To charge a phone from a laptop that is off, enable the laptop’s always-on USB feature in BIOS/UEFI or its manufacturer utility, then connect the phone to the specific USB port that supports it. The setting may be called USB PowerShare, Always On USB or simply USB charging. Whether it works during shutdown or hibernation—and whether it works when the laptop is running on battery—depends on the exact model and its settings.
How do I enable USB charging when my laptop is off?
- Check the laptop’s exact model. Look up its user manual or manufacturer support page to confirm that it supports powered USB while off and to identify the supported port. A firmware setting cannot add this capability if the hardware does not support it.
- Find the designated USB port. Look for a battery or lightning-bolt icon beside a port. The mark can help identify an always-on port, but confirm it in the model’s documentation; not every USB port necessarily supplies power when the computer is off.
- Open BIOS/UEFI or the manufacturer utility. Search for a setting named USB PowerShare, Always On USB, USB charging or something similar. Menu names and locations differ by model and firmware version.
- Enable the feature and save the change. If the laptop will be unplugged, look for a separate option that permits charging in battery mode. On some Lenovo systems, this is called Charge in Battery Mode.
- Test the intended setup. Connect the phone or other device to the designated port, then check charging with the laptop in the state you care about. Test on AC power and on battery separately if you need both to work.
Why might USB charging stop when the laptop is off?
An always-on USB setting does not guarantee charging in every power state. Manufacturers and models differ in whether the port stays powered in standby, hibernation or shutdown, and whether it does so on AC power, battery power or both. Some systems also have a battery threshold or cutoff behavior that affects whether power is supplied.

- The port may not be the always-on port. Try only the port identified in the manual or by the model’s documented marking.
- The feature may be disabled or have a different name. Check BIOS/UEFI and the manufacturer’s control utility, where available.
- Charging on battery may require another setting. Enabling always-on USB alone may not allow charging while the laptop is shut down on its own battery.
- The requested power state may not be supported. A model may provide USB power in standby but not in hibernation or shutdown, or may require AC power for those states.
What Dell and Lenovo documentation says
Dell: USB PowerShare
Dell says PowerShare works through designated ports marked with a lightning bolt or battery icon. Depending on the BIOS version, its option may appear under Onboard Devices, System Configuration or Power. Dell also describes battery-charge thresholds and notes that powered-down or standby operation depends on BIOS settings. Its guidance says S4/S5 operation may be AC-only; behavior and battery cutoff can vary by model and BIOS revision. Lenovo: Always On USB and Charge in Battery Mode
Lenovo’s ThinkPad BIOS settings reference distinguishes Always on USB from Charge in Battery Mode. On battery, Always on USB works only in standby unless the separate battery-mode option is enabled. That option is available only when Always on USB is enabled and controls charging during hibernation or power-off on battery.

Lenovo user documentation describes an always-on connector marked with a battery icon, and says it can provide power when the PC is off, asleep or hibernating. It can be controlled through firmware setup or Lenovo Vantage/PC Manager. The T495s manual gives model-specific guidance for its designated Always On USB connector: if Charge in Battery Mode is disabled, connect AC power while the computer is off or hibernating. These instructions apply to the documented ThinkPad settings and T495s; they should not be assumed to describe every Lenovo laptop.

Yes. When the laptop is not connected to AC power, supplying power to a connected device can consume the laptop’s battery. Some models limit or stop charging according to their battery settings, so check the manual and any PowerShare or battery-mode controls if the port does not keep supplying power.
