The reliable way to control a large open-world game is to budget the player experience and the repeatable production units that create it—not the map area. Define the smallest version of the intended fantasy, test its riskiest systems in a final-quality vertical slice, measure the labor and rework required, and scale content only after the pipeline produces representative results. Every milestone should be a scope-control gate with an explicit decision to expand, simplify, cut, delay, or stop.
A large map is an output of those decisions, not a production plan. Travel, missions, NPCs, streaming, save states, animation, AI, audio, optimization, localization, certification, and regression testing determine the real cost.

Start with a scope constitution, not a map
Write a short document that defines what the game must deliver. It becomes the standard against which every feature and region is judged.
Define the non-negotiables
- Core fantasy: the role and emotional promise the player should experience.
- Target platforms: hardware, operating systems, performance targets, and whether launch is simultaneous.
- Camera and controls: these affect animation, traversal, combat readability, accessibility, and testing.
- Primary loop: the repeatable sequence of exploration, challenge, reward, progression, and return.
- World-density promise: what players should encounter during travel and how often meaningful discoveries occur.
- Narrative promise: linear, branching, reactive, companion-driven, or another defined structure.
- Minimum shippable experience: the smallest complete game that still fulfills the promise.
Everything else is conditional. A feature receives production budget only when it strengthens one of these promises or is required for a platform, rating, accessibility, legal, or business commitment. This prevents attractive but nonessential ideas from silently becoming permanent scope.

Express scope as measurable units
“A 100-square-kilometre world” says little about workload. Replace it with quantities the team can produce and test: main missions, side activities, settlements, enemy families, NPC archetypes, traversal modes, systemic interactions, dialogue packages, cinematics, localization words, and platform builds. Area can remain a design constraint, but it should not be the primary budget variable.
Prototype the assumptions most likely to break the plan
Before building a continent, identify the assumptions that could invalidate the project. Prototype the riskiest ones in isolation, then combine them in representative content.
- Traversal feel, camera behavior, and control response.
- World streaming, memory use, save and load reliability, and fast travel.
- Combat, systemic interactions, AI behavior, and NPC density.
- Mission authoring, quest-state management, failure recovery, and reactivity.
- Performance targets on the weakest supported hardware.
- The team’s ability to make representative environments, characters, animation, audio, UI, and narrative content at the intended quality.
Ubisoft’s published development process describes conception as a period for prototypes and proofs of concept, followed by preproduction to develop and evaluate the tools and processes needed for content production. That distinction matters: a prototype answers whether an idea can work; preproduction answers whether the team can repeatedly make it at the required quality and cost.

Use measurable prototype questions
- Can a player cross the intended distance without streaming stalls or unacceptable repetition?
- Can a designer create, test, fail, reset, and revise a mission without engineering intervention?
- Can the save system preserve quest state, spawned objects, inventory, companions, and world changes?
- Can the target hardware hold its frame-time, memory, and loading budgets at the planned NPC and effect density?
- How long does a complete iteration take from authoring change to reviewable build?
Record answers as throughput, defect counts, frame time, memory use, and staff hours. A prototype that feels good but takes three weeks to revise is not a validated production method.
Build a final-quality vertical slice
A vertical slice is a small section of the game made at final quality. Godot’s official guidance defines the idea plainly: the slice is small, but “this chunk must be final quality.” It should exercise both the player-facing loop and the production workflow that will be used at scale.
What the slice must contain
- A representative traversal route and streaming boundary.
- The primary combat or interaction loop, including failure and recovery.
- At least one mission with objective changes, branching or state persistence where applicable, rewards, and a complete ending.
- World art, lighting, materials, foliage, collision, and environmental storytelling at ship quality.
- AI, animation, audio, UI, save/load, settings, accessibility behavior, and input support.
- Performance profiling on target hardware, including worst-case scenes.
- The actual authoring tools, review process, source control, build process, QA checklists, and bug workflow intended for production.
Do not make a beautiful trailer scene that bypasses the difficult parts. If production will require hundreds of authored missions, the slice must include a mission authored through the intended data and tooling pipeline. If the game promises dense crowds, the slice needs a representative crowd load. If the world relies on systemic simulation, include persistence, interruption, and edge cases.

Extrapolate only after measuring the slice
Godot gives an illustrative method: if creating 10% of a game costs $20,000, a simple extrapolation would place the full cost near $200,000. This is a method, not a universal ratio. The multiplication is useful only when the slice is genuinely representative and the remaining 90% does not contain undiscovered technology, content, platform, or integration risks.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesMeasure the slice by discipline and by production stage: design, engineering, art, animation, audio, narrative, production management, tools, outsourcing, integration, review, bug fixing, optimization, and QA. Separate one-time foundation work from repeatable unit work. A streaming system may be built once but still require profiling on every biome and platform.
Budget production units instead of square kilometres
Create a cost model in which each unit has a definition of done, an owner, dependencies, review steps, expected throughput, and a measured range based on representative work.
| Production unit | What to measure | Hidden workload to include |
|---|---|---|
| Main mission or questline | Design, scripting, environments, characters, dialogue, cinematics, rewards, and iteration time | Quest-state bugs, localization, accessibility, regression, and late narrative changes |
| Side activity or repeatable event | Authoring time, reuse of systems, reward tuning, and reset behavior | Variations, edge cases, economy impact, and repeated QA |
| Biome or environment kit | Concepts, modular assets, terrain, materials, foliage, lighting, collision, and dressing | Streaming, memory, LODs, navigation, weather, performance, and variants |
| Settlement or dense point of interest | Buildings, interiors, NPCs, navigation, vendors, missions, and ambient life | Load transitions, occlusion, crowd performance, dialogue states, and accessibility review |
| Enemy family | Models, rigs, animation, behaviors, effects, encounters, and tuning | Combat edge cases, difficulty modes, network or save interactions, and regression |
| NPC archetype and dialogue package | Character art, facial or body animation, voice, text, schedules, and interactions | Localization, lip-sync, interruptions, subtitles, and state coverage |
| Traversal mode | Controls, animation, camera, collision, world integration, and tutorialization | Terrain exceptions, dismount states, AI reactions, save/load, and performance |
| Systemic interaction | Rules, authoring data, feedback, balancing, and combinations with existing systems | Emergent bugs, player guidance, persistence, accessibility, and test-matrix growth |
| Platform port and certification pass | Performance, input, platform services, packaging, and compliance | Certification failures, patch cycles, platform-specific QA, and support time |
| Localization and accessibility pass | Word count, languages, subtitles, UI expansion, remapping, visual and audio options | Re-recording, layout defects, terminology changes, and regression |
| QA and regression cycle | Test-case creation, execution capacity, triage, verification, and release criteria | Late content churn, save compatibility, performance sweeps, and certification fixes |
For each unit, track labor hours, external vendor spend, tools, dependencies, review time, integration, bug fixing, optimization, and rework. Add production management, build engineering, analytics where applicable, certification, localization, marketing support, and post-launch patching or porting. These are not overhead to hide; they are work required to ship.
Use a capacity model
For every discipline, calculate effective capacity rather than headcount. A team of ten is not ten full-time content producers if some members are in meetings, fixing tools, supporting builds, or handling leave and ramp-up. Track:
- Available production hours per sprint or month.
- Units completed and accepted, not merely started.
- Average rework and defect-fix hours per unit.
- Review and approval queue time.
- Dependencies that block otherwise available staff.
- Outsourced work requiring briefing, feedback, integration, and acceptance.
Forecast remaining units using observed throughput and include the work still needed to integrate and test them. Do not multiply a best-case prototype speed by the entire game.

Understand what published budget figures do—and do not—prove
Eastshade Studios reported an initial budget of $200,000 in 2020, followed by an additional $60,000 for post-launch porting and patching. The studio also estimated approximately $700,000 in economic value at normal hired-labor rates because its subsistence-style conditions were unusual. Those figures illustrate how personal savings, low compensation, and post-launch obligations can change the apparent cost of a project; they are not a general open-world benchmark or a staffed AAA estimate.
Unity’s 2026 report, based on a 2025 Cint survey of 300 respondents, said 52% of surveyed studios had shifted toward smaller, more manageable projects and 20% reported significantly shortened development cycles. The sample is not a census of all game studios. It is useful as a signal that teams are responding to risk, not as a universal planning assumption.
Use external figures to challenge your assumptions, then replace them with measured costs from your own representative units, labor market, location, employment model, platform list, and quality target.

Make milestones scope-control gates
A milestone is valuable when it authorizes the next level of spending only after evidence is reviewed. Set written exit criteria before work begins.
| Gate | Required evidence | Decision |
|---|---|---|
| Conception | Core-fantasy prototype and tests of the highest-risk systems | Proceed, redefine the premise, or stop |
| Preproduction | Validated tools, workflows, staffing model, performance targets, and representative content pipeline | Scale the team, simplify the plan, or hold |
| First playable / vertical slice | Complete player loop at representative final quality, with measured unit costs and production throughput | Approve production scope or cut breadth |
| Production | Content delivered at forecast rate with acceptable defect and performance trends | Continue, rebalance teams, or remove units |
| Alpha | All major features, systems, modes, and end-to-end game structure playable | Lock feature scope and prioritize completion |
| Beta | Polished content, balancing, playtesting, optimization, and declining defect rates | Stop adding features; fix and stabilize |
| Master | Approved final content, functionality, performance, and platform compliance | Release or delay for specified blockers |
| Operations | Separate plan and funding for patches, ports, support, and post-launch content | Commit only to affordable obligations |
Ubisoft describes preproduction as developing and evaluating tools and processes for the production phase. Its definition of Alpha is a complete structure in which players can reach and experience the intended end state; Beta shifts toward a fully polished experience and further testing. Use those distinctions to prevent “feature complete” from being confused with “shippable.”
At every gate, record the decision, the evidence, the remaining budget, the assumptions that changed, and the owner of each corrective action. Enthusiasm and sunk cost are not exit criteria.

Size the world by density and player value
An open world earns its size by giving travel, discovery, missions, NPCs, combat, economy, and environmental storytelling enough intentional variation. A smaller, denser world can be more memorable and less expensive than a huge landscape filled with low-value traversal.
Audit every region
- What player behavior does this space enable?
- Which missions, systems, or progression requirements need it?
- What is its distinct visual or mechanical identity?
- How many authored hours, assets, dialogue states, and QA cases does it create?
- Can the same player value be delivered in a smaller or denser space?
- What happens when the player returns after changing the world state?
Use these answers to merge redundant biomes, shorten empty travel, remove settlements that do not support a distinct activity, and concentrate authored detail where players spend meaningful time. Density is not the same as constant combat; it can be a readable landmark, a useful shortcut, a changing social space, a layered mission, or a systemic interaction that remains valuable after the first visit.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Automate repetition, not judgment
Reusable kits, data-driven systems, procedural generation, streaming, profiling, and authoring tools can reduce repetitive work. In an Epic interview, Hotta Studio described Unreal Engine 5’s World Partition, PCG, and Mass systems as helping manage a vast world, populate buildings and vegetation rapidly, support crowded scenes, and avoid being buried in busywork. The producer also said an update process that would have taken days manually could be completed in a fraction of the time through an automated, data-driven pipeline.
Automation changes the cost curve; it does not remove the work. Generated content still needs design rules, validation, performance and memory budgets, accessibility review, localization analysis, save-state testing, and QA coverage. Establish acceptance tests for generated output:
- Every generated object has valid collision, navigation, lighting, and streaming behavior.
- Population rules respect sightlines, encounter pacing, memory, and frame-time budgets.
- Seeded generation can reproduce a defect exactly.
- Designers can override bad results without forking the system.
- Changes preserve save compatibility and do not invalidate authored quests.
- Reviewers can inspect enough output to detect repetitive or nonsensical patterns.
The relevant question is not whether a tool can generate a world. It is whether the team can repeatedly generate, review, fix, integrate, and ship the required quality at a predictable cost.

| Decision | Option A | Option B | Budget and scope implication |
|---|---|---|---|
| Content creation | Hand-authored | Procedural or data-driven | Hand authoring offers control and distinctiveness; procedural methods improve throughput and reduce repetition but add tooling, validation, and review work. |
| World structure | One continuous world | Several dense regions | Continuity supports a seamless travel fantasy; regions concentrate content and simplify production, loading, and optimization. |
| Platform strategy | Simultaneous multi-platform launch | Staged rollout | Broad launch increases reach but multiplies optimization, certification, support, and regression; staging contains early risk. |
| Systems | Many interacting systems | Fewer, deeper systems | Breadth creates combinations and test cases; depth improves polish, learnability, and reliability. |
| Staffing | Mostly internal | Outsourced capacity | Internal teams retain context and control; outsourcing can add capacity but requires briefs, reviews, integration, vendor management, and contingency for rejected work. |
| Release content | Large launch scope | Staged post-launch expansion | A smaller launch reduces initial risk; later content still requires funding, support, compatibility planning, and a credible revenue or retention case. |
Make the choice explicit in the scope constitution. A “hybrid” plan that quietly carries the costs of both options is not a compromise; it is unpriced scope.
Best Value
What to cut when the forecast breaks
When the budget exceeds the forecast, protect the core fantasy and the best version of the primary loop. Cut breadth and optional complexity before cutting the systems that make the remaining experience distinctive.
- Reforecast from accepted units. Replace optimistic estimates with actual throughput, defect, integration, and review data.
- Rank features against the scope constitution. Mark each as non-negotiable, supporting, optional, or incompatible.
- Remove low-value space first. Merge regions, shorten empty travel, and eliminate locations without unique player value.
- Reduce optional content. Lower side-quest volume, event variants, settlement count, enemy families, or traversal modes while preserving a representative set.
- Simplify expensive presentation. Reduce cinematic complexity, bespoke animation, voice coverage, or systemic combinations where the player promise survives.
- Stage platforms or post-launch commitments. Do not carry certification and support costs for a launch target that is not funded.
- Rebuild the slice if necessary. If the measured unit no longer represents the reduced game, create a smaller representative slice before approving further scale.
Do not remove signature traversal, the defining combat interaction, essential narrative reactivity, or the world simulation that gives the game its identity merely because those systems are expensive. A successful cut makes the remaining game clearer, denser, and more reliable—not simply smaller.
How to tell whether the team can make the pitch
A pitch is credible when the team can demonstrate not only a compelling prototype but also repeatable production economics.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →- The vertical slice was made by the intended team structure, with the intended tools and review process.
- At least one representative unit has been completed, integrated, optimized, tested, and revised.
- Critical systems have named owners and documented failure recovery.
- Content dependencies and approval queues are visible rather than hidden in “polish.”
- Outsourced work includes briefing, feedback, integration, and acceptance capacity.
- Performance, memory, save/load, accessibility, localization, and certification are present in the plan before full production.
- The forecast shows what happens if throughput is lower, rework is higher, or a platform slips.
- There is a funded minimum shippable experience that can be delivered without relying on future revenue.
If the team cannot answer how long a representative mission, biome, settlement, enemy family, and regression pass take, it does not yet know the cost of the proposed world. The correct response is more validation, not a larger spreadsheet.
A practical scope-and-budget review checklist
- Is the core fantasy written in one sentence and reflected in the primary loop?
- Are target platforms, frame-time, memory, loading, accessibility, and rating requirements explicit?
- Has each high-risk assumption been tested in a playable prototype?
- Does the vertical slice include the complete loop and the real production pipeline?
- Are costs based on accepted production units rather than map area?
- Do unit estimates include rework, integration, optimization, QA, localization, certification, and post-launch obligations?
- Are milestone exit criteria objective and agreed before spending begins?
- Does every region justify its authored and systemic workload?
- Can automation reproduce, validate, and fix generated results?
- Is there a ranked cut list that preserves identity?
- Are launch scope and post-launch expansion budgeted separately?
The most defensible open-world budget is not the one with the most precise map-size calculation. It is the one supported by a final-quality slice, measured unit economics, validated tools, explicit gates, and a smaller version of the game that remains worth playing if the forecast deteriorates.
