Do not rank lenders by a “starting at” interest rate. Ask each lender for an offer on the same amount, tenure and repayment assumptions, then compare interest, every fee, security, rate-reset risk, eligibility and service obligations side by side.
Start with the purpose and cash-flow pattern
Define what the borrowing will do before comparing products. A loan for machinery, a seasonal inventory build, an overdue receivables gap and a new branch have different repayment profiles.

Term loan
A term loan releases a defined amount and is repaid through scheduled instalments over a fixed tenure. It is generally easier to match to equipment, fit-outs or another asset with a predictable useful life. Check the moratorium, instalment frequency and whether interest accrues during any moratorium.
Cash credit or overdraft
A working-capital limit lets you draw and repay within an approved ceiling. Interest is normally calculated on the amount used, while the lender may require stock statements, book-debt information and periodic renewal. Compare the drawing-power formula, minimum utilisation rules and renewal charges, not just the sanctioned limit.

Composite facility
A composite loan combines working-capital and term-loan requirements through one window. The RBI’s cited MSME direction describes this structure up to ₹1 crore. Ask how the lender splits the limit, what security applies to each portion and whether one default can restrict both facilities.
Compare the all-in cost, not the advertised rate
RBI states that credit-related matters, including interest charges, are governed by each bank’s lending policy. A headline “starting at” rate therefore cannot rank lenders for your business. Obtain an amortisation schedule and a written fee sheet for every offer.
Interest and the repayment schedule
Record whether the rate is fixed, floating or fixed for an initial period and floating thereafter. For a floating loan, write down the benchmark, the lender’s spread, the reset frequency, any floor or cap and the clause allowing a spread review. Compare the rupee interest payable over the period you expect to keep the facility, not only the annual percentage displayed in an advertisement.

For cash credit or overdraft, request an illustration using your expected average utilisation; a lower rate on a limit that you rarely use may be less valuable than a slightly higher rate on a flexible facility.
Fees that change the answer
- Processing and application charges.
- Documentation, legal and valuation fees.
- Insurance premiums required as a condition of the facility.
- Guarantee or credit-guarantee fees.
- GST charged on applicable fees.
- Penal interest or other overdue charges.
- Foreclosure and part-prepayment charges.
- Renewal, inspection or stock-statement charges on working-capital limits.
Ask whether each fee is a one-time amount, a percentage of the sanctioned amount, a recurring charge or payable only when you use a particular service. Have the lender show the rupee amount, tax treatment and payment date in writing.
A simple cost comparison
Use the same principal, tenure and repayment assumptions for every lender. Add the scheduled interest, all compulsory fees and taxes, guarantee costs and expected exit charges. Then compare the total rupees paid and the timing of those payments. If one offer has a lower nominal rate but materially higher upfront or exit costs, its total cost may be higher.

Check whether the facility fits your cash cycle
Map monthly inflows and outflows for at least one complete business cycle. A seasonal trader may need a renewable working-capital line rather than a large fixed EMI during low-sales months. A manufacturer buying a machine may need a term loan with a repayment period tied to the machine’s productive life. A composite facility can help when both needs arise together, but its documentation and security should be understood as two linked obligations.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsQuestions to ask about repayment
- Is repayment by equal EMI, reducing-balance instalments, bullet payment or a drawing-power mechanism?
- When does the first instalment fall due?
- Is there a moratorium, and does interest accrue during it?
- Can instalment dates be aligned with your collection cycle?
- What happens if a limit is renewed late or a stock statement is delayed?
- Can you make part-prepayments, and how are they applied to principal and tenure?
Understand floating-rate risk before signing
For a floating facility, capture the benchmark and the lender’s spread exactly as written in the sanction letter. Also record the reset date, notice process, floor, cap and any review clause. RBI’s cited framework required MSE loans to be linked to an external benchmark from 1 October 2019 and medium-enterprise loans from 1 April 2020. The applicable rule and product documentation still need to be checked for your loan and date.
Ask the lender for an instalment illustration if the benchmark rises by one and two percentage points. If the contract can increase the EMI, extend the tenure or do both, have the lender show each outcome. Keep enough cash-flow headroom that a rate reset does not make instalments unaffordable.
Compare collateral, guarantees and borrower obligations
Separate three concepts: primary security, collateral security and a guarantee. Primary security is usually the asset or receivables financed by the facility. Collateral is additional property or another asset. A personal or third-party guarantee creates a separate repayment obligation for the guarantor.
Collateral-free lending rules
The RBI FAQ cited for this comparison records a no-collateral rule for MSE loans up to ₹10 lakh. A 2026 PIB release reports a later RBI direction dated 9 February 2026 saying scheduled commercial banks must not take collateral for MSE loans up to ₹20 lakh. Because the latter is newer than the older FAQ and master-direction text, do not assume ₹20 lakh is automatically available from every lender. Ask for the operative RBI circular, confirm that your enterprise qualifies as an MSE and obtain the lender’s written policy before relying on the exemption.

“Collateral-free” does not mean documentation-free or risk-free. The lender may still require primary security, a personal guarantee, insurance, bank statements, financial records or a credit guarantee. Read the security and default clauses carefully.

CGTMSE: a lender guarantee, not debt forgiveness
The Ministry of MSME portal describes CGTMSE as a guarantee for eligible banks and financial institutions lending to new and existing micro and small enterprises without collateral. The displayed scheme information covers term loan and/or working capital up to ₹200 lakh per borrowing unit, subject to scheme conditions and lender appraisal.
The guarantee protects the participating lender against a covered loss; it does not cancel your debt. You remain responsible for principal, interest and charges. Confirm the lender’s eligible status, the coverage percentage, annual guarantee fee, exclusions and the current ceiling in your sanction documents because scheme parameters can change.
The same 2026 PIB release reports that the CGTMSE guarantee ceiling increased from ₹5 crore to ₹10 crore effective 1 April 2025. Treat that as a policy update to verify against the operative scheme and lender documents, not as an automatic entitlement or a promise of approval.

PMMY (MUDRA) categories
The Department of Financial Services says the Pradhan Mantri MUDRA Yojana (PMMY) launched on 8 April 2015 to provide institutional collateral-free credit to micro enterprises. It supports non-agricultural activities, including allied activities such as poultry, dairy and beekeeping, and can fund term-loan and working-capital needs.
| Category | Loan range | Important condition |
|---|---|---|
| Shishu | Up to ₹50,000 | For the smallest borrowing needs |
| Kishore | Above ₹50,000 to ₹5 lakh | For a larger established or expanding micro-business need |
| Tarun | Above ₹5 lakh to ₹10 lakh | For eligible micro-enterprise borrowing within this range |
| Tarun Plus | Above ₹10 lakh to ₹20 lakh | Effective 24 October 2024; available to entrepreneurs who previously took and successfully repaid a Tarun loan |
As of 28 February 2025, the Department of Financial Services reported 52.07 crore accounts sanctioned and ₹33.19 lakh crore sanctioned under MUDRA since launch. Those aggregate figures show scale, not the rate or approval probability for your application.
PMMY is delivered through Member Lending Institutions, including public-sector and private banks, foreign banks, regional rural banks, small finance banks, NBFCs, MFIs and NBFC-MFIs. Compare the actual institution’s interest method, fees, security, service and recovery terms. A MUDRA label does not make every lender’s offer identical, and it does not remove the need to repay.

MUDRA or CGTMSE?
They are not interchangeable products. PMMY is a credit programme with defined borrower categories and purposes. CGTMSE is a guarantee mechanism used by eligible lenders for qualifying micro and small enterprise credit. A lender may structure a facility under one route, the other or another product altogether. Ask which scheme is being used, who pays each fee, what coverage applies and what you still owe after a default.

Verify eligibility before collecting documents
Eligibility varies by lender and product. Check your Udyam classification, time in business, GST and income-tax records, bank statements, promoter credit history, debt-service capacity and the lender’s sector rules. A lender may impose additional turnover, vintage, profitability, geography or industry conditions.
Documents commonly requested
- Udyam registration or other proof of MSME status, where applicable.
- Business constitution and ownership documents.
- GST returns and income-tax filings, where applicable.
- Recent bank statements and financial statements.
- Details of existing loans, limits and repayment history.
- Promoter or proprietor identity, address and credit information.
- Purchase quotations, project reports or working-capital projections explaining the purpose.
- Property, equipment or insurance documents when security is required.
This is a preparation list, not a universal checklist. Ask each lender for its exact document list and file-format requirements. Inconsistent figures between GST returns, tax filings, bank credits and your application can delay appraisal.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Use a written comparison worksheet
Send every lender the same request and ask for a dated sanction letter, amortisation schedule and Key Fact Statement or equivalent disclosure before accepting. Record these fields for each offer:
- Sanctioned amount and net amount disbursed after deductions.
- Purpose and facility type.
- Interest type, benchmark, spread, reset frequency and review clauses.
- EMI, drawing-power method, tenure, moratorium and repayment dates.
- Processing, legal, valuation, documentation, insurance and guarantee fees, plus GST.
- Penal charges, bounce charges and other default costs.
- Foreclosure and part-prepayment rules.
- Primary security, collateral and personal or third-party guarantees.
- Working-capital renewal date, stock-statement frequency and inspection requirements.
- Sanction turnaround, digital-upload process, branch access and customer-support channel.
- Grievance contact and escalation route.
Keep a dated copy of every quote. Rates, fees and scheme parameters change, and a verbal assurance is difficult to enforce when the final documents differ.
Evaluate service and operational control
Price is only one risk. A delayed disbursement can cause a supplier default; a missed renewal can freeze working capital. Ask how long sanction and disbursement normally take, who can approve document corrections, whether statements can be uploaded digitally and how quickly support responds.
Best Value
For a cash-credit or overdraft facility, understand stock-statement deadlines, drawing-power recalculation, inspection rights and the consequence of submitting information late. For a term loan, ask how quickly the lender issues a closure letter after final payment and how it releases security documents. Record the grievance officer’s contact details from the lender’s disclosure.
Red flags that should stop the comparison
- The lender will not provide a written interest formula or fee sheet.
- The “starting” rate is shown without the benchmark, spread or reset rule.
- Compulsory insurance, guarantee or documentation charges appear only at disbursement.
- The sanctioned amount is quoted, but the net amount after deductions is not disclosed.
- A sales representative promises collateral-free credit while the draft agreement contains property security or a personal guarantee.
- Prepayment, penal-interest or renewal clauses are missing from the summary and unavailable on request.
- The lender asks you to sign blank forms or transfer money to an individual rather than the institution’s disclosed account.
- The proposed EMI is affordable only if projected sales arrive on time, with no buffer for a rate reset or delayed receivables.
A practical decision sequence
- Write the purpose, amount and date the funds are needed.
- Choose the facility that matches the cash-flow cycle: term loan, working-capital limit or composite facility.
- Check MSME status, business vintage, repayment capacity and sector eligibility with several regulated lenders.
- Request identical written offers, including the amortisation schedule and complete fee sheet.
- Calculate total rupees paid under the same holding period and test floating-rate scenarios.
- Check collateral, guarantees, CGTMSE or PMMY conditions and every borrower obligation.
- Compare service controls, renewal requirements and grievance escalation.
- Accept only after the sanction letter and Key Fact Statement or equivalent disclosure match the offer you evaluated.
What “best” means for different MSME situations
Short, seasonal working-capital gap
Prioritise a limit whose interest is based on actual utilisation, a drawing-power process your team can maintain and renewal dates that fit your sales cycle. Compare inspection and stock-statement costs as carefully as the rate.
Equipment or expansion project
Prioritise a term, moratorium and repayment period that match the asset’s installation and revenue ramp-up. Include legal, valuation, insurance, guarantee and foreclosure costs in the project’s funding requirement.
First-time micro-enterprise borrower
Screen PMMY categories and other lender products, but compare the actual institution’s price and security. Prepare a clear purpose statement, consistent records and realistic cash-flow projections.
Established MSE seeking collateral-free credit
Check whether the facility and lender qualify for a guarantee route, whether the current collateral rule applies and what primary security or personal guarantee remains. Confirm the current ceiling and fee in writing.
Bottom line
Compare like with like: the same amount, tenure and repayment assumptions. Choose the offer with a sustainable payment pattern and the lowest documented all-in cost after fees, taxes, guarantee charges and likely exit costs—not necessarily the lowest advertised rate. Before signing, verify the benchmark and reset rule, security and guarantees, scheme conditions, renewal duties, penal charges and grievance contact in the final documents.
