The safest way to control shadow AI is to make its use visible before you try to block it. Build an inventory of AI websites, APIs, browser extensions, desktop agents, users, devices and data flows; classify each tool by risk; then apply graduated controls: educate and monitor low-risk use, restrict unsanctioned services, prevent sensitive-data transfers and retain auditable records. A sanctioned alternative that solves common work problems is as important as a technical block, because employees bypass controls when the approved path is slow or unusable.
Shadow AI is not limited to one chatbot. It is any artificial-intelligence tool used without the knowledge, approval or governance of the organization’s IT or security teams. That includes public chatbots, coding assistants, model-provider APIs, AI features embedded in ordinary SaaS products, browser extensions, local models and autonomous agents running on company devices.

What shadow AI is—and why it creates organizational risk
Microsoft defines shadow AI as “the use of artificial intelligence (AI) tools, especially generative AI, by users without the knowledge, approval, or governance of their organization’s IT or security teams.” IBM uses a similar definition: AI use that lacks formal IT approval or oversight. The issue is unauthorized processing, not the brand name of a particular model.

A tool may be free, popular and technically useful while still violating your data-handling, identity, retention or regulatory requirements.

- Sensitive-data leakage: Prompts and uploaded files may contain credentials, personal data, regulated records, source code, intellectual property or confidential plans.
- Regulatory noncompliance: Processing may occur in an unapproved jurisdiction, under retention terms that conflict with sector rules, or without the notices and contracts your legal team requires.
- Security vulnerabilities: Browser extensions, plug-ins, copied code and autonomous agents can introduce malware, excessive permissions or insecure integrations.
- Weak auditability: If an employee uses a personal account, the organization may have no reliable record of what was sent, where it was processed or who can retrieve it.
- Reputational and operational harm: An inaccurate generated output, leaked trade secret or uncontrolled automated action can affect customers and business decisions even when no breach is immediately obvious.
There is no authoritative, comparable prevalence or breach-cost percentage that applies to all organizations. Treat the absence of a statistic as a reason to measure your own environment rather than as evidence that the risk is small.
Start with a complete visibility map
Detection works only when it covers the paths employees actually use. Network logs alone miss local applications; endpoint scans alone miss browser-based SaaS. Combine the following views and reconcile them into one inventory.
Inspect network and cloud traffic
Review DNS, secure web gateway, firewall, proxy, CASB and Microsoft 365 telemetry for known chatbot domains, model-provider APIs, AI-enabled SaaS, software-as-a-service MCP servers and other AI services. Map discovered services to a maintained cloud-application catalog. Record the service name, publisher, category, authentication method, data-processing location, retention and training terms, known integrations, and the business owner.

One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchLook beyond a domain list. An employee can reach an AI feature through a larger productivity suite, a mobile application, an API endpoint or a vendor’s embedded assistant. Inspect TLS destinations, API keys issued by your organization, OAuth consent records and unusual upload volumes where policy and law permit.
Map users, devices and behavior
For every observed connection, capture the identity, device identifier, department, network location, first-seen and last-seen times, frequency, and bytes sent and received. Distinguish managed from unmanaged devices and corporate from personal identities. A single user with a one-time test is a different governance problem from a service account making thousands of automated calls.
Use identity and device telemetry to answer four questions: who used the service, from which device, how often, and with what level of privilege? Preserve the minimum data needed for security and compliance, and document your lawful basis and employee notice requirements before collecting detailed behavioral records.

Find installed and browser-based agents
Endpoint management and EDR inventories can reveal locally installed model runtimes, desktop copilots, command-line clients, browser extensions and background services. Check executable names, package managers, scheduled tasks, launch agents, extension IDs, listening ports and outbound connections. Compare software inventory with procurement and approved-application records to identify installations that arrived outside the normal process.
Browser telemetry matters because many AI tools leave no traditional installation. Record extension installation, visits to AI applications, file-upload events where available, and OAuth grants to agents. Endpoint controls should cover Windows, macOS, Linux, mobile devices and virtual desktops that access company data; scope the collection so it does not inspect private content beyond your policy and legal authority.
Trace data movement
Detection becomes actionable when it connects an AI service to the information leaving the organization. Use data-loss-prevention (DLP) and insider-risk signals to identify prompts or uploads containing credentials, payment information, personal identifiers, regulated records, source code, confidential plans, legal documents or intellectual property. Correlate content findings with the user, device, destination, file name, classification label and time.
Begin with visibility and tuning. Microsoft’s security guidance recommends gaining AI-use visibility before applying data-protection controls; otherwise, a broad block can create false positives, encourage workarounds and disrupt legitimate work.
Create an AI inventory and risk tiers
Publish one inventory that security, IT, privacy, legal and business owners can use. Every entry needs an owner, review date, permitted users, allowed data classes, identity method, retention and training terms, processing jurisdictions, integrations, incident contact and decommissioning plan.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
| Tier | Typical decision | Minimum conditions | Review trigger |
|---|---|---|---|
| Approved | Permit for defined business tasks | Contract and privacy review complete; enterprise identity; DLP coverage; logging and retention configured; named owner | At least quarterly, and after a material product or contract change |
| Conditionally approved | Permit only for specified users, data and workflows | Documented use case; restricted data classes; additional training or human review; time-limited exception where appropriate | At each exception expiry, incident or major feature change |
| Prohibited | Block or isolate | Unacceptable retention, training, jurisdiction, malware, identity, autonomous-action or legal risk; or no accountable owner | Reassess when the vendor or business need changes |
Score tools against consistent factors rather than popularity: data handling and model-training terms, retention and deletion, identity integration, least-privilege support, jurisdiction, vendor reliability, security attestations, business need, autonomous actions, integration scope and auditability. Record the rationale so a later reviewer can distinguish a deliberate exception from an accidental gap.

A practical detection procedure
- Define scope and authority. List business units, networks, endpoints, identities, cloud tenants and jurisdictions in scope. Confirm employee notice, privacy, labor and monitoring requirements with counsel and works councils where applicable.
- Collect baseline telemetry. Export proxy, DNS, firewall, SaaS, identity, endpoint, browser, API-gateway and DLP events for a representative period. Preserve timestamps and stable identifiers so records can be joined without exposing unnecessary content.
- Normalize and classify services. Deduplicate domains and applications, then map them to a cloud-app catalog. Label generative chat, coding, image, transcription, meeting, automation, model API and MCP services separately; an AI feature hidden inside a larger SaaS product should not disappear into a generic category.
- Join people and devices. Resolve accounts, service principals and device IDs. Flag unmanaged devices, personal accounts, shared credentials, impossible-travel patterns and high-volume automation for review.
- Inspect local software and grants. Compare endpoint packages, browser extensions, OAuth consent and API keys with your approved inventory. Quarantine or remove software only under a documented response process that preserves evidence and supports the employee’s work.
- Apply content-aware detections. Start in audit mode with classifiers for credentials, personal data, regulated records, source code, confidential labels and intellectual property. Tune by department and task before switching to blocking.
- Assign a risk decision. For each service or event, choose approved, conditional, prohibited, or unresolved. Create an owner, remediation date and user communication for every unresolved item.
- Validate coverage. Test browser, API, desktop, mobile, VPN, remote and offline paths. Deliberately perform benign uploads with test data to verify that alerts, blocks, user messages and audit records work as designed.
- Repeat on a schedule. Run discovery continuously where telemetry supports it, review the inventory at least quarterly, and trigger an out-of-cycle review after an incident, new agent capability, merger, regulatory change or major vendor update.
Using Microsoft controls when your organization runs Microsoft 365
Microsoft documents a staged approach and a set of components that can be combined in a Microsoft environment:
- Microsoft Purview DLP detects and controls sensitive information in prompts, files and other supported channels.
- Microsoft Defender for Cloud Apps supplies cloud-application discovery, risk assessment and policy controls.
- Microsoft Entra Global Secure Access provides network-based visibility into unsanctioned AI applications and tools.
- Microsoft Intune applies device and application configuration, including blocking policies where supported.
The Microsoft 365 Shadow AI experience can show detected agents and devices and apply Intune policies. Microsoft labels that experience public preview and warns that supported agents and behavior may change. Treat it as a changing control surface: verify the current supported-agent list, licensing, operating-system coverage and policy behavior in your tenant before relying on it for a compliance requirement.
A sensible rollout is to connect telemetry first, validate identities and devices, and then pilot policies with a small group. Keep a break-glass administrator path, document rollback steps and monitor policy conflicts with existing web, endpoint and DLP controls.
Move from discovery to enforcement in four stages
Stage 1: Discover AI applications
Collect and classify use without interrupting work. Publish an interim notice explaining what is monitored, why it is collected, how long records are retained and where employees can ask questions or report a legitimate tool. Use the first baseline to find high-value use cases as well as risky ones.
Stage 2: Block unsanctioned AI applications
Block services that have unacceptable data handling, malware, legal, jurisdiction or autonomous-action risk. Use identity- and device-aware policies where possible so approved users and managed workflows are not forced into an all-or-nothing exception. Present a clear block page naming the approved alternative and the request channel.
Stage 3: Block sensitive data sent to sanctioned applications
An approved service can still be unsafe for a particular data class. Use DLP to allow ordinary, low-sensitivity prompts while warning, requiring justification, masking or blocking uploads that contain secrets, personal data, regulated records, source code or confidential labels. Choose the least disruptive action that meets your risk tolerance and require human review for consequential decisions.

Stage 4: Govern, audit, retain and investigate
Retain interaction and policy records for the period required by your legal, contractual and regulatory obligations. Define who can search them, how investigations are approved, how evidence is preserved and when records are deleted. Monitor repeated violations, unusual automation, privilege changes, exfiltration indicators and agent actions that affect production systems.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsDesign DLP rules that employees can understand
Write rules in plain language and align them to your existing information-classification scheme. “Do not paste confidential information into public AI services” is easier to follow when confidential information is defined with examples: customer exports, unannounced financial results, credentials, private keys, source repositories, incident records and unreleased product plans.
- Detect: exact data matches, sensitive-information types, classification labels, regular expressions for keys and tokens, and source-code fingerprints.
- Decide: consider destination risk, user role, device management, data volume, business justification and whether an approved tenant provides contractual protection.
- Respond: warn for low-risk mistakes, require justification for borderline cases, block high-risk transfers, and open an incident for repeated or deliberate violations.
- Explain: tell the user what was detected, which policy applies, what safe alternative to use and how to request an exception.
Do not rely on content inspection alone. A prompt can reveal sensitive context without containing a recognizable identifier, and an agent can access data through an integration rather than a file upload. Combine content signals with destination, identity, device posture, volume and behavior.
Monitor AI agents on company devices
Agents deserve a separate control model because they can read files, call tools and take actions without a person pasting each prompt. Inventory installed agents, browser extensions, command-line clients, service accounts, OAuth grants, API keys, local model runtimes and connectors to mail, storage, source control, ticketing and production systems.
For each agent, document:
- the human owner and accountable business sponsor;
- every data source and tool it can access;
- permissions, secrets and network destinations;
- action limits, approval gates and rollback capability;
- prompt, tool-call and output logging;
- model, plug-in and connector versions;
- failure handling, rate limits and kill-switch procedure.
Use least privilege and separate read from write access. Require explicit approval before an agent sends external messages, changes records, deploys code, spends money or makes a customer-impacting decision. Alert on new connectors, permission expansion, unusual tool-call sequences, bulk reads, disabled logging and execution from unmanaged devices. Test revocation: security should be able to disable the identity, token or device policy quickly without waiting for the agent vendor.
Make approved use easier than bypassing controls
Publish an approved-tool catalog that includes permitted tasks, prohibited data, sign-in instructions, retention terms, support ownership and a short example of safe use. Provide role-based training for developers, customer-facing staff, researchers, contractors and executives; generic annual training rarely addresses their different data flows.
Best Value
Create one reporting and exception channel with a service-level target. Require the requester to state the business purpose, data classes, users, integrations, expected duration and accountable owner. Approvals should expire automatically unless renewed, and every exception should have a compensating control such as a restricted group, isolated tenant, masked data or human review.
Measure whether the catalog meets real needs. If many employees request the same prohibited capability, treat that pattern as product feedback: evaluate a sanctioned alternative rather than simply increasing enforcement. Education and monitoring are appropriate where business value is plausible and residual risk is acceptable; blocking is appropriate when data handling, malware, legal restrictions or autonomous actions exceed your tolerance.
Compare control approaches before you buy or deploy
No single product view is complete. Evaluate an architecture against these dimensions and record gaps explicitly.
Recommended Free Tools
| Approach | Strengths | Blind spots | Best use |
|---|---|---|---|
| Network and SaaS discovery | Broad visibility of browser and API destinations; useful for rapid inventory and policy enforcement | May miss offline use, local models, encrypted content and devices outside managed networks | Tenant-wide baseline and destination blocking |
| Endpoint and browser controls | Finds installed agents, extensions, runtimes and device posture; can remove or isolate software | Can miss unmanaged devices, remote SaaS use and data sent from another network | Managed-device governance and agent control |
| DLP and insider-risk analytics | Connects prompts or uploads to sensitive data and user behavior | Requires tuning, content access, privacy safeguards and supported channels | Preventing high-risk transfers and investigating misuse |
| Identity and access policy | Applies role, group, device and authentication conditions | Does not reveal unrecognized services or content by itself | Limiting approved tools and time-bound exceptions |
| Manual surveys and procurement review | Reveals business purpose, shadow workflows and ownership context | Self-reporting is incomplete and becomes stale quickly | Finding sanctioned alternatives and assigning accountability |
Compare licensing, deployment and operating effort alongside technical coverage. Confirm identity and device prerequisites, audit and retention capabilities, supported geographies, data residency, administrator roles and the cost of storing telemetry. A control that cannot be operated by your security team is not effective governance.
Respond when you find a violation or suspected leak
- Preserve evidence. Record the account, device, destination, timestamps, policy events, file hashes and relevant logs. Avoid copying sensitive prompt content into additional systems unnecessarily.
- Contain proportionately. Revoke tokens, disable the connector, isolate the device or block the destination when ongoing exposure is likely. Keep a safe work path available for legitimate business tasks.
- Assess the data and recipient. Identify what was sent, whether the service retained or trained on it, who could access it, and whether the transfer crossed a jurisdiction or contractual boundary.
- Escalate. Involve privacy, legal, compliance, HR and the data owner according to your incident plan. Regulatory notices and customer communications depend on the data, location and applicable law.
- Remediate. Rotate exposed credentials, remove unauthorized extensions, narrow permissions, update DLP classifiers and address the workflow that encouraged the bypass.
- Learn without blame. Feed the case into training, catalog decisions and control tuning. Repeated incidents often indicate that the approved alternative, policy wording or exception process is inadequate.
Metrics and review cadence
Track measures that show coverage and outcomes, not merely the number of blocks:
- percentage of managed users and devices represented in AI telemetry;
- number of discovered services, agents and OAuth grants without an owner;
- time from first discovery to risk decision;
- events involving sensitive data, with false-positive and confirmed-violation rates;
- exception volume, approval time and expiry compliance;
- repeat violations by workflow or department;
- percentage of high-risk agents with tested kill switches and current owners;
- number of approved use cases adopted after a shadow workflow was found.
Review dashboards monthly with security and business owners, the inventory quarterly with legal and privacy stakeholders, and every relevant control after a major product release. AI features, agent behavior and supported integrations change quickly; preview capabilities require especially frequent revalidation.
Common implementation mistakes
- Blocking first: A blanket block drives users to personal devices and unobservable channels. Discover and communicate before enforcing, except where immediate risk requires containment.
- Trusting a domain list: AI functionality can be embedded in ordinary SaaS, accessed through APIs or installed locally. Correlate network, endpoint, identity and application data.
- Ignoring non-human identities: Service accounts and API keys can generate more exposure than an individual browser session. Inventory, rotate and monitor them.
- Collecting more content than necessary: Excessive prompt inspection creates privacy and labor-law risk. Define purpose, access, retention and minimization controls before deployment.
- Permanent exceptions: An exception without an owner and expiry becomes an undocumented approval. Automate expiration and require evidence for renewal.
- Assuming preview coverage is complete: Public-preview discovery and blocking features may change supported agents and behavior. Validate them in your tenant and maintain a fallback control.
- Measuring only blocked events: A high block count may reflect poor policy tuning. Include coverage, safe adoption, false positives, response time and recurring violations.
Operating model for sustainable governance
Assign a cross-functional owner for the inventory and a named owner for every approved or conditional tool. Security operates detection and response; IT manages devices and identity; privacy and legal assess data use and geography; procurement validates contracts; business leaders confirm the purpose and value. Publish escalation paths so an employee can get a decision without creating an unapproved account while waiting.
Keep policies understandable, controls proportionate and records reviewable. The objective is not to eliminate useful AI; it is to ensure that every use has an accountable owner, an appropriate data boundary, an identity, an audit trail and a recovery plan.
