Connect the controller before opening the demo, enable the matching controller support in Steam > Settings > Controller, then open the demo’s per-game layout with Edit Steam Controller Configuration…. Use the demo’s native action sets when available; otherwise choose a legacy keyboard, mouse, or XInput template. Save the layout and test it in every screen, because menu and gameplay bindings can be separate and a gamepad mapping cannot add controller support to a keyboard-and-mouse-only demo.
What Steam is configuring
Steam can present your physical controller to a demo in two fundamentally different ways. A demo with native Steam Input support exposes named actions created by its developer, such as move, jump, confirm, or pause. You assign physical controls to those actions inside the appropriate action set. A demo without that support uses legacy emulation: Steam converts your controller inputs into keyboard keys, mouse buttons, or XInput-style gamepad events.

The distinction determines what a remap can accomplish. Native action sets can offer separate layouts for gameplay, menus, vehicles, or other contexts. Legacy layouts can make a controller behave like the inputs a keyboard-and-mouse demo already understands, but they cannot create gamepad support where the demo has none. Steam Support states that “Gamepad-only input styles will only work with gamepad supported games.”
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsBefore launching the demo
- Connect the controller by USB or pair it over Bluetooth, and charge it if necessary.
- Close or disable any external remapper while diagnosing detection. Tools such as DS4Windows or InputMapper can make Steam see an emulated Xbox 360 controller instead of the original PlayStation device.
- Use the current desktop Steam client for the clearest settings path. Big Picture mode has a separate route to the same per-game editor.
- Know whether the demo expects a gamepad, keyboard and mouse, or both. That determines whether you should start with native actions, an XInput-style template, or keyboard/mouse bindings.
Step 1: Make Steam recognize the controller
- Open the Steam desktop client.
- Choose Steam > Settings > Controller.
- Enable the support option matching your device: PlayStation, Xbox, or generic controller support. Steam’s player guide explicitly lists configuration options for PlayStation 4, Xbox One, Xbox 360, and generic controllers.
- Confirm that the controller appears among the detected compatible devices on that page.
Plugging in the device before opening the per-game menu matters. Valve’s player guide says: “With your device plugged in and the correct menu showing, select ‘Edit Steam Controller Configuration…’” If the controller is not detected in Settings, the demo’s layout editor may not appear at all.

If the device is missing, check the cable or Bluetooth pairing, reconnect it, and return to the Controller settings page. Remove conflicting remappers temporarily so Steam can identify the physical device directly. Once detection is stable, leave the controller connected while opening the demo’s configuration.
Step 2: Open the demo’s individual layout
Desktop Steam
- Open Library.
- Right-click the demo’s entry.
- Select Edit Steam Controller Configuration….
This is the layout for that one demo, not a universal controller profile. Changes made here can be saved and tested without changing the controls of other games.
Big Picture mode
- Open the demo’s game menu.
- Choose Manage Game.
- Select Controller Configuration.
The names differ between desktop and Big Picture mode, but both routes open the per-game editor. If the command is absent, return to Step 1: the controller generally needs to be plugged in and recognized first.
Step 3: Identify the demo’s input model
The editor’s available actions tell you which workflow applies. A native layout presents developer-defined actions and may list multiple action sets. A legacy layout presents templates and physical-input bindings instead of a game’s named actions.
| What you see | How the demo receives input | Best starting point |
|---|---|---|
| Named actions and selectable action sets | Native Steam Input API support | Choose the action set for the current context, then assign controls to its actions. |
| Templates for keyboard, mouse, or gamepad events | Legacy emulation | Bind controller inputs to the keys, mouse buttons, or XInput-style buttons the demo accepts. |
| Only keyboard-and-mouse controls in the demo | No usable gamepad path | Use keyboard/mouse mappings or the demo’s own controls menu; a gamepad-only layout will not supply movement or camera input. |
Do not assume that a familiar controller automatically means native support. Steam can detect the hardware while still translating it through a legacy profile. Conversely, a demo may support a gamepad but expose different action sets for its menus and gameplay.
Native Steam Input: remap named actions
Choose the action set that is active
Native Steam Input layouts organize controls into action sets. A demo might have one set for gameplay and another for menus, with additional sets for a vehicle or a special mode. Select the set matching the screen you are configuring before changing a binding.

Action sets are independent. Changing a confirm button in a menu action set does not automatically change the confirm or interact control in the gameplay set. This independence explains why a remap can appear correct in menus yet fail once play begins.

Choose the physical region you want to edit—such as the face buttons, directional pad, analog stick, shoulder controls, triggers, or a rear input if your device has one. The editor then shows the actions currently assigned in that region.
Assign the developer’s action
Select an input and choose one of the actions supplied by the demo. Prefer the named action over a guessed keyboard equivalent when native support is available: the demo can then process the control in the way its developer intended, including context-sensitive behavior.
Repeat the process for every action you need in that action set. Keep a consistent physical arrangement where possible—for example, place movement on the left stick and camera control on the right stick—then configure the menu set separately if its navigation feels different.
Check context changes
Move through the demo’s title screen, pause menu, gameplay, and any special mode that uses another action set. If an input works in one context but not another, reopen the layout and edit the action set used by the failing screen rather than overwriting the working set.
Legacy Steam Input: emulate the controls the demo already understands
Pick the right template
When no native actions are available, select a legacy template that matches the demo’s input language. A gamepad template sends XInput-style gamepad buttons; a keyboard-and-mouse template sends keyboard keys and mouse buttons. The latter is the practical choice for a demo that has no gamepad support.

Map movement and camera controls
For a keyboard-and-mouse demo, bind the left stick or directional pad to the movement keys the demo uses, and bind the right stick to mouse movement if the editor permits it. Assign face buttons to the corresponding keyboard keys or mouse buttons. Include the demo’s interact, jump, crouch, reload, pause, and menu-navigation inputs rather than mapping only the most obvious actions.
Mouse emulation can feel different from an analog camera because the demo is receiving cursor movement rather than a native stick axis. Adjust sensitivity and dead zones in the Steam layout and in the demo’s own controls menu where those settings are available.
Use multi-button bindings and activators carefully
Steam’s legacy editor supports multi-button bindings and activators. A multi-button binding can make one physical input send more than one event; an activator can change what an input does based on a press, hold, release, or other trigger condition. These features are useful for a limited number of controls, but they can also produce accidental repeats or conflicting commands.
Start with one action per input, test it, and add a multi-button or activator only when the demo truly needs it. Record which input combination you used so you can remove it quickly if the demo interprets the resulting key sequence unexpectedly.
Do not mix incompatible assumptions
A gamepad-only template sends gamepad events. It will not make a keyboard-and-mouse-only demo respond to analog movement or camera input. If the demo’s own options list only keyboard and mouse controls, replace the gamepad template with flexible keyboard/mouse mappings instead.
Save, apply, and test the layout
- Save or apply the layout in the editor after making the bindings.
- Launch the demo while the configured controller remains connected.
- Test title-screen navigation, confirmation and cancellation, movement, camera control, primary actions, pause, and any alternate mode the demo exposes.
- Return to the per-game editor for each failed context. In a native layout, verify the active action set; in a legacy layout, verify that the emitted keyboard, mouse, or XInput event matches the demo’s documented control.
- Change one binding at a time and retest. This isolates whether the problem is detection, the chosen input model, an incorrect action set, or a conflicting activator.
A layout that works in the Steam interface is not necessarily complete for the demo. The demo may switch action sets after loading a save, entering a vehicle, opening a map, or moving from a menu into gameplay, so test those transitions explicitly.

Why remapped controls fail—and how to fix them
The configuration option is missing
Steam’s guide says the controller must be plugged in before the per-game configuration option appears. Reconnect the device, confirm it under Steam > Settings > Controller, then reopen the demo’s Library menu. If an external remapper is running, close it while checking detection.
The demo sees the wrong controller
An external remapper can replace the original device with an emulated Xbox 360 controller. That changes which support option Steam should use and can cause duplicate or unexpected inputs. Disable the remapper, reconnect the physical controller, and verify the device identity in Steam before rebuilding the layout.
Buttons work in menus but not in gameplay
Native Steam Input action sets are independent. Open the layout and select the gameplay action set, then assign the missing action there. Do not assume that a menu binding carries over automatically.
A gamepad-only template does nothing
Use this symptom to distinguish a mapping problem from a support limitation. Steam Support’s rule is explicit: gamepad-only input styles work only in gamepad-supported games. If the demo accepts only keyboard and mouse, switch to those events in the legacy editor or configure controls in the demo itself.
Movement works but the camera does not
This usually means the movement stick is mapped to keyboard keys while the camera has no mouse or right-stick equivalent. In a native layout, assign the camera action in the correct action set. In a legacy layout, bind camera input to mouse movement or to the XInput-style control the demo recognizes, then adjust sensitivity.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Inputs repeat or trigger two actions
Inspect multi-button bindings and activators. A hold, release, or chorded activator may be sending an additional event, while a legacy binding can overlap with a key already assigned elsewhere. Temporarily replace the complex binding with one direct input, confirm the demo responds, and add complexity back only if necessary.

A flight stick or racing wheel is not remapping correctly
Steamworks recommends disabling generic/DirectInput remapping for flight sticks and racing wheels because Steam does not support remapping those devices. Use the device’s native configuration or the demo’s own controls where available instead of forcing it through a generic Steam layout.
How to compare two demos before choosing a layout
Two demos can both appear in Steam and still require completely different controller work. Compare them on the four axes below:
| Comparison question | Why it matters | What to do |
|---|---|---|
| Does it expose native Steam Input actions? | Named actions are context-aware; legacy emulation only reproduces external input events. | Use action sets for native support, templates for legacy support. |
| Does it support a gamepad at all? | A gamepad-only layout cannot add missing support. | Use keyboard/mouse emulation when the demo is keyboard-and-mouse-only. |
| Are menus and gameplay separate action sets? | Bindings in one set do not change another. | Test and edit each active set independently. |
| Is the controller recognized directly? | External remappers may expose an emulated device and alter compatibility. | Verify the device in Steam with remappers disabled while troubleshooting. |
Choosing a controller when you do not have a recognized gamepad
An XInput-compatible USB game controller is the simplest starting point for a PC demo because legacy gamepad templates can emit XInput-style buttons and Steam’s support options explicitly cover Xbox, PlayStation, and generic controllers. Before buying, verify the exact model’s operating-system compatibility and whether it appears as an XInput device or requires a separate driver. A controller that is visible to the operating system but not detected by Steam will not make the per-game editor appear.

USB connection also removes Bluetooth pairing and battery variables during initial setup. After Steam recognizes the device and the demo works, you can evaluate wireless use separately.
What Steam Input adoption tells you
Valve/Steamworks reported that roughly a quarter of all controller sessions on Steam used Steam Input in 2020, including nearly half of all PlayStation controller sessions. A Valve/Steamworks publication page accessed on October 19, 2026, reports that more than 2,000 Steam games used gamepad emulation for at least one controller type. Those figures explain why both native action layouts and legacy emulation remain common: demos vary widely in how they expose controls, and Steam must support hardware beyond a single controller family.
A compact setup checklist
- Controller connected and charged.
- Matching PlayStation, Xbox, or generic support enabled under Steam > Settings > Controller.
- Controller visible as a detected device.
- Demo-specific editor opened from Edit Steam Controller Configuration…, or through Manage Game > Controller Configuration in Big Picture.
- Native action set selected when the demo provides named actions.
- Legacy keyboard, mouse, or XInput template selected when it does not.
- Menu and gameplay sets tested separately.
- Gamepad-only mappings avoided in keyboard-and-mouse-only demos.
- External remappers disabled while diagnosing an incorrect device identity.
- Layout saved and tested inside the demo, including alternate modes.
Bottom line
Steam recognizes a controller most reliably when it is connected before the demo’s configuration is opened. From there, the correct remap depends on the demo: assign developer-defined actions in each native action set, or emulate the keyboard, mouse, or XInput events that a legacy demo already understands. If the editor is missing, the wrong controller is shown, or controls work only in menus, fix detection or the active action set first; no layout can add gamepad support that the demo itself lacks.
