There is no defensible all-purpose ranking of fifth-generation fighters from the public evidence discussed here. Start with the mission and exact aircraft variant, then compare only figures measured on compatible terms. U.S. Air Force descriptions frame the F-22 around air dominance and a combination of stealth, supercruise, maneuverability and integrated avionics; they describe the F-35 around stealth, situational awareness and multirole operation. Those are statements of service priorities, not results from a common head-to-head test.
What does “fifth generation” mean in a comparison?
Stealth is important, but it is not a complete definition of a fifth-generation fighter. In a 2012 U.S. Air Force article, then-Lt. Gen. Herbert J. “Hawk” Carlisle said, “It’s not just about stealth.” He also emphasized fused systems and networking across a force. The article described generation-level attributes including maneuverability, multirole capability, fused sensors and avionics, and communication with other weapons systems. These are useful historical statements of Air Force thinking, not current test results or a scoring standard that lets readers rank aircraft.

A comparison should therefore ask what a fighter is designed to do, how it combines information and operates with other forces, and what the available evidence actually measures. A capability claim from an air force or manufacturer can explain design intent; it does not by itself establish superiority in combat.
Which aircraft and mission are being compared?
Define the mission before deciding what “better” means. Air superiority, strike, carrier operations and expeditionary basing place different demands on aircraft. A platform optimized around one set of requirements may not be the better choice for another mission or operating environment.

F-22 and F-35 are not interchangeable examples
U.S. Air Force descriptions emphasize the F-22’s air-dominance role and its combination of stealth, supercruise, maneuverability and integrated avionics. The service describes the F-35 in terms of stealth, situational awareness and multirole operation. These descriptions establish different emphases, not a complete list of either aircraft’s capabilities or a direct verdict between them.
Name the F-35 variant
The F-35 comes in three variants with distinct operating requirements: the F-35A uses conventional takeoff and landing; the F-35B is designed for short takeoff and vertical landing; and the F-35C is suited to carrier operations. A range or cost figure without the variant can mislead, because a number for one version should not be transferred to another. Basing requirements also matter when assessing which aircraft fits a mission.
How should stealth be compared?
Low-observable design is a defining capability in this discussion, but public descriptions do not provide comparable signature figures for the F-22 and F-35. Without equivalent, authoritative measurements and the conditions under which they were obtained, a precise stealth ranking—or a specific radar-cross-section claim—would be unsupported.

What do public descriptions establish about sensors?
The F-35 fact sheet describes a sensor package that gathers, fuses and distributes information, and identifies an internal electro-optical targeting system (EOTS). The Air Force’s F-22 description highlights integrated avionics. Separately, the U.S. Government Accountability Office (GAO) described the F-35’s low-observable technology as integrated with advanced sensors and computer networking in its May 2024 report.
These descriptions support discussion of integration and intended functions. They do not provide a matched quantitative comparison of sensor performance, nor do they show that one jet “sees farther” than the other. To substantiate that kind of claim, a comparison would need compatible measures, test conditions and aircraft configurations; those are not provided by the public descriptions cited here.
How far can an F-35 fly?
A range number only answers a useful question if it names the F-35 variant and the kind of range being measured. Combat radius and ferry range are different measures. Fuel, weapons load, flight profile and assumptions about refuelling or other support also affect what a figure means. The cited public sources do not provide a matched range comparison across these aircraft, so they cannot establish a cross-fighter range ranking.
When you encounter a published figure, check that it identifies the variant, measure, load and profile before comparing it with another aircraft’s number. If those assumptions are missing or differ, treat the figures as non-comparable rather than as evidence that one fighter has more useful reach.

How much does an F-35 cost?
There is no single F-35 “cost” figure: a unit procurement price, an acquisition-program total, modernization spending and sustainment costs answer different questions. The GAO figures below are dated program-level estimates or findings, not current unit prices. They are not an apples-to-apples cost comparison with another fighter.
| Figure | What it describes | How to interpret it |
|---|---|---|
| More than $428 billion | GAO’s May 2020 estimate of total F-35 acquisition cost, including planned U.S. procurement of 2,470 aircraft through FY2044. | A dated program estimate, not the price of one aircraft. GAO said modernization costs contributed to a reported increase. |
| $209 billion above the original plan | GAO’s May 2024 report on the F-35 program’s cost relative to its original plan. | A program-accounting comparison reported in that document, not a per-aircraft overrun or price. |
| $1.8 billion | The TR-3 modernization suite figure described in GAO’s May 2024 report. | Modernization context, not the total cost of the F-35 program or an individual aircraft. |
GAO’s May 2024 report also said that more than 990 F-35s had been delivered to U.S. services, partner nations and foreign military sales customers. That is a cumulative delivery count as of the report, not a current fleet inventory. The same report discusses ongoing modernization and program schedule and cost challenges; those oversight findings describe acquisition and delivery issues, not a direct ranking of operational capability.
For any cost comparison, first establish whether both numbers cover the same things and period: aircraft procurement, the wider acquisition program, upgrades, sustainment or lifecycle costs. A unit price and a multidecade program total should never appear as though they were competing prices for the same product.

The cited material supports a broad comparison of U.S. Air Force descriptions and F-35 program oversight, not a global fighter league table. It does not establish matched combat radius or range figures, a precise stealth ranking, a quantitative sensor comparison or current aircraft-by-aircraft lifecycle costs. That absence in these sources is not proof that no relevant data exists; it means those claims cannot be established from the public evidence cited here.
A sound comparison can still be useful: state the mission, name the aircraft and variant, distinguish service descriptions from measured evidence, and use cost figures only when their accounting boundaries match. Where the public evidence does not support a numerical ranking, leave the ranking unresolved.
