You can edit PDFs on your computer without Adobe Acrobat, but choose a desktop app that supports the exact change you need. For splitting, merging, extracting, rotating, or mixing pages, PDFsam Basic is a free offline option for Windows, macOS, and Linux. For changing existing text or images, look at a full editor such as PDFsam Enhanced, PDF-XChange Editor, or PDFgear, and check the feature’s platform, offline, and licensing requirements before you begin.
First, identify what “edit” means for your PDF
PDF work falls into two different groups. Page operations rearrange or remove whole pages; content editing changes text or images already on a page. Some tasks, such as OCR, forms, annotation, and signing, have their own feature and licensing requirements.

- Page operations: split or merge files, extract or rotate pages, or mix pages from multiple PDFs.
- Content editing: change existing text or images. A page-management tool is not necessarily able to do this.
- Other document tasks: OCR, fillable forms, comments, and signatures. Confirm each one is supported by the edition you plan to use.
Choose a desktop app for the job

How to edit a PDF offline safely
- Make a working copy. Keep the original unchanged so you can recover if formatting shifts or an edit is unavailable.
- Match the task to the tool. Use PDFsam Basic for its documented page operations. Choose a full editor if you need to change text or images, or confirm explicit support for OCR, forms, or signing.
- Check platform and licensing. Confirm that the app supports your operating system and that the feature is included in the free, paid, or trial edition you intend to use. In PDF-XChange Editor, an unlicensed feature may add a watermark.
- Confirm offline behavior for that feature. PDFsam states that its desktop applications run offline. For other products, verify the exact function locally before relying on it with sensitive files or without a connection; a desktop app may still offer online or cloud functions.
- Save and inspect the result. Reopen the edited copy and check page order, text layout, images, and any signatures or annotations before replacing or sharing the original.
Which option should you choose?
For splitting, merging, or rearranging pages
Start with PDFsam Basic if you want a free desktop tool on Windows, macOS, or Linux. Its documented scope covers common page operations, and the vendor explicitly describes its desktop apps as offline. If you need visual organization or features such as cropping and compression, compare PDFsam Visual’s trial and paid terms.

For changing text or images
Choose a full editor rather than assuming a page organizer can alter page content. PDFsam Enhanced is a paid Windows option; PDF-XChange Editor and PDFgear also describe content-editing features for Windows. Check the exact feature and license status before editing, because a free-to-use app may still restrict particular functions or watermark output.

For OCR, forms, or signatures
Confirm support for the specific task and whether it works offline in your chosen edition. The product descriptions list OCR, forms, or signing capabilities for some tools, but that does not establish that every related feature is free or available without internet access.
