For more dependable Google Ads conversion data, start with six settings: enable auto-tagging, mark only genuine business outcomes as Primary, choose One or Every to match how you value repeat events, document the attribution model and conversion windows, send accurate conversion values, and enable enhanced conversions when consent and first-party data allow it. Then reconcile Google Ads with GA4 using each platform’s date and counting rules rather than expecting identical totals.
The settings that have the greatest effect
Conversion tracking quality depends on more than whether a tag fires. Google Ads must preserve the ad-click identifier, know which actions should influence bidding, count repeat events correctly, assign credit under a defined model, wait long enough for delayed conversions, and receive trustworthy values. Use this checklist before changing campaigns:
As an Amazon Associate I earn from qualifying purchases.
| Setting | Recommended starting point | Why it matters | When to choose differently |
|---|---|---|---|
| Auto-tagging | On | Adds the Google Click Identifier (GCLID) needed for website, Analytics, CRM and offline measurement. | Investigate redirects or tracking conflicts rather than disabling it. |
| Conversion action status | Primary for the outcome bids should optimize; Secondary for observation | Primary actions feed the Conversions column and standard bidding; Secondary actions normally remain in All conversions. | Use a custom goal only when you deliberately want a secondary action to steer a specific campaign. |
| Counting | Every for independent sales; One for a unique lead per ad click | Controls whether repeated events become multiple conversions. | Follow the business event, not the tag type. Defaults vary by conversion source. |
| Attribution model | Data-driven when the action is eligible and the data supports it | Changes credit in Conversions and All conversions and affects automated bidding. | Use another model only for a documented measurement reason. |
| Conversion window | Match the actual buying cycle | Determines how long after an interaction a conversion can be credited. | Shorten or extend it using time-lag evidence and the source’s available range. |
| Conversion value | Pass the real transaction value | Enables meaningful value reporting and value-based bidding. | Use a documented estimated value for leads without direct revenue. |
| Enhanced conversions | On when consent, policy and reliable first-party data are in place | Hashed first-party data can improve matching after an ad interaction. | Do not send data you cannot lawfully collect or accurately normalize. |
1. Turn on auto-tagging and preserve the GCLID
Auto-tagging appends a Google Click Identifier (GCLID) to an ad’s landing-page URL. That identifier connects the click with later website, Analytics, customer-relationship-management and offline conversion records. Google Ads Help describes auto-tagging as needed to track website conversions on all browsers.

What to check
- In Google Ads, open the account-level measurement or tracking settings and confirm auto-tagging is enabled. New accounts generally have it enabled by default, but verify every account before relying on it.
- Click an ad in a controlled test and confirm the landing URL retains the
gclidparameter long enough for your tag or server-side process to store it. - Test every redirect, canonicalization rule, consent-management flow and landing-page platform. A redirect that strips the parameter breaks downstream attribution even though the ad tag itself is correct.
- If you use cross-account conversion tracking, check auto-tagging in each child account as well as the manager account.
Do not remove the parameter simply because it looks unfamiliar in a URL. If a system cannot accept it, fix the redirect or storage process, or document an approved alternative identifier flow. Disabling auto-tagging usually removes the most reliable link between the ad click and the conversion record.

2. Decide which conversion actions are Primary
Primary status is an optimization decision, not a statement that an action is valuable in every context. Google defines Primary actions as those reported in the Conversions column and used for bidding when their standard goal is selected for bidding. Secondary actions are generally reported in All conversions for observation and analysis; they do not steer standard bidding unless you deliberately include them in a custom goal.
Put these outcomes in Primary
- A completed purchase with a valid order value.
- A qualified lead that meets your sales team’s definition of acceptable quality.
- A booking, policy sale or other bottom-funnel event that represents the outcome you want the campaign to produce.
Keep these actions Secondary in most accounts
- Page views, time-on-site milestones and scroll depth.
- Button clicks, video starts and downloads.
- Early form starts or unqualified inquiries used to diagnose the funnel.
A common mistake is setting every event to Primary. That mixes weak signals with revenue outcomes, raises the apparent conversion rate and gives automated bidding permission to pursue actions that may not create business value. Conversely, setting a true sale or qualified lead to Secondary hides the outcome from the standard Conversions column and withholds it from normal bidding.
How to change the status
- Open Goals (or the account’s equivalent conversion area) and choose Conversions.
- Select the conversion action, open its goal or optimization settings, and choose Primary or Secondary.
- Review the campaign’s selected conversion goals. A Primary action is useful for bidding only when the associated standard goal is included.
- After saving, annotate the date and reason so later performance comparisons account for the change.
3. Set counting to One or Every based on the event
Counting answers a narrow question: after one ad interaction, should repeated instances of this conversion be counted separately? Google’s Every conversion option counts each conversion for the tracked action after an ad interaction. The One conversion option counts one conversion per ad interaction.

| Business event | Typical choice | Reason |
|---|---|---|
| Ecommerce purchases | Every | Each order can have independent revenue and margin. |
| Bookings or reservations | Every | Multiple completed bookings can be legitimate value from one click. |
| Insurance or policy sales | Every | Each issued policy is a separate outcome when the source permits it. |
| A contact or demo lead | One | Repeated submissions from the same ad click should not multiply one underlying prospect. |
| One application per click | One | Duplicate attempts should not inflate optimization signals. |
The choice is per conversion action, and available defaults can differ by conversion source. Use the business definition rather than accepting a default blindly.
Prevent duplicate sales
For purchase tags, pass a stable transaction ID or equivalent order identifier. Google’s conversion-data guidance recommends transaction IDs for deduplication, which prevents a page reload, confirmation-page revisit or duplicate browser event from creating a second purchase. The ID must be unique for the order and consistent across retries; do not generate a new random value every time the confirmation page loads.
4. Document the attribution model before comparing results
Attribution determines how credit is distributed among eligible ad interactions. Data-driven attribution is the current default for many eligible conversion actions and evaluates interactions across Google Ads channels such as Search, YouTube, Display and Demand Gen. Eligibility and available models can vary by conversion source and account.

The model affects both the Conversions and All conversions columns. It also changes the signals available to automated strategies, including Target CPA and Target ROAS. A campaign can therefore appear to gain or lose conversions after an attribution change even when the underlying number of completed actions is unchanged.
Change attribution safely
- Record the current model, conversion action, date range and campaign goals.
- Check whether the action is eligible for data-driven attribution and whether the model applies to the channels you are analyzing.
- Change one material setting at a time, then annotate the account.
- Allow reporting and bidding systems to accumulate data before judging the effect. Do not compare a newly changed model with an old period as though the definitions were identical.
5. Choose conversion windows that match the buying cycle
A conversion window is the period after an ad interaction during which a conversion can receive credit. Google documents click-through, engaged-view and view-through windows from one to 90 days, depending on the conversion source. When a Search or Display click-through window is not customized, a 30-day default is used.
Use time-lag evidence
- For an immediate purchase, a shorter window may capture nearly all meaningful conversions while limiting stale credit.
- For considered purchases, applications or sales that require offline approval, use a window long enough to include the normal decision period.
- Set engaged-view and view-through windows only when those interaction types are relevant to the conversion and your reporting policy.
A window that is too short omits delayed conversions from both reporting and optimization. Changing the window applies to future reporting; it does not retroactively restore conversions that fell outside the old window. Record the old and new values whenever you make a change.

6. Pass accurate conversion values
If orders have different revenue, send the actual transaction value rather than a fixed placeholder. Total conversion value and value-based bidding depend on usable values. Map the order total, currency and transaction identifier correctly from the data layer or server-side system, and verify that refunds, taxes, shipping and currency conversions follow one documented policy.
Leads often have no immediate revenue. You can assign an estimated value, but document how it was calculated and revisit it when customer-relationship-management outcomes show which leads become opportunities or customers. An arbitrary value makes Target ROAS or other value-based strategies optimize toward a number that does not represent the business.

Enhanced conversions can improve matching by sending normalized, hashed first-party data—such as an email address—to Google for comparison with signed-in Google accounts. Google supports implementations through the Google tag, Google Tag Manager and an API. The feature is not a universal percentage lift; results depend on consent coverage, data quality, traffic mix and implementation accuracy.
Best Value
Prerequisites
- Collect the first-party data lawfully and obtain any consent required for your region and policy framework.
- Normalize values consistently before hashing, especially email addresses and phone numbers.
- Send only the fields needed for matching and follow Google’s data-processing and advertising requirements.
- Ensure the enhanced-conversion event corresponds to the same conversion action and transaction as the primary tag.
Validate the setup
- Choose the supported implementation that matches your stack: Google tag, Tag Manager or API.
- Run a test conversion with consent in the appropriate state.
- Open the enhanced-conversions diagnostics report and check whether data is being received and matched.
- Investigate warnings for missing fields, malformed values, consent restrictions or duplicate events before relying on the feature for optimization.
8. Understand why Google Ads and GA4 numbers differ
A difference is not automatically a tagging failure. Google Ads generally reports a conversion on the date of the ad click, while Analytics reports the conversion event on the date it occurred. A click on Monday that produces a purchase on Thursday can therefore appear in Monday’s Google Ads reporting and Thursday’s Analytics reporting.
Other legitimate causes include different Primary and Secondary definitions, One versus Every counting, attribution scope and model, conversion windows, event filters, consent behavior and time-zone or date-range settings. Compare the same conversion action, period definition and counting rule before troubleshooting tags.
A practical reconciliation sequence
- Export the exact Google Ads conversion action and the exact GA4 event; do not compare an account total with a single event.
- Align date ranges, time zones and the date convention: ad-click date versus event date.
- Check whether Google Ads is importing the GA4 event as Primary or Secondary.
- Compare One versus Every and verify that purchase transaction IDs prevent duplicates.
- Compare attribution and conversion-window settings.
- Use test clicks, tag diagnostics and transaction records to find genuine firing or value errors.
A change-management checklist
Make settings changes in a controlled order so you can identify their effects:
- Confirm auto-tagging, redirect preservation and identifier storage.
- Audit every conversion action and classify it as a business outcome or diagnostic signal.
- Set Primary or Secondary status and verify campaign goal selection.
- Choose One or Every, then implement transaction-ID deduplication for sales.
- Record attribution models and conversion windows before changing them.
- Validate values, currency and lead-value assumptions.
- Implement enhanced conversions only after consent and data normalization checks.
- Annotate each change and monitor diagnostics, conversion volume and value quality.
Interface names and defaults can vary by account, conversion source, campaign type, geography and Google product migration. Verify the labels shown in your own account before saving a change, and avoid changing several measurement definitions on the same day unless you are correcting a critical error.
