How to Compare Launch Backlogs and Schedule Risk Before Booking a Satellite Launch

A public manifest is not a booking confirmation. Compare mission fit, written capacity, integration milestones, dependencies, licenses, and slip protections before choosing a satellite launch provider.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A public launch manifest can show announced missions and approximate dates, but it cannot tell you whether a provider has an unallocated slot for your satellite—or where your payload sits in a contractual queue. To judge whether a launch provider can meet your required date, compare mission fit, written capacity status, integration milestones, dependencies, licensing and contract protections using the same assumptions for every provider.

What a launch backlog can—and cannot—tell you

A provider’s public manifest is evidence of announced activity, not a live inventory of launch slots. It does not reveal how much capacity remains, your payload’s place in the queue, or how often listed dates change. Treat terms such as “NET” (no earlier than) as planning windows, not firm launch commitments. Rocket Lab’s public manifest, for example, lists completed and upcoming missions with approximate timing; that is useful context, but it does not establish a bookable date for your mission.

Demand figures need the same care. Rocket Lab said in a June 16, 2025 company release that demand for Electron exceeded 20 launches in 2025. That was a company-reported demand figure, not a count of available slots or launches completed. The release also included forward-looking-statement risks. Ask the provider to explain the status of the specific capacity it is offering rather than inferring availability from a busy manifest or a demand announcement.

Separate activity from schedule performance

Completed launches establish that a vehicle has flown; they do not, by themselves, establish whether it met customer dates. NASA records R5 launches on Transporter-15 on November 28, 2025, Transporter-16 on March 30, 2026, and Transporter-17 on July 7, 2026. Rocket Lab also lists multiple Electron missions completed in 2026. These are examples of activity, not a comparable on-time performance study.

The sources cited here do not establish a cross-provider on-time rate or average customer delay. Do not calculate one from incomplete public mission lists. If a provider quotes a performance metric, ask for its definition of “on time,” the period and mission set measured, whether re-manifested missions are included, and the underlying dated records.

Start with mission fit, not cadence or headline price

A launch date only matters if the mission delivers the satellite where it can operate. Give every shortlisted provider the same payload mass and dimensions, target orbit and inclination, deployment altitude, required insertion accuracy, and any in-space transfer requirement. Also state the separation interface, environmental limits, and the satellite’s readiness status.

NASA’s Small Spacecraft Systems Virtual Institute describes compatibility analysis and physical integration as part of the process involving brokers, integrators, and providers. Confirm who is responsible for each task and when the relevant analysis must be completed. A broker may match a customer to a launch opportunity; an integrator may conduct compatibility analysis and physical integration or supply dispenser and separation hardware; the launch provider controls vehicle operations. Do not assume one party controls every milestone.

NASA’s page, reviewed in October 2026, gives approximately $350,000 for about 50 kg as a starting price for a SpaceX Transporter rideshare. That is a published starting point, not a quote for your payload or a universal current price. A low price or frequent cadence is not useful if the delivered orbit, deployment sequence, or schedule does not fit your mission.

Compare rideshare dependencies with dedicated options

In a rideshare, a secondary spacecraft shares a launch with a primary mission or other payloads. NASA notes that the primary spacecraft can determine requirements such as orbit, schedule, and concept of operations. That can make a rideshare unsuitable if your acceptable date window or deployment needs conflict with the anchor mission.

NASA also describes dedicated rideshare missions made up entirely of small spacecraft, as well as traditional dedicated missions. These are different arrangements; ask what kind of mission is being offered rather than treating all rideshare opportunities as interchangeable.

Questions to resolve before accepting a rideshare date

  • Which primary mission or anchor payload determines the orbit and schedule?
  • Is there a minimum manifest threshold, and what happens if it is not met?
  • Can the orbit, deployment sequence, or mission design change after booking?
  • What notice will you receive if the anchor mission slips, changes, or is cancelled?
  • Who decides on rebooking, and what are the cancellation, refund, and priority terms?

Read schedules as evidence about process, not as promises

Published provider timelines can describe offerings with very different scopes and readiness assumptions. Compare what starts the clock, what ends it, and what the customer must have ready; do not compare a standard integration plan directly with an accelerated service claim as if they were the same commitment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Published timeline What it says How to use it
SpaceX Falcon User’s Guide standard schedule Contract signature at L−24 months; integration kickoff at L−22 months; mission-unique analysis complete at L−12 months; launch campaign kickoff at L−3 months; readiness review at L−2 days. Use these as milestones in that guide’s standard schedule, not as an industry average or a commitment for every mission. Ask which assumptions and customer deliverables apply to your payload.
ULA RapidLaunch ULA advertises launch as soon as three months after contract signing. This is a provider claim about its RapidLaunch offering, not a guarantee for a particular customer. Ask whether your payload readiness, licensing, orbit, vehicle, and range conditions qualify.

The SpaceX milestones illustrate why schedule exposure begins well before the launch campaign. Obtain the mission-specific integration plan and identify contract signature, kickoff, interface-control-document completion, delivery to site, readiness reviews, and customer deliverables. Ask how changes to your spacecraft or mission requirements affect those dates.

Account for licensing, range access, and mishap response

Regulatory approval and range availability are separate schedule dependencies; a provider’s advertised launch timeline does not establish that every required approval or range window is already in place. The FAA says a new launch or reentry license decision may take up to 180 days by law after the agency accepts an application. On its page reviewed in October 2026, the FAA reported an average of 93 days over the prior two years. It also says duration varies with factors including vehicle complexity, operation type, mission-profile changes, safety analyses, and application completeness.

Ask which vehicle and site license applies, whether it covers the mission profile and configuration being offered, whether modifications remain pending, and what range availability has been confirmed. The FAA says a Part 450 license can cover a portfolio of operations, different vehicle configurations and mission profiles, and multiple sites. That possibility does not establish that a particular provider’s license covers your specific mission; verify the actual coverage.

A mishap can create a different kind of uncertainty from an application review. The FAA says operator-led mishap investigations have no set completion period, and return to flight depends on FAA safety considerations. Ask how the contract handles a launch slip associated with a mishap, including rebooking priority and termination or refund rights.

Ask for written, mission-specific capacity and protections

Request a dated answer from the provider or broker that distinguishes an indicative opportunity from reserved capacity and a contractual launch window. Have the response identify what the stated date depends on, which milestones are already complete, and which customer, primary-payload, regulatory, vehicle, or range conditions could move it.

Compare Evidence to request in writing
Capacity and date quality Whether capacity is available or reserved; the date or window basis; the status of the manifest; queue or rebooking priority; and the conditions that can move the date.
Integration Mission-specific milestone plan, interface-control-document schedule, delivery-to-site date, readiness reviews, customer deliverables, and change-control rules.
Rideshare Anchor mission, manifest threshold, orbit and deployment constraints, cancellation triggers, and rebooking or refund terms.
Licensing and range Applicable vehicle/site authorization, mission-profile coverage, pending modifications, and range status.
Contract protection Reserved-capacity language, slip thresholds, notice obligations, priority for a replacement opportunity, termination rights, refunds, and remedies.
Performance claims Metric definition, dates covered, mission population, treatment of delays and re-manifesting, and supporting records.

Public materials reviewed here do not disclose customer-specific queue positions, negotiated terms, or a comparable provider delay dataset. The contract and a dated, mission-specific provider response are therefore essential evidence—not details that can be inferred from a public manifest.

Make the comparison like for like

Send each provider the same payload dimensions and mass, target orbit, date window, licensing context, readiness state, and mission constraints. Record each response beside its assumptions; a date without its dependencies is not a meaningful comparison. Evaluate the offered orbit and schedule together, then weigh the consequences of a slip against the contractual remedies and rebooking path.

Finally, distinguish promotional language from evidence. In its June 16, 2025 release, Rocket Lab founder and CEO Sir Peter Beck described Electron as offering “a tailored and responsive launch service that meets the mission requirements of satellite operators to get their satellites on orbit when they want, where they want, and on short notice.” Treat that as the company’s characterization of its service, not independent proof of punctuality.
