Compare countries with the same general-government perimeter, accounting basis and year, then report three measures together: gross interest payments as a share of GDP, gross interest payments as a share of government revenue, and an effective interest rate (EIR) calculated from accrual interest expense and a clearly defined debt stock. A debt-to-GDP ratio or a bond yield alone cannot answer how expensive government debt is.
What a meaningful cross-country comparison measures
“How much does a government spend on interest?” has several valid answers. The economy-wide burden, the pressure on the budget and the average cost of outstanding debt are different quantities. A sound comparison labels each one rather than presenting a single ranking.

| Measure | Formula | What it answers | Main qualification |
|---|---|---|---|
| Interest-to-GDP | 100 × general-government gross interest payments ÷ nominal GDP | How large the annual interest burden is relative to the economy | It is a burden ratio, not an interest rate |
| Interest-to-revenue | 100 × general-government gross interest payments ÷ general-government revenue | How much of government receipts interest absorbs | Revenue must cover the same sector and use the same accounting basis |
| Effective interest rate (EIR) | 100 × accrual interest expense ÷ specified debt stock | The average cost of the existing debt portfolio | State whether the denominator is beginning-of-period or average debt, and which instruments are included |
Use all three for each country and year. A country can have a modest interest-to-GDP ratio but a high interest-to-revenue ratio if its tax base is small. Another can have a high debt stock but a low current EIR because much of its debt was issued at older, cheaper rates.

Debt-to-GDP is a stock ratio. Interest payments are a flow over a period. The stock may have been accumulated under very different market conditions, so the flow does not mechanically follow the headline debt ratio.
Step 1: Set an identical government perimeter
For an apples-to-apples fiscal comparison, start with consolidated general government wherever data permit. This perimeter normally includes central, state or provincial, and local governments plus social-security funds, with transactions inside government consolidated so they are not counted twice.
The IMF’s World Economic Outlook (WEO) debt concept covers liabilities that require payment of interest or principal. It includes special drawing rights (SDRs), currency and deposits, debt securities, loans, insurance, pensions, standardized guarantees and other accounts payable. It excludes equity and investment-fund shares, financial derivatives and employee stock options. Record the exact perimeter used in your dataset rather than assuming that “government debt” means the same thing in every source.

Gross debt reports eligible liabilities without subtracting government financial assets. Net debt subtracts specified financial assets and is consolidated to avoid double counting. Net debt can be useful for assessing the government’s balance sheet, but it does not replace a gross-interest comparison: interest is paid on particular liabilities, not on an abstract net position. Present the debt definition beside every EIR and debt-to-GDP figure.
Central government is not general government
A central-government bond yield or interest bill cannot be compared directly with a general-government ratio without explaining the scope difference. Subnational debt, social-security funds and intra-government holdings can materially change both the numerator and denominator.
Step 2: Choose a compatible debt definition
OECD statistics illustrate why two legitimate debt-to-GDP values for the same country may differ. OECD’s D1 measure covers debt securities and loans. D4 is the broadest total-gross-debt measure. Maastricht debt is a separate European Union measure with its own instrument coverage and valuation rules. None should be silently substituted for another.

Keep the debt definition constant within a country ranking. If a source change creates a break in series, mark the break instead of presenting a false trend.
Step 3: Calculate the three core indicators
Interest-to-GDP: the economy-wide burden
Calculate 100 × general-government gross interest payments ÷ nominal GDP. Use annual nominal GDP in the same currency and period as the interest figure. For fiscal comparisons, accrual interest is generally preferable because it records the cost as it is incurred, including accrued amounts that may not yet have been paid in cash.
Do not call this percentage an interest rate. A result of 3% means annual gross interest equals 3% of GDP; it does not mean the government borrows at 3%.
Interest-to-revenue: budget affordability
Calculate 100 × general-government gross interest payments ÷ general-government revenue. This answers how much of the government’s receipts are absorbed by interest before spending on public services, transfers or investment. Use revenue for the same government perimeter and accounting basis as the numerator. A country with a narrow revenue base can face severe budget pressure at an interest-to-GDP ratio that looks moderate.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Effective interest rate: average cost of existing debt
Calculate 100 × accrual interest expense ÷ specified debt stock. OECD defines EIR as the ratio of interest payments to debt stock and estimates it under accrual accounting using a combination of data sources. State the denominator convention explicitly:
- Beginning-of-period debt: useful for debt-dynamics calculations because the interest rate applies to the stock inherited from the prior period.
- Average debt: often better when debt changes substantially during the year and a mid-period stock is available.
- End-of-period debt: easy to obtain but can distort the result when issuance is concentrated late in the year.
OECD debt-dynamics work commonly divides interest payments by the previous-period debt stock. Whichever convention you select, use it for every country and label it in the table.
Step 4: Align periods, currencies and accounting
Interest, GDP, revenue and debt must refer to the same calendar or fiscal year. Do not divide a calendar-year interest bill by a fiscal-year debt stock without an adjustment or a prominent qualification.

For percentage ratios, retain local currency: the numerator and denominator then share the same price and exchange-rate environment. Convert to a common currency only when showing absolute amounts, and document whether you used an annual average, period-end or another exchange-rate convention. OECD uses year-end exchange rates to convert country figures to US dollars in its aggregate calculations; that convention is not automatically appropriate for every country-level comparison.
Cash versus accrual interest
Cash interest records payments made during the period. Accrual interest records the cost attributed to the period, including accrued coupon and discount or premium effects under the relevant accounting framework. Mixing a cash numerator with an accrual EIR or with accrual revenue can produce a misleading ranking. If only cash data are available, label the result as cash-based and do not compare it with an accrual series as though they were identical.
Step 5: Build a reproducible calculation table
Store the source data and metadata before calculating ratios. A practical worksheet has one row per country-year:
| Field | Entry to record |
|---|---|
| Country and period | Country name plus calendar or fiscal year |
| Perimeter | Consolidated general government, central government or another defined sector |
| Debt definition | Gross or net; instrument coverage; valuation; consolidation |
| Interest expense | Amount, currency, cash or accrual basis, and source table |
| Debt stock | Beginning, average or ending stock and the same currency and definition used in EIR |
| GDP | Nominal GDP for the same period and sector-neutral currency |
| Revenue | General-government revenue for the same period and accounting basis |
| Currency treatment | Local-currency calculation or documented conversion convention |
| Source vintage | Publication or database release date |
| Estimate flag | Observed, estimated or projected |
Keep the exact dataset name, table identifier and download date in your working file. Re-running the formulas after a statistical revision should show which countries changed because of a new observation rather than a genuine economic movement.
How debt composition changes the timing of interest costs
Fixed-rate debt
Fixed-rate bonds lock in their coupon until maturity. When market rates rise, the existing portfolio does not reprice immediately; the average cost increases as old securities mature and are replaced. OECD notes that fixed-rate debt dominates in many countries and that governments rarely refinance more than one-quarter of their debt in a single year, so aggregate interest costs usually move gradually.
Floating-rate and short-term debt
Floating-rate instruments reset against a reference rate, while short-term bills mature and must be rolled over frequently. Their interest expense can respond quickly to monetary-policy changes. A country with a lower debt ratio but a large refixing share may therefore experience a faster increase in interest-to-GDP than a country with more long-term fixed-rate debt.
Inflation-linked bonds
Inflation-linked securities adjust principal, coupons or both according to an inflation index. They can raise accrual interest when inflation increases even if the policy rate has not moved by the same amount. In OECD’s 2022 example, inflation-linked bonds represented about 8% of OECD debt stock but around 30% of interest payments. That mismatch shows why debt composition belongs beside any headline EIR.

Currency composition
Foreign-currency debt introduces exchange-rate risk. A depreciation can increase the domestic-currency value of principal and interest, while a strengthening currency can have the opposite effect. Compare domestic- and foreign-currency shares before attributing a change in the interest bill solely to market yields.
Worked example: why three ratios tell different stories
The following figures are illustrative arithmetic, not data for named countries. Suppose two governments each report gross debt equal to 80% of GDP.
Recommended Free Tools
| Illustrative country | Interest expense | GDP | Revenue | Debt stock used for EIR | Interest-to-GDP | Interest-to-revenue | EIR |
|---|---|---|---|---|---|---|---|
| A | 30 | 1,000 | 500 | 800 | 3.0% | 6.0% | 3.75% |
| B | 30 | 1,000 | 300 | 800 | 3.0% | 10.0% | 3.75% |
The economies and debt stocks are identical in this simplified example, but country B devotes a larger share of revenue to interest because it collects less revenue. In a real comparison, the EIR could also differ if one country had older fixed-rate debt, a shorter maturity or more inflation-linked securities.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Interpret rankings with debt dynamics, not a universal cutoff
No single official threshold makes an interest burden unsustainable for every country. A 4% interest-to-GDP ratio can represent different risks for a high-revenue issuer with long maturities and predominantly domestic-currency debt than for a low-revenue borrower with foreign-currency liabilities and frequent refinancing.
Place the three interest measures alongside:
- nominal GDP growth and inflation;
- the primary fiscal balance;
- average maturity and the share repricing within one year;
- domestic- and foreign-currency shares;
- the investor base and rollover needs; and
- gross debt-to-GDP calculated with the same definition.
The OECD debt-dynamics framework decomposes debt changes into interest, inflation, real growth, the primary balance and stock-flow adjustments. This helps distinguish a temporary jump in interest costs from a persistent mismatch between the effective rate, economic growth and the primary balance. Any sustainability threshold should be tied to an explicitly stated scenario or model rather than presented as a universal rule.
Data sources and vintage controls
OECD
OECD Global Debt Reports, the OECD Economic Outlook, borrowing surveys and the EIR annex provide comparable information on interest expenditure, debt composition, issuance yields and methodology for many OECD members. The OECD’s 2026 report records aggregate OECD interest expenditure at 3.3% of GDP, versus a 3.4% previous-decade peak. Those figures are estimates for 2025, not final observations, and should be labeled as estimates when used.
IMF
IMF World Economic Outlook definitions and Government Finance Statistics offer broad country coverage and standardized gross- and net-debt concepts. Check whether the selected release reports an observation, estimate or projection and whether the fiscal year differs from the calendar year.
Best Value
World Bank
The World Bank’s Quarterly Public Sector Debt (QPSD) database supplies detailed quarterly public-sector debt data and metadata in standard formats. Participation and country coverage vary, so do not interpret a missing observation as zero debt or zero interest.
Different institutions may revise historical data, change coverage or publish estimates at different times. Use one source vintage for a ranking where possible, record exceptions, and display an estimate flag next to every non-final value.
Common comparison errors and fixes
| Error | Why it misleads | Fix |
|---|---|---|
| Calling interest-to-GDP an interest rate | It is a burden ratio combining a flow with GDP, not the yield on debt | Label it “interest-to-GDP” and report EIR separately |
| Mixing central and general government | Sector coverage changes both interest and revenue | Use one perimeter or show the scope in every table heading |
| Combining gross interest with net debt | The numerator and denominator answer different questions | Match gross interest to a specified gross debt stock; present net debt as a separate indicator |
| Using market yields as the portfolio’s EIR | A current bond yield applies to new borrowing, not all outstanding debt | Calculate accrual interest expense divided by the chosen debt stock |
| Mixing cash and accrual data | Payment timing can move costs between years | Use one accounting basis or clearly label the difference |
| Ignoring inflation-linked debt | Indexation can lift accrual interest independently of the policy rate | Show inflation-linked share and explain the indexation rule |
| Ranking different years | Rates, inflation, GDP and debt composition change over time | Align the country-year and identify estimates or projections |
| Converting ratios with inconsistent exchange rates | Exchange-rate choices can alter absolute amounts without changing domestic ratios | Calculate ratios in local currency and document any common-currency conversion |
A practical spreadsheet or code workflow
- Import interest expense, revenue, nominal GDP and the selected debt stock for the same country-year.
- Attach sector, consolidation, valuation, instrument and accounting-basis fields to every observation.
- Mark each value as observed, estimated or projected and store the source vintage.
- Calculate
interest_gdp = 100 * interest_expense / nominal_gdp. - Calculate
interest_revenue = 100 * interest_expense / government_revenue. - Calculate
eir = 100 * accrual_interest_expense / debt_stock, using the documented beginning or average stock. - Run validation checks for matching years, currencies, sector labels and missing values.
- Sort or chart countries only after filtering to a common definition and vintage.
- Display the definition and estimate flag beside every percentage in the published output.
If a country lacks one component, leave the ratio unreported rather than substituting a central-government or different-year value. A smaller, consistent sample is more informative than a larger sample assembled from incompatible definitions.
How to present the final comparison
A useful chart or table has, at minimum, these columns:
- country and period;
- interest-to-GDP;
- interest-to-revenue;
- EIR and denominator convention;
- gross debt-to-GDP under the same definition;
- average maturity and share refixing within one year;
- fixed, floating and inflation-linked shares;
- domestic- and foreign-currency shares;
- nominal GDP growth and inflation;
- primary balance and refinancing needs; and
- source vintage and estimate status.
Sort by the measure that answers the reader’s question. Sort by interest-to-GDP for the economy-wide burden, by interest-to-revenue for fiscal affordability, and by EIR for the average cost of the existing portfolio. Never present one sort order as a complete statement about debt risk.
Bottom line
The defensible method is to standardize the perimeter, debt definition, accounting basis, period and currency treatment before calculating anything. Report interest-to-GDP, interest-to-revenue and an explicitly defined accrual EIR together; then explain maturity, indexation, currency and refinancing exposures. That combination shows both what debt costs now and how quickly the cost could change.
