How to Evaluate Claims About Quantum Computer Reliability

Quantum-computer reliability is not one number. Learn what common metrics measure, what they leave out, and what evidence to request before comparing systems.

There is no single number that tells you whether a quantum computer is reliable. A gate-error measurement, a system benchmark, a logical-qubit result, an application demonstration and a cloud job-success rate describe different things. To judge a claim, identify what was measured, on which system and when, under what test conditions, and whether the result is repeatable and relevant to the computation you care about.

What does “reliability” mean for a quantum computer?

Reliability depends on the question being asked. A researcher evaluating a qubit operation needs different evidence from a company considering a cloud service or a team asking whether a quantum processor can run a useful algorithm. At least five distinct levels appear in reliability claims:

As an Amazon Associate I earn from qualifying purchases.

  • Component performance: properties such as qubit coherence, gate errors or readout errors. These characterize parts of a processor or operations on it.
  • System benchmark performance: results from tests such as quantum volume, layer fidelity or circuit throughput. These summarize performance under a defined benchmark procedure.
  • Logical-qubit and error-correction performance: evidence about whether encoded information and operations can reduce errors relative to physical qubits, and how that result changes with scale.
  • Application performance: the result of running a particular workload, including the effects of software, compilation, mitigation and any classical processing.
  • Service operations: whether a cloud-accessed system accepts and completes jobs reliably. This is operational availability, not a measure of computational correctness.

A claim at one level cannot automatically establish performance at another. Low component error rates do not by themselves prove that a long circuit produces a correct answer. A high benchmark result does not establish an advantage on a particular application. A service that completes jobs consistently may still return results affected by quantum errors.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep these levels separate when reading a company announcement. For example, a statement about a component operation concerns that operation under a characterization procedure; it does not tell you how an application behaves after many operations, software choices and classical processing are involved. Likewise, evidence that a cloud service completed submitted jobs addresses whether the service operated successfully, not whether the jobs’ outputs were correct. Ask what conclusion the evidence supports—and stop short of broader conclusions it was not designed to support.

Why qubit count is not a reliability score

Physical-qubit count indicates a form of hardware scale, not how accurately or deeply a processor can compute. More qubits can support larger encoded or unencoded circuits in principle, but they do not show that errors are controlled well enough for a useful calculation. IBM Quantum’s fault-tolerance explainer makes this distinction directly: “Simply adding more qubits to the device isn’t going to solve all these challenges, because the errors will grow alongside the qubit counts in our processors—or, rather, the errors will grow if we don’t have a plan to attack them.” This is IBM’s institutional explanation, not a quotation attributed to an individual.

When a provider emphasizes qubit count, ask what the system can do with those qubits: what operations were tested, how deep the demonstrated circuits were, how accuracy changed as circuits grew, and whether the result involved physical qubits, logical qubits or error mitigation. A scale figure without these details is not enough to compare reliability.

Also check that the count is being compared at the same level. A physical-qubit total and a logical-qubit total do not describe equivalent resources. A logical qubit is part of an error-correction result and should be interpreted alongside its code, physical overhead, demonstrated operations and error behavior. The headline count alone cannot tell you how much computation was performed, how many operations were reliable, or whether error protection improved at larger scale.

What the common metrics can—and cannot—tell you

Metric or claim What it helps assess What it does not establish by itself What to request
Gate error rate or gate fidelity How well a specified operation performs under a stated characterization protocol. The National Academies discusses gate error rates as a measure of qubit fidelity and randomized benchmarking as a way to estimate effective gate errors. Accuracy of every circuit, application or full-system computation. A component metric is not a whole-system reliability score. The operation and qubits measured, benchmarking protocol, device configuration, calibration date, uncertainty and whether the value is representative of the processor.
Quantum volume A composite system benchmark under its defined test procedure. Performance on every large-scale, error-mitigated or application-specific workload. It should not be treated as a universal performance ranking without aligned methods and conditions. The benchmark implementation, system and configuration, run date, repetitions, and whether competing results used comparable procedures.
Layer fidelity Performance across circuit layers, including an approach intended to characterize larger or error-mitigated circuits. IBM describes this metric in its own benchmarking material. An independent, universal reliability score. It is a vendor-developed benchmark, so the method and scope matter. The specific layer-fidelity method, circuit construction, system context, mitigation choices and uncertainty.
CLOPS or circuit throughput Speed of repeated circuit execution; IBM’s metrics discussion presents it as a throughput measure. Accuracy. A processor can execute circuits quickly without that speed being evidence that the results are correct. What counts as a circuit and an execution, the test conditions, time period, and any accuracy result reported separately.
Logical error rate Whether error correction yields more reliable encoded information or operations than the relevant physical-level comparison. Useful large-scale fault tolerance from a small demonstration alone. The code, code size or distance, physical resources, logical operations, operating duration, physical and logical error rates, and how the result changes as code size grows.
Job success rate or successful execution time Operational aspects of a cloud service, such as whether jobs complete and how much execution time is spent on successful jobs. IBM reports tracking these types of service metrics. State fidelity, algorithmic correctness or the probability that a completed job returned the right answer. Metric definition, reporting period, what counts as a successful job, and computational-quality measurements for the workload.

These measures answer different questions, so a comparison should not collapse them into one score. The National Academies’ technical discussion is useful for understanding component-level randomized benchmarking; NIST provides introductory context on quantum errors. IBM’s descriptions are primary sources for IBM’s own metrics and service measures, not independent evaluations of all systems.

Component metrics are still useful. Gate error rates and randomized benchmarking can help characterize operation-level performance, and may help explain why a circuit behaves as it does. Their limitation is scope: a component result does not incorporate every interaction among operations, circuit structure and the larger software and hardware stack. Treat it as one piece of evidence, not as a proxy for end-to-end accuracy.

System benchmarks also differ in what they emphasize. IBM’s metrics discussion separates programmable qubits and qubit operations from maximum circuits per second, illustrating that scale, quality and speed are distinct dimensions. Layer fidelity is intended to examine behavior across circuit layers, including larger and error-mitigated circuits; it should be reported with its procedure and not treated as interchangeable with quantum volume. CLOPS, by contrast, is a throughput measure. A faster result is not necessarily a more accurate one.

How to examine a reliability claim

  1. Classify the claim. Is it about a component, a system benchmark, error correction, an application workload or cloud-service operations? Write down the claim’s exact level before interpreting its number.
  2. Get the metric definition. Ask what was measured, how the value is calculated and what the test is designed to capture. Terms such as “fidelity,” “quality,” “reliability” and “success” can refer to different quantities; do not infer a definition from the label alone.
  3. Identify the system and its state. Record the processor or device configuration and the calibration date. A measurement without hardware context and date is difficult to interpret because device parameters and benchmark outcomes can depend on calibration.
  4. Inspect the test workload. Request the circuit family, circuit depth or layer count, operation count where relevant, number of trials or shots, and the number of repetitions. Find out whether the published value is a best run or a representative result across repeated runs.
  5. Account for the software path. Ask which compiler, compilation settings, error-mitigation techniques and preprocessing were used. Hardware alone does not determine an end-to-end result; these choices can affect what circuit was executed and the reported outcome.
  6. Look for uncertainty and repeatability. Request error bars or another uncertainty description, as well as results from repeated runs. A single reported value without variation or repeatability information is weak evidence for typical performance.
  7. Check the comparison baseline. Determine what other system or method the result is being compared with, whether the same or sufficiently aligned workload and procedure were used, and whether the comparison includes relevant classical processing.
  8. Match the evidence to the intended use. If the claim is about an application, look for an end-to-end result on that workload, a disclosed classical baseline, reproducibility and the cost of classical preprocessing or error mitigation. A generic random-circuit benchmark does not automatically establish performance on chemistry, optimization, simulation or another application.

Calibration is not a footnote. IBM documentation describes initial calibration, daily benchmarking and real-time benchmarking of device parameters for workload-sensitive parameters. These are IBM’s descriptions of its own process, but they illustrate why a value should be tied to when and under what conditions it was measured. A benchmark from one calibration context should not automatically be treated as a permanent property of the device or as a like-for-like comparison with a result obtained under different conditions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When asking for date and context, be specific: request the processor configuration, when the benchmark was run, whether it followed initial or daily calibration, and whether workload-sensitive parameters were benchmarked in real time. If a vendor provides only a headline value without those details, state that the context is unavailable rather than assuming the number represents all runs or later device states.

There is no universal reporting standard established by the sources cited here. The information above is a practical request list for evaluating a claim, not a claim that every provider follows an adopted disclosure format.

How to assess error-correction and logical-qubit claims

Error-correction demonstrations matter because useful fault-tolerant computation requires more than adding physical qubits: the system must use physical resources to encode information and suppress errors well enough to sustain logical operations. But a small-scale demonstration, while meaningful progress, does not by itself show that a system can perform useful large-scale fault-tolerant computation.

For a claim involving logical qubits, separate the physical-qubit result from the logical-qubit result. Ask for the specific code and operations demonstrated, the number of physical resources used, how long the logical information was operated or stored, and the physical and logical error measures under the stated conditions. Most importantly, ask whether logical error improves as code size or distance grows. A single result at one scale cannot show that trend. Also ask whether the result has been independently reproduced; vendor-reported demonstrations should be labeled as such unless independent confirmation is available.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The useful question is not simply “How many logical qubits?” but “What logical operations work, at what error behavior, for what duration, with what physical overhead, and how does performance change as the code grows?”

Look for a scale-dependent error story rather than a single impressive data point. If a claim gives one logical error rate, ask for the corresponding physical-level comparison and the results at other code sizes or distances. The central question is whether adding error-correction resources is associated with better logical performance, not merely whether a logical encoding was implemented. The number of logical operations and the duration of operation also matter: a result about storing or operating on encoded information for a limited interval is not automatically evidence for long computations.

How to compare two systems fairly

Do not rank systems by selecting the largest number from each provider’s materials. Build a comparison around the claim you need to evaluate, and leave an item unreported when the provider has not established it. The table below is a comparison framework, not an industry standard.

Comparison field Questions to record
Metric and definition What exact metric is reported, and does it mean the same thing across systems?
Physical or logical scale How many physical or logical qubits are involved, and are the two figures being compared at the same level?
Circuit depth or operation count What circuits or number of operations were demonstrated? Were they comparable?
Accuracy and error behavior What errors were measured, with what protocol and uncertainty? How do errors change with circuit size or code size?
Speed and throughput What was timed, and does the reported speed measure execution throughput rather than correctness?
Workload relevance Does the test resemble the intended application, or is it a generic benchmark?
Date and calibration context When was the measurement made, on what configuration, and how does calibration affect its relevance?
Reproducibility Were results repeated, are uncertainties reported, and has the finding been independently reproduced?
Service availability If accessed through a cloud service, what operational success measure is reported, over what period, and is it kept separate from computational correctness?

Only compare benchmark values when definitions, workloads and system conditions are sufficiently aligned. If one system reports a vendor-specific metric and another reports a different benchmark, present them as different evidence rather than implying a direct ranking. The 2024 Nature Reviews Physics article surveys the broader benchmarking landscape; a 2025 arXiv preprint offers benchmarking recommendations, but a preprint is not an adopted industry standard.

The comparison should also make missing information visible. If one company reports a benchmark date, uncertainty and repeated runs while another publishes only a headline figure, those results do not have equal evidential detail. Do not fill gaps by assuming that unreported conditions match another provider’s procedure. Mark fields as unavailable and explain which comparisons that prevents.

For an application claim, write down the workload and classical baseline separately from generic benchmark results. Ask whether the reported outcome covers the end-to-end task, what classical preprocessing or error mitigation was used, and what those steps cost in time or computational effort. The relevant baseline and workload should be clear enough for a reader to understand what was compared. If these details are omitted, a benchmark may still be informative about its own test, but it cannot settle application performance.

How much weight should a published number carry?

First identify who produced the result. A vendor’s documentation can be the most direct source for how that vendor defines a metric, calibrates its devices or tracks its service. It is still a vendor source, and its claims should be described with that context. Peer-reviewed technical work and independent reproduction can add different forms of support, but the benchmark’s scope and procedure still matter.

No independent, general-purpose statistic in the cited evidence safely serves as a universal quantum-computer reliability percentage. That absence does not prove that no relevant published statistics exist; it means a reader should not turn a particular provider’s value into a general reliability rate. Report a vendor-specific benchmark with its system, procedure, date and publisher, and avoid presenting it as a universal score.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A 2024 forum post captures the kind of question a prospective evaluator might ask—how to evaluate companies developing quantum computing capabilities and where to find resources. It is one person’s question, not evidence that the question is common. The practical response is to inspect the underlying evidence and distinguish the claim’s level rather than rely on a company’s headline number.

Benchmarking literature describes multiple layers of evaluation, and standardization remains an open question in the cited material. A 2025 arXiv preprint should be identified as a preprint if its recommendations are discussed; it should not be described as an adopted standard. The search for a single independent, adopted comparison across commercial systems and representative workloads did not resolve that question. This is a reason to be careful about direct rankings, not a reason to assume that all benchmarks are useless.

Questions to take to a provider

For a practical evaluation, send a short, consistent request to each provider. Ask for: the exact metric and definition; device and configuration; calibration and measurement date; test circuits and depth; shots or trials and repeated runs; uncertainty; compiler, mitigation and preprocessing choices; whether the result is physical or logical; the relevant classical baseline; and any service success definition and reporting period. For error-correction claims, add the code, code size or distance, physical resources, logical operations, duration and error trend with scale.

Consistency matters: ask the same questions of each provider, then compare only the answers that genuinely refer to similar tests. This makes it easier to distinguish a missing disclosure from a genuinely different benchmark and keeps a reliability assessment anchored to evidence rather than presentation.

Frequently Asked Questions

Is a larger number of physical qubits evidence that a quantum computer is more reliable?

No. Physical-qubit count indicates hardware scale, not accuracy or useful circuit depth. Ask what operations and circuit depths were demonstrated, how errors behaved, and whether results used physical qubits, logical qubits or error mitigation.

Does a high quantum volume prove a system will perform well on my application?

Not by itself. Quantum volume is a composite benchmark under a defined procedure; it does not establish performance on every application or large-scale, error-mitigated workload. Request end-to-end results on the workload you care about, along with the classical baseline and preprocessing or mitigation involved.

What should I ask about a logical-qubit or fault-tolerance result?

Ask which code and logical operations were demonstrated, how many physical resources were used, how long operation lasted, and what physical and logical error measures were observed. Check whether logical error improves as code size or distance increases; a small demonstration alone does not establish useful large-scale fault tolerance.

Are cloud job-success rates a measure of computational accuracy?

No. Job success and successful execution time describe operational service performance, such as whether jobs completed. They do not by themselves measure state fidelity, algorithmic correctness or whether a completed job returned the right answer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How can I compare benchmark claims from different providers?

Compare only when metric definitions, workloads and system conditions are sufficiently aligned. Record device and calibration context, repetitions, uncertainty, circuit depth, software and mitigation choices, workload relevance and throughput separately. Label vendor-developed metrics and avoid treating different benchmarks as a direct ranking.

The Bottom Line

Quantum-computer reliability is not one number. Identify the level of each claim, request its metric definition, system and calibration context, test conditions, uncertainty and repeatability, then compare like with like. A benchmark, logical-qubit demonstration or successful cloud job can be useful evidence—but only for the question it actually measures.
