The reliable way to compare cement companies is to normalize their operating perimeter first, then connect capacity and utilisation to tonnes produced, unit costs, realised prices, margins, geography, balance-sheet leverage and decarbonisation spending. Capacity alone does not show profitability: a smaller producer with better pricing, lower energy costs and shorter freight routes can outperform a larger network.
Build the comparison for the same country, period, currency and consolidation scope. Keep clinker, cement and grinding capacity separate; state whether inactive plants are included; use production divided by installed capacity for utilisation; and reconcile each company’s EBITDA definition before drawing a conclusion.

Start by defining a comparable perimeter
Most bad cement comparisons fail before any arithmetic. Companies may report different countries, fiscal years, currencies, subsidiaries, plant types and capacity definitions. Write the perimeter at the top of your worksheet and do not mix figures until each item matches.
Record the reporting period and geography
- Use the same fiscal year or clearly label a trailing-twelve-month period.
- Identify the country or regional market. A US cement business cannot be compared directly with an Indian business without accounting for currency, price levels, freight patterns and demand conditions.
- Keep local-currency figures separate from converted figures. If you convert, record the exchange-rate date and whether the rate is an average for the period or a period-end rate.
- State whether figures are company-wide, regional, segment-level or plant-level.
Match consolidation and plant scope
Check whether each figure is consolidated, proportionately consolidated or reported for a segment. A group may own a plant but report only its share of production, while another issuer may include a subsidiary at 100%.

Separate integrated plants from standalone grinding mills. Integrated capacity normally includes clinker production and cement grinding; a grinding mill can buy clinker from another plant or a third party. A company can therefore show ample grinding capacity but remain constrained by clinker supply. Record clinker capacity and cement or grinding capacity in different fields.
Ask whether temporarily inactive lines are included in installed capacity. The answer changes utilisation even when production is unchanged. A filing may use installed capacity available during the period rather than a theoretical nameplate total.
Use the issuer’s own definition
Cementos Pacasmayo’s SEC filing states: “We define utilization rate as production for the specified period divided by installed capacity of that period.” Use that definition as the starting point, and quote the denominator in your notes. Do not substitute sales volume for production or compare a current-year production figure with a capacity figure from another date.
Measure scale and utilisation together
Collect installed capacity, clinker capacity, cement or grinding capacity, production and sales volume before looking at margins. The combination shows whether a company has physical scale, whether its assets are being used and how much product actually reaches customers.
Capacity fields to capture
- Installed clinker capacity: tonnes of clinker the kilns can make per year.
- Installed cement or grinding capacity: tonnes of finished cement that mills can produce per year.
- Integrated capacity: capacity where clinker and grinding are on the same site or within the same integrated operation.
- External-clinker dependence: the portion of grinding output supplied by purchased or transferred clinker.
- Production: tonnes made during the reporting period, by product if disclosed.
- Sales: tonnes invoiced or dispatched. Sales can differ from production because of inventory movements, imports and purchased cement.
Calculate utilisation with the correct denominator
For a single comparable perimeter:
Utilisation (%) = production during the period ÷ installed capacity for the same period × 100.
Use clinker production divided by clinker capacity when assessing kiln utilisation, and cement production divided by cement or grinding capacity when assessing mills. Label whether the percentage is based on tonnes, a company-reported capacity figure or an average capacity during the year.

A high percentage is not automatically good. A kiln operating near its limit may have efficient fixed-cost absorption but little room to meet demand without expansion. A low percentage may reflect a deliberate maintenance shutdown, a new line ramping up, weak local demand or a temporary outage rather than poor management.
Why capacity scale alone misleads
One U.S. cement disclosure reported 14.1 million tons per year of installed U.S. cement capacity as of December 31, 2024. That figure describes physical scale at a specified date; it does not reveal the company’s utilisation, selling prices, energy bill, freight cost or return on the assets. Always pair a capacity number with production, sales, utilisation and the market served.
Build a unit-cost bridge instead of relying on one cost number
Cost per tonne is useful only when the numerator and denominator are identical. Decide whether you are measuring manufacturing cash cost, delivered cost, cost of goods sold or a fully loaded cost including depreciation, then apply that definition consistently.
Separate the major cost buckets
- Fuel: coal, petcoke, gas, alternative fuels and related handling.
- Electricity: purchased power, captive generation, renewable contracts and grid charges.
- Raw materials: limestone, gypsum, additives, quarry inputs and purchased clinker.
- Labour: plant, quarry, logistics and administrative labour allocated to production.
- Maintenance: scheduled shutdowns, spare parts and sustaining repairs.
- Freight and distribution: inbound materials, outbound delivery, terminals and handling.
- Depreciation: the non-cash charge for kilns, mills, quarries, terminals and other assets.
Then calculate a consistent measure such as cash manufacturing cost per tonne produced, delivered cash cost per tonne sold or total cost per tonne sold. Do not compare one company’s plant-gate cash cost with another company’s delivered cost.
Interpret fuel and power separately
Cemex reported that fuel represented 17% of U.S. cement production costs in 2024, while power represented 12% of cash manufacturing cost before depreciation. These percentages use different denominators, so they should not be added as if they were one 29% cost share. They do show why energy sourcing, kiln efficiency, alternative fuels and electricity contracts can move margins materially.

Bridge reported cost to cash cost
When a filing supplies several cost measures, reconcile them in a bridge:
- Start with reported cost of sales or manufacturing cost.
- Remove or identify depreciation and amortisation to reach a cash measure.
- Separate freight, distribution and selling expenses from plant manufacturing costs.
- Divide by the same production or sales tonnes used for the comparison.
- Document unusual items such as outages, start-up costs, inventory revaluation or purchased clinker.
The bridge prevents a producer with more vertically integrated logistics from appearing expensive simply because it reports freight inside cost of sales while a peer reports freight in distribution expenses.
Compare pricing and margins on the same basis
Start with revenue per tonne
Revenue per tonne = cement revenue ÷ cement sales volume. Use net revenue after discounts and rebates if that is the company’s reported measure. State whether the numerator includes ready-mix, aggregates, exports, trading activity or other products. A group-level revenue-per-tonne figure can be distorted when non-cement businesses are included.

It reflects geography, bagged versus bulk product, premium blends, public-sector contracts, export sales and customer rebates. Compare product mix before concluding that one company has structurally better pricing.
Use several margin levels
- Gross margin: revenue minus cost of goods sold, divided by revenue. It captures production and purchased-product costs according to the company’s classification.
- Operating margin: operating profit divided by revenue. It includes selling, general and administrative expenses and other operating items.
- EBITDA margin: EBITDA divided by revenue. It excludes interest, tax, depreciation and amortisation, subject to each issuer’s definition.
- Cash cost per tonne: a unit-cost view that helps explain why margins differ.
Read the reconciliation for EBITDA and adjusted EBITDA. Cementos Pacasmayo cautions in its SEC filing that “EBITDA and Adjusted EBITDA, as calculated by us, may not be comparable to similarly titled measures reported by other companies.” One issuer may exclude restructuring, asset impairments, fair-value movements or start-up costs that another leaves in operating expenses.
Reconcile EBITDA before ranking companies
- Copy the exact reported EBITDA and adjusted EBITDA definitions.
- List every adjustment, including recurring items presented as exceptional.
- Check whether lease expenses, stock compensation, foreign-exchange effects or gains on asset sales are treated consistently.
- Recalculate a common EBITDA where the disclosures allow it.
- Present the issuer-reported margin and your normalized margin as separate figures.
Do not rank a company solely by adjusted EBITDA margin when its adjustments remove costs that recur every year. A lower reported margin with fewer exclusions may represent a more conservative and more comparable result.

Account for geography and freight before judging cost leadership
Cement is heavy and has a low value-to-weight ratio. A U.S. cement-company filing describes typical profitable shipment ranges of about 150 miles by truck, 300 miles by rail and farther by barge. These are market-specific guideposts, not universal limits, but they explain why a plant’s location and terminal network can matter as much as kiln efficiency.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Map the local market
- Mark each plant, grinding mill, terminal, quarry and major customer cluster.
- Identify whether demand is urban, infrastructure-led, residential or export-oriented.
- Compare the company’s delivered market with competitors’ overlapping territories.
- Separate coastal or river access from inland markets where transport options are narrower.
- Check exposure to imports and the availability of nearby substitute suppliers.
A producer with a higher plant-gate cost may still earn a better margin if it serves a tight market close to customers. Conversely, a low-cost kiln can lose its advantage when cement must travel long distances by truck or when terminal capacity is constrained.
Separate price from freight advantage
When comparing realised prices, calculate both plant-gate and delivered economics where disclosures permit. A higher revenue per tonne may simply compensate for higher freight. Track freight expense per tonne, average selling distance and the share of sales shipped by truck, rail, barge or company-owned terminals.
Include leverage, maintenance capital and growth capital
Operating margins do not show how much cash remains after keeping the plants running or financing expansion. Add net debt, net debt/EBITDA, maintenance capex and growth capex to the comparison.
Distinguish sustaining from expansion spending
- Maintenance capex: kiln overhauls, refractory work, mill repairs, quarry equipment and replacements needed to preserve current capacity.
- Growth capex: new kilns, grinding lines, terminals, acquisitions and capacity expansions intended to increase future output.
If a company does not disclose the split, use the reported total and state that the classification is unavailable rather than treating all spending as optional growth. A high EBITDA margin can coexist with weak free cash flow when maintenance requirements are heavy.
Use leverage with a consistent EBITDA denominator
Net debt/EBITDA is meaningful only when net debt and EBITDA cover the same consolidation scope and period. Check lease liabilities, restricted cash, minority interests and seasonal working capital. Use the same reported or normalized EBITDA definition used in the margin comparison.
Best Value
Make decarbonisation part of the long-term comparison
Near-term margins can conceal a future cost and capital gap. The International Energy Agency estimated that early commercial near-zero-emissions cement plants using carbon capture and storage could have production costs 75% to 150% above conventional plants. The estimate applies to early commercial facilities, not every future plant, but it is large enough to change capacity and valuation assumptions.
The IEA also reports that cement-sector CO2 emissions remain higher than in 2015 and that direct emissions intensity has been broadly unchanged. A company with newer kilns, alternative fuels, lower clinker intensity or access to storage and transport for captured CO2 may face a different transition bill from a producer with older assets.
Track the operational levers
- Clinker-to-cement ratio and use of supplementary cementitious materials.
- Thermal energy consumption and alternative-fuel substitution.
- Electricity intensity and renewable or captive-power arrangements.
- Plant age, kiln technology and planned shutdowns.
- Carbon-capture feasibility, transport access and storage availability.
- Carbon price exposure and the ability to pass compliance costs through to customers.
Demand may also change through product reformulation. The Global Cement and Concrete Association forecast that concrete binder optimisation could reduce binder demand by 5% in 2030 and 14% in 2050 versus 2020. Lower binder demand could reduce volume growth, while premium low-carbon products may support pricing; assess both effects rather than assuming decarbonisation is only a cost.

Common comparison errors
- Using capacity as a proxy for profit: scale says nothing about price, energy, freight or fixed-cost absorption without utilisation.
- Mixing clinker and cement capacity: the two stages have different bottlenecks and cannot share one denominator.
- Comparing production with sales: inventory changes and purchased cement can make the tonnes differ.
- Ignoring inactive lines: the treatment of temporarily closed plants can move utilisation substantially.
- Adding fuel and power percentages: the Cemex figures use different cost bases and are not additive.
- Ranking adjusted EBITDA without reading exclusions: recurring “exceptional” items can make an adjusted margin look stronger.
- Ignoring freight: a low plant-gate cost may not produce a low delivered cost in a distant market.
- Equating high utilisation with efficiency: a high rate can result from constrained capacity, while a low rate can reflect a new line or planned outage.
- Leaving out capex and debt: EBITDA does not pay for kiln replacements, expansion or interest by itself.
- Assuming decarbonisation is distant: CCS, clinker substitution and energy changes can affect project economics and product demand well before 2050.
How to reach a defensible conclusion
After normalising the data, score each company on separate questions rather than searching for one “best” producer:
- Which has the lowest comparable cash cost per tonne, and which cost components explain it?
- Which earns the highest sustainable revenue per tonne after adjusting for product mix and freight?
- Is utilisation high because demand is strong, or because capacity is unusually tight?
- Are gross, operating and EBITDA margins based on comparable definitions?
- Can the balance sheet fund maintenance, growth and decarbonisation simultaneously?
- Does the company’s plant and terminal geography protect it from imported or rival supply?
- How exposed is the business to fuel, electricity, freight and carbon-price volatility?
The strongest comparison is a chain of evidence: a clearly defined denominator, tonnes that reconcile, a cost bridge that explains unit economics, margins adjusted for accounting differences, and a market map that explains why those economics persist. Only then should capacity expansion, valuation or investment conclusions be considered.
