Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteCompare export markets on two questions: whether the destination is commercially attractive and practical to enter, and whether your specific product can qualify for an agreement’s tariff preference at a worthwhile net benefit. An FTA is one factor in market selection—not proof that a destination is the right choice.
Start with the export decision, not the agreement list
Before comparing agreements, define the decision you need to make. Record your exporting country, product and likely HS classification, candidate destinations, sales model, existing or planned markets, and constraints such as distribution, compliance capacity, or delivery requirements. Without those details, there is no sound basis for ranking countries or estimating savings.

The tools linked below are from the U.S. International Trade Administration (ITA) and are intended for U.S. exporters and U.S. agreements. Exporters elsewhere should use their own government’s official tariff and origin resources, together with the destination customs authority’s current schedules and procedures.

Screen for customer demand, growth potential, sector opportunity, logistics, regulatory quality, and business conditions. The ITA’s Market Diversification Tool compares potential markets using exporter inputs and market indicators. Its rankings are a screening aid, not a final investment decision; review the indicator descriptions to understand what the scores represent.
#1 Best Overall
For a closer look at a shortlisted destination, consult the ITA’s Country Commercial Guides starting point for country conditions, opportunities, regulations, and business customs. Treat those guides as an entry point: product, sector, and local compliance requirements may need separate verification.
Check the tariff for your product and shipment date
First establish the product’s HS classification. Then compare the destination’s current or applied tariff with the preferential rate available under the relevant agreement for that exact tariff line. Broad averages can help screen markets, but they do not establish what a particular shipment will face. Check any staged reductions and the dates they take effect.
For U.S. exporters, the ITA’s FTA Resources Toolbox includes resources for checking preferential rates and future reductions. Confirm rates and effective dates against current official tariff information for the destination and planned shipment date.
Confirm that the product qualifies for the preference
An agreement’s tariff preference is conditional. The product must meet the applicable product-specific rule of origin, which can depend on its materials and production steps. Requirements vary across products and agreements; goods made with inputs sourced from several countries may take additional analysis.
The ITA’s Identify and Apply Rules of Origin resource and its Trade Agreements page describe ways to review origin rules and certification procedures. Check what evidence must be kept and whether suppliers can provide the necessary input information. If eligibility is uncertain, the ITA says the destination customs authority may offer a binding advance ruling mechanism under FTAs.
Include the cost of using the agreement
A tariff difference is not the same as a net saving. Estimate the work and risk involved in classification, origin analysis, supplier records, certification, and customs administration, then compare those costs with the expected preference benefit and sales opportunity.

- As a day trader, you can live and work anywhere in the world. You can decide when to work and when not to work.
- You only answer to yourself. That is the life of the successful day trader. Many people aspire to it, but very few succeed. Day trading is not gambling or an online poker game.
- To be successful at day trading you need the right tools and you need to be motivated, to work hard, and to persevere.
Stress-test the comparison: would the destination still be attractive if the preference were smaller than expected, took effect later, or could not be claimed because the product failed its origin rule? This helps distinguish a market that works commercially on its own from one whose appeal depends on a tariff advantage you may not be able to use.

Consider agreement provisions beyond goods tariffs
Depending on your business model, provisions concerning services, intellectual property, investment, standards, or government procurement may affect the choice. The ITA’s Free Trade Agreements Help Center describes these as potential agreement benefits. Their relevance varies: assess only the provisions that matter to your sector and planned activity.
Best Value
Use a like-for-like comparison to choose a shortlist
Once you have real candidate destinations, compare the same factors for each. Keep product, shipment timing, and assumptions consistent so a favorable result in one column does not conceal a weakness in another.
| What to compare | What to check | Why it matters |
|---|---|---|
| Demand and opportunity | Market size, growth, customer fit, and sector prospects | A large preference has limited value if demand is weak or hard to reach. |
| Tariff benefit | Current or applied rate versus the applicable preferential rate for the product and date | Headline rates and averages may not match the product’s tariff line. |
| Origin eligibility | Product-specific rule, inputs, production steps, and required evidence | The preference depends on qualifying and supporting the origin claim. |
| Implementation burden | Classification, records, certification, customs steps, and compliance effort | Administrative cost can reduce or outweigh practical savings. |
| Other agreement provisions | Relevant services, investment, IP, standards, or procurement terms | Potential value depends on sector and business model. |
| Operating conditions | Logistics, regulation, business customs, and destination-specific requirements | An agreement does not remove market-entry friction. |
Use the shortlist to decide which markets deserve deeper commercial and compliance diligence. Recheck official tariff rates, origin provisions, and procedures for the intended shipment date before committing: these can change, and no general market tool establishes a company’s actual duty savings or qualification.
