How to Count Cognitive Tasks in a Workflow and Spot Unnecessary Mental Load

A practical way to inventory decisions, searches, context switches, and error recovery in a workflow—without mistaking the count for a workload score.

Count distinct cognitive events—such as making a decision, recalling information, searching, or correcting an error—to map where a workflow asks people to think. Keep that inventory separate from a workload score: the count shows where demands occur, but it does not measure how difficult or taxing they feel. To assess perceived workload more systematically, pair the map with a measure such as NASA Task Load Index (TLX) and with observed outcomes.

What counts as a cognitive task?

For a workflow review, treat a cognitive task as a distinct moment when someone must do something mentally consequential to move the work forward. Examples include choosing between options, retrieving or remembering information, interpreting a signal, searching for an answer, switching context, coordinating with another person, or noticing and correcting an error.

This is a practical event-counting rule, not a standardized NASA or AHRQ taxonomy. Record routine clicks and movements separately as physical actions unless they also require a distinct mental choice. State your rule before counting: splitting one action into several events or bundling several decisions into one can change the total without changing the work.

How to count cognitive events in a workflow

  1. Set a clear boundary. Name the workflow, the person’s role, its start and end points, and the conditions under which it happens. Count one bounded run at a time so runs can be compared.
  2. Observe a real run. Ask someone who performs the work to walk through a recent example, or observe the process directly where appropriate. Record the sequence before recommending changes.
  3. Mark cognitive events separately from actions. Add an event when the person must decide, remember or retrieve, interpret, search, switch context, coordinate, or detect and correct an error. Keep routine physical actions in a separate column.
  4. Capture the context for each event. Note what triggered it, what information was needed, the response or decision, tools or people involved, interruptions, rework, and whether it repeats. Distinguish a required check from duplicated or unclear work.
  5. Review the map with workers. Ask which moments feel difficult, time-pressured, confusing, frustrating, or risky. Compare several runs or participants before generalizing; experience and conditions can change perceived demand.
  6. Assess workload separately. If a structured subjective measure suits the setting, follow its instructions and report its dimensions. Pair self-report with observation and relevant outcomes such as completion time or errors.
  7. Test a proposed simplification. Remove, combine, clarify, or automate a candidate step only after checking that it is not a necessary control and does not shift hidden work into coordination elsewhere. Map and assess the changed workflow again.

How to spot unnecessary mental load

The count is a locator, not a verdict. A cluster of events can point to a place worth investigating, but no universal number identifies a workflow as overloaded. Look at the demands around each event and ask whether the work is necessary, clear, and supported by the information and tools available.

  • Repeated search: people repeatedly look for information that could be available at the decision point.
  • Unclear decisions: workers must infer what a rule means, choose without adequate criteria, or ask someone else to interpret it.
  • Duplicated entry or checking: the same information is entered or verified more than once without a clear control purpose.
  • Rework and error recovery: people must detect and fix problems created earlier in the workflow.
  • Context switching and coordination: progress depends on moving between tools or chasing input from other people.
  • Interruptions and pressure: the sequence is repeatedly broken, or decisions must be made within a tight time window.

These are hypotheses to test with the people doing the work, not proof that a step is waste. Repetition may be a safety check; coordination may be essential. Before changing a process, check its control purpose and whether the change affects safety or performance.

What NASA TLX measures—and what it does not

NASA describes the NASA Task Load Index (TLX) as a subjective workload assessment. It rates six dimensions: mental demand, physical demand, temporal demand, performance, effort, and frustration. Its overall score is based on ratings across those dimensions, so it is not a pure cognitive-load score and does not count the number of events in a workflow map. NASA’s NASA TLX page provides official materials and says the tool is available for use without NASA permission.

NASA’s technical brief on TLX describes it as a multidimensional operator rating scale and notes that its diagnostic properties may make it preferable for developmental testing. AHRQ’s task-analysis and NASA TLX toolkit entry says the form can be completed during or after a task, recommends defining the task first, and lists hierarchical task analysis as optional. It describes 15 pairwise combinations. Follow the selected implementation’s instructions rather than mixing scoring procedures.

Self-report captures a participant’s perception, not observed behavior, time, or accuracy. AHRQ’s cognitive-load measures issue brief discusses subjective workload tools and cognitive task analysis. Pair ratings with observation and relevant task outcomes for a fuller picture.

Choose a method that answers your question

Approach Best for What it tells you Important limit
Workflow map and event inventory Finding where decisions, searches, handoffs, context switches, and corrections occur Sequence and observable points of cognitive demand Not a measure of how demanding those points feel
NASA TLX Structured assessment of perceived workload during or after a task Ratings across mental and physical demand, time pressure, performance, effort, and frustration Subjective workload, not a cognitive-event count or a pure mental-load measure
Task analysis Describing task sequence and demands to inform design How the task is performed and what demands it places on people Does not by itself provide a subjective workload rating

NASA’s human performance reference discusses task analysis and cognitive workload in relation to human capabilities, task demands, and design. The methods can complement one another: map the workflow to locate demands, ask workers about their experience, and examine performance or errors when relevant. Consider whether you need information during work or immediately afterward, how much burden an assessment adds, and which outcomes can be paired with it.

Interpret counts carefully

A count is only comparable when its boundary and event definition are consistent. Record the role and conditions, use the same counting rule across runs, and avoid treating one person’s experience as representative of everyone. There is no established universal threshold for the number of cognitive tasks that makes a workflow excessive, nor a general figure for the workload added by a step.
