1. Identify the government that controls the property
Use the full street address and a county assessor or parcel record to establish the property’s actual jurisdiction. A mailing address is not conclusive: a property described as being in DeWitt may fall within a nearby township or another local boundary. 3. Match the rules to the rental you actually plan to operate
“Short-term rental” may not be a defined or uniform zoning category across these jurisdictions. In the current ordinance, review definitions and district use tables for terms that may cover lodging, transient accommodation, room rental, bed-and-breakfast use, or short-term rentals. Determine whether the relevant use is allowed by right, requires site-plan or special-use approval, or is not allowed in that district. These are categories to investigate, not a conclusion about any particular DeWitt property.

- Whether guests rent the whole dwelling or individual rooms.
- Whether the owner will live on site.
- Typical stay length and expected number of bookings or operating days.
- Guest capacity and any services provided on site.
4. Ask the local office for a property-specific written interpretation
Send the inquiry to the planning or zoning office for the confirmed jurisdiction. Include the street address or parcel/tax-map number and the rental details above. Ask the office:
- What is the property’s current zoning district?
- Which code section applies, and how is this rental arrangement classified?
- Is the use permitted by right, subject to site-plan or special-use review, or prohibited in this district?
- Are separate zoning, rental, business, building or fire, parking, inspection, tax, or lodging requirements relevant?
- Can the interpretation be provided in writing, and what application or appeal process applies if the answer is unclear?
The City of DeWitt, Michigan’s planning and zoning service handles planning and zoning questions and applications such as rezoning, site plans, special land uses, and variances. Its page describes the Zoning Board of Appeals’ interpretation and unlisted-use classification functions. Ask the relevant office in the other jurisdictions which staff member or board has authority to answer the same questions.

5. Check approvals and restrictions beyond zoning
A zoning answer does not, by itself, establish that every other requirement has been satisfied. Confirm with local staff whether permits, registration, inspection, parking, fire or building rules, taxes, or lodging requirements apply to your proposed operation. Which requirements apply to an unspecified property is not established by the zoning starting points above. Also check any applicable private deed or homeowners’ association restrictions separately; a municipal zoning determination does not resolve private restrictions.

Save the written response, cited ordinance sections, map information, approvals, and any conditions. If staff says an application or formal determination is required, complete that process before advertising or accepting bookings. Reconfirm if the rental model changes or significant time passes, since ordinances and interpretations can change.
