Choose cloud infrastructure by testing it against your SaaS’s real workload and growth plans—not by relying on a universal provider ranking. First set firm requirements for reliability, recovery, security, customer isolation, and performance; then compare viable architectures on the same assumptions and validate the biggest risks with estimates, tests, and reviews.
1. Define what the infrastructure must deliver
Before comparing cloud platforms or services, write down the outcomes customers and your business depend on. A low price or appealing feature set cannot compensate for missing a hard requirement.
Set pass/fail requirements
- Availability and recovery: Define the service objectives your product needs, which failures you must withstand, and how quickly data and service must be restored.
- Security and customer isolation: Specify identity and access controls, tenant boundaries, data handling, network protections, and any compliance evidence customers require.
- Performance: Describe latency expectations, traffic patterns, peak demand, and what happens when usage grows faster than forecast.
- Operational ownership: Identify who deploys changes, monitors services, responds to incidents, investigates problems, and communicates with customers.
- Geography and data needs: List required deployment regions and data-location constraints. Confirm that the specific services and architecture you need are available there.
Keep mandatory conditions separate from preferences. A candidate that fails a security, availability, or data-location requirement should not pass because it scores well on cost.
Model the SaaS workload
Describe the product’s present and expected use in terms that can be applied consistently to each option: customer and tenant counts, traffic and growth, data volume and retention, workload peaks, availability goals, regions, support expectations, and the people available to operate it. These are comparison inputs, not forecasts to treat as certain; record the assumptions and revisit them as the product changes.

2. Compare architectures using the same criteria
Evaluate candidate designs—not provider brands in isolation—against the same workload, requirements, geography, growth scenarios, and staffing assumptions. A managed service, database, or network design can shift operational work and costs even within one provider.
Use a weighted scorecard after the hard gates
Once candidates meet the non-negotiable requirements, score them on the dimensions below. Choose weights that reflect your product’s actual risks: for example, a latency-sensitive developer tool may weight performance differently from a product with strict recovery obligations.

| Dimension | Questions to assess | Evidence to collect |
|---|---|---|
| Reliability and recovery | Can the design meet your service objectives? What dependencies can fail, and how do redundancy, backups, and restoration behave? | Architecture review, recovery procedures, and results from restoration exercises. |
| Security, privacy, and isolation | How are identities, tenant boundaries, data, and networks protected? Can you produce the evidence customers need? | Security review, access-control design, and relevant compliance documentation. |
| Performance and capacity | How does the architecture respond to expected traffic, peaks, and growth? Where are likely bottlenecks, and what does capacity headroom cost? | Workload-specific tests and documented assumptions about traffic and latency. |
| Operational fit | Can your team automate deployments, observe the system, govern changes, investigate incidents, and obtain the support it needs? | Operational runbooks, staffing assumptions, and a review of the tools and skills required. |
| Cost and unit economics | What are the recurring infrastructure, data-movement, and operational costs under different growth scenarios? Do they fit the product’s revenue model? | Estimates based on equivalent workload, region, availability, and support assumptions. |
| Growth path and reversibility | Can the design evolve without overbuilding now? How much provider-specific coupling is acceptable, and what would a future migration involve? | Documented design choices, dependencies, and likely change or migration work. |
Record the quality of evidence beside every rating. A measured result, an estimate, and an untested assumption are not interchangeable. Treat an unknown on a critical requirement as an open risk, not as a favorable score.
3. Evaluate customer isolation as part of the architecture
A SaaS product often serves multiple customers through shared infrastructure. Microsoft’s Azure SaaS workload guidance calls customer isolation critical in that setting. Treat tenant boundaries as a design and operating requirement: consider how identity, access, data, and service operations prevent one customer’s activity or information from crossing into another’s.

Isolation decisions affect more than security. They can influence how you manage customers, automate operations, and price the service. Compare designs in light of your product’s customer commitments and operating capacity rather than assuming one isolation approach suits every SaaS.
4. Include the cost of operating the service
Cloud bills are only one part of infrastructure cost. Deployment practices, governance, capacity planning, monitoring, incident investigation, and customer communication all require work. Microsoft’s guidance for SaaS workloads covers areas including resource organization, identity and access management, compute, networking, data, billing and cost, governance, DevOps, and incident management.

Estimate costs against the same workload scenarios for every candidate, including expected growth and the availability and support assumptions behind the design. Include data movement and the staffing or operational effort needed to run it. An architecture that appears inexpensive at a small scale may become difficult to manage if routine work remains manual as customers and expectations grow.

Each major cloud provider publishes guidance that can help structure an architecture review. These documents explain how to assess designs in their own context; they are not independent comparisons of providers, prices, or workload performance.

- AWS: The AWS SaaS Lens, dated 2023-04-04, offers SaaS-specific architecture review guidance and discusses the business impacts of design decisions. AWS also describes its Well-Architected Framework as a consistent way to review workloads against best practices.
- Microsoft Azure: Azure SaaS workload guidance, updated 2025-11-05, addresses architecture and operating topics for SaaS, including isolation, automation, tenant management, cost, security, and reliability. Its SaaS workload design principles emphasize adaptability and trade-offs among architecture pillars.
- Google Cloud: The Google Cloud Well-Architected Framework, last reviewed 2026-01-28 UTC, organizes guidance around operational excellence, security, reliability, cost optimization, performance optimization, and sustainability.
Use the frameworks to prompt questions and expose gaps in your own design. Do not treat a provider’s self-published framework as proof that its services will be cheaper or faster for your workload.
6. Validate the largest risks before committing
For each shortlisted architecture, turn important assumptions into evidence before a migration or redesign makes them expensive to revisit.
- Build comparable estimates. Use the same workload, regions, growth assumptions, availability targets, and support expectations for every candidate. Confirm consequential service availability and contract terms for the intended deployment.
- Test capacity and performance. Exercise representative workloads and traffic patterns. Look for bottlenecks, scaling behavior, latency, and the cost of the capacity headroom required.
- Exercise recovery. Restore data or services using the procedures the team expects to rely on. Check whether the result meets the recovery objectives you set.
- Review security and isolation. Examine identity controls, tenant boundaries, data handling, network protections, and the evidence needed for customer commitments.
- Review operational readiness. Confirm that deployment, monitoring, governance, incident investigation, and customer communication can be handled by the people and processes you actually have.
The available provider guidance does not establish current comparative prices, service-level commitments for a particular architecture, regional availability, support response, or performance for your workload. Those depend on chosen services, geography, contract terms, and implementation. Verify each where it matters to the decision.
7. Choose a design that can grow without overbuilding
Start with the customer needs and failure consequences that matter most now, then identify how the architecture can evolve as usage and operating expectations rise. Plan explicitly for automation, tenant management, cost control, security, and reliability instead of assuming a small-scale design will remain easy to run.
