A low piece price or high reported margin should not win if the supplier cannot fund inventory, sustain yields or ship on the dates your customers require.
Build the comparison from site-level evidence, not a corporate brochure: three years of financial statements, product and process quality trends, purchase-order and receipt history, a capacity ramp plan, and a transparent landed-cost model. Set thresholds to your product’s failure cost and regulatory obligations; there is no universal “good” contract-manufacturer margin, defect rate or OTIF percentage.

Start with a common evidence package
Give every bidder the same demand forecast, product specifications, service-level obligations, expected launch date, payment assumptions and required qualifications. Ask for evidence for the proposed manufacturing site and product family, rather than accepting group-wide averages that may hide a weak or overloaded facility.
Request these documents before scoring
- Three years of audited or management financial statements, with segment and proposed-site information where available.
- Debt maturities, covenant headroom, revolver availability, capex commitments and customer concentration.
- Backlog, receivables ageing, inventory turns and ageing, payables terms and customer advances.
- A quote that separates piece price, tooling, engineering changes, inspection, freight, duties, inventory buffers, payment-term effects, scrap, rework, expedites, warranty and transition costs.
- Product-level defect PPM, first-pass yield, customer escapes, returns, warranty, CAPA ageing, audit findings, change-control history, traceability and test-method validation for the last 12–24 months.
- Purchase-order and receipt history showing on-time delivery, in-full performance, lead-time variance, fill rate, expedites and premium freight.
- Site capacity, bottleneck equipment, staffing assumptions, planned maintenance, qualification-lot timing and a disruption-recovery plan.
- Business-continuity, cyber-security, insurance, sanctions-screening, subcontractor, tooling-ownership and intellectual-property controls.
Require definitions for every KPI. “On time” might mean the committed purchase-order date or the scheduled shipping date; “defect” might be an internal nonconformance or a customer escape. You cannot compare numbers calculated on different bases.

Evaluate margins and total economics
Check whether the award is financially proportionate
Calculate the turnover ratio as bidder annual revenue ÷ expected annual contract value. UK Government supplier-assessment guidance uses this test to identify awards so large relative to a bidder that delivery could become difficult. A low ratio means your program would consume a large share of the supplier’s business and deserves deeper capacity and liquidity scrutiny.
Calculate operating margin = operating profit ÷ revenue. The UK Government defines this ratio and notes that a higher result generally indicates more sustainable operations, while a low or negative result can indicate sustainability concerns. Compare the proposed site and segment, if disclosed, rather than relying only on consolidated corporate margin.
Also calculate free cash flow to net debt. UK Government guidance describes this as the share of debt that could be repaid in one year if all free cash flow were used for repayment. A strong accounting margin with weak free cash flow may indicate that receivables, inventory or expansion spending are consuming cash.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesReconcile profit to cash
Bridge operating profit or EBITDA to cash from operations, capital expenditure and working-capital movements. Challenge margins that depend on aggressive utilization, unconfirmed price increases, unusually low scrap, customer prepayments or capitalization of costs. Ask management to explain any material gap between earnings and cash generated.
Use the same bridge for the proposed program. Identify the cash required for tooling, validation, qualification lots, raw-material purchases, safety stock, ramp staffing and payment terms. A supplier that needs customer advances to fund ordinary production may be vulnerable when demand or schedules change.

Build a total-landed-cost model
| Cost element | What to verify |
|---|---|
| Piece price | Volume tiers, minimum order quantities, escalation clauses and included operations. |
| Tooling and engineering | Up-front charges, maintenance, engineering-change rates and who owns the tools. |
| Quality and inspection | Incoming inspection, testing, validation, documentation and release costs. |
| Logistics and duties | Freight mode, packaging, customs duties, brokerage, insurance and fuel surcharges. |
| Inventory and payment terms | Safety stock, consignment, lead-time buffers, working-capital charges and early-payment discounts. |
| Failure and transition | Scrap, rework, warranty, premium freight, expedites, line stoppages, dual running and qualification at launch. |
Rank suppliers on expected total landed cost and downside exposure, not the quoted piece price alone. Put a monetary value on missed-customer penalties, emergency freight and lost sales where your contracts make those consequences measurable.
Use published figures as context, not a target
West Pharmaceutical Services reported that its Contract-Manufactured Products gross-profit margin decreased by 1.0 percentage point in 2025, primarily because of increased production costs, partly offset by price increases. That disclosure illustrates how input costs can compress margins; it does not establish a target margin for another industry or supplier.

Measure the cash-to-cash cycle
Request receivables ageing, inventory turns and ageing, payables terms, customer advances, capex commitments and cash conversion by site or segment. Ontario’s food-manufacturers’ playbook defines the cash-to-cash cycle as the time from buying inputs until the customer pays for the goods. Procurement, quality release, maintenance, processing, sales terms and collections can all lengthen it.
Compare the supplier’s cycle with your payment terms and the inventory buffer needed to protect your service level. A long cycle can force expensive borrowing even when the income statement shows a profit.
Model three demand cases
- Base demand: use the agreed forecast, normal scrap and the planned safety-stock level.
- Rapid ramp: increase volume to the launch or peak requirement and include extra labor, overtime, tooling, qualification lots and working capital.
- 20–30% volume drop: test fixed-cost absorption, minimum-volume commitments, excess-material liability and the supplier’s ability to remain solvent without your forecast.
Ask for the cash balance, available revolver and covenant headroom in each case. Include the timing of customer payments, supplier deposits and inventory release; a monthly cash view is more revealing than an annual average.

Verify quality with trend evidence
Use product-level KPIs
Request at least 12–24 months of monthly data for the relevant product family and site:
- Defect PPM: rejected parts divided by parts shipped, multiplied by 1,000,000.
- First-pass yield: units that pass without rework divided by units entering the process.
- Customer escapes, returns and warranty: defects that passed internal controls and their field impact.
- CAPA ageing: open corrective and preventive actions by age, severity and overdue status.
- Specification compliance and audit findings: failures by requirement, recurrence and closure evidence.
- Traceability and test-method validation: ability to link material, process, operator, equipment and test results to each lot.
ISM identifies defect rate, return rate and specification compliance as supplier KPIs, alongside order accuracy and cost variance. Hendrickson’s supplier portal similarly combines PPM with delivery, lead time and fill rate in an overall rating. Use the definitions supplied by each source, then normalize them before comparing bidders.
Audit the evidence behind certificates
Certificates are entry evidence, not proof of ongoing performance. Verify certificate scope, issuing body, covered site, expiry date and open findings. Sample production records, batch release files, calibration records, change notices and closed corrective actions. Speak with references for comparable products and ask specifically about escapes and recovery behavior, not just average PPM.
Measure delivery reliability and usable capacity
Define OTIF precisely
Calculate OTIF (on time and in full) against the committed purchase-order date and quantity. Report line-level and order-level results separately: one late line can make an order-level shipment late even when most units arrived. Track on-time percentage, fill rate, average lead time, lead-time variance, schedule adherence, backlog, expedites and premium freight.
Ontario guidance defines on-time performance against the scheduled shipping date and warns that failures can cause lost sales, penalties, overtime, emergency freight and longer cash-to-cash cycles. ISM provides formulas for on-time delivery, lead time, order accuracy and related measures. Agree in writing which date, quantity tolerance and partial-shipment rule apply.

Demand demonstrated capacity, not a promise
Ask the candidate to show available hours at the proposed site, bottleneck equipment, current loading, staffing assumptions, planned maintenance and the qualification-lot schedule. Require a weekly ramp plan that shows capacity, yield assumptions, headcount, supplier lead times and named escalation contacts. Include recovery time after a machine failure, labor shortage, utility outage or material delay.
Separate theoretical equipment capacity from qualified, yield-adjusted capacity. A line that can run 10,000 units technically may have far less shippable capacity after changeovers, preventive maintenance, inspection and expected scrap.
Assess resilience, control and governance
Map single-source materials, processes and tooling. Ask how long an alternate source or alternate site would take to qualify, what inventory is needed during the transition and who pays for the qualification. Review geographic and logistics concentration, critical-subcontractor dependence, business-continuity and disaster-recovery plans, cyber controls, insurance, sanctions exposure, tooling access and intellectual-property protections.
Philips describes considering quality, on-time delivery and cost in partner selection and using multi-sourcing to improve resilience. SEC-filed company disclosures routinely warn that dependence on third-party manufacturers reduces control over quality assurance, cost, supply and timing; delays, capacity constraints or quality problems can impair shipments and financial results. Treat those risks as contractual and operational issues, not merely procurement checkboxes.
Apply fail gates before weighted scoring
Do not let a high score in one category offset a disqualifying weakness. Stop or condition the bid when any of these gates fails:
Best Value
- Regulatory non-compliance, expired authorization or an audit finding that cannot be contained.
- Unresolved critical CAPA, inadequate traceability or unvalidated test methods.
- Inability to demonstrate qualified capacity for the required ramp and recovery time.
- Financial distress that threatens continuity, including covenant breach, unavailable liquidity or dependence on unsustainable advances.
- Unacceptable control of tooling, data, subcontractors or intellectual property.
Document the evidence, owner and remediation deadline for any conditional pass. A supplier should not receive weighted points for promises that are prerequisites for eligibility.
Score the survivors with a transparent model
A practical starting allocation is financial sustainability 25%, total cost and cash impact 20%, quality 25%, delivery 20% and resilience/governance 10%. These are editorial starting weights, not a universal benchmark. Increase quality and resilience weights for safety-critical or highly regulated products; increase cash and delivery weights when working-capital or service penalties dominate.
| Axis | Evidence | Example calculation |
|---|---|---|
| Margin and cost | Site P&L, quote and landed-cost bridge | Operating margin; cost variance |
| Cash flow | Cash-flow statement, ageing and inventory | Free cash flow to net debt; cash-to-cash days |
| Quality | PPM, escapes, CAPA and audits | Defects per million; first-pass yield |
| Delivery | PO and receipt history; capacity plan | OTIF; lead-time variance; fill rate |
| Resilience | Alternate sources, continuity plan and concentration | Recovery time; single-source exposure |
Use a consistent scale, such as 0–5, for each submetric. Record the raw value, definition, period, site, source document and assessor. Convert each subscore to the agreed weight, then add the weighted results. Keep a separate confidence rating: a supplier with excellent claimed performance but incomplete evidence should not tie one with independently verified records.
Run the comparison as a controlled process
- Define failure costs and obligations. List regulatory requirements, customer penalties, maximum tolerable downtime, warranty exposure and cash limits.
- Issue one data request. Provide identical forecasts, specifications, delivery calendars and KPI definitions.
- Normalize the economics. Build the landed-cost bridge and reconcile profit, cash flow, working capital and capex.
- Validate operations. Audit the proposed site, sample records, inspect bottlenecks and test the ramp assumptions.
- Apply fail gates. Remove or condition candidates with critical compliance, quality, capacity or liquidity problems.
- Score and stress-test. Run the base, rapid-ramp and 20–30% decline cases; show how rankings change.
- Negotiate controls. Put KPI definitions, reporting cadence, audit rights, CAPA deadlines, capacity reservations, notification periods and recovery obligations in the contract.
- Set monitoring triggers. Define thresholds for deteriorating PPM, OTIF, cash, backlog, covenant headroom, lead time and single-source exposure.
Questions to ask each finalist
- Show site-level operating margin and cash from operations for the last three years, and reconcile profit to cash.
- What share of revenue would our award represent, and what qualified capacity remains after our ramp?
- Provide monthly OTIF, fill rate, lead-time variance, premium freight and backlog for comparable programs.
- Provide PPM, first-pass yield, escapes, CAPA ageing and audit findings by product family and site.
- Which materials, processes or tooling are single-sourced, and how long would alternate qualification take?
- What inventory and payment terms would be required, and how would they change our cash-to-cash cycle?
How to choose between a low quote and a high-margin supplier
Choose the supplier with the strongest risk-adjusted economics, not automatically the lowest quote or the highest reported margin. A low quote can become expensive through scrap, rework, warranty, premium freight, safety stock, transition costs and missed-customer penalties. A high margin can reflect customer prepayments, optimistic utilization or underinvestment that later harms quality and delivery.
Prefer a bidder that can demonstrate repeatable quality, enough qualified capacity, resilient sourcing and cash generation under stress. If a cheaper supplier is otherwise viable, use the evidence to negotiate corrective actions, dual sourcing, inventory protection or milestone payments; do not waive a fail gate to preserve a nominal price advantage.
Set targets for your product, not an internet average
No cross-industry published statistic establishes one correct contract-manufacturer margin, defect rate or OTIF target. Set thresholds from the product’s failure cost, regulatory requirements, customer commitments, process capability, volume and geography. Document why each threshold is appropriate and revisit it when the design, forecast, site or risk profile changes.
Your final decision record should preserve the evidence pack, calculations, assumptions, stress-case outputs, unresolved actions, contract protections and monitoring plan. That record lets procurement, engineering, quality, finance and operations reach the same decision and makes the comparison auditable when conditions change.
