Before uploading data or giving a system authority to act, define the task, identify who could be affected, determine the consequences of an error or outage, and verify how the provider handles data, security, updates and failures.
Use a repeatable review rather than a marketing checklist: document the intended use, test the tool on representative and difficult cases, inspect privacy and security controls, assign human oversight, and set a date to reassess. The NIST AI Risk Management Framework (AI RMF) is a useful voluntary structure, but it is not a universal pass/fail certificate; the evidence required depends on context and stakes.

Start with the use case, not the tool
The same model can be low-risk for drafting ideas and high-risk when it influences employment, finance, health, safety or access to essential services. NIST describes trustworthy AI characteristics as context-dependent and notes that they involve tradeoffs. Your first question is therefore not “Which tool is best?” but “Is AI appropriate for this task, and what would have to be true for its use to be acceptable?”

- People and organizations that could be affected by a wrong, biased, unavailable or exposed output.
Ask whether a simpler method, a human process or a system that uses less data could achieve the same objective. NIST places responsibility on AI actors to make that determination in context; AI is not automatically necessary because it is available.
Describe failure consequences
For each important output, state what happens if it is wrong, inconsistent, delayed, unavailable or disclosed. Note whether the harm can be reversed, how quickly it must be detected, and who bears the cost. A mistaken brainstorming suggestion may be corrected in seconds. A wrong recommendation that triggers an irreversible transaction or exposes confidential records requires stronger evidence, tighter permissions and mandatory human review.
Do not hide these differences in a single overall score. Set evidence and approval thresholds that rise with the severity, number of affected people and irreversibility of failure.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsBuild a privacy review around the complete data lifecycle
Privacy is more than whether a provider says it encrypts traffic. An AI service can collect information in prompts, uploaded files, usage telemetry and connected applications; infer sensitive facts that were not explicitly supplied; retain data; expose it to personnel or subprocessors; or reuse it to improve a model. Review every stage from collection through deletion.
Questions to put to the provider
- Collection: What personal, confidential or proprietary data is captured from prompts, uploads, logs, telemetry, browser extensions, plugins and connected services? Are diagnostic fields collected even when they are not needed for the task?
- Access: Which provider employees, support teams, subprocessors and administrators can view content or metadata? Is access limited by role and recorded?
- Retention: How long are prompts, outputs, files, logs and backups kept? Are different retention periods used for content and security telemetry?
- Deletion: Can a customer delete submitted data, and how does deletion apply to replicas, backups, cached indexes and derived records? What evidence or timing does the provider give?
- Training and reuse: Is customer content used to train or improve models? Can that use be disabled, and is the exclusion contractual as well as a product setting?
- Location and transfer: Where is data processed and stored, and which jurisdictions or service providers handle it?
- Protection: What technical and organizational controls protect data while it is transmitted, processed and stored?
Capture the answers, the document version and the date you checked them. A policy that can change without notice is not the same evidence as a contractual commitment or a customer-controlled setting.
Minimize what the model receives
Use the least data needed for the stated task. Remove names, account numbers, secrets and free-text details when they do not affect the result. Consider redaction, pseudonyms, synthetic examples, local processing or a workflow in which only a small excerpt is sent to the service. Test whether the task still works after minimization; if it does not, document why each remaining field is necessary.

Privacy risk also includes inference. A system may infer identity, health, preferences or other private information from apparently harmless combinations of inputs. Restrict prompts and retrieved data accordingly, and do not assume that omitting an explicit identifier prevents re-identification.
Check downstream and connected systems
Retrieval indexes, plugins, agents, analytics tools and external applications may receive the same content or more. List every destination, permission and data copy created by the workflow. Verify that a user cannot cause an agent to disclose another person’s records, and that disabling the AI service does not leave uncontrolled copies in a connected system.
Review security for confidentiality, integrity and availability
NIST frames security and resilience in terms of confidentiality, integrity and availability. Apply all three to the model, application, data stores, interfaces, hardware and third-party dependencies. A general statement that a provider is “secure” does not demonstrate that AI-specific attack paths have been addressed.
Confidentiality controls
- Identity and access management for users, administrators, service accounts and API keys.
- Encryption in transit and at rest, with documented key-management responsibilities.
- Isolation between customers, projects, workspaces and model contexts.
- Least-privilege permissions for retrieval, plugins, agents and actions.
- Logging that records access and administrative changes without creating an unnecessary new store of sensitive content.
Integrity controls
- Protection against unauthorized changes to prompts, system instructions, retrieval sources, models, policies and output-routing rules.
- Change control and review for model, connector, dependency and configuration updates.
- Input and output validation where generated content can trigger code, transactions, messages or other actions.
- Vulnerability disclosure and remediation processes, including how customers are notified of material issues.
Availability and recovery
- Published service dependencies, status communication and resilience measures.
- Backups, restoration procedures and recovery objectives appropriate to the task.
- A documented fallback path if the service, network, model or connected data is unavailable.
- Rate limits and capacity controls that prevent an outage or denial-of-service condition from stopping a critical workflow.
Include AI-specific attack risks
NIST identifies risks such as evasion, model extraction and membership inference. Evasion attempts manipulate inputs to produce an unwanted classification or behavior. Model extraction seeks to reproduce a model or recover information about it through repeated queries. Membership inference attempts to determine whether particular data was used in training. Ask which of these risks apply to your architecture, what protections are implemented, and what monitoring would reveal an attack.
For retrieval-augmented systems and agents, add prompt injection, malicious documents, over-broad tool permissions and untrusted outputs to your threat model. Treat every retrieved document and tool response as data that can influence behavior, not as an instruction that automatically deserves authority.

Create a representative evaluation set
- Collect realistic tasks. Use examples that match the language, document formats, subject matter and workload of actual use. Remove or protect live personal and confidential data unless its use has been approved.
- Add known difficult cases. Include ambiguous requests, incomplete information, unusual formatting, rare categories, multilingual inputs and cases in which the correct response is to refuse or ask for clarification.
- Define success before testing. Specify what counts as correct, useful, safe and complete. For a summarizer, you might require coverage of specified facts and no unsupported claims; for a classifier, define acceptable error types and escalation rules.
- Record more than a pass rate. Keep examples of factual errors, inconsistent answers, omissions, unsupported citations, unsafe suggestions, latency failures and refusal behavior. Record the prompt, model or service version, configuration and connected data used.
- Repeat the checks. Run the same cases more than once when outputs can vary. Compare results after a model update, prompt change, connector change, data refresh or workflow modification.
This process is a practical implementation of context-aware, ongoing evaluation; it is not a universal NIST benchmark. Keep the evaluation set under controlled access so it does not become a source of sensitive training or test data.
Test human factors and failure behavior
Reliability includes what users do with an answer. Observe whether people can recognize uncertainty, find supporting evidence and override an incorrect result. Test the tool when instructions conflict, required data is missing, a connected source is stale or a tool call fails. A system that gives a confident answer in every situation may be less dependable than one that clearly asks for clarification.
For high-consequence work, require a qualified person to review outputs before action and define a fallback that does not depend on the AI service. Document who can approve an exception, how an incident is reported and how a user can stop an automated action.
Check transparency, accountability and change management
Identify exactly what is being evaluated: model or service name, version or release channel, enabled features, connected data sources and action permissions. Ask for documented limitations, known unsupported use cases and the way updates are announced. If the provider cannot tell you what changed, you cannot reliably explain a change in results.
Assign responsibility
Name the internal owner who approves the use, monitors performance, handles incidents and decides whether to continue. Clarify the provider’s responsibility for service defects, security incidents, data handling and notification. A transparency page or an AI RMF reference does not prove that a tool meets your organization’s requirements; evidence must be tied to your use and controls.
Keep an assessment record
- Use statement, affected groups and consequence analysis.
- Data-flow description, privacy answers, contract or setting relied upon, and deletion process.
- Security architecture, permissions, dependencies, incident contacts and recovery plan.
- Evaluation set, success criteria, results, error examples and reviewer sign-off.
- Accepted residual risks, compensating controls, owner and review date.
Reopen the assessment when the model, provider terms, connected data, user population, permissions or operating environment changes. Reliability and security are properties of a changing socio-technical system, not a one-time procurement event.

Compare tools using the same evidence
When two or more options are genuinely under consideration, run the same tasks and collect the same evidence for each. The following axes prevent an attractive demo from overshadowing a material weakness.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
| Comparison axis | Evidence to collect |
|---|---|
| Task performance | Representative tests, success criteria, error types, repeatability and behavior on edge cases |
| Privacy | Data collected, purpose, retention, training or reuse terms, access, deletion and minimization choices |
| Security | Access controls, data protection, incident response, resilience and relevant AI-specific threats |
| Transparency and accountability | Documentation, update notices, limitation disclosures, audit records and named responsibility |
| Operational fit | Availability, integration needs, human oversight, fallback options and change monitoring |
| Consequence of failure | Severity, reversibility, affected people and required review or escalation |
Do not collapse these dimensions into one score unless you publish the weights, minimum thresholds and rules for unacceptable weaknesses. A tool can perform well while retaining data too broadly, or offer strong privacy controls while failing the task. An explicit decision record makes those tradeoffs visible.
Use the NIST AI RMF as a structure, not a certificate
NIST released AI RMF 1.0 on January 26, 2023. It is voluntary guidance for developers, users and evaluators to manage AI risks and incorporate trustworthiness into design, development, deployment, use and evaluation. NIST’s Generative AI Profile is listed as dated July 26, 2024, and the NIST resources page also points to a Playbook and related implementation material.
The framework’s purpose is to help people manage risks that can affect individuals, organizations, society or the environment. Its trustworthiness characteristics are applied together: one characteristic does not guarantee overall trustworthiness, and tradeoffs are common. NIST also notes that the framework is being updated, so confirm the current version and status when you adopt it.
Use the framework to organize questions, assign owners and document evidence. Adapt the depth of testing and controls to the intended use rather than claiming that alignment alone proves safety.
A practical approval workflow
- Define the use. Write the task, users, inputs, outputs, operating conditions and affected people.
- Classify consequences. Describe harm from error, bias, exposure, outage and unauthorized action; note reversibility and timing.
- Choose the minimum-data design. Redact or substitute data, restrict connectors and decide whether local or isolated processing is feasible.
- Collect provider evidence. Obtain current privacy terms, retention and deletion details, security controls, incident process, model information, limitations and update practices.
- Threat-model the workflow. Include the model, application, prompts, retrieval, plugins, agents, data stores, users and dependencies. Consider evasion, model extraction and membership inference where relevant.
- Run representative tests. Use realistic examples, edge cases and predefined success criteria. Record errors, uncertainty, refusals and repeatability.
- Design oversight and recovery. Set review gates, permission limits, audit logging, escalation contacts and a non-AI fallback.
- Decide and document. Approve, restrict, pilot or reject the use based on explicit thresholds and accepted residual risks.
- Monitor and reassess. Track incidents, drift, user feedback, availability, provider changes and test results; repeat the review after material changes.
Common warning signs and how to respond
“The model passed our demo”
Expand the test set with real tasks, edge cases and repeated runs. Require evidence under production conditions and define what happens when the output is uncertain or wrong.
Best Value
“The provider is secure”
Request specific information about access, encryption, isolation, logging, vulnerability response, incident notification, backups and dependencies. Map those controls to the actual architecture, including plugins and agents.
“We removed names, so privacy is solved”
Review inference and linkage risks, minimize remaining fields, and examine retention, reuse, access and deletion for prompts, files, logs, indexes and backups.
“We can fix it later if the terms change”
Record the current terms and set a review trigger for policy, model, connector and permission changes. If you cannot detect or reverse a change, limit the tool to a lower-impact use.
Recommended Free Tools
“One score will settle the choice”
Keep performance, privacy, security, accountability and operational fit visible. Set explicit weights and non-negotiable thresholds if a score is required, and preserve the underlying evidence.
What a defensible decision looks like
A defensible approval says what the AI does, what data it receives, who can be affected, which failures are tolerable, what evidence was tested and which controls reduce the remaining risk. It names an owner, a human review point and a fallback. It also has a date for reassessment, because models, connected data, provider terms and operating conditions change.
If you cannot answer those questions, narrow the task, reduce the data, remove autonomous permissions or postpone deployment. The goal is not to prove that an AI tool is universally safe. It is to establish whether this tool, configured this way, is trustworthy enough for this defined use and to know what would make that judgment change.
