How to Design and Manage a Zoo in Cities: Skylines 2

To build a successful zoo in Cities: Skylines II, install the Park Adventures expansion, draw a dedicated park district, create a compact exhibit loop with short viewing spurs, connect transit, and open with enough staff, maintenance, toilets, food, and information points to support the first visitors. Let attendance generate park experience and unlock additional buildings, then expand only after the original zone is clean, staffed, and easy to navigate.

The zoo is not a single standalone building. It is a managed park whose layout, access, visitor services, budgets, ticket policy, and building mix determine how well it operates.

What you need to build a zoo

The zoo system arrives through Park Adventures, part of Cities: Skylines II: Expansion Pass 2. The base game is required. Park Adventures adds a modular park system with four park directions: city parks, zoos, amusement parks, and nature reserves. The expansion is described as including more than 100 assets and five maps.

Paradox Interactive announced on September 15, 2026 that Expansion Pass 2 was available on PC, while the Steam listing described Park Adventures as downloadable content requiring the base game with a planned Q4 2026 release. Because those listings use different availability wording, check the store listing for your platform and region before planning a city around the DLC.

The official developer diary describes the central loop as drawing the park area, placing buildings, watching citizens move through and around it, and earning experience from visits. That loop is more important than trying to reproduce a real-world zoo blueprint: the game rewards a functioning visitor destination, not merely a large collection of animal buildings.

Start with the park district, not the exhibits

Before placing an enclosure or decorative object, define the park area. The district gives the site a boundary and a management identity; the buildings inside it determine whether the area behaves as a zoo, nature reserve, city park, amusement park, or a combination.

Choose a site that can grow

Look for a relatively flat parcel near a road with room for a service edge and a future extension. A site beside a transit corridor is especially useful because visitors can arrive without every trip adding another car to the approach road. Leave space outside the initial footprint for later exhibits, staff facilities, path widening, and a second connection.

  • Road access: provide a clear connection for visitors, deliveries, and emergency movement.
  • Transit potential: reserve a stop or route that can serve the park without forcing passengers to cross a busy road.
  • Expansion room: avoid filling every edge with decoration during the first build.
  • Terrain: use slopes deliberately; steep or awkward ground can make paths and viewing areas harder to read.

Give the park a readable identity

Buildings establish the park’s direction. A zoo can contain a nature-reserve trail, a city-park garden, or an amusement attraction when that improves circulation or gives visitors a reason to stay longer. Mixed-use design is permitted, but the first zone should still have a clear purpose. Visitors should understand where the entrance, main exhibit route, services, and exits are located.

Plan a visitor route before placing buildings

A successful first layout is usually a loop rather than a dead-end corridor. The loop gives visitors a sequence of destinations and lets them return to the entrance or continue toward another area without retracing a single narrow path.

The basic loop

  1. Place the primary entrance or arrival point where road and transit access are easy to see.
  2. Draw a main pedestrian loop around the area where the initial exhibits will sit.
  3. Add short side paths from the loop to individual viewing areas rather than sending every visitor through one long branch.
  4. Put amenities on the loop at natural pauses: near the entrance, between exhibit clusters, and close to the far end of the route.
  5. Leave turning and expansion space so a future exhibit can connect without rebuilding the entire park.

The system does not require one fixed entrance arrangement. Public transportation can run through the park, and paths and roads can be arranged around the site plan you choose. That flexibility is useful, but it also means you must deliberately create a route that citizens can follow.

Place exhibits as destinations

Use the main loop to frame exhibit clusters. A visitor should encounter a meaningful destination after a short walk, then another destination after continuing along the loop. Avoid scattering the first buildings across a huge district: distance without services creates a park that looks complete on the map but feels empty on the ground.

Short viewing spurs are preferable to a maze of parallel paths. They make it easier to see which route leads to an exhibit and reduce the chance that visitors bypass food, toilets, or information points. Keep service points visible from the path, but do not let them block the viewing approach.

Design for more than one movement mode

Visitors may arrive by road, transit, or paths connected to surrounding neighborhoods. Keep the arrival route direct and avoid making pedestrians cross unnecessary traffic lanes. If a transit line passes through the park, place stops where riders can enter the main loop immediately instead of walking along a service road.

Build the first zone in a controlled sequence

Opening everything at once makes it difficult to identify why a park is underperforming. A staged opening gives you a measurable baseline and keeps early operating costs manageable.

  1. Draw the park district. Confirm that the intended land is inside the park boundary before construction spreads beyond it.
  2. Connect the approach road. Make the entrance easy to reach from the existing street network and leave a location for deliveries or staff access.
  3. Lay the main path loop. Complete the loop before adding decorative branches. A complete route is more useful than several attractive dead ends.
  4. Place a compact exhibit cluster. Start with only the buildings needed to make the first route feel purposeful. Official material does not publish a complete animal-species list, enclosure capacities, or exact building costs, so choose from the available in-game options rather than relying on an assumed roster.
  5. Add visitor services. Provide toilets, food, and information points along the route. Place them where visitors naturally pause, not all in one corner.
  6. Add transit. A stop near the entrance or on the main loop can reduce car dependence and make the park reachable from more neighborhoods.
  7. Fund staffing and maintenance. Check the park’s operating controls before opening and set budgets high enough for the facilities you have actually built.
  8. Open and observe. Watch citizen movement, queues, cleanliness, and ratings before extending the district.

This first zone is a testable operating unit. If visitors cannot reach an exhibit, cannot find a toilet, or encounter poorly maintained facilities, adding more buildings will increase the problem rather than solve it.

Manage the operating levers

Parks have their own staff and maintenance budgets, entry fees, and policies. The developer diary states that these decisions affect how the park operates, while the product description connects competitive ticket prices, funded staff, maintenance, and park ratings.

Lever What to watch Practical response
Staff budget Whether buildings are adequately staffed and services remain efficient as the park grows. Increase funding before adding a large new cluster; do not assume the original budget scales automatically.
Maintenance budget Cleanliness, facility condition, and the quality of the visitor experience. Raise maintenance when the footprint or visitor load increases, and correct neglected facilities before expanding.
Entry fee Whether the price is discouraging attendance or failing to cover the park’s operating needs. Use access, amenities, staffing, and upkeep to reduce friction before attempting a price increase.
Policies Rules that alter how the park operates and how visitors experience it. Change one policy at a time, then observe attendance and ratings so the effect is identifiable.
Toilets, food, information Basic comfort and wayfinding along the route. Distribute them across the loop and near busy destinations rather than concentrating them at the entrance.

Set prices after access works

A low attendance figure does not automatically mean the ticket is too expensive. First check whether citizens can reach the park, whether the route is legible, and whether services are available. A competitive fee cannot compensate for a disconnected entrance or a dirty facility. If demand is strong, use the additional revenue to fund staff and maintenance as the zoo expands instead of treating every surplus as permission to build immediately.

Match budgets to the footprint

Every new building adds operational responsibility. A large park with a small staff or maintenance allocation can produce a worse visitor experience than a compact park with fewer attractions. Increase funding in stages, watching whether cleanliness, service access, and ratings improve before committing to another expansion.

Use visitor activity to level the park

Visitors generate park experience. As experience accumulates, the park unlocks more buildings, allowing the zoo to develop beyond its initial cluster. The progression system therefore favors a small, complete park over a huge unfinished one.

What to monitor during the first operating period

  • Movement: Are citizens reaching the exhibits, or are they stopping at the entrance and turning back?
  • Route balance: Is one path overloaded while another area receives no visitors?
  • Services: Are toilets, food, and information points positioned along the actual route people use?
  • Access: Do road and transit connections deliver visitors close to the main loop?
  • Ratings: Does the park’s reputation improve after staffing and maintenance are adjusted?
  • Capacity for growth: Can the current staff and maintenance budgets support another cluster?

Do not interpret an unlocked building as an instruction to place it immediately. New content is useful only when it fits the route and the operating budget. Save expansion for a point at which the first zone is consistently functioning.

Expand without losing clarity

When the initial loop works, extend it in modules. Add one new exhibit cluster, connect it to the existing path, place the services that cluster needs, and then observe the result. This creates a series of understandable zones instead of one oversized network that is difficult to troubleshoot.

Use a spine-and-loops pattern

A practical expansion pattern is a central spine with several small loops or spurs. The spine handles movement between districts; each loop contains a coherent group of exhibits and nearby amenities. If a zone underperforms, you can adjust that module without dismantling the rest of the zoo.

Reserve a quiet route for nature elements

A nature-reserve trail can provide a slower, less commercial section of the park. Keep its path readable and connect it to the main circulation spine. A city-park garden can work as an entrance buffer or rest area, while an amusement attraction can serve as a high-energy destination. These mixed elements are optional; use them when they improve dwell time or circulation, not simply because the assets are available.

Protect the arrival experience

As the park grows, do not bury the entrance under later construction. Visitors should still be able to identify the main route, the nearest information point, and the direction of the first exhibits. If a new district requires a long walk, add a clear connection or transit stop rather than forcing every visitor through an increasingly crowded entrance plaza.

Troubleshoot common zoo problems

Attendance is low

Check the access chain in order: road connection, transit availability, entrance visibility, path continuity, and service placement. Only after those are working should you reconsider the entry fee. A small, reachable park with a complete loop is a better baseline than a discounted park that citizens cannot navigate.

Visitors cluster at the entrance

Look for a broken path, an unclear branch, or a missing destination soon after arrival. Put the first exhibit and an information point within the opening route, then connect the loop so visitors have a reason to continue. Avoid placing every attractive building at the entrance while leaving the rest of the park empty.

The park becomes dirty or poorly rated after expansion

Expansion may have outpaced staff and maintenance funding. Increase both budgets, inspect the new facilities, and confirm that service paths reach them. If the rating does not recover, temporarily stop building and stabilize the existing footprint before adding more visitors or attractions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

One area is busy while another is ignored

The ignored area may be too far from the main loop, connected by an indirect path, or missing a reason to visit. Add a short, direct connection and place an amenity or destination on the route. Do not solve an isolated problem by expanding the entire district.

The layout feels confusing

Reduce unnecessary branches and make the main loop visually obvious. Group related exhibits, keep viewing spurs short, and use information points at decisions where visitors must choose between routes. A simple route that citizens understand will generally outperform a more elaborate maze.

What is not officially specified

Public descriptions of Park Adventures do not provide a complete animal-species list, enclosure capacities, exact building costs, or a universal ticket-price formula. Those values may depend on the game version or appear only in the in-game interface. Do not use an invented number to plan capacity or profitability; inspect the current building panel and park controls in your edition.

Likewise, there is no single officially prescribed “optimal” entrance or path geometry. The documented system supports flexible roads, paths, and public transportation. The reliable principles are to make the route legible, keep services reachable, fund operations, and expand in response to real visitor movement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical opening checklist

  • Park Adventures is installed and the base game is present.
  • The park district covers the intended first zone.
  • A road connection and, where practical, a transit connection reach the arrival area.
  • The main pedestrian loop is complete.
  • Exhibits are clustered along the loop instead of scattered across the full district.
  • Viewing spurs are short and connect directly to the main path.
  • Toilets, food, and information points are distributed along the route.
  • Staff and maintenance budgets match the buildings already placed.
  • The entry fee is set only after access and visitor services work.
  • The first operating period is observed before distant expansion begins.

Bottom line: build a small zoo that works, then let visitors pay for its growth

In Cities: Skylines II, zoo design and zoo management are inseparable. Draw the district first, organize exhibits around a readable loop, connect the site to the city, provide basic services, and fund staff and maintenance. Visitor activity supplies experience and unlocks more buildings, so the fastest route to a larger zoo is a compact park that citizens can reach, understand, and enjoy.
