How to compare off-plan home financing offers before you book (UK guide)

The safest way to compare an off-plan home finance offer is to judge the complete package, not the headline interest rate. Put each lender’s initial rate and period, fees, incentives, linked products, monthly payment, affordability assumptions, loan-to-value, overpayment limits, early-repayment charges, portability and offer-expiry date in one like-for-like table. Then test that offer against the build programme, reservation and exchange deadlines, deposit protection and the contract’s long-stop date.

Off-plan purchases add a timing risk that an ordinary resale does not: the home may not be ready when expected. If your mortgage offer expires before completion, you could need a fresh application under the rates, affordability tests and lending criteria available then. Before paying a reservation fee or exchanging contracts, have a regulated mortgage adviser and an independent conveyancer confirm that the finance, contract and warranty arrangements fit together.

Why off-plan finance needs a different comparison

With an off-plan purchase, you commit to a plot before the finished home exists. The developer may provide only an estimated completion period, while the lender’s offer has a defined validity period. Groundworks, planning changes, materials, utilities or inspections can move the completion date in either direction. You therefore compare two things at once: the financial value of the mortgage and the durability of the plan if the build takes longer than expected.

UK mortgage conduct rules are designed to make that comparison possible. The Financial Conduct Authority’s Mortgage Conduct of Business rules (MCOB) 5 require pre-application information about a home-finance transaction’s features and price so customers can compare providers. At offer stage, MCOB 6 requires an updated illustration before you enter the transaction, allowing you to check that the price and features still match what you agreed.

There is no universal “best” offer. A slightly lower rate can be poorer value if it carries a large product fee, requires expensive linked insurance, has a short validity period or leaves you exposed to a high follow-on rate after the initial deal. For an off-plan buyer, offer duration and contract fit can matter as much as the initial payment.

Build a like-for-like mortgage comparison

Ask every lender or regulated intermediary for the current mortgage illustration and record the same fields for each option. Do not compare a promotional headline rate from one offer with the total cost of another.

Comparison field What to record Why it matters for an off-plan buyer
Lender and product Name of lender, product type and whether the rate is fixed, discounted or tracker Different products can have different underwriting, valuation and extension policies.
Initial rate and period The rate and the exact number of months or years it applies A longer build may consume part of the initial period before you move in.
Follow-on rate The mechanism and margin that apply when the initial deal ends Model this payment if completion or remortgaging is delayed.
Representative APRC Include it when the illustration supplies one It can help show the longer-term cost, but it is not a personal promise of the rate you will pay.
Loan amount and loan-to-value Amount borrowed, purchase price used and resulting LTV A changed valuation or specification can alter the LTV and the products available.
Monthly payment Initial payment and the payment under the follow-on rate Use both figures in your household budget and delay stress test.
Fees Arrangement or product fee, valuation fee, legal fee and broker fee Clarify which fees are refundable, added to the loan or payable even if the purchase fails.
Incentives Cash contribution, fee payment or other developer/lender incentive and its conditions An incentive may be conditional on using a particular firm or completing by a date.
Linked products Required current account, insurance or other account and its ongoing cost Include recurring charges in the total cost rather than treating them as free.
Overpayments Annual allowance, minimum payment and how overpayments are applied Flexibility can help if your income changes or you receive a lump sum.
Early-repayment charge Percentages, bands, dates and any penalty-free repayment options A sale, refinance or delayed move can make an exit charge relevant.
Portability Whether the mortgage can move to another property and the conditions Portability is not automatic; a new property still has to pass the lender’s checks.
Offer expiry The exact expiry date and any stated extension process This is the critical date against which you compare the developer’s programme.

If a lender has not stated a comparable value, record “not stated” and ask for clarification rather than guessing. The illustration should identify the transaction’s price and features; keep the version you relied on and check that later paperwork has not changed them.

Stress-test affordability against delay

Calculate affordability for the home you expect to buy, then test the less convenient outcomes. Keep a written cash-flow schedule from reservation through completion. Include rent or temporary accommodation, storage, mortgage payments if they begin before occupation, council tax, service or estate-facility charges, insurance, moving costs and every deposit that becomes payable.

Model the end of the initial rate

Use the follow-on-rate mechanism in each illustration to estimate the payment after the initial deal. A household that can manage the introductory payment may not be able to manage a materially higher variable payment. Ask the lender or adviser to show the payment at the end of the initial period and to explain what assumptions the affordability assessment uses.

Model a several-month construction delay

Shift the estimated completion date forward by several months and leave rent, storage and other committed costs in the budget for that period. Check whether your savings still cover the exchange deposit, the balance of the deposit, legal costs and a contingency for re-inspection or a second valuation. Do not rely on an incentive or an expected bonus unless it is certain and available when required.

Ask the lender about changes

Obtain written answers to these questions before exchange:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • How long can the mortgage offer be extended, and is an extension discretionary?
  • Would an extension require a new valuation, a fresh credit check or complete underwriting?
  • What happens if the plot price, floor plan, specification or incentives change?
  • Will a revised completion date affect the loan amount, LTV or product eligibility?
  • What documents must be supplied if the offer expires and a new application is needed?

GOV.UK guidance on buying a home warns that a build date can move forward or back and that a mortgage offer may need refreshing. Treat an extension as a possibility to confirm, not a right to assume.

Read the reservation agreement before paying

A reservation fee is a separate commitment from the mortgage. Before transferring money, ask for the reservation agreement and the exact terms for the plot you are buying. The Consumer Code for Home Builders says key matters should be set out clearly, including what deductions can be made from a refund.

Check the commercial terms

  • Exact plot number, address, parking or storage allocation and the specification included in the price.
  • Purchase price, incentives and whether any incentive is conditional on using a nominated adviser or conveyancer.
  • Reservation-fee amount, who holds it and the date on which the reservation expires.
  • Every permitted deduction and the events that trigger a full or partial refund.
  • Deadline for exchanging contracts and the documents that must be ready by then.
  • Estimated build and completion dates, expressed as estimates rather than guarantees.
  • Service charges, estate-management charges, private-road costs, communal-facility charges and any event fees disclosed for the development.

Ask the sales team to put verbal promises about specification, appliances, landscaping or incentives into the written agreement. A reservation period is short, so send the document to your conveyancer immediately rather than paying first and reviewing later.

Can you get the reservation fee back?

There is no single UK refund rule for every development. Your agreement should state the refund triggers and deductions. A fee may be at risk if you do not exchange by the stated deadline, while another agreement may provide a refund when the developer cannot proceed or a specified condition is not met. Only the written terms determine your position; ask your conveyancer to identify the precise outcome for withdrawal, lender refusal, failed survey, changed specification and developer delay.

Decide whether the exchange timetable is safe

Exchange of contracts normally turns an intended purchase into a binding commitment. On an off-plan home, exchange can happen months before the property is built, so the contract must deal with uncertainty rather than simply repeat an estimated completion month.

Have the conveyancer identify the completion mechanism

Ask for a plain-English explanation of:

  • Whether completion occurs on a fixed date, after notice from the developer or after a practical-completion certificate.
  • How much notice the developer must give and how quickly you must provide the balance of the price.
  • What counts as practical completion and which certificates or approvals are required.
  • Whether the developer can make reasonable specification substitutions and what happens if a change is material.
  • The long-stop date and your right to withdraw if it passes without completion.
  • Any consequences of refusing to complete because defects remain.

GOV.UK explains: “A long-stop date can be written into your contract, which permits you to withdraw from the purchase in the event of long delays to the property being finished.” A long-stop date is not the same as the estimated completion month. Check the date, the notice process and the refund of deposits or other sums if you exercise the right.

Coordinate exchange with the mortgage

Do not exchange merely because the reservation deadline is approaching. Your conveyancer and lender should confirm that the offer remains valid through the likely completion window, or explain the documented extension route. If the programme is already close to the offer-expiry date, ask whether delaying exchange, choosing a different product or negotiating a contractual protection is safer than accepting an uncertain re-application.

Understand what happens when a mortgage offer expires

An expired offer does not automatically transfer to a new rate or remain available until the home is finished. The lender may offer an extension, but the terms, evidence and fees vary. If an extension is unavailable, you may need a new application under the rates, affordability rules, credit information and lender criteria in force at that time.

Before expiry

  1. Ask the lender for the exact expiry date in writing, including the time zone or end-of-day convention if stated.
  2. Tell the conveyancer and developer the date so the completion programme can be compared with it.
  3. Request the lender’s extension policy, including valuation, underwriting and income-document requirements.
  4. Obtain an updated illustration if the product, loan amount, incentive or property details change.
  5. Keep payslips, accounts, bank statements and evidence of deposit available in case a new application is required.

If the build is delayed

Contact the lender and adviser as soon as the developer moves the estimated date. Do not wait until the expiry week. Ask whether the lender will extend, reissue or require a fresh application, and whether the valuation remains acceptable for the revised specification. Your conveyancer should also confirm that the contract’s notice and long-stop provisions still protect you.

If the property or price changes

Report changes rather than assuming they are immaterial. A changed floor plan, optional upgrade, incentive or price can affect valuation, LTV, affordability and the lender’s offer. Obtain written confirmation that the revised transaction is acceptable before exchanging or completing.

Verify deposit and warranty protection

Find out who the warranty provider is, whether the seller is the registered builder and how your deposit is protected between exchange and completion. Request the warranty policy number or activation code and the documents describing cover.

NHBC guidance warns that, where the vendor is not a warranty-registered builder, a deposit may not be protected if that vendor becomes insolvent after exchange. Ask specifically whether the deposit is held in a protected account, covered by an insurance product or subject to another contractual safeguard. Do not infer protection from the presence of a warranty logo alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

NHBC also states that mortgage funds are generally not released until a cover note has been issued. Confirm with your conveyancer and lender what document is required, who obtains it and when it must be available. A missing cover note can delay completion even when the building is ready.

Questions for the warranty provider or conveyancer

  • Is the exact vendor named on the warranty documentation?
  • Does the warranty start at exchange, practical completion or another defined event?
  • What structural defects and builder obligations are covered, and for how long?
  • What exclusions or notification deadlines apply?
  • What happens to the deposit if the vendor fails before the warranty is activated?

Plan an inspection before completion

Arrange a snagging survey or inspection once the home is substantially built and before completion if the contract allows it. GOV.UK recommends considering a professional inspection, and National House Building Council guidance describes a pre-completion inspection process. Ask your conveyancer to confirm access rights, notice requirements and whether an inspection can affect the completion timetable.

Agree the defect process

  • Who records defects: you, an independent inspector, the developer’s customer-care team or all three?
  • Which defects must be remedied before completion and which can be logged for post-completion work?
  • What response and repair times apply?
  • How are unresolved defects escalated, and does the warranty provider need to be notified?
  • Can you carry out a follow-up inspection after repairs?

An inspection does not replace legal advice or the structural warranty. It gives you a documented list of visible workmanship and finish issues and a process for getting them addressed.

Compare offers on six decision axes

Axis Questions to answer Evidence to keep
Total cost What are the initial rate, fees, linked-product costs, incentives and likely follow-on cost over the period you expect to hold the mortgage? Current mortgage illustrations and fee schedules.
Payment resilience Can you afford the payment after the initial deal and during a several-month construction delay while paying other housing costs? Budget, stress-test calculations and cash-reserve plan.
Offer durability Does validity cover exchange and completion, and what is the documented extension or re-application process? Expiry date and written lender responses.
Flexibility What are the overpayment, portability and early-repayment restrictions? Product terms and charge schedule.
Contract fit Do reservation, exchange, notice and long-stop terms match the finance timetable? Reservation agreement and solicitor’s report on the contract.
Security Are deposit, warranty, client-account, cover-note and inspection arrangements documented? Warranty documents, deposit-protection evidence and inspection plan.

Score each offer against these axes using your own priorities. A product with the lowest initial payment should not win if it fails the offer-duration or cash-reserve tests.

Use independent professionals, not just the developer’s referrals

Developers often have referral relationships with mortgage advisers and legal representatives, but GOV.UK states that buyers are not obliged to use those firms. You can choose a regulated mortgage adviser who can compare products from different lenders and an independent conveyancer who will review the reservation and sale contract for your interests.

Regulated mortgage adviser

Ask how the adviser is authorised, which lenders they can consider, how they are paid, whether a fee applies if the purchase fails and how they monitor an offer approaching expiry. The FCA notes that mortgage choice involves many eligibility criteria, features and price elements; an intermediary can help compare those factors, but you remain responsible for checking that the recommendation fits your timing and budget.

Independent conveyancer

Confirm that the firm regularly handles new-build and off-plan contracts. Ask for a written explanation of the long-stop clause, notice to complete, deposit protection, service charges, estate-management obligations, specification changes and the consequences of refusing or failing to complete.

Independent snagging inspector

Choose an inspector who is independent of the developer and can attend before completion. Confirm the report format, access arrangements, follow-up inspection and how urgent defects are escalated.

Delay and failure scenarios: what to do

Scenario Immediate action Decision point
Estimated completion moves beyond the mortgage expiry Notify lender, adviser and conveyancer; request extension terms and updated timing in writing. Proceed only when you know whether the offer remains valid or a new application is affordable.
Developer asks for exchange before finance is ready Tell the conveyancer to review the deadline and all mortgage conditions. Do not exchange solely to preserve a reservation if the finance or contract protection is unresolved.
Price or specification changes Obtain revised contract documents and tell the lender. Check valuation, LTV, affordability and incentive conditions again.
Reservation period expires Ask in writing whether it can be extended and what happens to the fee. Compare the cost of losing or extending the reservation with the risk of an unsuitable mortgage.
Warranty cover note is missing near completion Ask who is responsible for obtaining it and whether funds can be released. Coordinate a new completion date; do not assume the lender will waive the requirement.
Defects remain at the inspection Send the written snagging list and agree remedy dates and escalation. Ask the conveyancer what the contract permits if defects are not resolved before completion.

Pre-book checklist

  • Get a current mortgage illustration for every offer and save the date and version.
  • Record rates, fees, incentives, linked products, LTV, payments, overpayments, early-repayment charges, portability and expiry.
  • Stress-test the budget at the follow-on rate and through a construction delay.
  • Ask the lender in writing about extensions, revaluation, fresh underwriting and specification changes.
  • Read the reservation agreement before paying and identify refund triggers and deductions.
  • Have an independent conveyancer review exchange, notice, long-stop and specification-change clauses.
  • Confirm deposit protection, vendor identity, warranty provider and cover-note requirements.
  • Agree access for a pre-completion inspection and a process for remedying defects.
  • Remember that developer-referred advisers and solicitors are optional.
  • Recheck every date, rate and lender criterion immediately before exchange and completion.

What makes an offer suitable

The suitable offer is the one that remains affordable and usable if the build programme changes, not necessarily the one with the smallest advertised rate. Choose only after the lender’s illustration, the reservation terms, the sale contract, deposit protection and warranty arrangements have been checked together. Keep independent advice in the loop from reservation through completion, because rates, lender criteria, developer terms and code requirements can change.
