Evaluate a decision-scoring model against the specific decision it will inform—not against a single headline accuracy or fairness score. Test it on representative data, measure consequential errors, check repeatability and performance across relevant groups and conditions, review how people use its scores, and set monitoring rules before deployment. The right evidence depends on the score’s purpose, the people affected, and the consequences of getting a decision wrong.
What does a good evaluation need to establish?
A score is not accurate or fair in the abstract. Its suitability depends on the intended use: what outcome it predicts or ranks, who relies on it, who is affected, and what happens when its output is wrong. A model that supports a human decision also needs to be evaluated in the setting where people interpret and act on its scores.

NIST describes validity, reliability, and fairness, with harmful bias managed, as concerns to address across an AI system’s lifecycle. Its AI Risk Management Framework (AI RMF) is voluntary guidance, not a certification or a legal-compliance determination. NIST says the framework is being revised, so check its current status when applying it.

How should you evaluate a decision-scoring model?
-
Define the decision and its harms
Write down the decision the score informs, who makes it, who is affected, the outcome the model is meant to estimate, and how the score is used. Specify whether it determines an outcome, contributes to a human decision, or ranks cases for review. Identify the operating threshold or ranking rule and consider the consequences of false positives and false negatives. These choices define what performance means for this use.

-
Design a representative test
Set aside data that was not used to develop or tune the model. It should reflect the populations and operating conditions expected in deployment; otherwise, test results may not generalize. Record when the data was collected, inclusion and exclusion rules, missing data, outcome definitions, and known limitations. If the model will be used in different settings or periods, test those conditions where suitable data is available.
-
Measure errors that matter to the decision
Report the measures that match the output and the way it is used. For a classification decision, a confusion matrix and false-positive and false-negative rates can show which errors occur and how often. For a ranked score, examine whether higher scores correspond to higher observed outcome rates. If the score is presented as a probability, assess calibration: whether predicted probabilities correspond to observed outcomes over the evaluation data. Accuracy measures should be tested on realistic, representative data, with the test method disclosed; segment-level results may also be important.

Test consistency and robustness
Repeat scoring under the same conditions when the system is expected to be deterministic. Then test reasonable changes in inputs, time periods, relevant subgroups, and expected operating settings. Record the model version, input data, configuration, and scoring conditions for each run. Reliability concerns whether a system performs as required under stated conditions over time; robustness concerns whether performance holds across relevant circumstances.

Look for group differences and possible sources of bias
For groups relevant to the decision, compare score distributions, selection or decision rates, and relevant error rates. Choose comparisons that fit the use context and data; no single fairness statistic is a universal verdict. If a difference appears, investigate possible causes such as unrepresentative data, measurement choices, outcome labels, system design, or how people use the score. Consider whether the evaluation includes people with disabilities and whether the chosen measures reveal meaningful differences in outcomes.

Review cases and the way people use scores
Inspect individual cases as well as aggregate results, giving particular attention to consequential errors and unusual or edge cases. Check whether operators understand what a score means and what it does not establish, whether overrides are recorded, and whether the interface or workflow encourages people to over-rely on the output. A favorable aggregate result cannot explain every case or establish that the surrounding decision process is appropriate.
-
Set acceptance rules and plan monitoring
Before reviewing final test results, agree on decision-specific performance and fairness criteria with accountable decision-makers and affected stakeholders. Document the trade-offs, limitations, and conditions under which the evidence applies. After deployment, monitor for changes in input data, outcomes, operating conditions, and group-level performance. Reevaluate after material changes to the model, data, or use, including retraining.

Which measures answer which questions?
Choose measures based on the score type and the decision. The table is a guide to what common checks can reveal, not a checklist that makes a model suitable by itself.
| Check | What it can show | Important limitation |
|---|---|---|
| Confusion matrix and error rates | How often classifications are correct or incorrect, including false positives and false negatives. | Which errors matter most depends on the consequences of the decision and the operating threshold. |
| Ranking performance | Whether cases with higher scores tend to have higher observed outcome rates. | A useful ranking does not necessarily make the score a reliable probability or justify any particular cutoff. |
| Calibration | Whether predicted probabilities correspond to observed outcome frequencies in the evaluation data. | Results depend on the population, period, and conditions represented in that data. |
| Repeatability and robustness checks | Whether results stay stable across repeated runs, reasonable input changes, time periods, and operating settings. | Stability under tested conditions does not establish performance in conditions that were not tested. |
| Group-level outcome and error comparisons | Whether score distributions, decision rates, or relevant errors differ across groups. | A single statistic cannot capture every fairness concern or explain why a difference occurs. |
How do you compare two scoring models?
Evaluate alternatives on the same representative held-out data and for the same intended use. Compare the consequences of false positives and false negatives, calibration or ranking quality when relevant, group-level outcome and error differences, stability over time and across operating conditions, explainability and usability, monitoring burden, and documented limits.
Best Value
An improvement in aggregate accuracy does not settle the comparison. One model can perform better overall yet have a less acceptable error profile for a group or for the decision’s most consequential cases. Accuracy and robustness can also involve trade-offs, so document which evidence supports the choice and which risks remain.
What do the NIST and EEOC guidance apply to?
NIST’s AI RMF 1.0, released in 2023, offers voluntary guidance for managing AI risks; its Measure playbook provides implementation suggestions rather than a binding standard. NIST’s 2022 publication on identifying and managing bias discusses dataset, measurement, and human-factor challenges. These materials support a lifecycle-oriented evaluation, but they do not supply a universal score or threshold that proves a decision model is acceptable.
For employment selection in the United States, EEOC guidance describes validation as showing that a selection procedure measures skills, knowledge, or abilities related to job performance. It also says employers should consider suitable alternative procedures or uses with substantially equal validity and less adverse impact. This is employment-specific US guidance; it should not be treated as the legal test for other decisions or jurisdictions. Technical performance evidence alone does not establish legal compliance.
