Start with your own usage, compare each offer’s full bill calculation, and check the contract terms. Because tariffs, protections and comparison tools vary by location, use the rules and official tools for your country or utility.
What to collect before comparing plans
Find a recent electricity bill and, if possible, your usage history for a full year. Record the kWh used in each billing period. If your bill or utility portal provides usage by time of day, save that too. A full year is especially useful if heating or cooling causes large seasonal swings; a single mild-weather bill may not represent your normal costs.

Also note your current plan and bill components. In some markets, the amount charged for electricity is only one part of the bill: fixed supply or service charges, delivery charges and other regulated components may be listed separately. Whether a retailer can change a charge or how it is calculated depends on local rules.

Understand how each tariff charges for electricity
Tariff names describe how usage is priced, not whether a plan will be cheaper for you. Check the actual rates, time periods, thresholds and fees in the offer.

| Tariff structure | How it works | What to check |
|---|---|---|
| Flat or single-rate | The usage rate is the same regardless of when electricity is consumed. | Confirm whether the rate applies to all usage and whether a separate fixed charge is added. |
| Block or tiered | The usage rate changes after consumption passes one or more thresholds in the billing period. | Find the threshold, how usage is counted, and whether the threshold changes by season or other local conditions. |
| Time-of-use | The usage rate varies by the time electricity is consumed. | Check the exact peak, off-peak and other periods, including any weekday, weekend or seasonal schedule. |
For example, Ontario’s regulated residential Tiered plan uses a threshold of 1,000 kWh in winter (November 1–April 30) and 600 kWh in summer (May 1–October 31), according to the Ontario Energy Board’s plan guidance. Those thresholds apply to Ontario’s plan, not to households generally.
Estimate the bill for each offer using the same usage
Apply your own consumption to each plan’s pricing rules for the same billing periods. Include the recurring supply or service charge and any other offer-specific recurring fee. For time-of-use plans, use your time-of-day usage if available; for tiered plans, apply the relevant thresholds to the usage in each billing period. This makes the comparison more meaningful than comparing a single rate or a generic average.

- Choose a representative period. Use a full year when seasonal use matters, or a recent period if your circumstances have changed and it better represents future use.
- Apply each plan’s usage rates. Use the actual time periods or thresholds in the offer rather than assuming one rate applies to every kWh.
- Add fixed and recurring charges. Include supply or service charges and recurring fees. Keep other bill components in view where they differ between offers or are calculated separately.
- Use a local official comparison tool when available. In Ontario, the OEB provides a bill calculator and rate information. Australian government guidance directs consumers to official comparison resources; check the current tool for your location.
For an Ontario-specific billing distinction, the OEB says regulated Time-of-Use, Ultra-Low Overnight and Tiered prices include an estimate of the Global Adjustment, while customers on a retailer contract pay their share of Global Adjustment in addition to the contract price. Do not assume this treatment applies outside Ontario; see the OEB’s electricity-rate explanation.
Compare the contract, not just the rate label
Before switching, read the offer and identify how long its price lasts, whether and how it can change, who qualifies, and what happens when an introductory period ends. Check discount conditions, cancellation or exit costs, and any other fees. A fixed price can provide certainty for its stated term, but it does not establish that your total bill will be lower. Singapore’s Energy Market Authority likewise advises consumers to understand a retailer plan’s terms and use the official comparison tool where appropriate in its retailer guidance.

Compare a retailer contract with the applicable utility or regulated alternative, not with a rate from a different region or an outdated offer. The Ontario Energy Board recommends comparing contract offers with utility charges and understanding the agreement before signing; consult its energy-contract guidance. Australian consumers can also consult the ACCC’s information on electricity prices and plans for comparison prices and usage or payment conditions.
Match the plan to how your household uses power
A time-of-use plan may work better when you can shift a substantial share of consumption to lower-priced periods. A single-rate option avoids having to track the clock, while a tiered plan makes the amount used in a billing period important. Consider your household’s actual flexibility and routines rather than choosing based on the plan name. Ontario’s regulator describes its regulated TOU, Ultra-Low Overnight and Tiered options as recovering the same forecast average cost of supply for a typical consumer; that statement concerns those Ontario plans and does not predict an individual household’s bill.

- Consider a time-of-use offer if you can move substantial electricity use to its lower-priced periods and have usage data that lets you estimate the effect.
- Consider a flat-rate offer if you value a consistent usage price regardless of time and the full bill estimate compares favorably.
- Consider a tiered offer if your expected consumption and the plan’s thresholds produce an attractive total under your actual billing pattern.
- Weigh certainty against flexibility. A fixed contract price offers rate certainty only as described in its terms; it is not a guarantee of lower total charges.
A final check before you switch
Before agreeing to a plan, confirm that your estimate uses the same consumption profile and comparison period across offers. Check the price schedule, recurring charges, eligibility, discount conditions, term, rate-change rules and exit terms. Then verify that the offer is currently available in your service area and review the final bill calculation through your local regulator, utility or government comparison resource where one is provided.
