How to Convert a Short-Term Rental Into a Long-Term Rental

A practical guide to changing a vacation rental into a residential tenancy, from checking local rules and costs to preparing the unit, leasing, and recordkeeping.

To convert a short-term rental into a long-term rental, first confirm that residential leasing is allowed at the property, then check local landlord rules, update insurance and property agreements, prepare the unit, and use a compliant residential lease. The switch can also change licensing, taxes, and operating costs, so compare realistic local rental income and expenses before setting a changeover date.

1. Choose a changeover date and close out short stays

Set the transition date after the last confirmed guest departure, leaving time for inspection, repairs, deep cleaning, and advertising. Honor existing bookings and other contractual commitments. Check with the relevant local authority whether the short-term rental permit must be closed, amended, renewed, or reconciled for taxes; the process varies by jurisdiction.

2. Confirm long-term rental use is lawful

Contact the city or county rental licensing, zoning, building, and housing authorities that oversee the property. Ask what applies to this address and rental type before advertising or accepting an applicant.

  • Rental registration, business licences, and inspections
  • Permitted occupancy and minimum lease duration
  • Habitability standards and required smoke or carbon monoxide alarms
  • Lead or other disclosures, where applicable
  • State and local requirements for screening, leases, deposits, fees, and notices

Local examples show why rules should not be generalized. The City of Vancouver says an owner renting a residential property for 90 days or more at a time needs a long-term rental business licence, even when using a property manager. In Hawaiʻi, rentals under 180 consecutive days are short-term for transient accommodations tax purposes; the state says rentals of 180 or more days are not subject to that tax, but long-term rental operators may still have state income-tax and general excise tax obligations. These are location-specific rules, not nationwide thresholds. Nashville’s owner-occupied short-term rental permit checklist asks for liability-insurance evidence and a floor plan identifying smoke detectors; it does not establish long-term rental requirements elsewhere.

3. Compare the two operating models

Build monthly and annual estimates using comparable local rents and the property’s actual costs. A long-term lease may reduce guest turnover, but it is not automatically more profitable or easier to manage. Compare the models on net income, vacancy and seasonality, owner time, maintenance exposure, regulatory workload, and how much flexibility you need to use or sell the property.

Cost or consideration Short-term operation Long-term rental
Income and vacancy Use realistic nightly revenue, seasonal demand, and unbooked periods. Use comparable local rents and allow for vacancy or nonpayment.
Management and turnover Include platform or booking fees, cleaning, linens, supplies, turnover labor, and management. Include rent collection, management, and expected leasing or turnover costs.
Property expenses Include utilities, maintenance, insurance, taxes, and operating supplies. Include owner-paid utilities, maintenance, capital reserves, insurance, and taxes.
Setup and flexibility Account for furnishing, guest readiness, and the value of owner time. Account for furnishing or removal costs, lease obligations, and reduced ability to use the unit.

For tax planning, the IRS’s Publication 527 (2025) identifies common rental expense categories including cleaning and maintenance, insurance, management fees, mortgage interest, repairs, taxes, and utilities. That federal tax publication is not a complete operating budget or profitability calculator.

4. Check insurance, financing, and building rules

Ask the insurer to confirm in writing that the policy covers long-term tenant occupancy and the transition period. Review relevant policy terms for liability, property damage, loss of rent, vacancy, and furnished-unit conditions. Then check mortgage covenants, condo or HOA rules, and any property-management contract for limits or notice requirements tied to the change in use. Coverage and contractual terms depend on the specific policy and property; do not assume short-term rental coverage carries over unchanged.

5. Prepare the property and decide what stays

Inspect the home before listing and resolve issues that could affect safety, habitability, or reliable use. Document the work and verify local code requirements for alarms and other equipment.

  • Check plumbing, heating and cooling, appliances, locks, and life-safety devices.
  • Deep-clean the unit and remove guest supplies, linens, or furniture that will not be included.
  • Choose whether the property will be furnished, partly furnished, or unfurnished based on local demand.
  • For anything left in the unit, make the lease, inventory, maintenance plan, and insurance arrangements clear.

There is no established basis for assuming that furnished housing will consistently command more rent. Nashville’s checklist is one local example of floor-plan documentation for smoke detectors, not a substitute for checking the code that applies to your property.

6. Set rent, advertise, screen, and lease lawfully

Price the rental using comparable properties with similar location, size, condition, included utilities, and furnishings. Make the listing accurate and follow local rules on advertising, fees, and disclosures. Apply consistent, lawful screening criteria and comply with applicable fair-housing, consumer-reporting, and notice requirements.

Use a residential lease that addresses the rental term, rent, utilities, maintenance responsibilities, access, deposits, pets, occupancy, and required notices as local law permits. Short-stay guest terms or a vacation-rental agreement should not be treated as a substitute for a residential lease. Because the rules and required forms depend on the property’s jurisdiction, verify them locally or get advice from a qualified local professional.

7. Document move-in and keep financial records

Before the tenant takes possession, create a dated condition report and retain photos. Record meter readings, keys, and any appliances or furnishings included. Follow local rules for deposit accounts, receipts, deadlines, and deductions; federal tax treatment does not replace state or local deposit-handling requirements.

The IRS says a refundable security deposit generally is not rental income when received if the owner plans to return it; amounts later retained can receive different tax treatment depending on the circumstances. Keep records of rental income and expenses, including receipts, canceled checks, and bills. Save supporting documents for repairs, improvements, furniture, insurance, taxes, and fees.

8. Review taxes when the property’s use changes

Short-term occupancy taxes may stop or change when a property shifts to residential leasing, but rental income can remain taxable and filing obligations may continue. Check current federal and state or local rules with official sources and a tax professional before changing how you report the property.

IRS Publication 527 (2025) discusses rental income, expenses, depreciation, and property changed to rental use. It says depreciation generally begins when the property is ready and available for rent. Personal use, below-market rent, or use as a vacation home can affect expense allocations and loss deductions, so do not carry over assumptions without checking the applicable rules. The IRS also describes recordkeeping for rental real estate, including receipts, canceled checks, and bills as examples of supporting documentation. For Hawaiʻi-specific tax definitions and obligations, consult the state Department of Taxation’s Renting Residential Real Property guidance. Massachusetts owners can consult the state’s short-term residential vacation rental guidance for applicable Massachusetts rules.
