Get at least three written, itemised quotes based on the same drawings, specification and assumptions. Compare what each builder will actually do—not just the headline total—including VAT, provisional sums, exclusions, programme, payment stages, insurance, warranty and the process for approving variations.
A low figure can omit VAT, scaffolding, waste removal, certification or essential repairs. For an extension, new build or project with uncertain existing conditions, an independent Chartered Quantity Surveyor or Building Surveyor can prepare a cost plan and tender comparison before you appoint a contractor.

Start with one identical scope for every builder
Quotes are only comparable when contractors price the same work. Give each bidder the same drawings, room dimensions, specification, finish schedule and site information. Ask them to return the document with each item marked as included, excluded, an allowance or requiring clarification.
Prepare a written work schedule
Break the project into packages rather than asking for a single figure for “the renovation” or “a new roof”. A useful schedule covers:

- Internal plastering, flooring, tiling, sanitaryware, joinery, doors, kitchen and decoration.
- External works, paths, walls, drainage connections, landscaping and reinstatement.
- Testing, commissioning, certificates, cleaning, waste disposal and handover.
Specify products or performance requirements where they affect price. “Windows” is not a sufficient description if one bidder assumes basic units and another prices high-performance triple glazing. Identify sizes, energy performance, finishes, sanitaryware standard, flooring type, kitchen appliances and decoration level.
Give bidders the same assumptions
State who will provide drawings, structural calculations, planning information, building-control services, utility details, parking and storage. Describe access restrictions, working hours, occupied rooms, neighbouring properties and any known defects. If surveys have identified asbestos, poor ground, rot, defective wiring or drainage problems, include the findings rather than leaving each builder to make a different assumption.
Issue clarifications in writing
Keep one question-and-answer log and send every answer to every bidder. An informal explanation given to one contractor can otherwise become a scope difference that is discovered only after work starts.
What a complete Irish building quote should contain
CheckIreland’s consumer checklist says a quote should be written and itemised, state VAT, dates and warranty, show insurance and relevant registrations, and identify exclusions such as scaffolding, skips, making good and certification. Use that as a minimum, then require the following detail.
Price basis and validity
The first page should state a fixed total or explain precisely how the price will be calculated. It should identify the currency, the quote date, how long the offer remains open and whether materials are fixed, subject to supplier increases or charged at cost plus a margin. A “budget estimate” is not equivalent to a fixed-price quotation; label the document accurately.
Line-by-line scope
Each work package should have a description, quantity or measurement where practical, labour, materials, plant and subcontractors. Require the builder to state whether the line is included in the total or priced separately. Vague phrases such as “complete to standard” make later disputes likely because the parties may have different ideas about the standard.
VAT treatment
Revenue identifies construction, extension, alteration and demolition, together with building, electrical, plumbing, heating, painting, roofing and flooring, as construction services. It says the reduced VAT rate generally applies, subject to the specific service and contract structure. Your quote should therefore state:

- Whether the displayed total includes VAT.
- The VAT rate used and the amount of VAT.
- The contractor’s legal name, VAT registration details and invoice basis.
- Whether different parts of the work are treated differently for VAT.
Do not compare a VAT-inclusive quote with a VAT-exclusive quote. If a contractor is not registered for VAT, ask how that affects invoices and whether any subcontracted work is priced on a different basis. Confirm the treatment with Revenue or your tax adviser when the project has unusual contract or supply arrangements.
Provisional sums and prime-cost allowances
A provisional sum is an allowance for work whose extent is uncertain, such as repairs revealed after opening-up. A prime-cost allowance is an amount set aside for an item you will select, such as sanitaryware or tiles. The quote must show each allowance, the assumptions behind it and the builder’s fee or percentage for handling a difference.
An allowance is not a guaranteed final price. Ask what happens if the actual cost is lower or higher, who approves the choice and whether delivery, installation and waste are included. Two apparently similar totals can have very different levels of risk if one contains large allowances and the other contains firm prices.
Explicit exclusions
Require a separate exclusions list. Common omissions include design and professional fees, planning and building-control charges, Assigned Certifier or Building Control (Amendment) Regulations roles, utility connections, scaffolding, skips, waste disposal, testing, certification, temporary works, landscaping, protection of existing finishes and redecoration after repairs.
“Excluded” does not mean unnecessary. It means you must assign responsibility and obtain a separate price or allowance before signing.
Programme and access assumptions
Obtain a proposed start date, completion date, working-day or calendar-day basis, key milestones and the events that permit an extension of time. The quote should explain what happens when access is delayed, information is late, weather prevents work or a client decision changes the sequence. Require prompt written notice of a delay and a revised programme rather than accepting an open-ended completion date.
Payments, retention and snagging
Payments should be tied to measurable completed stages: for example, an agreed stage after foundations, another after the structure is weather-tight and later stages after services, finishes and handover. The schedule must state the deposit, amount of each stage, invoice evidence and payment period. Avoid paying the full price before completion. If retention or a snagging holdback is proposed, define the percentage, release conditions and process for listing and correcting defects.

Warranty, insurance and variations
State the workmanship warranty or guarantee, its duration, exclusions and claims process. Identify who carries public liability, employer’s liability, contract works and existing-structure insurance, and request current certificates. Variations should require a written description, price or pricing formula, programme effect and client approval before the extra work is ordered, except for urgent measures needed to protect health or property.
Normalise the numbers before choosing a quote
Create a comparison worksheet with one row for every work package and one column for each contractor. Add columns for the quoted amount, VAT basis, allowance or provisional-sum value, exclusions, programme and clarifications. Mark every line as included, excluded, allowance or unclear, then send all “unclear” entries back to the bidder for a written answer.
| Comparison field | What to align | Why it changes the real cost |
|---|---|---|
| Scope | Identical drawings, specification, quantities and finish schedule | A shorter scope can make a quote look cheaper while leaving essential work to be priced later. |
| VAT | Included or excluded status, rate used and invoice basis | A VAT-exclusive total cannot be compared directly with a VAT-inclusive total. |
| Allowances | Prime-cost items, provisional sums, assumptions and builder’s margin | Large allowances transfer price risk to the client. |
| Site logistics | Access, parking, carrying distances, protection, scaffolding and temporary facilities | Unpriced logistics commonly become variations once the site is active. |
| Waste and making good | Skips, disposal fees, cleaning, plaster repairs, painting and reinstatement | Removing the old work without restoring adjacent areas leaves a substantial unfinished cost. |
| Programme | Start, completion, milestones, access assumptions and delay notices | Longer occupation, storage or temporary accommodation can increase household costs. |
| Payment risk | Deposit, stage evidence, retention and final account procedure | Heavy up-front payments expose you if the contractor stops work. |
| Professional and compliance services | Design, planning, building control, certification, testing and utility connections | These services may sit outside the builder’s total even though the project cannot lawfully or practically finish without them. |
Investigate both the highest and lowest quote. The highest may include difficult access, better specifications or realistic allowances. The lowest may omit VAT, waste, certification or work hidden inside another package. Ask every bidder to explain significant differences in writing rather than pressuring all prices toward the lowest number.
Where hidden costs usually appear
VAT ambiguity
A quote that says “€X plus VAT” is not a final project price. Ask for the VAT amount and the rate used on each relevant category. Revenue’s treatment depends on the service and contract structure, so retain the contractor’s registration details and check unusual arrangements before signing.
Different interpretations of the same job
“Replace the roof” could mean only new tiles, or it could include stripping, felt, battens, insulation, flashings, gutters, scaffolding, protection, disposal and internal making good. Your schedule must name each component and state the quality and quantity expected.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteDefects discovered after opening-up
Rot, poor ground, defective wiring, asbestos, inadequate drainage and structural defects may not be visible at quotation stage. Ask what investigation has been done, what allowance is carried and how a newly discovered condition will be evidenced. A defensible variation includes photographs, a description of the condition, labour and material costs, and the effect on completion.
Access and site logistics
Restricted gates, long carrying distances, lack of parking, shared access, occupied rooms and neighbours can require extra labour, protection, deliveries or temporary facilities. Have the contractor inspect the site and list these assumptions. If scaffolding, hoarding, welfare facilities or temporary accommodation are excluded, obtain separate prices before accepting the headline total.

Professional and compliance costs
Design revisions, planning applications, building-control work, Assigned Certifier or BCAR roles, structural calculations, testing, commissioning, certificates and utility connections may be outside the construction quote. Put one named party beside each responsibility and record the fee or allowance. A project can be physically complete yet unable to close out without the required certification.
Waste and reinstatement
Ask who supplies skips, pays disposal charges and sorts regulated waste. Confirm whether the price includes protection of retained areas, removal of dust, plaster repairs, repainting, replacement of disturbed paving and final cleaning. “Clean site” should be defined rather than assumed.
Specification drift
Upgraded windows, tiles, sanitaryware, doors, kitchens, appliances and finishes are common sources of variations. Freeze a selection schedule with model, size, finish, quantity, delivery and installation responsibility. Price upgrades before ordering; do not rely on a verbal promise that the difference will be “small”.
Time and financing exposure
A programme without dates, milestones and delay responsibility makes overruns difficult to challenge. Ask when notice must be given, what evidence supports an extension and whether extra costs caused by delay are recoverable. If the home becomes partly unusable, budget for storage, temporary accommodation, travel and extended finance, even if those items do not appear in the builder’s quote.

References and comparable work
Request at least two recent projects similar in scale, construction type and finish. Speak directly with the owners, ask whether the final price changed, whether the programme was met and how defects were handled. A glossy photograph does not establish reliability on a live occupied site.
Identity, insurance and registrations
Verify the legal business name, trading address, VAT details and bank-account name. Obtain current public-liability and employer’s-liability insurance certificates and confirm that the insured entity matches the contracting party. Check relevant trade qualifications and registrations. Where electrical or gas work is included, ensure the specialists hold the applicable Irish registrations for those trades.

Contract documents
Attach the final scope, drawings, specification, priced schedule, VAT treatment, programme, payment schedule, warranty, insurance details, exclusions and variation procedure to a signed contract. Number revisions so an older quote cannot be used to justify a different scope.
Use professional cost control when the project is complex
For a large extension, new build or property with uncertain existing conditions, an independent Chartered Quantity Surveyor can prepare a cost plan, measure the works, issue a consistent tender package, compare returns and monitor changes. A Building Surveyor can investigate defects and define repair requirements before contractors price the work.
Society of Chartered Surveyors Ireland guidance emphasises that planning and preparation are vital and that expenditure during those stages can save money later. Its consumer guidance recommends defining requirements and budget, obtaining professional design input, having a quantity surveyor put real costs on the project, tendering the works and selecting on quality and reputation rather than lowest price alone.
Recommended Free Tools
A quote-checking or renovation-estimator tool can organise questions and flag missing categories, but a benchmark is a prompt for investigation, not proof that a contractor is overcharging. There is no independent official Irish price list for domestic building work; market-derived ranges should not be treated as a verdict on an individual quote.
Agree a safe payment and change process
- Set the deposit limit in the contract. Tie every payment to an identifiable stage, not to a calendar date alone.
- Require evidence with each invoice. Use photographs, measurements, delivery records or an agreed valuation of completed work.
- Keep a live variation register. Record the instruction date, reason, cost, VAT, programme effect and approval status.
- Do not authorise verbal extras. Confirm the instruction by email or signed form before the work is ordered, except urgent protection work.
- Hold back the agreed snagging amount. List defects at practical completion, set correction dates and release retention only under the written terms.
- Keep payment records. Retain invoices, receipts, bank confirmations, photos and all messages in one project file.
If the builder does not finish or the work is poor
Notify the contractor promptly in writing. Identify each missing or defective item, attach dated photographs, refer to the relevant contract or specification and request a remedy by a reasonable date. Keep communication factual and give access arrangements for inspection or repair.
Do not commission expensive remedial work immediately unless necessary to prevent further damage. First give the contractor a reasonable opportunity to put the service right, while documenting any urgent protective steps. Obtain independent reports or repair estimates when the cause or cost is disputed.
The Competition and Consumer Protection Commission says problems with home-improvement services are among the biggest drivers of calls to its helpline each year. Its guidance recommends researching contractors, obtaining multiple written quotes, checking business details and references, documenting communications and avoiding full payment before completion.

One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchUnder the Consumer Rights Act 2022, Irish consumers may have remedies when a service is not as agreed, including repair, a price reduction or termination in circumstances set out by the legislation. If the trader cannot bring the service into conformity without significant inconvenience, CCPC guidance describes when a price reduction or cancellation remedy may apply. A qualifying claim up to €2,000 can use the small-claims procedure; check the current court requirements and eligibility before filing.
A practical decision rule
- Reject any quote that will not identify the contracting business, VAT basis, insurance or scope.
- Do not rank totals until exclusions, allowances and provisional sums have been normalised.
- Prefer a clear, complete quote with a credible programme over a cheaper figure that leaves major categories unresolved.
- Use staged payments and written variations to limit financial exposure.
- Bring in an independent surveyor or quantity surveyor when the project is technically uncertain, high value or difficult to compare.
The right quote is not automatically the lowest. It is the offer that defines the work, states the assumptions, allocates responsibility and gives you a controlled way to deal with the conditions that cannot be known in advance.
