Under current methods, the IUCN says no project can produce a faithful genetic, behavioral, and physiological replica of an extinct species. The scientifically precise starting terms are therefore proxy and, only when evidence supports it, functional equivalent.
A credible evaluation asks what organism was actually created, what evidence supports each claim, whether releasing it is feasible and safe, whether it adds conservation value beyond protecting living species, and how success or harm will be measured over time.

Start with the organism that was actually created
“De-extinction” is a broad label covering genome editing, selective breeding, cloning-related techniques, and combinations of these methods. The label does not establish that an extinct species has been recreated. The IUCN SSC’s Guiding Principles on Creating Proxies of Extinct Species for Conservation Benefit (version 1.0, 18 May 2016) states that current pathways cannot produce a faithful replica across genetics, physiology, behavior, and ecology.
Use the project’s own technical description to identify the organism precisely. A useful description names the living surrogate or host, the extinct reference population, every genome-editing or breeding step, the traits expected to change, and the ecological role the project hopes to restore. If those details are absent, the headline is carrying more certainty than the evidence.

Proxy, resemblance, and functional equivalent
A proxy is an organism engineered or bred to resemble an extinct species in selected traits. Resemblance can be visual, genetic, physiological, behavioral, or ecological; these dimensions do not automatically travel together. An animal can share a few visible features while differing in immune function, development, social behavior, diet, reproduction, or habitat use.
Functional equivalent is a stronger claim. It means the organism performs a specified ecological function at a level relevant to conservation, such as dispersing particular seeds, disturbing soil in a defined way, or maintaining a food-web interaction. Functional equivalence must be demonstrated in the target environment; it cannot be inferred from a similar appearance or a list of edited genes.
Write the claim as a testable statement
Convert promotional language into a statement that could be falsified. “We brought back the species” might become: “The edited population expresses trait X, survives under conditions Y, and performs ecological function Z at the predefined threshold, without unacceptable effects on other species.” Each clause needs its own measurements, controls, and time horizon.

Separate evidence about the laboratory organism from evidence about conservation impact. A successful birth establishes that a developmental process worked; it does not establish species identity, ecological safety, or net conservation benefit.
Require a complete evidence package
- Genome-wide data: the edited sequence, unedited regions, structural variants, off-target analysis, mitochondrial information, and the reference genomes used for comparison.
- Methods: editing or breeding protocols, embryo and surrogate procedures, husbandry, sample handling, statistical methods, and criteria set before results were examined.
- Controls: unedited surrogate animals, relevant living relatives, sham-edited controls where appropriate, and environmental controls for behavioral or ecological trials.
- Sample sizes and attrition: numbers attempted, implanted, born, surviving, sampled, and excluded, with reasons for every exclusion.
- Founder diversity: the number and origin of founders, genetic relatedness, effective population size, and the plan to avoid a population bottleneck.
- Reproducibility: whether independent laboratories or breeding teams obtained comparable results and whether the data and code are available for examination.
- Independent review: peer-reviewed analysis, external biosafety and welfare review, and disclosure of financial or institutional interests.
When a project provides only photographs, a single milestone birth, or a press release without comparator data, treat the evidence as preliminary. Images can establish that an animal exists; they cannot establish genome-wide similarity, normal development, behavioral competence, or ecological performance.
Check what the statistics actually support
Look for confidence intervals or other uncertainty estimates, not only point estimates. A small founder cohort can produce impressive-looking averages with wide uncertainty. Ask whether animals were measured repeatedly, whether observers were blinded, and whether the analysis accounts for relatedness among individuals. A reported trait difference is meaningful only when the reference population, measurement conditions, and biological threshold are clear.
Do not treat “percentage of the genome edited” as a conservation score. A small number of changes can affect development or behavior disproportionately, while many neutral similarities can leave a key ecological trait unchanged. The relevant question is whether the measured trait and function meet a predefined objective.

Test identity across five dimensions
The IUCN guidance highlights several sources of divergence between a proxy and an extinct species: ordinary genetic variation, limited genetic variability in the created population, epigenetic effects, social and learning deficits, and altered ecosystem function. Evaluate each dimension separately.
Genetic identity
Ask which extinct reference genomes exist, how complete they are, and how much of the reconstructed sequence is inferred rather than directly observed. Ancient DNA can be fragmented or biased toward particular tissues, locations, or individuals. A project should disclose uncertain regions and explain how alternative reconstructions were handled.
Compare the proxy with multiple living and extinct reference genomes. Examine structural variants, regulatory regions, copy-number changes, mitochondrial DNA, and genetic diversity—not just selected “headline” genes. If the proxy descends from a narrow founder set, assess inbreeding and whether the population can retain adaptive variation through future generations.
Physiology and development
Measure growth, organ function, immune response, thermoregulation, reproduction, lifespan indicators, and responses to stressors relevant to the proposed habitat. Surrogate gestation or rearing can influence development even when the nuclear genome is close to the intended design. Epigenetic marks, microbiomes, maternal effects, and early nutrition should be considered rather than assumed to match an extinct species.

Document social structure, communication, foraging, predator avoidance, migration, mating, parental care, and responses to novelty. Animals raised by a different species or in artificial groups may lack behaviors learned from parents and elders. A behavioral resemblance in captivity is not evidence that the proxy will navigate a complex wild community.
Ecological function
Define the function in measurable terms: for example, the area disturbed per individual per season, the number and identity of seeds dispersed, or a quantified change in prey or vegetation. Test the function under realistic environmental conditions and against an extant species that already performs it. If the project cannot specify what ecological process is expected to change, “ecosystem restoration” remains a slogan rather than a testable outcome.
Species status and naming
Use cautious language when the organism differs materially from the extinct species. Calling it a resurrected species can obscure genetic, behavioral, and welfare limitations. A transparent report identifies the organism as a proxy and states which traits are demonstrated, which are predicted, and which remain unknown.

Decide whether the project has a conservation reason to exist
A technically impressive organism can still be a poor conservation investment. The IUCN principles call for an a priori, positive, additive conservation benefit: a benefit identified before implementation that is additional to what existing conservation programs would deliver.
Recommended Free Tools
Define the conservation problem first
State the threatened process or population in measurable terms. Is the problem loss of a seed disperser, altered fire or grazing regimes, missing genetic diversity, or a cultural and ecological relationship? Identify the geographic scope, affected species, time frame, and mechanism by which the proxy could help. If the problem is habitat loss, disease, hunting, invasive species, or climate change, explain how releasing a proxy addresses that cause rather than merely adding an animal.
Compare living-species alternatives
At minimum, compare the proposal with protecting or restoring extant species and with an extant ecological replacement that could perform the target function. Alternatives may include habitat protection, captive breeding of a living relative, assisted migration, disease control, invasive-species removal, or restoration of natural disturbance. Compare expected benefits, time to benefit, probability of success, cost, reversibility, and risks.
Make opportunity costs explicit
List what funding, staff time, land, laboratory capacity, and political attention would be unavailable for other work. The comparison is not a demand that every project choose the cheapest option; it is a requirement to show why the proposed intervention produces more conservation value than credible alternatives. Use the same outcome measures for each option where possible.
Treat any release as a conservation translocation
The moment a proxy is moved into a new environment, the proposal becomes a conservation-translocation decision. The IUCN SSC Conservation Translocation Specialist Group’s Guidelines for Reintroductions and Other Conservation Translocations (2013) provide the appropriate risk-management frame.
Confirm habitat suitability and availability
Map the proposed range and verify food, shelter, climate, water, breeding sites, seasonal refuges, and connectivity. Distinguish suitable habitat on a map from land that is legally accessible, politically stable, and available for decades. Model climate change and other foreseeable changes over the project’s full time horizon, not just the release year.
Plan a staged pathway
- Laboratory and controlled-husbandry phase: establish health, development, welfare, reproduction, and behavioral baselines with independent oversight.
- Contained environmental trials: test movement, feeding, social interactions, disease exposure, and ecological functions in secure facilities that approximate field conditions.
- Pilot release: release a limited number only after predefined go/no-go criteria are met, with the ability to recapture or isolate animals.
- Expansion decision: review survival, reproduction, ecological effects, and community feedback before increasing numbers or geographic range.
- Long-term management: fund monitoring, veterinary response, genetic management, conflict mitigation, and contingency actions for as long as the population can affect the ecosystem.
Each stage should have stop rules. A project that cannot pause, recapture, or otherwise manage released animals has not demonstrated responsible release readiness.

Map ecological, genetic, disease, and welfare risks
Invasiveness and ecosystem disruption
A proxy may occupy a niche differently from the extinct species it resembles. It could consume scarce resources, alter vegetation, compete with living relatives, prey on vulnerable species, spread disturbance, or change fire and nutrient cycles. Model direct and indirect effects, including plausible worst cases, and identify sentinel species and habitat indicators that would reveal harm early.
Hybridization and genetic effects
If the proxy can breed with living relatives, assess hybridization pathways and consequences for both populations. Close relatives may gain new genes, lose local adaptation, or face reproductive disruption. Genetic containment, reproductive control, or geographic separation may be necessary, but each measure has welfare and feasibility limits.
Free tools Windows power users keep installed
One-click scans. No signup required.
Disease and pathogen exchange
Evaluate pathogens carried by the proxy, surrogate species, source facilities, and recipient ecosystem. Screening should cover known and plausible emerging infections, vectors, microbiomes, and indirect transmission through prey or livestock. A release plan needs quarantine, treatment, surveillance, and an emergency response that identifies who has authority to act.
Animal welfare
Count failed embryos, stillbirths, deformities, chronic illness, abnormal social development, invasive procedures, transport stress, and captivity duration. Welfare review should cover surrogate animals and offspring, not only the intended proxy. A conservation objective does not excuse preventable suffering; the project should show why each intervention is necessary and how suffering will be reduced.
Human-wildlife conflict
Assess crop damage, livestock losses, traffic risk, disease concerns, fear, cultural impacts, and restrictions on local land use. Identify compensation, fencing, warning systems, response teams, and funding before release. “Public support” measured by an online poll is not a substitute for agreements with affected communities.
Require consent and accountable governance
The IUCN principles call for an in-depth risk assessment, local community prior informed consent, special effort to obtain approvals from Indigenous peoples, tagging, and close genetic monitoring. These are operational requirements, not public-relations extras.

Consent must be informed and prior
Provide affected communities with understandable information about uncertainty, alternatives, risks, monitoring, liability, and the possibility of stopping the project. Consent should precede release and remain revisitable as evidence changes. Indigenous approvals require respect for the relevant peoples, laws, knowledge systems, and decision-making authority; a single consultation meeting is not equivalent to consent.
Best Value
Assign responsibility
Name the organizations responsible for permits, animal welfare, biosafety, land management, monitoring, emergency response, compensation, and post-project obligations. Require public reporting of incidents, deaths, escapes, genetic findings, and deviations from the protocol. Governance should survive changes in leadership or funding.
Tag and identify every released animal
Use durable individual identification and methods appropriate to the species, with records linking ancestry, edits, health history, location, and reproductive status. Identification enables recapture, disease tracing, parentage analysis, and attribution of ecological effects. It also prevents a proxy from being mistaken for a naturally occurring or legally protected population.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Define success before implementation
Do not infer success from a birth, a healthy photograph, or a short-term survival milestone. Set measurable objectives before release and publish the thresholds that would trigger continuation, modification, or termination.
Population objectives
- Survival by season and age class, with causes of death.
- Reproductive rates, age at first reproduction, parental care, and recruitment of independent young.
- Population growth, effective population size, inbreeding, and retention of genetic diversity.
- Range, movement, habitat use, and connectivity over multiple years.
Ecological objectives
- The predefined ecological function and the measurement method used to quantify it.
- Responses of target plants, prey, predators, competitors, and ecosystem processes.
- Effects on species that were not intended targets, including rare or threatened species.
- Evidence of unintended impacts such as disease transmission, hybridization, resource depletion, or habitat damage.
Monitoring design
Use a before-and-after design with suitable comparison sites or populations where feasible. Combine tags and telemetry with genetic sampling, camera or acoustic monitoring, health surveillance, vegetation or prey surveys, and community reporting. Specify sampling frequency, detection limits, data ownership, privacy protections for sensitive locations, and who independently analyzes the results.
Report uncertainty, missing data, failed releases, and negative results. A monitoring program that records only successes cannot distinguish genuine recovery from selective reporting.
Use the Green Status framework
The IUCN SSC’s Green Status of Species (version 2.0, 2021) provides a way to frame recovery and forecast conservation impact. Use it to describe how the intervention changes a species’ recovery potential and ecological functionality, while making assumptions and uncertainty visible. The framework should complement—not replace—project-specific welfare, biosafety, translocation, and ecosystem monitoring.
Compare projects with a consistent scorecard
Apply the same questions to every proposal. A qualitative score is useful only when each rating is tied to disclosed evidence and uncertainty.

Do not average away a fatal weakness. For example, excellent genomic evidence cannot compensate for unavailable habitat, absent consent, or an unmanageable disease risk.
Red flags that should stop a confident conclusion
- The project uses “resurrected species” without identifying which traits are actually reproduced.
- Only a few edited genes, photographs, or milestone births are shown.
- No unedited controls, living reference population, sample sizes, or failed-attempt accounting are provided.
- Founder diversity and future genetic management are not disclosed.
- Behavioral or ecological claims are inferred from captivity rather than tested in realistic conditions.
- The proposal names a release site but does not show habitat availability, climate projections, or a recapture plan.
- Risks to disease, hybridization, invasiveness, welfare, or neighboring communities are treated as hypothetical without assessment.
- Local communities or Indigenous peoples are consulted after decisions are effectively made.
- Conservation benefits are asserted without comparing protection of living species or ecological replacements.
- Success is defined as producing an animal rather than establishing a healthy population and measurable ecological benefit.
A practical evaluation workflow
- Freeze the claim: write down exactly what the project says it created and what conservation outcome it promises.
- Classify the organism: identify the surrogate, edits or breeding history, expected traits, and whether “proxy” or “functional equivalent” is justified.
- Audit the evidence: obtain genome-wide data, methods, controls, sample sizes, founder information, uncertainty, and independent review.
- Test biological performance: evaluate physiology, development, behavior, reproduction, and the specified ecological function under relevant conditions.
- Compare alternatives: document the additive benefit and opportunity cost against extant-species protection and ecological replacement.
- Assess release readiness: examine habitat, climate, disease, hybridization, invasiveness, welfare, conflict, containment, and emergency plans.
- Verify governance: confirm permits, local prior informed consent, Indigenous approvals where applicable, tagging, genetic monitoring, and named long-term responsibilities.
- Set the measurement plan: publish baseline data, thresholds, stop rules, monitoring methods, reporting intervals, and funding commitments before release.
- Review adaptively: treat each stage as conditional on results, disclose negative findings, and expand only when evidence—not publicity—supports the next step.
Questions to ask a project team
These questions expose whether a proposal is a conservation program or primarily a technology demonstration:
- What exact organism exists today, and which traits are measured rather than predicted?
- Which extinct reference genomes and living comparators were used, and how were uncertain regions handled?
- How many attempts, births, deaths, and exclusions occurred?
- How much genetic diversity will the founder population contain, and how will it be maintained?
- What behavior must be learned, from whom, and under what social conditions?
- What ecological function will be measured, at what threshold, and against which comparison?
- Why is this intervention additive to protecting living species or restoring habitat?
- What are the credible worst-case outcomes, and who has authority and resources to stop the project?
- Which communities and Indigenous peoples must consent, and how will consent remain meaningful over time?
- What results would cause the team to pause, modify, recapture, or terminate the program?
A project that answers these questions with data, uncertainty, independent scrutiny, and enforceable safeguards can be evaluated on conservation grounds. A project that cannot answer them may still be valuable basic research, but its public claims should not be treated as evidence that de-extinction has restored a species or helped an ecosystem.
