How to Evaluate AI Safety Claims When Evidence Is Disputed

A practical guide to comparing conflicting AI safety evidence without mistaking a benchmark, framework or red-team result for a universal guarantee.

When AI safety claims conflict, first pin down exactly which system, version, use, users, risks and test conditions each claim covers. Then compare the evidence on those same terms: what was measured, how realistic and transparent the test was, who conducted it, and what happens when the system is deployed or changed. A benchmark score, framework alignment or successful red-team exercise is evidence about a defined assessment—not a universal guarantee of safety.

Why can AI safety evidence disagree?

Two findings can differ without either being false. Evaluators may have tested different model versions, system prompts, safeguards, tools, user tasks, populations or dates. They may also define “safety” differently or measure different harms. Before deciding that results contradict one another, check whether they actually concern the same system under comparable conditions.

A model tested in a controlled setting is not necessarily equivalent to a deployed product. The product may add interfaces, tools, policies and workflows, while actual users introduce behavior that a model-only test did not cover.

What exactly is the claim?

Rewrite broad language as a testable statement

“The system is safe” is too broad to verify on its own. Translate it into a claim with boundaries: which system and version, with what configuration, was tested for which risk, in what setting, under what conditions, and with what result?

  • [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.

For example, “Version X, with configuration Y, was tested for risk Z in setting A under conditions B” makes clear what evidence would be relevant—and what remains outside the claim. If a claimant does not identify the version, risk categories, conditions or test date, treat the claim as too broad to assess rather than filling in the gaps yourself.

Identify who could be harmed and how

Specify the intended users, other affected people, and the kinds of harm at issue. A result about one task or group does not automatically establish performance for another. Where relevant, look for results broken down by population or scenario rather than a single aggregate score.

Does the test measure what the claim says it measures?

A benchmark name, certification, framework reference or red-team event does not reveal by itself what was tested. NIST advises pairing accuracy measurements with clearly defined, realistic test sets representative of expected use, and documenting the methodology. Apply that principle to safety evidence: the test should resemble the system’s intended operating conditions, and the documentation should let readers understand what the result means.

Inspect the test record

  • Protocol and coverage: What tasks, scenarios and sample sizes were included? Which relevant cases were left out?
  • System details: Which model version, prompts, settings, tools and safeguards were active?
  • Measures and scoring: What counted as a failure, and how were results calculated?
  • Conditions and dates: Was the test controlled or conducted in realistic use, and when did it happen?
  • Results and limits: Are failures, uncertainty, test limitations and applicable population breakdowns disclosed?

Ask what could make the test miss a risk

Public benchmark material may be familiar to a model, a short adversarial exercise may not explore enough scenarios, and a controlled model test may omit product features or real user behavior. NIST describes its AI Test, Evaluation, Validation and Verification (AITE) program as using blind data in a sequestered environment to reduce train/test contamination and support comparison using common data and metrics. Those design choices can strengthen a comparison, but they do not make a test exhaustive or automatically relevant to every deployment.

How should you compare conflicting results?

Line up the scope and methods before comparing scores. Differences in findings may reflect differences in conditions, not a simple factual dispute.

Comparison point Questions to ask
Claim scope Do the findings cover the same system and version, users, uses, risks and operating conditions?
Test validity Does each test measure the stated safety property under conditions resembling expected use?
Method transparency Are the protocol, metrics, scenario coverage, dates, failures and limitations available?
Evaluator and access Who selected and ran the test, what could they inspect, and what interests or access constraints matter?
Potential severity Which failures could have serious consequences, and how are they prioritized?
Lifecycle evidence Is there monitoring, incident reporting, mitigation and retesting after changes?

If the results concern different configurations, dates or task distributions, report them as findings about different conditions. If their scopes and methods are comparable, examine the protocols, samples, scoring rules and disclosed uncertainty to understand where the disagreement arises. Do not average unlike results into a single safety score.

What do different evaluation methods establish?

NIST’s Assessing Risks and Impacts of AI (ARIA) program describes three levels of evaluation. They address different questions, so one should not be treated as a substitute for the others.

Evaluation level What it can reveal What it does not establish by itself
Model testing How a model performs on defined capabilities or tasks under test conditions. How the full product behaves with its interfaces, tools, safeguards and users in the field.
Red-teaming Vulnerabilities found by probing the system under adversarial conditions. That every attack path, scenario or relevant risk has been found.
Field testing Performance and effects in more realistic use, where context can affect outcomes. That the system will remain reliable after changes to the product, use or threat environment.

ARIA emphasizes contextual robustness as well as performance and accuracy. AITE’s sequestered testbed, blind data and common metrics are intended to support comparability and reduce contamination; its overview says submitted-system results are posted with submitting organizations identified. Program scope, participation and details can change, so consult the program’s current materials before relying on a particular result.

How much should evaluator independence matter?

Independence is relevant, but it is not a verdict. Find out who chose the questions, who ran the evaluation, what access they had to the model or system, and whether conflicts, constraints and limitations are disclosed. Also ask whether methods and results can be reproduced or compared.

NIST describes a neutral third-party testing model, and the OECD’s 2025 report describes organizations commissioning independent evaluations alongside internal tests. External evaluation can corroborate or challenge an organization’s own claims. It cannot prove that every important risk was examined: a reviewer may have limited access, a narrow mandate or a test scope that does not match your use case.

What does a risk framework or safety label prove?

The NIST AI Risk Management Framework (AI RMF) is a voluntary framework for incorporating trustworthiness considerations into AI design, development, use and evaluation. NIST released AI RMF 1.0 on January 26, 2023, and its Generative AI Profile on July 26, 2024. NIST describes version 1.0 as being revised. The framework can help organize risk management; adopting it is not, by itself, proof that a particular system passed an independent safety test or meets a legal requirement.

NIST cautions that trustworthiness characteristics must be considered across the lifecycle, that no single characteristic ensures trustworthiness, and that trade-offs depend on the setting and stakeholders. Ask which characteristics were assessed and whose perspectives informed the assessment. Treat a broad “trustworthy” label as a prompt to seek specifics, not as a substitute for system-level evidence.

What evidence matters after deployment?

A pre-release result is a dated snapshot. Ask what triggers reassessment when the model, product, intended use or threat environment changes. Look for a way to report incidents, ongoing monitoring, mitigation plans and clear routes for human intervention. For risks that could cause serious injury or death, NIST calls for the most thorough risk management.

The OECD’s 2025 report describes practices including technical measures, procedural controls, stakeholder input, user and researcher reporting, and external testing. It also notes that AI-assisted testing generally complements expert review and conventional testing rather than replacing them. These are reported practices, not proof that any particular system is safe or that its monitoring will catch every failure.

Evidence is strongest when a narrowly stated claim is supported by transparent, relevant tests and complemented by independent scrutiny and deployment monitoring. Even then, the conclusion applies to the system, risks and conditions actually assessed—not to every use or future version.
