The steps depend on your operating system and, on Linux, your desktop and display-manager setup. Windows supports running-system and deployment configuration; GNOME has separate Login Screen settings and a documented system-wide X11 method. Apple’s instructions explain how to manage Mac input sources, but do not establish a way to choose the login-window default.
First, identify what you need to change
A keyboard layout saved for your signed-in account may not control the layout used at the login screen. Decide whether you are changing the current Windows installation, preparing a Windows deployment, configuring a GNOME login screen, or selecting an input source for your Mac account. These are different configuration scopes, not interchangeable versions of one setting.

Also distinguish the language or input profile from the physical keyboard arrangement. In Windows, an input profile pairs a language identifier with a keyboard identifier, and regional setup can add a secondary profile as well as the primary one. For an already-installed copy of Windows
Microsoft documents International PowerShell cmdlets for changing international settings on a running system. Use the appropriate setting for the current user or system, and verify the result at the sign-in screen. Microsoft cautions that user preferences can dynamically reset individual settings, so a setting may not remain as expected. Its international settings guide covers the cmdlets and their scope.

Do not treat DISM commands for an offline Windows image as the ordinary way to change a running PC: Microsoft specifies DISM for offline images.
For Windows setup or deployment
In an unattended setup answer file, Microsoft’s InputLocale setting configures the input language and keyboard layout for the installation. It accepts a language identifier for that language’s default input locale, or an explicit locale-and-keyboard-identifier pair. When multiple values are supplied, the first is the default keyboard. The setting applies in the specialize and oobeSystem configuration passes; consult Microsoft’s InputLocale reference when preparing the answer file.

GNOME: configure the login screen separately
Use Login Screen settings
On a multi-user system, GNOME provides a separate Login Screen section in the Region & Language panel under System. GNOME’s user guide says: “If there are multiple user accounts on your system, there is a separate section for the Login Screen in the Region & Language panel in the System panel.” See Use alternative keyboard layouts.

localectl set-x11-keymap es,usThis sets Spanish as the primary layout and US as the secondary layout in the guide’s example. Log out to make the layouts available on the login screen. Systems without localectl can use an Xorg configuration file instead. Follow GNOME’s login-screen layout guide for the documented method.
This command is specifically documented for X11 keymaps. It should not be assumed to work for every Linux distribution, display server, desktop environment, or login manager; check the documentation for your distribution and setup.

Mac: user input sources are not a confirmed login-window default
Apple explains how to add or remove input sources in System Settings > Keyboard > Text Input > Edit, then select an enabled source while typing. Those instructions concern input sources for user input; they do not establish that this setting controls the login-window default. See Apple’s Change Input Sources settings on Mac.

Apple’s cited Login Window device management payload settings page covers login-window payloads but does not list a keyboard-layout default among the settings it describes. The available sources therefore do not verify a Mac login-window control for choosing the default layout.

At the sign-in screen, check the active layout
If more than one layout is available at login, check which one is active before entering a password. A Microsoft Q&A question describes the practical problem of wanting German as the Windows 10 login-screen default, but its reply is from an independent advisor and does not establish a definitive fix. Treat it as an example of the issue, not as configuration guidance: Microsoft Q&A.
