 23, 2026, and a 2023 technical review of CPO status, challenges, and solutions. These sources have different roles: vendor publications describe their own systems and claims; McKinsey provides broader analysis and projections; Corning discusses optical integration from a supplier perspective; and the 2023 review provides technical background rather than current product availability. No independent cross-vendor benchmark of otherwise equivalent CPO and pluggable switches is established by these sources, so request comparable test details for any purchasing decision.

Frequently Asked Questions

What is co-packaged optics?

Co-packaged optics places optical engines close to, or on the same package as, switch silicon. Compared with front-panel pluggable optics, the shorter electrical path can reduce electrical loss and signal-conditioning demands while supporting dense optical I/O. It also makes package integration, cooling, fiber routing, diagnostics, and repair part of the system-level evaluation.

Is CPO better than pluggable optics?

Not universally. CPO may help when electrical-link power or optical density is a constraint, while pluggables remain a serious option for performance, cost, and serviceability. Compare the same port rate, reach, traffic, chassis, cooling assumptions, and lifecycle scope. McKinsey’s 2025 analysis expected pluggables to remain competitive on performance and total cost of ownership over the following five years; that is an analyst outlook, not a guarantee for an individual product.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can CPO optics be replaced if they fail?

It depends on the design and the defined service boundary. An external laser-source module may make that component accessible, but it does not necessarily make internal optical engines field-replaceable. Ask whether a fault requires replacement of an external laser, optical subassembly, line card, or complete switch, who performs the work, how long repair takes, and what spares are required.

How should I compare CPO power claims?

First establish whether the figure is optics-only, per-port, whole-switch, or includes cooling. NVIDIA reported 3.5× lower power in a 2025 vendor comparison with traditional pluggable transceivers; Broadcom reported 65% lower optics power in a comparison attributed to Meta testing. Their scopes differ, so request the test configuration, included components, and measurement method before comparing either figure with another system.

Does Broadcom’s one million port device hours prove CPO field reliability?

No. Broadcom’s 2025 announcement described one million cumulative 400G-equivalent port device hours without a link flap during Meta high-temperature lab characterization. It is useful evidence about that test, but it is not a measured fleet failure rate or a guarantee for a different configuration or operating environment.

What should a CPO procurement evaluation include?

Define the workload, port rate, reach, traffic, port count, chassis, and cooling baseline; compare system-level power and performance under like-for-like conditions; review thermal and fiber integration; validate management, diagnostics, interoperability, and reliability evidence; and document the replacement unit, repair process, spares, support, and lifecycle cost assumptions. Verify availability and support for the exact SKU and geography.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Choose CPO only when evidence for the exact switch configuration shows that its power or density advantages matter to your network and the cooling, optical integration, diagnostics, and repair model are workable. Compare it with pluggables—and NPO where relevant—using equal port, reach, traffic, and system assumptions. Treat vendor figures and projections as claims to validate, not substitutes for a serviceable, like-for-like system decision.
