There is no universally best U.S. state or metro for semiconductor manufacturing. The defensible choice is the location that can meet your specific process, capacity, utility, workforce, supply-chain, schedule, cost and incentive requirements. Define the facility first, eliminate sites that fail hard requirements, then score the remaining candidates with current, parcel-level evidence rather than state averages.
Why semiconductor location decisions are project-specific
A front-end wafer fab, compound-semiconductor plant, assembly and test operation, advanced-packaging facility, materials plant and equipment plant do not have the same needs. A location that works for a high-volume wafer fab may be a poor fit for a packaging line or specialty-gas plant.

SelectUSA’s official site-selection guide states: “The priority of these factors usually depends on the type of facility being planned.” That principle should govern the entire comparison. Power may dominate a memory fab’s decision, while airport access, cleanroom conversion time or a particular technician pool may matter more for another operation.
The U.S. semiconductor industry remains strategically significant: a 2025 SelectUSA page identifies the country as representing 50 percent of global semiconductor sales revenue in 2024. The same page, attributing its figure to the Cluster Mapping dashboard, reports more than 145,000 people employed in the semiconductor-industry subcluster. Those national figures establish scale, not the suitability of any individual parcel.

1. Define the facility before comparing places
Write a one-page project specification before requesting proposals from states or economic-development agencies. It becomes the reference point for every score and prevents a low land price or a large incentive headline from distorting the decision.
Record the process and product
- Facility role: front-end fab, compound-semiconductor production, assembly, test, packaging, materials or equipment.
- Process technology, materials handled and contamination-control requirements.
- Product mix, wafer or unit size, target yield and planned annual capacity.
- Equipment list, installation sequence and expected production ramp.
Describe the physical project
- Required controlled-environment area, support buildings, warehouses and future expansion parcels.
- Parcel size, building height, floor-loading, vibration, seismic, geotechnical and environmental requirements.
- Inbound materials, specialty gases and chemicals; outbound product volumes and packaging needs.
- Construction method, whether an existing building is acceptable, and the date for first production.
Define people and operating patterns
- Occupations and headcount by phase: process engineers, equipment technicians, operators, facilities staff, quality specialists, logistics personnel and managers.
- Required credentials, experience levels, shift pattern, overtime assumptions and hiring ramp.
- Recruitment radius, relocation expectations and training that can be delivered locally.
These inputs determine which factors deserve the greatest weight and which sites should be rejected before a detailed financial model.
2. Use hard gates before a weighted score
Weighted scoring is useful only after non-negotiable constraints have been tested. A site that cannot receive the required power by the production date should not remain competitive because it has inexpensive land.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Typical pass/fail requirements
- Written confirmation that electricity, water, wastewater service and required communications can be delivered at the needed capacity and date.
- A permitting and environmental path compatible with the construction schedule.
- Parcel control, zoning and geotechnical conditions that allow the planned buildings and hazardous-material systems.
- A credible labor supply for the required occupations and shifts.
- Inbound and outbound logistics that meet material lead times and customer-service requirements.
- Financing, incentive and compliance conditions that do not make the project infeasible.
Document the source, date, responsible organization and confidence level for every gate. A utility letter, signed option agreement or issued permit is stronger evidence than a presentation describing future capacity.
3. Compare power, water and wastewater at the parcel level
Semiconductor operations can be unusually sensitive to utility interruptions and quality variations. Industry guidance identifies energy and water as major cost items and says reliability and sustainability are paramount. SelectUSA’s site-selection guidance also calls for comparing available capacity, rates, the cost of adding capacity and the time required to extend or connect service.
Electricity questions
- What firm capacity is deliverable to the exact parcel today, and what additional capacity is planned?
- What substations, feeders, voltage levels, redundancy and backup arrangements will serve the facility?
- What outage history, restoration targets, power-quality controls and demand-response obligations apply?
- How much will a substation, transmission upgrade, on-site generation or storage cost, and who pays?
- What is the utility’s written energization date, including design, permitting, procurement and commissioning?
Water and wastewater questions
- Can the provider supply the required volume, pressure, temperature and treatment quality during drought or peak demand?
- What treatment systems, recycled-water options, storage and monitoring are required on site?
- Can the wastewater system accept the chemical profile, flow and discharge schedule, and what pretreatment or disposal limits apply?
- What connection, treatment, industrial-discharge and expansion charges will recur?
Other utility and sustainability checks
Check natural gas or other process fuels, telecommunications diversity, fire protection, hazardous-material services and waste-disposal capacity. Quantify renewable-energy availability and emissions requirements only in relation to the project’s commitments; a state’s sustainability reputation does not prove that a particular feeder or water system meets them.
Do not substitute a state-level average rate or a utility’s total system capacity for parcel evidence. Request a site-specific capacity and schedule letter, then have the engineering team verify assumptions during due diligence.

4. Measure workforce depth, not just wage levels
A fab needs people with different skills at different stages. Compare occupational depth, shift coverage and the ability to train or relocate workers, not simply average wages.

Build an occupation-by-phase model
| Project phase | People to evaluate | Evidence to request |
|---|---|---|
| Construction and installation | Cleanroom contractors, electricians, controls specialists, pipefitters and equipment-installation crews | Local contractor capacity, labor availability and competing projects |
| Ramp | Process and equipment engineers, technicians, operators, quality and facilities staff | Current employment, skills, shift coverage and time-to-qualification |
| Steady state | Maintenance, manufacturing, logistics, safety, laboratory and management roles | Projected turnover, advancement pipeline and replacement hiring |
Use SelectUSA’s workforce dashboard to screen states and metropolitan areas for wages, employment and workforce concentration. The dashboard cautions that some indices can lag by up to two years, so refresh the picture with current employer interviews, job-posting data, community-college and university programs, apprenticeship capacity and relocation analysis.
Test the training partnership
- Identify institutions that can teach semiconductor process, vacuum, chemical handling, controls, metrology and maintenance skills.
- Ask who will design curricula, provide equipment, recruit instructors and fund recurring cohorts.
- Model the time from offer to productive shift assignment, including background checks, safety training and cleanroom qualification.
- Check whether several employers are competing for the same scarce technicians and engineers.
Lower wages can be offset by higher turnover, relocation packages, overtime, contractor premiums or a slower ramp. Put those effects in the financial model rather than treating wage data as a complete labor-cost measure.
5. Map suppliers, logistics and resilience
List every critical input and service, then map its origin, lead time, transport mode, qualification status and disruption exposure. Include specialty materials, gases, chemicals, wafers, packaging inputs, spare parts, equipment service and waste handling.
Evaluate the real shipment profile
- Compare highway, rail, air-cargo and port access for the actual weight, value, temperature and urgency of shipments.
- Measure airport or seaport distance, customs and border processes where relevant, carrier frequency and backup routes.
- Calculate transport cost and lead time for routine replenishment and emergency replacement parts.
- Assess customer proximity only where it changes qualification, inventory or delivery economics.
Materials suppliers often cluster geographically, which can limit purely local sourcing. A site should therefore be judged on its complete network, not on whether every supplier is inside the same state. GAO’s account of Commerce project selection includes supplier-network and logistics experience among readiness considerations.
Score resilience
- Identify single-source chemicals, gases, equipment components and utility dependencies.
- Price dual sourcing, safety stock, alternate transportation and emergency storage.
- Review natural-hazard exposure, winter weather, wildfire, hurricanes, seismic risk and regional infrastructure dependencies.
- Confirm that hazardous-material and waste contractors can support the required volumes under normal and upset conditions.
6. Test site and construction readiness
Land is only one component of readiness. Compare whether the project can actually reach production on schedule.
Parcel and building diligence
- Verify ownership, option or purchase terms, title, easements, access, zoning and expansion rights.
- Obtain geotechnical, floodplain, seismic, environmental and archaeological assessments.
- Compare greenfield construction with an existing building, including demolition, floor vibration, ceiling height, loading and cleanroom conversion.
- Confirm road improvements, worker parking, fire access, security and construction laydown areas.
Construction and permitting
Request a schedule that separates design, utility work, site preparation, building shell, cleanroom, tool installation, qualification and production ramp. Check local contractor capacity, labor availability, long-lead equipment and inspection resources.
GAO identifies construction plans and regulatory-compliance progress, including permitting, as examples of operational readiness. Ask the relevant authorities for the actual review sequence, environmental obligations, hazardous-material approvals, wastewater permits, building permits and opportunities for parallel processing. A nominally cheap site can lose its advantage when utility extensions or permits delay first production.
7. Model total cost and schedule risk
Use one consistent time horizon and common assumptions for every candidate. Separate recurring operating cost from one-time investment and show schedule effects explicitly.

| Cost category | Items to include | Decision question |
|---|---|---|
| Site and construction | Land, due diligence, grading, buildings, cleanroom, roads, security and expansion | What is committed, estimated or contingent? |
| Equipment and installation | Tools, facilities systems, installation, qualification and commissioning | Does the site support the installation sequence? |
| Utilities | Energy, water, wastewater, connection charges, upgrades, backup and treatment | Who funds upgrades and when are they available? |
| Labor | Wages, benefits, recruiting, relocation, training, overtime, contractors and turnover | Can staffing reach the ramp plan? |
| Logistics and compliance | Freight, inventory, hazardous-material handling, waste, permits, taxes and insurance | What costs change with distance or regulation? |
| Finance and delay | Interest during construction, inflation, contingency, lost output and schedule slippage | How does a six- or twelve-month delay change project value? |
Keep estimates traceable to a date and source. Use the same escalation, utilization, production and discount-rate assumptions across locations, then run sensitivities for construction inflation, utility delays, slower hiring, higher freight rates and a later production start.
8. Treat incentives as conditional project finance
The current statutory CHIPS provision authorizes financial assistance for eligible semiconductor and related facility or equipment investment, subject to program requirements and appropriations. Eligibility is not an automatic award and should not be treated as guaranteed cash in a site ranking.
NIST’s facility FAQ describes a state or local covered-incentive letter and gives examples such as tax, workforce, real-property and research-and-development incentives. Obtain written, jurisdiction-specific terms and record:

- Application deadlines, award timing, reimbursement mechanics and duration.
- Milestones, reporting, audits, clawbacks, repayment and termination conditions.
- Whether benefits depend on appropriations, legislative action, permit issuance or utility completion.
Show gross incentives, probability-adjusted value and net value separately. A larger nominal package may be less valuable if it arrives after construction spending, carries strict clawbacks or depends on an uncertain milestone.
9. Build a weighted scorecard that decision-makers can audit
After hard-gate screening, assign weights that reflect the project specification. Do not use a generic ranking copied from another facility.
| Factor | Possible measures | Evidence standard |
|---|---|---|
| Utilities | Firm power and water capacity, reliability, rates, upgrade cost, sustainability and delivery date | Written provider confirmation tied to the parcel |
| Workforce | Occupation-specific supply, wages, competing demand, training and recruitment radius | Current labor data plus employer and education validation |
| Supply chain and logistics | Supplier distance, lead times, freight cost, route diversity and single-source exposure | Shipment model and supplier verification |
| Site and construction | Parcel control, geotechnical conditions, contractors, building options and expansion | Due-diligence reports and contractor schedules |
| Permitting | Required approvals, review path, agency capacity and schedule risk | Written agency pre-application feedback and permit tracker |
| Total cost | Capital, operating, tax, financing and delay-adjusted lifetime cost | Common model assumptions and dated estimates |
| Incentives | Net value, timing, eligibility, milestones and repayment exposure | Executed or formally offered terms |
| Resilience | Natural hazards, utility redundancy, alternate suppliers and recovery time | Scenario analysis and continuity plans |
Score each factor on a defined scale, multiply by its project-specific weight and preserve the underlying evidence. A score without a confidence rating can hide that one site is supported by binding commitments while another relies on estimates.
10. Follow a two-stage selection process
- Write the project specification. Freeze the process, capacity, ramp, occupations, utility loads, parcel needs and target production date used for comparison.
- Create the candidate list. Include states or metros that can plausibly meet the hard requirements; do not begin with an assumed “best state.”
- Run hard-gate diligence. Seek written utility, water, permitting, parcel and workforce evidence. Remove sites that fail a non-negotiable requirement.
- Build common cost and schedule models. Use identical assumptions and identify one-time, recurring and delay-related costs.
- Apply weighted scoring. Rate feasible locations on utilities, workforce, network, readiness, permitting, cost, incentives and resilience.
- Run sensitivities. Test delayed utility upgrades, slower hiring, construction inflation, incentive non-award and changes in demand or ramp.
- Verify finalists directly. Meet the utility, water provider, permitting authorities, suppliers, workforce partners and local contractors.
- Document the decision. Preserve source dates, assumptions, confidence levels, unresolved risks, mitigation owners and approval conditions.
11. How to compare two or more real locations
Use the same evidence request and scoring sheet for every candidate. The following comparison structure prevents a state’s marketing material from being mistaken for a commitment.

12. Common mistakes and how to correct them
Choosing a state before defining the facility
Why it fails: Factor weights differ radically between a fab, packaging plant and materials operation.
Correction: Freeze process, capacity, loads, labor and schedule requirements first.
Using state averages as proof of parcel capacity
Why it fails: A state may have low average energy costs while the selected parcel lacks a feeder, water allocation or wastewater capacity.
Correction: Obtain written, site-specific utility and water commitments with upgrade costs and dates.
Ranking by land price or incentive headline
Why it fails: Delayed utilities, permitting, construction or hiring can overwhelm the apparent savings.
Correction: Compare net present cost and time-to-production, with incentives modeled only under their actual conditions.
Counting people instead of skills
Why it fails: General employment totals do not show whether qualified technicians can cover rotating shifts.
Do these 3 things before closing this tab:

Ignoring data age
Why it fails: Public workforce and cluster indices can lag by up to two years.
Correction: Put the data date on every score and refresh it with current local evidence.

What the available national figures do—and do not—tell you
GAO reported that, as of July 2025, the U.S. Department of Commerce had awarded $30.9 billion across 40 projects. In that same dated award snapshot, 19 companies had received awards and 13 of those companies had also received workforce-development funding. These numbers describe program activity at that point in time; they are not a ranking of states, a guarantee of future funding or evidence that any particular parcel qualifies.
Before making an investment decision, refresh utility capacity and rates, water availability, permitting status, local wages, construction pricing, workforce conditions and current program eligibility. National statistics and public dashboards are useful for screening, but the final decision requires current, candidate-specific verification.
Bottom line for a site-selection team
Start with the facility’s process and production plan, not a map of favored states. Eliminate locations that cannot deliver reliable power and water, permits, skilled labor or the required schedule. For the survivors, compare suppliers, logistics, construction readiness, total cost, resilience and incentive terms with one auditable scorecard. The winning site is the one whose critical assumptions are verified and whose risk-adjusted path to production best fits your project—not the one with the most attractive headline statistic.
