There is no universally best state for a manufacturing plant. The right choice is the community that clears your project’s hard constraints and produces the lowest risk-adjusted, present-value cost after labor, utilities, freight, taxes, incentives, permitting and expansion are modeled together.
Use a two-stage process: first eliminate states and metros that cannot support the process, schedule or workforce; then build a site-specific financial model for the remaining communities. A low tax rate or large incentive is not a bargain if the site lacks power, wastewater capacity, qualified workers or a permit path.

Why a state ranking cannot answer this question
Manufacturing economics are project-specific. A semiconductor fab, food plant, battery facility and metal-fabrication shop have different electricity loads, water quality requirements, occupations, freight patterns, environmental permits and capital intensity. Even two plants in the same industry can reach different conclusions because one serves nearby customers while the other imports components from overseas.
No authoritative source establishes one state as the cheapest or best for every factory. State averages also conceal the differences between metropolitan areas, counties and industrial parks. Compare the actual finalist communities, not a national listicle or a single headline tax rate.

Define the project before comparing locations. Record the process, products, annual output, shift pattern, peak electric demand, gas and water needs, wastewater characteristics, hazardous materials, headcount by occupation, construction start, production ramp, supplier origins and customer destinations. Without those inputs, a state comparison is only a screening exercise.
Use a two-stage location process
Stage 1: eliminate fatal constraints
Screen states and metros for conditions that cannot be fixed within the required budget or schedule:
- Industrial land or an existing building with the required acreage, clear height, floor loading, access and expansion room.
- Firm electric, gas, water, sewer and telecommunications capacity, with a credible interconnection and extension schedule.
- Environmental feasibility, including air, water, stormwater, wetlands, waste, hazardous-material and brownfield issues.
- Zoning and local approvals compatible with the process, operating hours, truck traffic, noise and emissions.
- Freight access to suppliers and customers through highways, rail, ports, airports and intermodal terminals.
- A recruitable workforce within a realistic commuting shed, plus training partners for the occupations you must hire.
Ask utilities, economic-development agencies and local authorities for written evidence. A verbal estimate that power or sewer will be available later is not capacity; it is schedule risk.

Stage 2: model the finalist communities
After the fatal-constraint screen, build a location-specific model for each finalist. SelectUSA’s 2025 site-selection guidance organizes the model into upfront investment, operating cost and economic-development incentives. Include real property, site improvements, utility extensions, buildings, machinery, labor, utilities, transportation, taxes, grants, training and infrastructure support.
Use the same assumptions, dates and production ramp in every finalist model. Keep one-time costs, recurring costs and incentives in separate lines so a low purchase price cannot hide high site work or a delayed reimbursement.
Build an apples-to-apples cost model
| Model layer | What to include | Evidence to collect | Timing treatment |
|---|---|---|---|
| Upfront investment | Land or building, due diligence, demolition, grading, roads, drainage, foundations, utility extensions, permits, construction and machinery. | Dated land or building quote; construction and site-work estimate; utility extension proposal; equipment budget. | Map each payment to the construction schedule and include financing carry during delays. |
| Annual operating cost | Wages, benefits, contract labor, electricity, gas, water, wastewater, telecom, freight, insurance, maintenance and taxes. | Occupation-level wage data, utility tariff, freight-lane model, tax calculation and insurance quote. | Model the hiring ramp, production ramp, escalation and expected useful lives. |
| Incentives | Tax credits, exemptions, grants, training, recruiting, infrastructure support and financing. | Signed or draft term sheet stating eligibility, milestones, payment dates, tax treatment and clawbacks. | Discount reimbursements and credits to present value; do not treat an award as cash on day one. |
| Risk and option value | Permit delay, utility delay, wage or energy escalation, freight disruption and expansion costs. | Permit matrix, utility capacity letter, sensitivity cases and expansion plan. | Show downside cases separately from the base case rather than hiding them in one contingency percentage. |
Separate cash cost from accounting tax rates
Inventory every applicable tax: corporate or income tax, franchise tax, gross-receipts tax, real-property tax, personal-property tax and sales or use tax. Determine the tax base, filing obligation, assessment method, exemptions, phase-ins and expiration dates. A state with a low corporate rate can still be expensive if real estate, machinery, payroll or gross receipts are taxed heavily.
Calculate incentives only after testing eligibility. Check whether the project must create a specified number of jobs, invest a minimum amount, use a particular site, meet wage standards, remain open for a set period or satisfy local participation requirements. Record whether benefits are refundable, transferable, taxable, subject to annual appropriation or recaptured after a missed commitment.

Model when money arrives
Use net present value rather than adding every announced benefit to the first-year budget. A credit claimed on a future tax return, a grant reimbursed after eligible spending or a property-tax abatement spread over several years has less value than an immediate reduction in construction cost. Put the expected receipt date and probability of collection beside every incentive line.
Compare workforce supply at the metro and community level
Statewide unemployment or average wages are too broad for a plant hiring from a particular labor shed. SelectUSA recommends metro- and community-level workforce analysis. Build a labor profile for each finalist using:
- Employment by occupation and industry, including production, maintenance, engineering, quality, logistics, supervisors and administrative roles.
- Hourly wages, salaries, benefits, shift premiums and overtime assumptions for the exact occupations.
- Labor-force participation, unemployment, commuting patterns and the number of people within practical drive times.
- Turnover, absenteeism, competing employers and the expected time to fill each role.
- Community colleges, technical schools, registered apprenticeships, workforce boards and incumbent-worker training programs.
- The hiring ramp: recruiting before construction, construction trades, commissioning specialists, first-shift operators and later shifts.
Do not use one average wage for every job. A location may be inexpensive for entry-level operators but costly for electricians, controls engineers or tool-and-die specialists. Price the complete labor package, including benefits, recruiting, relocation, training time, temporary labor and the productivity loss while new hires qualify.
Test whether the labor plan is realistic
Ask finalist communities for a recruitment plan with named partners, classrooms, equipment, instructor capacity and lead times. Compare the proposed annual hiring volume with local employment in the relevant occupations and with announced projects competing for the same workers. If the plant needs a second or third shift, model how the commuting shed and transportation options change outside daytime hours.
Verify utilities and site readiness before assigning a score
Utilities can decide a site before taxes or incentives matter. Obtain a written capacity letter or equivalent commitment that states available service, required upgrades, cost responsibility, schedule, tariff assumptions and conditions.
Electricity
- Confirm normal and peak demand, voltage, redundancy, substation capacity, interconnection milestones and reliability history.
- Obtain the applicable tariff, demand charges, power-factor provisions, interruptible options and escalation assumptions.
- Ask who pays for substations, transmission, distribution, transformers and off-site upgrades, and when those payments are due.
Gas, water and wastewater
- Verify gas pressure, firm capacity, seasonal constraints and connection lead time.
- Measure process-water quality, daily and peak flows, fire-flow requirements, storage and drought restrictions.
- Confirm sewer capacity, pretreatment limits, discharge fees, industrial-user permits and the cost of a private treatment system if public capacity is insufficient.
Telecommunications and construction access
Confirm carrier diversity, broadband capacity, latency requirements, construction access, road weight limits and the date each service can be energized. An industrial park marketed as “shovel ready” may still require roads, drainage, fiber or a substation. Treat every uncommitted estimate as a risk item until the responsible provider signs a schedule.
Price the full logistics network
Map inbound suppliers and outbound customers from each finalist, then calculate landed cost and lead time. Include truck, rail, ocean, air and intermodal alternatives where they are practical.

- Model inventory carrying cost when a longer or less reliable lane requires more safety stock.
- Include inbound packaging, customs or port drayage where applicable, and outbound delivery windows promised to customers.
A site that is 50 miles closer on a map can lose after congestion, tolls, poor truck access or a single exposed bridge are priced. Run at least one disruption case for a major lane and identify the alternate route, mode or supplier.

State and local packages can include grants, tax credits, exemptions, training, recruiting, infrastructure and financing. Request a term sheet that names the legal program, approving body, qualifying costs, performance milestones, application deadline, payment mechanism, taxability, reporting duties and clawback language.
Federal advanced-manufacturing credits
Federal rules can change the ranking when the project qualifies, but the rates below come from 2025 guidance and are date-sensitive. Verify current law and the placed-in-service date before committing capital.
- The Internal Revenue Service’s 2025 instructions state: “The advanced manufacturing investment credit is equal to 35% of the qualified investment … unless the property was placed in service before 2026, in which case the credit rate remains 25%.” Apply the percentage only to qualified investment and the dates covered by the rule.
- Section 48D applies to qualifying semiconductor and semiconductor-equipment facilities. IRS guidance describes a 25% credit through 2025 and 35% for qualifying property placed in service after that period.
- Treasury guidance describes a domestic-content bonus of 10% of the production-tax credit or up to 10 percentage points of the investment-tax credit when the applicable sourcing requirements are met.
- Energy-community guidance identifies qualifying brownfields, retired coal mines or plants and former oil-and-gas communities. The bonus can be up to 10% for production credits or 10 percentage points for investment credits, depending on the credit. Confirm the site’s definition and eligibility with the IRS before assigning value.
These benefits can also change construction cost and supply-chain choices. Enhanced Inflation Reduction Act benefits generally require applicable prevailing wages and, where applicable, registered apprentices. The Department of Labor posts wage determinations on SAM.gov. Price compliant construction labor and apprenticeship administration in every qualifying scenario; do not assume the bonus is free money.
Check eligibility, timing and clawbacks
For every incentive, answer four questions: What must the company build, hire or buy? When must each milestone occur? When and how is the benefit received? What happens if employment, investment or operating commitments are missed? A package with a large nominal value but a six-year reimbursement schedule, uncertain appropriation or severe recapture clause may have less present value than a smaller, certain benefit.

List federal, state, county and municipal approvals in a permit matrix. Include air, water, wastewater, stormwater, wetlands, hazardous materials, solid and hazardous waste, traffic, building, fire, zoning and operating permits. Identify the agency, application inputs, public-notice steps, dependencies, review duration, appeal exposure and person responsible for each item.
EPA guidance issued September 9, 2025 says some non-emissions work, such as cement pads, may begin before a Clean Air Act construction permit, while emissions-related permitting remains a critical schedule issue. Whether early work is lawful and useful depends on the project and permit conditions; obtain written agency confirmation rather than assuming construction can be accelerated.

EPA Administrator Lee Zeldin said, “For years, Clean Air Act permitting has been an obstacle to innovation and growth.”
Screen for wetlands, floodplains, contaminated soil, former industrial uses, endangered-species concerns, cultural resources and nearby receptors before buying land. A brownfield may qualify for an energy-community bonus or other assistance, but remediation scope, liability, monitoring and schedule must be priced in the base model.

Choose the site that remains workable when assumptions change. Run explicit scenarios for:
- 10% and 20% increases in wages, energy and construction cost.
- Higher demand charges, fuel prices or water and wastewater fees.
- Six- to twelve-month permitting or utility delays.
- Freight disruption, port closure, severe weather or loss of a key highway or rail link.
- Flood, wildfire, hurricane, tornado, winter-storm, drought and heat exposure appropriate to the region.
- Supplier interruption, labor shortfall and slower-than-planned production ramp.
Reserve expansion land and confirm that future electric, gas, water, sewer, road and stormwater capacity can support the next phase. Buying an adjacent parcel later may be impossible or expensive. Value expansion as an option, not merely as unused acreage.
A repeatable comparison workflow
- Write the project specification. Fix the process, output, shifts, peak loads, workforce, schedule, environmental profile, supplier origins and customer destinations.
- Create a broad screen. Eliminate communities without suitable land or buildings, utility feasibility, compatible zoning, environmental viability, freight access or a credible labor shed.
- Request dated evidence. For every finalist, collect a land or building quote, construction and site-work estimate, utility capacity letter and tariff, workforce dataset, freight-lane model, tax calculation, incentive term sheet, permitting matrix, environmental screen and expansion plan.
- Normalize assumptions. Use the same production volume, escalation, useful lives, discount rate, ramp timing and contingency rules for every location. Keep project-specific differences visible instead of averaging them away.
- Build the financial model. Separate capital spending, annual operating cost, taxes, incentives and risk cases. Discount delayed benefits and add financing carry for schedule slippage.
- Score hard constraints separately. Mark a site as nonviable when it fails a must-have requirement. Do not let a high incentive score compensate for unavailable power or an impossible permit.
- Weight preferences transparently. For viable sites, document the relative importance of labor, logistics, operating cost, schedule, incentives, resilience and expansion. Have the project team approve the weights before seeing the final ranking.
- Validate the winner. Reconfirm utility commitments, agency schedules, incentive approvals, land-control terms and workforce commitments immediately before signing or closing.
Use a decision worksheet that preserves evidence
Create one dated record per finalist. At minimum, store:
- Site address, acreage, building specifications, ownership and expansion parcels.
- Utility capacity, tariff, reliability, extension cost, upgrade payer and energization date.
- Occupation-level wage and benefits assumptions, labor-shed size, participation, turnover and training capacity.
- Supplier and customer lanes, mode choices, transit-time ranges, congestion and alternate routes.
- Every applicable tax, exemption, credit, grant, training payment and infrastructure contribution.
- Permit agency, dependency, submission date, review duration, public involvement and legal risk.
- Environmental conditions, remediation scope, flood and hazard exposure, insurance implications and emergency access.
- Base case, incentive-loss case, 10–20% wage and energy cases, freight-disruption case and six-to-twelve-month delay case.
Record the source, date and confidence level for every number. Replace an estimate with a binding commitment as the project advances. This audit trail makes it possible to explain why a site won and to detect when a changed assumption reverses the decision.

Choosing a state from a national ranking
Rankings usually combine broad averages that do not match your process. Use them only to create a long list, then compare specific metros and communities with project data.
Best Value
Counting announced incentives as cash
An announcement is not an appropriation, a tax liability or a reimbursement. Obtain eligibility terms, approval authority, timing and clawbacks, then discount the benefit.
Using a single wage number
Different occupations and shifts have different markets. Build a loaded labor model and test hiring speed, turnover and training capacity.
Accepting “available utilities” without a commitment
Ask for capacity, tariff, upgrade scope, cost responsibility and a dated interconnection schedule. An uncommitted estimate belongs in the risk register, not the base case.
Free tools Windows power users keep installed
One-click scans. No signup required.
Ignoring permitting until after land control
Run environmental and zoning screens before signing. Confirm what early construction, emissions work and public review actually allow at the site.
Optimizing distance instead of delivered cost
Calculate freight, lead-time variability, congestion, inventory and redundancy. The nearest highway or port is not automatically the lowest-risk route.
Forgetting the second phase
Check expansion land and future utility capacity now. A plant that cannot add a line, shift or warehouse may have a lower long-term value despite a cheap first phase.
What the final decision should show
Your recommendation should identify the viable community with the lowest risk-adjusted present-value cost and a credible path to opening on time. Present the base case, downside cases, hard-constraint results, evidence dates and unresolved conditions. Explain which assumptions drive the ranking and what contract, permit, utility or incentive commitment must be secured before approval.
The practical test is simple: if the largest incentive disappeared, wages rose 20%, energy became more expensive, freight suffered a major disruption or permitting slipped by a year, would the site still support the business plan? If not, the apparent bargain is a subsidy-dependent risk, not a robust manufacturing location.
