Start by identifying which record shows the wrong address and which agency maintains it. New York City has separate procedures for property documents, property-tax billing, voter registration, and vital records; there is no single address-change form that updates them all.
First, identify the record that needs correction
Check the document or notice itself to determine what is wrong: the address on a recorded deed, a City Register index entry, a property-tax bill, voter registration, or a birth or marriage record. If the record is not covered below, use the issuing agency named on it to find the correct procedure. This guide covers common records, not every database maintained by every city agency.

- Wrong deed or recorded document: the underlying property record may need correction.
- Wrong index entry: the recorded document may be correct even though the City Register’s searchable index is not.
- Wrong tax-bill address: this is a property-tax account issue, though the bill’s address may match the deed and other records.
- Wrong personal or household record: voter registration, birth certificates, and marriage records each have their own process.
Correcting a property deed, recorded document, or index
For property records in the Bronx, Brooklyn, Manhattan, and Queens, NYC311 directs users to ACRIS and the City Register. Staten Island property records go through the Richmond County Clerk. Documents registered on or after January 1, 1966 may be corrected or updated online or in person; older records have an in-person process. Bring supporting documents and a copy of the deed, as NYC311 instructs. See NYC311’s property-record guidance.

A City Register index error is not necessarily a change to the recorded document itself. The Department of Finance index-correction form covers issues such as a document indexed against the wrong block and lot, or a misspelled name on a cover page when the original document is correct. Adding or changing a name that does not appear on the original document is a different matter. Review the Department of Finance index correction form to determine whether your issue fits its scope.

Updating a property-tax or billing address
NYC311 says property-tax bill names and addresses match the deed and other records. An owner may request an account update; if the underlying property record is wrong, address that record through the property-record process first. The Property Information Update Form allows an owner to correct the address associated with a borough-block-lot (BBL).
The form requires an owner certification and warns that false statements can lead the department to decline the requested change, while the applicant remains liable for notices and applicable taxes. Use accurate supporting documentation and the form for the specific issue. For the City’s overview, see NYC311’s property-tax account guidance.

Changing the address on voter registration
Your voter-registration address determines your polling place and which contests you are eligible to vote in. NYC311 states that New York State law requires registered voters to notify the Board of Elections within 15 days after changing address. The City lists online, mail, and in-person update routes; the online portal depends on whether you have a valid New York State DMV number or ID. Choose the route that matches your situation using NYC311’s voter-registration address instructions.
Correcting a New York City birth certificate
An adult may request a correction to their own certificate; a parent or legal guardian may request one for a child under 18. NYC311 says requests can be made by mail or by appointment in person, and that online correction requests are not available. The page lists a usual nonrefundable processing fee of $40 for most correction orders and a 12-week processing estimate; delivery may take additional time. Confirm the current application, evidence requirements, and appointment instructions before filing. See NYC311’s birth-certificate correction guidance.

Amending a New York City marriage record
NYC311 describes an amendment application that can be started online or sent by mail. The listed fee is $10, and starting online is not the entire process: the applicant must mail the confirmation number, payment, identification, and any other required documents. Online applications expire after 21 days. NYC311 gives a six-to-eight-week amendment processing estimate. Check the current requirements before applying at NYC311’s marriage-record amendment page.

The NYC Records FAQ says birth records before 1910, death records before 1951, and marriage records before 1950 cannot be corrected or amended. NYC311 describes ordering historical records and no-amendment or correction letters through the Municipal Archives. See the NYC Records historical-records FAQ and NYC311’s historical vital-records guidance.
Quick Recap
Before you submit a correction
- Match the application to the record that is actually wrong; a billing update does not automatically correct a deed, and correcting an index does not necessarily change the recorded document.
- Check borough or jurisdiction for property records, and confirm that you are eligible to request a vital-record change.
- Gather the supporting documents and copies specified by the agency. Do not assume that starting an online application completes a mail-in process.
- Verify current fees, forms, evidence rules, and estimated processing times on the linked official page before filing; these details can change.
