Assign an owner, identify what different employees need to protect, teach practical responses and reporting routes, provide realistic practice, and use feedback and incident patterns to improve the next cycle. CISA guidance supports periodic, tailored training and continuous improvement; it does not prescribe one cadence or syllabus for every employer.
What makes employee cybersecurity training continuous?
A continuous program connects training to the organization’s real work and changing risks. Employees learn what applies to their roles, practice recognizing and reporting likely threats, and receive refreshers when risks, systems, or procedures change. Program owners then review participation, feedback, exercises, and incidents to decide what to adjust.

This is different from treating a completed course as proof that the organization is secure. Completion records show that training was delivered; they do not, by themselves, establish that employees can respond effectively or that the training reduced the chance of an incident.

CISA’s FY 2024 IG FISMA Metrics Evaluation Guide describes criteria for risk-tailored training, periodic delivery, evaluation, feedback, and continuous improvement in a federal information-security assessment context. CISA’s August 29, 2025 guidance, “Four Cybersecurity Essentials for SLTTs,” recommends frequent, realistic phishing tests and a culture where people can report mistakes. The latter is directed at state, local, tribal, and territorial governments. These are useful program-design references, not blanket legal requirements for every employer.

Start with ownership, purpose, and scope
Assign a program owner and contributors
Name one accountable owner who can coordinate planning, delivery, records, and review. The owner may work in security, IT, or another function, but the program also needs input from the people who set workforce policies and understand daily operations. Involve HR, IT, security, managers, and business areas whose work or information creates distinct risks. Clarify who approves content, who delivers it, who handles reports, and who acts when a training issue reveals a process weakness.
Put the program in a short written plan. Record its audience, objectives, responsibilities, delivery approaches, resources, and how the organization will evaluate and improve it. CISA’s FY 2024 assessment guide looks at whether an organization defines a tailored awareness and training program, ensures users receive training, gathers feedback, and uses it for ongoing improvement. Use that as a design reference in context, rather than treating federal assessment criteria as a private employer’s legal checklist.
Write outcomes employees can act on
Make objectives observable and specific. Examples include recognizing a suspicious request, verifying it through a trusted channel, reporting a suspected incident through the approved route, or following the organization’s remote-access rules. These are program-planning examples, not universal prescribed targets. Choose outcomes that address the systems, information, and work patterns in your organization.
Connect the objectives to a practical response. If staff are expected to report suspicious email, they need to know the official reporting channel and what to do if they have already clicked, opened an attachment, or shared information. If a procedure is unclear or difficult to follow, the program should surface that weakness for the responsible team to address.
Map roles to risks and training needs
List the audiences the program needs to reach, including employees, contractors, privileged users, managers, and people in specialized roles. Map each group to the systems and information it handles and the decisions it makes. A broad workforce may need common guidance, while people with elevated access or distinct responsibilities may need additional role-specific instruction.
Prioritize subject matter using the organization’s threat experience, policies, systems, and work patterns. CISA’s FY 2024 guide names topics such as organizational policies and responsibilities, secure email and browsing, remote access, mobile-device security, social media, phishing, malware, physical security, and incident reporting. That list is a menu for tailoring, not a requirement to give every topic equal time in every cycle.
For each audience, decide what information is relevant, what behavior is expected, and what response route applies. For example, a general employee and a privileged user may both need to report a suspicious message, but the privileged user may also need instruction specific to the access or systems they manage. Keep specialized content tied to an actual role or exposure rather than adding it simply to make the curriculum longer.

Choose delivery methods and a cadence that fit
Use formats people can access and remember. Options include short learning modules, team discussions, timely reminders, scenario exercises, and role-specific instruction. CISA’s FY 2018 IG FISMA metrics guide lists email advisories, intranet updates, web-based training, and phishing simulation tools as possible delivery technologies, and asks organizations to plan their frequency and deployment methods.
Set timing based on your organization’s risk, workforce exposure, applicable obligations, and changes to threats or systems. CISA’s FY 2024 guide calls for training within organization-defined timeframes and periodically thereafter. CISA’s ransomware guidance recommends regular repeat training for advanced social-engineering risks, while its 2025 SLTT fact sheet calls for frequent realistic testing. Those sources do not establish a universal monthly, quarterly, or annual schedule for all employers.
Build a schedule that includes both planned refreshers and updates when something important changes. A new system, revised procedure, emerging threat, or pattern in reported incidents may create a reason to revisit a topic before the next planned cycle. Record why content was updated and which audience it was intended to reach.
When choosing a delivery or simulation approach, compare how well it supports the program’s actual needs:
- Audience and risk tailoring: Can content be adapted for different roles and exposures?
- Refresh and updates: Can the organization provide periodic reinforcement and adjust material when relevant risks change?
- Practice and follow-up: Can employees rehearse realistic responses, and can the organization provide useful follow-up?
- Access: Can the workforce use the format in its working environment?
- Program records: Can the organization record delivery and completion, gather feedback, and review exercise or reporting patterns?
- Operational fit: Does the approach fit the organization’s systems, policies, privacy expectations, and resources?
The cited guidance does not establish a best commercial provider or current pricing. Select based on the needs and constraints above rather than assuming a particular platform is necessary.
Use realistic practice to teach the response
Training should help employees do more than identify a suspicious message in a quiz. Use scenarios that resemble risks the organization may face, such as unexpected credential requests, malicious attachments, social engineering, or the reporting of a suspected incident. Practice should teach the sequence: pause, verify through a trusted route, and report using the organization’s official process.
CISA’s August 2025 SLTT guidance specifically recommends frequent, realistic phishing testing and threat literacy. It advises verifying suspicious messages through a known contact method instead of replying to the message or using a phone number or link included in it. Apply that principle to relevant exercises: show employees how to check a request without trusting the very message under question.

Explain the purpose of exercises and make the next step clear. A simulation is most useful when it helps employees recognize cues, choose a safe verification method, and understand how to report. Use results to identify where additional explanation or practice is needed, rather than treating an exercise as a contest or a substitute for improving confusing procedures.
Make phishing practice useful rather than punitive
A phishing exercise is one form of practice, not the whole training program. Tie scenarios to the organization’s risks and pair them with instruction about safe verification and reporting. When an employee interacts with a simulated message, the follow-up should help clarify the cues or steps that were missed and point to the correct response. CISA’s 2025 guidance supports frequent, realistic testing for SLTT governments, but it does not set a single testing schedule for all employers.
Before running an exercise, check that the reporting route works and that the people responsible for receiving reports know what to do with them. Otherwise, the simulation may test an unclear process rather than reinforce a usable one. Keep the purpose understandable: employees should know that practice is intended to improve threat recognition and response, not simply to rank individuals.
Make reporting clear and safe
Tell staff exactly how to report suspected phishing and other security incidents. Identify the official channel or channels, explain what information to provide, and make the route easy to find when an employee is under pressure. The proper route is organization-specific; do not imply that one universal tool or address applies to every workplace.
State plainly that employees should report promptly even if they clicked a link, opened an attachment, or disclosed information. Early reporting can give the organization a chance to respond. CISA’s 2025 SLTT guidance recommends making it safe for people to report mistakes and describes a no-blame culture as supporting quicker action. CISA’s “#StopRansomware Guide” also recommends awareness and training that teach users to identify and report suspicious activity or incidents.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesA safe reporting culture is not the same as ignoring deliberate misconduct or replacing incident response. Training should distinguish the learning purpose of encouraging prompt disclosure from the separate responsibilities involved in investigating and responding to incidents. Ensure the people receiving reports know how to route them to the appropriate responders.
Teach a simple reporting path
Give employees the reporting instructions at the point where they are likely to need them, not only inside a course they may have completed months earlier. Repeat the official route in relevant reminders and scenario exercises, and make clear what an employee should do if the usual channel is unavailable. The exact fallback depends on the organization’s own incident-response arrangements; avoid inventing a general-purpose address or process.

Include the information responders need without making the first report a burdensome form. A useful exercise can ask employees to identify what they observed and when, then practice submitting it through the approved channel. If employees are unsure whether something is serious enough to report, make the threshold clear in the organization’s guidance. CISA’s ransomware guide emphasizes identifying and reporting suspicious activity or incidents, while CISA’s SLTT advice highlights the value of making prompt reporting safe.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Evaluate the program, not just course completion
Use a small set of indicators that helps the program owner make decisions. CISA’s FY 2024 guide emphasizes evaluation, feedback, and continuous improvement; its criteria support tracking whether the program is tailored, delivered, reviewed, and revised. Useful management indicators include:
- Whether the organization has a defined strategy tailored to its risks and assigned responsibilities.
- Whether relevant users receive training within established timeframes and periodically afterward, with delivery or completion records.
- Whether employees provide feedback and whether that feedback changes content or delivery.
- Whether realistic exercises are conducted, results are recorded, and appropriate follow-up is provided. CISA’s FY 2019 guide describes phishing exercises and follow-up as an example of measuring effectiveness.
- Whether changes in threats, systems, reported incidents, or identified weaknesses are reflected in revised training.
Interpret the indicators together. Completion data can reveal whether a group was reached; feedback can expose unclear material; exercise results can point to topics that need more explanation; and incidents can reveal gaps in either employee guidance or organizational procedures. Look for where people hesitate, misunderstand a reporting route, or need practice relevant to their role.
Do not treat a low phishing click rate as conclusive proof of real-world resilience. The cited sources do not validate it as a standalone outcome measure. Nor do they establish a universal completion target or a formula for attributing fewer incidents to training. Use organization-specific evidence and be cautious about claiming that a training intervention caused a change in incident outcomes.
Use measurement to decide what changes next
Keep measurement tied to decisions rather than collecting numbers for their own sake. If records show that a particular audience has not received planned instruction, address the delivery gap. If feedback repeatedly identifies a confusing topic, revise the explanation or use a different format. If exercise results or incidents point to a gap in response knowledge, consider targeted practice and confirm that the official procedure is clear.
Compare patterns over time and across relevant audiences where doing so helps identify a training need. A single exercise result can reflect a particular scenario or its timing; it should not be treated as a universal measure of employee behavior. CISA’s FY 2024 assessment guide supports gathering feedback and using it to improve the program, but it does not establish one metric as proof of reduced risk.

Turn the findings into the next cycle
At the end of a review period, decide what to keep, change, or investigate. If employees do not know where to report, improve the reporting instructions and the visibility of the route. If a role encounters risks not covered by general material, add relevant role-specific practice. If an exercise suggests that verification steps are confusing, clarify the steps and rehearse them again. If a policy or system changes, check that the training still matches the actual process.
Best Value
Document the decision and its reason, then assign any follow-up work to the right owner. Some findings may require changes beyond training—for example, a confusing process may need operational clarification. A continuous program uses training to support secure behavior while also bringing process and communication problems to the attention of the teams able to fix them.
CISA/NICCS’s NICE Workforce Framework for Cybersecurity, version 2.0.0, provides context for cybersecurity work roles, including curriculum-development and cybersecurity-instruction roles. It is a workforce framework, not a prescriptive employee awareness syllabus. Similarly, CISA’s Cybersecurity Performance Goals FAQ describes goals as outcome-oriented and adaptable to an entity’s maturity, technology environment, and risks. Those references support tailoring the program, not copying a one-size-fits-all curriculum.
A practical program review checklist
- Ownership: Is one person accountable, with contributors from relevant functions?
- Audience: Are employees, contractors, privileged users, managers, and specialized roles considered?
- Risk fit: Do topics reflect the organization’s systems, information, policies, work patterns, and observed threats?
- Delivery: Are methods accessible, and is the timing defined for the organization rather than assumed to be universal?
- Practice: Do realistic scenarios teach verification and the correct next step?
- Reporting: Can employees find the official route and report promptly, including after a mistake?
- Learning loop: Are delivery records, feedback, exercise results, incidents, and changes reviewed to improve the next cycle?
Frequently Asked Questions
How often should employees receive cybersecurity training?
There is no single cadence established for every employer by the cited CISA guidance. The FY 2024 IG FISMA Metrics Evaluation Guide calls for training within organization-defined timeframes and periodically thereafter; CISA’s ransomware guide recommends regular repeat training for advanced social-engineering risks. Set timing according to your organization’s risks, workforce exposure, applicable obligations, and changes to systems or threats. CISA’s August 2025 recommendation for frequent realistic phishing tests is specifically directed to SLTT governments.

Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallWhat should cybersecurity awareness training include?
Start with the organization’s policies, responsibilities, systems, likely threats, and employee roles. CISA’s FY 2024 guide names topics including secure email and browsing, remote access, mobile-device security, social media, phishing, malware, physical security, and incident reporting. Treat these as options to tailor, not a universal checklist: prioritize what employees actually need to know and practice.
How do I create an ongoing phishing training program?
Assign an owner, identify audiences and relevant risks, teach employees to pause and verify suspicious requests through a known contact method, and explain the official reporting route. Use realistic scenarios and repeat practice as appropriate to risk; review exercise results and provide follow-up where it helps. CISA’s 2025 SLTT guidance recommends frequent realistic testing for SLTT governments, but does not establish a universal schedule for all employers.
How do you measure whether employee security training works?
Track whether the program is tailored and delivered periodically, whether relevant users are reached, whether employees provide feedback, and whether realistic exercises receive appropriate follow-up. Review incident patterns and changes in threats or systems to identify topics that need revision. Completion or a low phishing click rate alone does not prove real-world resilience, and the cited guidance does not establish a universal metric or causal formula for showing that training reduced incidents.
The Bottom Line
A continuous cybersecurity training program is an improvement loop: tailor instruction to roles and current risks, provide periodic learning and realistic practice, make prompt incident reporting clear and safe, and use feedback, exercises, and incident patterns to revise the next cycle. Choose delivery methods that fit your workforce and resources, and do not mistake completion rates or a single phishing metric for proof that risk has been reduced.
