A data center is only as investable as its ability to deliver reliable power, convert that capacity into contracted cash flow, and protect the owner from lease and operating risks. Evaluate it as one integrated infrastructure-and-real-estate investment: verify physically deliverable megawatts and the energization date, underwrite tenant credit and concentration, read every lease obligation against the facility’s power and fit-out commitments, and compare locations by total delivered cost and risk rather than reputation alone.

Start with an investment thesis that can survive diligence

Before valuing a site, write down the conditions that must be true for the investment to work. A credible thesis normally depends on six linked tests:

As an Amazon Associate I earn from qualifying purchases.

  • Power: The contracted capacity must be physically deliverable on the schedule assumed in the model.
  • Revenue: Rent must come from signed, enforceable commitments rather than a marketing pipeline.
  • Lease protection: Escalators, pass-throughs, security and termination rights must allocate risk appropriately.
  • Infrastructure: The building, cooling plant, substations, generators and fiber must support the tenant’s technical requirements.
  • Location: The site must offer acceptable connectivity, permitting, taxes, labor, hazard and water profiles.
  • Downside value: A delay, outage, tenant loss or cost overrun must not destroy the equity case.

If one of these tests fails, a high headline rent or a scarce-market narrative does not repair the investment. Treat each test as a condition precedent and make the underwriting show exactly where the thesis breaks.

Prove that the power can actually be energized

“Megawatts available” can describe anything from a utility study to a live, redundant service. Those are not equivalent. Separate the marketed number from power that can be energized within your ownership and leasing timeline.

Request utility and interconnection evidence

Obtain documents directly from the utility, transmission or distribution provider and interconnection counterparties. At minimum, request:

Evidence What it establishes Underwriting use
Executed service or interconnection agreement Whether capacity is contractually reserved and which party bears upgrade obligations. Sets the legal basis for the power case.
Queue position and study results Where the project sits in the interconnection process and what network work remains. Determines schedule risk and required deposits.
Upgrade scope and cost estimate Substation, transformer, transmission or distribution work needed before service. Builds the capex budget and contingency.
Target energization date When usable service, not merely an approval, is expected. Drives construction, rent commencement and lease-up timing.
Redundancy design Whether feeds, substations, generators and fuel systems meet the intended resilience standard. Tests service-level promises and outage exposure.
Outage history and power-quality data Actual reliability at the location. Informs downtime, service-credit and insurance assumptions.
Expansion path Cost and timing for additional blocks of capacity. Prevents an expansion option from being counted as current capacity.

Model the energization path, not just the end state

Build a dated schedule from permits and equipment orders through commissioning and utility acceptance. Show separate dates for construction completion, first energization, partial load, full contracted load and tenant-ready handover. A lease that starts before the utility can serve the contracted load may create rent abatements, liquidated damages or an unfunded obligation to provide temporary generation.

CBRE reported that power availability and infrastructure-delivery timelines were the most decisive factors shaping site selection, leasing activity and pricing in the first half of 2025. Its Global Data Center Trends 2024 report also said worldwide power shortages were inhibiting growth and that sourcing power was a top priority across regions. Those findings make schedule certainty an investment variable, not a technical footnote.

Stress power-specific failure modes

  • Delayed energization: Push the in-service date and rent commencement while retaining interest, taxes, payroll and construction carrying costs.
  • Interconnection upgrade overrun: Increase the owner’s contribution and delay the capacity tranche tied to the upgrade.
  • Curtailment: Reduce available IT load during constrained periods and test contractual remedies.
  • Outage: Apply the site’s actual reliability history to downtime, replacement-power and service-credit assumptions.
  • Energy-price increase: Model pass-through limits, utility tariff changes and the effect on tenant retention.
  • Expansion failure: Remove optional megawatts from the base case unless a binding agreement and funded plan exist.

Use the lowest capacity that is both contractually secured and physically deliverable by the date required for the first rent-paying tenant. Treat later capacity as an option until its evidence reaches the same standard.

Underwrite tenants as credit and delivery risks

Data center value is highly sensitive to who pays, when they can occupy, and how difficult they are to replace. Build a tenant schedule that identifies each occupant and proposed occupant separately.

Rank commitments by enforceability

Commitment type How to treat it
Signed lease with conditions satisfied Include contracted rent and obligations, subject to remaining conditions, security and termination rights.
Signed lease with construction, power or financing conditions Model the condition explicitly; do not count the rent as unconditional cash flow.
Binding agreement for lease or similar enforceable contract Include only after legal review confirms remedies and funding responsibility.
Letter of intent Keep outside committed revenue; use only in a separately labeled upside case.
Pipeline or broker indication Do not capitalize it. Use it to estimate lease-up time and marketing cost.

Check credit, concentration and technical fit

For every tenant, document the legal obligor, parent guarantee, audited credit indicators, revenue share, lease expiry, renewal options, security package and history of payment performance. A strong operating brand is not automatically the same as a strong lease obligor; identify the entity actually signing and paying.

Measure concentration by rent, contracted megawatts and replacement cost. Stress the largest tenant for default, downsizing, delayed move-in and early termination. Estimate how long it would take to reconfigure the affected halls, obtain permits, secure power and sign a replacement. A tenant using a specialized high-density cooling design may have high switching costs but may also require expensive rework if it leaves.

Technical demand must reconcile to the facility plan. Confirm rack density, cooling technology, power-usage effectiveness assumptions, commissioning tests, network requirements, security zones and any dedicated plant. If the tenant’s demand exceeds the proven electrical or cooling envelope, the excess is an unfunded capex risk rather than additional revenue.

CBRE reported that 74.3% of capacity under construction in the first half of 2025 was already preleased. That statistic highlights the need to model tenant commitments and delivery timing together: a prelease is valuable only if the facility can deliver the specified power and fit-out when the lease requires it.

Read the lease as an allocation of infrastructure risk

Extract the commercial and technical provisions into a clause-by-clause schedule. The objective is to match every owner obligation to the power, cooling and fit-out commitments it must fund.

Lease item Questions to answer Risk if overlooked
Remaining term and rent commencement Does rent begin at delivery, energization, commissioning or a later acceptance test? Owner carries costs without income or disputes the delivery condition.
Escalators Are increases fixed, indexed, capped or subject to a reset? Nominal rent growth fails to offset power, labor and maintenance inflation.
Pass-throughs Which utilities, taxes, insurance, maintenance and capital items are recoverable? Operating-cost inflation reduces net cash flow.
Security What deposit, letter of credit or parent guarantee is required, and how does it replenish after draw? Default recovery is inadequate for specialized space.
Expansion and contraction Are options priced, scheduled and subject to available power? The owner reserves capacity without compensation or cannot fund an exercise.
Repair and maintenance Who maintains generators, chillers, switchgear, roofs and tenant equipment? Unbudgeted lifecycle costs or disputes over failure responsibility.
Capital expenditures Who pays for replacement plant, efficiency upgrades and tenant-specific improvements? Stranded capex after a lease expires.
Restoration Must the tenant remove equipment, restore rooms or leave systems in place? Large end-of-term demolition or remediation bill.
Default remedies What cure periods, service suspension rights, damages and step-in rights apply? Slow recovery during a payment or performance failure.
Assignment and change of control Can the tenant transfer the lease to a weaker entity or merge without consent? Credit quality changes without a replacement security package.

Match lease promises to physical commitments

Create a matrix linking each lease promise to a facility asset, funding source and delivery milestone. For example, a guaranteed power block should identify the substation, transformers, utility agreement, commissioning test and party paying for each upgrade. A tenant expansion right should expire or reprice if the utility does not confirm capacity by a defined date. This prevents the owner from reserving expensive, stranded capacity indefinitely.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Review termination and contraction rights alongside debt maturities. A lease that looks long on a weighted-average-term calculation may contain early termination windows, staged take-up or renewal options exercisable at below-market rent. Underwrite the first date at which the tenant can reduce cash flow, not only the ultimate contractual expiry.

Compare locations on delivered capacity and total risk

Location still matters, but a famous market with no near-term power can be less valuable than a secondary or tertiary site that delivers reliable capacity sooner at an acceptable total cost.

Location factor Due-diligence questions Investment implication
Power and schedule How much capacity is deliverable, through which feeds, and on what date? Controls revenue start, capex timing and probability of delay.
Fiber and carrier diversity How many physically diverse routes and carriers enter the site? Limits correlated network outages and improves tenant choice.
Latency What is the measured latency to target customers, exchanges and cloud regions? Determines suitability for latency-sensitive workloads.
Permitting and zoning Are data center, generator, cooling and substation uses permitted, and how long do approvals take? Sets schedule risk and legal operating limits.
Taxes and incentives What are property, sales, utility and business taxes, and are incentives binding and transferable? Changes net operating cost and exit value.
Labor Can the market supply technicians, electricians, controls specialists and security staff? Affects uptime, wage growth and expansion speed.
Climate and hazards What are the heat, flood, wildfire, storm, seismic and smoke exposures? Drives design standards, insurance and outage scenarios.
Water Is cooling water available, permitted and resilient during drought or restrictions? May limit cooling design or expansion.
Customer and generation access How close are major customers, generation resources, substations and fuel logistics? Influences latency, energy resilience and operating cost.

Require measured fiber routes and latency studies rather than relying on a carrier’s presence on a map. Confirm that routes are physically diverse inside the last mile, not merely sold by different brands over one conduit. For hazards, obtain site-specific flood, wind, wildfire, seismic and climate projections and translate them into insurance deductibles, design work and downtime.

Permitting should include air-quality permits for generators, noise limits, water discharge, backup-fuel storage and any environmental review. A tax incentive is useful only if its eligibility, duration, clawbacks and transferability are documented.

Value the asset through cash flow, not a headline price per megawatt

There is no universal data-center price per megawatt or per kilowatt. A megawatt attached to a signed, investment-grade lease, redundant utility service and completed fit-out is a different product from a speculative site with a queue position and no tenant. Use capacity metrics as a comparison tool, then reconcile them to net operating income, capex and risk.

Build the income approach

  1. Forecast rent by tenant, power block and commencement date.
  2. Deduct vacancy, concessions, bad debt and the probability-weighted effect of termination or contraction rights.
  3. Model recoverable and non-recoverable utilities, taxes, insurance, maintenance and staffing.
  4. Subtract recurring capital expenditure and reserve for major plant replacement.
  5. Include remaining fit-out, interconnection and expansion costs required to earn the forecast rent.
  6. Capitalise stabilized net operating income using a rate appropriate to lease term, credit, location, power certainty and technical obsolescence.
  7. Cross-check the result against value per deliverable megawatt, value per contracted kilowatt and replacement cost, clearly labeling which capacity is live, committed or merely optional.

When comparing assets, keep the denominator consistent. “Per megawatt” may mean utility service, gross facility capacity, critical IT load or leased IT load. State which one you use and exclude capacity that cannot be energized on the investment horizon.

Use reported yields as context, not a valuation rule

Knight Frank reported the following 2025 yield ranges:

Market classification Reported prime yield range How to interpret it
Core markets 4.5%–5.5% Lower reported yields generally reflect stronger liquidity and established demand, but an individual asset may warrant a different rate.
Secondary markets 6%–8% Higher yield can compensate for smaller buyer pools, power or leasing risk, and operating differences.
Emerging markets 8%–12% Use only with explicit assumptions for execution, currency, legal, power and exit risk.

The same report said lease structure, power availability and sustainability credentials affect yields. Do not apply a range mechanically: adjust for weighted lease term, tenant credit, escalators, renewal probability, capex obligations, redundancy, energy exposure and the certainty of the exit market.

Read current market signals without mistaking them for asset value

CBRE Research reported 5,242.5 MW of total capacity under construction across primary North American markets in the first half of 2025, a 61.5% increase versus the second half of 2023. It reported that 10 MW-plus pricing rose 13.8% in Northern Virginia, 19% in Silicon Valley and 15.4% in Chicago from year-end 2024. These are market indicators, not a substitute for asset-level underwriting.

In the same 2025 investor survey, 39% of respondents cited regulations and power availability as their top concern, while 49% named hyperscale build-to-suit as the leading opportunity over the following 12 to 24 months. The implication for an investor is practical: demand may be strong, but projects with uncertain power or permitting can still miss their delivery and rent assumptions.

CBRE vice chair Rob Faktorow described the demand dynamic this way: “Rental rates continued to climb across all requirement sizes as the rise of artificial intelligence (AI) workloads is transforming the data center industry, driving unprecedented demand for power-intensive infrastructure.” Rising demand supports a leasing case only when the site can deliver the required infrastructure at the contracted time and cost.

Run an integrated downside model

Do not place power, tenant, lease and location risks in separate schedules. A delayed substation can delay a tenant, trigger a rent abatement and extend construction interest; a tenant default can leave specialized cooling and stranded utility capacity. Model the chain reaction.

  1. Set the base case: Use documented deliverable capacity, dated energization, signed lease economics, realistic fit-out and operating costs.
  2. Delay energization: Move each affected rent commencement date and add carrying costs, contractor extensions and any contractual damages.
  3. Increase construction cost: Escalate electrical, mechanical, civil and interconnection costs separately; identify which increases are recoverable from tenants.
  4. Remove or resize the largest tenant: Reduce occupied megawatts and rent, add downtime and re-leasing capex, and apply a replacement-leasing period.
  5. Raise power prices: Test pass-through limits, tenant resistance and margin compression.
  6. Apply an outage or disaster event: Include downtime, service credits, deductible, restoration capex and insurance recovery.
  7. Concentrate lease expiry: Roll the largest leases at different renewal probabilities and market rents rather than assuming automatic renewal.
  8. Revalue after every case: Recalculate equity value, debt service coverage, return and covenant headroom, then identify which assumption breaks the thesis first.

The decision is not simply whether the base case produces an attractive return. It is whether the investment remains financeable and operationally viable when the first critical assumption fails.

Complete the diligence file before committing capital

Use this final checklist to force unresolved items into a priced assumption or a closing condition:

  • Utility confirmation of contracted and physically deliverable megawatts.
  • Interconnection queue position, study results, upgrade scope, deposits and energization milestones.
  • Redundancy, outage history, power-quality data and backup-fuel logistics.
  • Construction budget with contingencies, procurement lead times and commissioning plan.
  • Tenant legal obligors, parent support, credit evidence, rent schedule and revenue concentration.
  • Clear separation of leases, agreements for lease, letters of intent and pipeline.
  • Technical validation of load density, cooling, network routes, security and commissioning tests.
  • Lease abstract covering term, options, escalators, pass-throughs, security, capex, restoration, remedies and assignment.
  • Location studies for fiber diversity, latency, permits, taxes, labor, hazards, water and customer access.
  • Integrated downside cases with a revaluation and an identified thesis-breaking assumption.

A good data center investment is therefore not defined by a large power number, a famous market or a high asking rent. It is defined by evidence that the power will arrive, tenants will pay under enforceable leases, the facility can meet their technical requirements, and the location and contracts keep the downside survivable.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
