Identify the AI use cases, map which tasks will change, group employees by the capabilities their roles require, measure current skills, then provide practical learning time, support and assessment. Most employees need useful AI literacy and stronger judgment, data and collaboration skills; only the smaller group that builds, integrates, secures or maintains AI systems needs advanced technical training.
The plan should also be treated as a living workforce process. AI adoption, job tasks and the evidence about effective skills change quickly, so review the plan against real work outcomes and refresh it rather than treating training as a one-time rollout.

What an AI reskilling plan should accomplish
Reskilling is not a synonym for sending everyone to a programming bootcamp. It is a structured way to help people perform changed work safely and effectively, while giving the organization a way to redesign jobs and support fair transitions.
Recommended Free Tools
Start by writing the business or service outcome the plan must support. Examples include reducing avoidable administrative work, improving response quality, expanding a service without adding equivalent manual effort, or introducing an internal assistant while protecting confidential information. The outcome determines which systems, tasks and skills matter.

AI can affect work through several channels at once: it may automate part of a task, augment an employee, create new tasks or occupations, and change productivity. OECD analysis says displacement remains a risk in some routine roles, but exposure is not proof that an entire job will disappear. A reskilling plan therefore examines tasks and work design before making claims about headcount.
1. Define the use cases and the work change
List the intended AI uses
Create an inventory of the systems the organization expects to introduce or expand. Include the purpose, users, data involved, decisions affected and the stage of deployment. A generative writing assistant, a forecasting model, a customer-service workflow and a fraud-detection system create very different learning requirements.
- Use case: what the system will do and for whom.
- Work outcome: the quality, speed, cost, safety or service result expected.
- Human responsibility: which decisions remain with an employee and when escalation is required.
- Data boundary: what information may be entered, retrieved, shared or retained.
- Change horizon: what is planned now and what is only experimental.
Describe changed tasks, not just changed job titles
For each use case, document the current workflow and the likely future workflow. Mark tasks that AI may automate, tasks it may assist, new review or exception-handling tasks, and work that remains fully human. This prevents a vague statement such as an accounting role will be automated from becoming a misleading training target.

Ask subject-matter experts and affected employees to walk through realistic cases. Record where an incorrect output could cause harm, where judgment is essential, and where the system depends on clean or well-labeled data. Those observations become the foundation for the skill profiles and practice exercises.
2. Map roles and exposure at task level
Build a role-and-task register
Organize the analysis by job family, location or business unit where relevant. For each role, list high-frequency tasks, high-consequence tasks, customer or public-facing tasks, and tasks involving sensitive data. Then classify the expected AI effect:
- Automate: a system may perform most of the existing steps, with people handling exceptions, quality checks or accountability.
- Augment: AI produces suggestions, drafts, classifications or predictions that an employee verifies and uses.
- Create: new work appears, such as prompt and workflow design, output evaluation, data preparation, model monitoring or incident response.
- Remain human-led: the task still depends primarily on empathy, negotiation, physical action, professional judgment or accountability.
Exposure is a reason to investigate work redesign, not a prediction that a job will vanish. A role with many exposed tasks may require substantial learning, or it may evolve into a role with more complex judgment and customer interaction. Conversely, a role with limited exposure may still need baseline literacy if its employee uses AI-generated information in consequential decisions.
Prioritize by impact and risk
Rank roles using two dimensions: how much the work is expected to change and how serious an error would be. High-change, high-consequence roles should receive early workflow design, supervised practice and clear escalation rules. Low-change, low-consequence roles can start with concise literacy modules and optional practice. This ranking makes limited learning capacity visible and defensible.

3. Create role-based skill profiles
OECD public-workforce guidance offers three useful starting groups. It was designed for public institutions, so adapt the groups to your own job families, operating model and regulatory setting.
| Role group | Core capabilities | Typical evidence of readiness |
|---|---|---|
| General employees | Responsible and effective use of approved AI tools; awareness of capabilities and limitations; data protection; critical evaluation of outputs; independent judgment; knowledge of approved-use and escalation practices. | Can complete a realistic work task, identify an unreliable or unsupported output, protect restricted data and explain when a human decision is required. |
| Leaders and managers | Strategic understanding of AI; governance and risk awareness; workforce and change-management capability; ability to set priorities, controls and accountability. | Can approve a use case with a documented purpose, assign responsibility, involve affected workers and decide when a workflow needs review or pause. |
| Digital and data professionals | Technical development, integration, security and maintenance skills combined with risk mitigation, ethics, regulatory awareness and interdisciplinary collaboration. | Can build or operate a system with appropriate testing, monitoring, documentation, security controls and communication with domain experts. |
Universal literacy for most employees
Every employee who encounters AI-enabled work should understand what the approved system does, where it can fail, which data is restricted, how to verify an output and how to report a problem. Practical literacy includes asking a clear question, supplying sufficient context without exposing confidential information, checking an answer against authoritative material and keeping a human accountable for the final action.
Complementary human and digital skills
AI does not remove the need for problem-solving, creativity, communication, collaboration, domain expertise and independent judgment. In many jobs those capabilities become more important because employees must frame the problem, interpret an imperfect result, explain a recommendation and handle exceptions. Include data interpretation, information security, writing, customer communication and process improvement alongside tool-specific instruction.
Specialist pathways only where the role requires them
People who develop, integrate, secure or maintain AI systems may need machine learning, data engineering, software, evaluation, model-risk, cybersecurity or regulatory skills. OECD’s Skills in the AI age report says advanced AI skills such as machine learning and data science are in high demand but remain rare, around 1% of the workforce. That is a reason to target specialist investment, not to prescribe advanced training for everyone.

Use several kinds of evidence
A dependable baseline combines four views:
- Employee self-assessment: ask about confidence, prior experience, access to approved tools and the tasks employees want to improve.
- Manager input: identify workflow bottlenecks, quality risks and the behaviors needed in each role.
- Observed task performance: use a realistic scenario to see whether a person can use AI, check results, protect data and exercise judgment.
- Existing skills and work data: draw on role descriptions, quality reviews, support tickets, training records and documented process changes, subject to privacy and employment rules.
Do not treat a survey score as a definitive forecast of future capability. OECD notes that skills evidence can lag rapid changes in labor markets and technology. Validate the baseline with observed work and update it when the system, task or policy changes.
Separate confidence from competence
An employee may be enthusiastic but unable to detect a plausible-looking error. Another may be cautious because they have had little access to tools but learn quickly in a supported exercise. Assess the behavior that matters: framing a task, using an approved tool, checking evidence, documenting a decision and escalating uncertainty.
Turn gaps into a prioritized matrix
For each role, record the required capability, current evidence, risk if missing, learning intervention and the person responsible for verification. Distinguish a knowledge gap from an access gap, a process gap or a policy gap. Training cannot solve a workflow that lacks an approved tool, reliable data or a clear owner.

5. Prioritize what people learn
Layer the curriculum
A practical sequence has three layers:
- Foundation: AI concepts, approved uses, limitations, privacy and security, critical evaluation, human accountability and escalation.
- Role application: practice on the actual tasks the employee performs, including the organization’s templates, systems, terminology and quality standards.
- Specialist or leadership depth: technical development, integration, monitoring, governance, procurement, risk management and change leadership for the roles that need them.
Prioritize a skill when it is necessary for a high-value use case, reduces a material risk, or enables a changed task that employees will perform frequently. Defer attractive but unrelated topics until the core workflow is working.
Teach safe and critical use, not just tool features
A feature demonstration is not evidence of readiness. Practice should include an incorrect, incomplete or biased output; a restricted-data decision; an ambiguous request; and a case that requires escalation. Employees should learn to preserve source material, record material human decisions and avoid presenting generated content as verified fact.
Connect learning to work redesign
If AI removes a repetitive step, specify what replaces it. Employees may need to spend more time checking exceptions, explaining decisions, improving data, serving customers or coordinating with other teams. The reskilling plan should be paired with updated procedures, role expectations and performance measures.
6. Choose accessible learning pathways
Use a blend of short instruction, guided practice and support in daily work. OECD recommends flexible, modular pathways and partnerships with employers and education providers. The ILO emphasizes that learning also occurs through daily work, peer support and practical experience, while access to formal structured training remains uneven.
| Pathway | Best use | Design requirements |
|---|---|---|
| Short foundation modules | Organization-wide literacy and policy changes. | Plain language, realistic examples, data-protection rules, output checking and a brief knowledge or scenario check. |
| Role-based workshops | High-change teams that need to alter workflows. | Use the team’s tasks and systems; include supervised practice, failure cases and a documented workflow improvement. |
| Peer learning and coaching | Continuing support after formal instruction. | Protected time, knowledgeable facilitators, a route for unresolved questions and a way to share safe patterns without exposing confidential data. |
| Formal qualifications or specialist programs | Technical, governance or leadership responsibilities that require deeper evidence. | Clear prerequisites, applied projects, assessment and recognition that corresponds to the role. |
| Employer–education partnerships | Building scarce capabilities or creating a longer pathway. | Align the syllabus to actual tasks, delivery constraints, assessment, accessibility and transfer into the workplace. |
How to compare a learning option
Whether you use an internal program or an external provider, compare options on the same criteria:
- Fit with the target role and its actual tasks.
- Practice on work-relevant scenarios rather than generic demonstrations.
- Coverage of responsible use, data protection and critical evaluation.
- Accessibility, time demand, delivery format and support for different schedules or abilities.
- Assessment and recognition of demonstrated skills.
- Support for transfer into the job, including manager follow-up and usable materials.
7. Make participation equitable and supported
Give people paid time and usable access
Learning is not equitable if it is scheduled only during discretionary time or available only to employees with fast devices, stable connectivity or predictable shifts. Publish protected learning time, provide the required tools and accommodations, and offer asynchronous or repeated sessions where work patterns differ.
The ILO’s Lifelong learning and skills for the future report states that 16% of all workers received training in the past year, compared with 51% of full-time permanent workers in formal firms. These are different populations and measures; the figures should not be treated as a like-for-like comparison. They do show why a plan should look beyond employees who already have the easiest access to formal training.

Target groups that are often missed
Check participation and support for workers in smaller enterprises, lower-education groups, insecure employment and roles with limited schedule control. Include contractors or other contractual groups when they use the system or face changed tasks, while respecting legal and employment boundaries.
Involve employees and their representatives
People who perform the work can identify hidden risks, unrealistic training assumptions and useful practice cases. Consult employees and, where applicable, their representatives before deployment and during review. OECD principles on managing fair transitions identify social dialogue as part of adapting work responsibly.
Recognize demonstrated capability
Where appropriate, connect completion or demonstrated competence to a recognized internal skill record, qualification or progression route. Recognition is most credible when it is based on a realistic task and clear criteria, not attendance alone.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Measure results and refresh the plan
Track participation without stopping at completion
Monitor enrollment, attendance, completion and time spent by role and relevant worker groups. Investigate gaps rather than treating them as individual failure: a low completion rate may indicate shift conflicts, inaccessible content, missing manager support or an unclear purpose.
Assess demonstrated skills
Use realistic tasks to check whether employees can apply the learning. A useful assessment may require a person to prepare an input, use the approved system, verify an output against reliable information, protect sensitive data, document the human decision and escalate an uncertainty. Repeat the exercise after workflow changes.
Connect learning to the original outcome
Measure indicators tied to the use case, such as rework, review quality, response time, customer outcomes, incident reports or the share of tasks completed with the new workflow. Interpret changes carefully: training is one factor among tool quality, process design, staffing and management. OECD evidence associates employer-funded training with more positive outcomes among AI-using workers, but that association does not prove training alone caused those outcomes.

| AI uptake in OECD countries rose from around 7% of firms in 2021 to 20% in 2025. | Expect the number of affected workflows to grow, but do not treat the OECD trend as a forecast for one employer. |
| Around one-quarter of workers were exposed to generative AI in 2022–2024 in the OECD evidence. | Use exposure to identify tasks for investigation and support, not to label whole occupations as replaceable. |
| Less than 1% of workers are expected to need advanced AI-specific skills, according to OECD’s 2025 AI-and-skills evidence. | Build broad literacy and complementary skills for most employees, with deep technical pathways for the smaller specialist population. |
| More than half of workers using AI reported receiving employer-funded training in the OECD evidence. | Fund learning where AI is introduced and test whether it improves real work; do not assume the reported association is causal. |
| Well-designed training can improve employment outcomes, especially for disadvantaged groups, when combined with complementary support and qualifications, according to the ILO in May 2026. | Pair instruction with time, access, coaching and recognition instead of offering a course without workplace support. |
An implementation sequence you can use
Phase 1: establish the case
- Name the business or service outcome.
- Inventory current and planned AI use cases.
- Assign an accountable sponsor and a cross-functional working group.
- Select the first job families using impact and risk.
Phase 2: understand the work
- Map current tasks and classify them as automate, augment, create or remain human-led.
- Document data boundaries, review points and escalation paths.
- Interview employees and managers who perform the work.
- Draft role-based skill profiles and identify specialist pathways.
Phase 3: build and test learning
- Run a baseline using self-assessment, manager input, observed tasks and existing data.
- Prioritize foundation, role application and specialist or leadership learning.
- Develop scenarios that include errors, sensitive data and ambiguous requests.
- Pilot with a representative group, including people with different schedules and access needs.
Phase 4: scale with support
- Publish protected learning time and participation expectations.
- Train managers and peer supporters before broad rollout.
- Provide approved tools, job aids and a route for questions or incidents.
- Record demonstrated skills and connect them to progression where appropriate.
Phase 5: evaluate and renew
- Review participation and skill evidence by role and relevant worker groups.
- Compare work outcomes and risk indicators with the original objective.
- Collect employee feedback on workload, quality and unintended effects.
- Update the task map, curriculum, controls and staffing assumptions when the evidence changes.
Common failure modes and their fixes
Starting with a generic course catalog
Why it fails: employees learn features that do not match their work, while important process and risk questions remain unanswered. Fix: define the use case and changed tasks first, then select learning that addresses those tasks.
Training everyone to the same advanced level
Why it fails: it wastes time for most employees and can obscure the practical literacy they actually need. Fix: provide a common foundation, role-specific practice and targeted technical depth.
Equating exposure with job loss
Why it fails: exposure can mean automation, assistance, new work or productivity change. Fix: examine task-level changes and redesign work with the people who perform it.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteMeasuring attendance as success
Why it fails: completion does not show that a person can verify an output or use a workflow safely. Fix: assess realistic tasks and connect results to the original operational outcome.
Ignoring access and working conditions
Why it fails: people with the least schedule control or support are least able to participate. Fix: provide paid time, accessible formats, equipment, coaching and recognition, and review participation by worker group.
Letting the plan become static
Why it fails: systems, tasks, policies and evidence change faster than a fixed curriculum. Fix: define review triggers and refresh the skills map whenever the work changes materially.
The practical standard for a finished plan
Your plan is ready to execute when it can answer, for every priority role: Which AI-enabled work is changing? Which tasks are automated, augmented, newly created or still human-led? What capability is required to perform the changed task safely? What evidence shows the employee can do it? When and how will the employee learn? What support and time are provided? Who owns the decision, escalation and review? Which work outcome will show whether the investment helped?
That standard keeps reskilling connected to real work. It gives most employees the literacy and judgment needed to use AI responsibly, gives specialists the deeper pathways their systems require, and gives leaders a repeatable way to adjust as adoption and evidence evolve.
