Why downgrading Android 14 to Android 13 on Pixel is different
Android builds are designed to move forward. After you update to Android 14, the system often prevents installing an older version via normal OTA updates because it can’t guarantee compatibility with updated partitions and metadata.

Prerequisites and what you need before you start
- A compatible Pixel model (Pixel 8/8 Pro, Pixel 7/7 Pro, Pixel 6/6 Pro, Pixel 5, etc.). The image must match your exact device.
- Bootloader unlock (typically required). Unlocking usually wipes your device.
- Backup of photos, files, and critical app data (and confirm your backup method actually restores).
- A computer with working drivers/cables: Windows 10/11, macOS 12+ or Linux.
- USB cable (a data-capable cable). Avoid hubs if possible.
- Battery level ideally 50%+ before you start.
Data loss expectation: If your bootloader is unlocked (or you unlock it during this process), the device will be wiped. Treat the process as destructive unless you already have an unlocked bootloader and you know exactly what’s been changed.
Method 1 (Recommended): Flash the official Android 13 factory image
If you want the cleanest downgrade, use Google’s official factory image for your exact Pixel build. You’ll flash it from a computer using Pixel Flash Tool or fastboot.
Choose the correct factory image for your Pixel model and build
Factory images are device-specific. Downloading the wrong one can lead to boot failures or incomplete flashes.
Use the factory image page for your Pixel model and select the Android 13 version/build you want (examples you may see include specific build numbers tied to security patch dates). Match these carefully:
- Your Pixel model (model name matters: e.g., Pixel 7 vs Pixel 7 Pro).
- The build flavor (often tied to region/carrier-less variants).
- The Android version must be Android 13.
Back up and prepare your Pixel
Before flashing, do this in order:
- Sign in to your Google account.
- Back up photos and files (Google Photos, local copy to computer, or both).
- Confirm app data backup for apps that support it (not every app restores 1:1).
- Enable Developer options: Settings > About phone > tap Build number 7 times.
- Enable USB debugging: Settings > System > Developer options > USB debugging > turn on.
- Optional but useful: enable OEM unlocking if available: Settings > System > Developer options > OEM unlocking.
Then power off the phone so you can enter bootloader mode.
Use Pixel Flash Tool (easy path)
Google’s Pixel Flash Tool is designed to simplify factory image flashing on supported host systems. It typically handles the fastboot steps for you, but you still need to start in bootloader mode.

- On your computer, download and install the Pixel Flash Tool for your OS from the official Google route.
- Extract the downloaded Android 13 factory image package if it isn’t already a ready-to-flash folder.
- Boot your Pixel into the bootloader:
Use one of these depending on your model:
- Press & hold: Power + Volume Down for several seconds to enter the bootloader menu, then confirm.
- Connect the phone to the computer via USB.
- Open Pixel Flash Tool and select the factory image you downloaded.
- Follow the prompts to flash. Keep the device connected until the tool reports success.
- When complete, allow the Pixel to reboot.
If Pixel Flash Tool fails to start flashing, don’t guess—switch to the fastboot method below so you can see the exact error.

Pick the symptom - the matching free tool is one click away.
Use fastboot (manual fallback)
This route is the standard “I need control” approach. You’ll flash key partitions that correspond to the Android 13 factory image contents.
Warning: Flashing requires an unlocked bootloader and the correct image files.
- Install fastboot tooling on your computer. (The factory image package often includes platform-tools guidance.)
- Boot into bootloader mode and confirm the device is visible:
Run:
fastboot devices
You should see a device serial number.
- If the bootloader is locked and you’re intentionally proceeding, unlock it (this wipes data):
Run:
fastboot flashing unlock
Then confirm on the Pixel screen using the buttons.
- From the extracted Android 13 factory image folder, flash the partitions.
Many factory image packages include a script like flash-all.sh (macOS/Linux) or flash-all.bat (Windows). The recommended approach is to use the script when provided:
- Linux/macOS: run
./flash-all.sh - Windows: double-click
flash-all.bator run it in Command Prompt
If you prefer manual flashing (or scripts fail), flash the included partitions as documented by the factory image package. Don’t mix files from different Android versions.

Method 2: Try OTA downgrade or sideload (usually not reliable)
People often ask if they can “just sideload Android 13 OTA.” In practice, Android’s update system is strict about versioning, signatures, and device state.
Why OTAs typically refuse downgrades
OTA installers validate that you’re moving from a compatible base build. Moving backward (Android 14 → Android 13) breaks those checks and can trigger an error like an incompatible update package.
Also, system updates may update boot-critical partitions. Without a full expected partition set, OTA rollback isn’t safe.

When sideload might work
- You’re not actually downgrading across incompatible partition layouts (rare).
- You have the exact matching build-to-build OTA path that expects your current build.
- You’re using a signed package intended for your current base build.
Even then, the reliable outcome is still usually achieved by flashing the factory image.
Common gotchas and troubleshooting
If the downgrade doesn’t work, it’s almost always one of: wrong image, detection/driver issue, locked bootloader, or a flashing/verification step that didn’t complete cleanly.
Bootloader won’t unlock
- Make sure OEM unlocking is enabled (Settings > Developer options > OEM unlocking).
- Confirm you have the correct Google account behavior for your region/device policy.
- Check for carrier or managed device restrictions (work/school-managed Pixels can block unlock).
If unlocking is blocked, you’ll need to resolve that limitation before attempting a downgrade.

Device not detected in Pixel Flash Tool
- Try a different USB cable (data-capable).
- Avoid USB hubs; use a direct port.
- On Windows, reinstall/refresh USB driver support by reconnecting in bootloader mode.
- Confirm you can run:
fastboot devices
If fastboot devices shows nothing, the problem is host detection—not the image.
Recommended Free Tools
fastboot commands fail
Common causes:
- Wrong working directory (scripts expect files to exist in the same folder).
- Missing execute permissions on macOS/Linux: run
chmod +x flash-all.shif needed. - Out-of-date platform-tools on the host computer.
Re-run with a clean directory and the correct extracted factory image.
Verification errors after flashing
Verification errors often indicate you flashed mismatched files (wrong model, wrong build flavor) or the flash didn’t complete.
- Re-check your factory image is exactly for your Pixel model.
- Use the script included with the factory image package rather than mixing individual partitions from another download.
- Power/USB stability: don’t let the laptop sleep during flashing.
Boot loops or stuck at Google logo
This typically comes from incomplete flashing, corrupted cache/data, or wrong image components.
- Re-flash using flash-all scripts if available.
- If the device boots far enough, perform a factory reset from recovery after flashing to ensure consistency.
- Confirm the device is fully rebooted after flashing (don’t interrupt mid-process).
What changes after you move back to Android 13
You’re not just changing a number in Settings—you’re switching system components. Expect some differences in UI behavior, security patch level, and app compatibility.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Apps, media, and backups
- Media you didn’t back up locally may not survive a wipe unless it’s restored from cloud.
- App data depends on each app’s backup method. Some apps only restore minimal state.
- Authentication may require re-login (banking, messaging, 2FA apps).
Security updates and compatibility
Android 13 will include its security patch level as of the factory image build you chose. If you download an older Android 13 build, you’ll also be rolling back security fixes compared to Android 14.

Pixel video workflow: how to record your downgrade for reference
Since your request includes Video, here’s a practical way to record the process so you can compare what you did with a reference later (or help someone else troubleshoot your exact steps).
What to capture on video
- The bootloader screen showing your Pixel’s fastboot mode.
- Your computer’s
fastboot devicesoutput (show the command and the serial number). - Pixel Flash Tool screen during the flash (show selected image file and status).
- The exact error text if anything fails.
What to label so you can repeat the steps
- Model: e.g., Pixel 7 Pro
- Android 14 build you started from (if shown)
- Android 13 build you flashed (build number or patch date)
- Tool used: Pixel Flash Tool or flash-all script
FAQs
Will downgrading from Android 14 to Android 13 wipe my Pixel?
It often does if you must unlock the bootloader. Even if your bootloader is already unlocked, factory-image flashing can still wipe data depending on the script and device state.
Can I downgrade without unlocking the bootloader?
Usually not for a true Android major downgrade. OTA/sideload paths are typically blocked for rollback, and factory images require fastboot flashing, which requires bootloader access.
What if I flashed Android 13 and my phone won’t boot?
Reboot into bootloader and re-run the included factory image flash-all script for your exact model. If recovery options are available, a post-flash factory reset can help resolve persistent boot issues.
Is there a way to keep my data?
For a major version rollback like Android 14 to Android 13, keeping everything intact isn’t something you can count on. Treat the downgrade as a wipe, then restore from your backups.
Do I need a specific cable or port?
Use a data-capable USB cable and a direct USB port on the computer. Hubs and charge-only cables are a common cause of flashing interruptions.
Bottom Line
The most dependable way to downgrade from Android 14 to Android 13 on a Pixel is to flash the official Android 13 factory image for your exact model—using Pixel Flash Tool when it works or fastboot flash-all when you need full control.
If you hit problems, verify your image/model match, confirm fastboot detection with fastboot devices, and re-run the factory flash rather than trying to patch around a failed partition state.
