If an Android app appears in Device admin apps, turn off its admin access first, then try uninstalling it from Settings. Open Settings, search for Device admin apps, select the app you intend to remove, and choose Deactivate or the equivalent option. Then go to Settings > Apps, open that same app, and tap Uninstall. Menu names vary by phone.
Deactivate the app, then uninstall it
- Find the device-admin setting. Open Settings and search for Device admin apps. On some phones it is under Security or Security & privacy, possibly inside another security-settings menu. If those labels do not match, use Settings search for the exact phrase.
- Identify the app carefully. Find the app you want to remove and confirm its name before changing its status. Do not deactivate a different app just because it is unfamiliar.
- Turn off its admin access. Open the app’s entry or switch and choose Deactivate, or the equivalent confirmation displayed on your phone.
- Uninstall it from Apps. Return to Settings > Apps, select the same app, and choose Uninstall.
This Settings sequence is described in a Google Android Help Community answer; it is a practical first check when the app is actually listed as a device administrator, not a guaranteed fix for every uninstall problem. Google Android Help Community: “Configuration app not uninstall”.
If you cannot find the setting or uninstall option
Check that the app is listed as an administrator
Device-admin access is one possible reason an app cannot be removed through the usual Apps screen. If the app is not in the device-admin list, this procedure may not apply; device restrictions, device ownership, or manufacturer-specific behavior can also affect uninstall options. The available guidance does not establish one universal fix for all blocked uninstall attempts.
Consider who manages the phone
If the phone belongs to your employer or school, or it has a work profile, the administrator may control some settings. Ask that organization’s IT administrator before deactivating or removing management-related access. A community discussion mentions work management as one possible context, but it does not diagnose a particular phone or establish what removing a specific management app will do. Google Android Help Community: “Please remove the TI admin to my mobile phone.”

What deactivation means
Android’s developer documentation describes administrator deactivation separately from the consumer Settings steps. The DeviceAdminReceiver.onDisabled API documentation says: “Upon return, the application no longer has access to the protected parts of the DevicePolicyManager API.” In other words, after its administrator component is disabled, the app no longer has that protected API access.
The related DevicePolicyManager.removeActiveAdmin API reference describes an operation performed by the app that owns the administration component and notes that it is not synchronous: the admin may remain active briefly after the operation returns. This is developer-facing behavior, not a command an ordinary user needs to run.
