How to Compare AI Chatbots for Safety, Privacy, and Moderation

A practical way to compare AI chatbots is to check training, history and deletion, safety-related data use, moderation evidence, and security controls for the exact account you plan to use.

There is no evidence-based, universal “safest chatbot” winner. To compare ChatGPT, Gemini, Claude, or another service, check the exact account’s controls for model improvement, chat history and deletion, safety-related exceptions, moderation, and security—and judge each against the information you plan to share. Provider documentation describes stated policies and controls; it is not an independent test of how often a chatbot produces harmful answers or how consistently its moderation works.

Start with the information you plan to share

Privacy and safety are not single scores. A setting that limits model training may not delete chat history; deleting a visible conversation may not remove every record kept for another stated purpose. A moderation filter can block some harmful content while also making mistakes. Consider those questions separately rather than treating “private,” “safe,” or “secure” as interchangeable.

That distinction matters even for ordinary conversations. In a 2025 survey experiment with 300 US ChatGPT users, 82% rated chatbot conversations sensitive or highly sensitive. That result describes the study’s respondents, not all chatbot users, and does not compare providers’ actual data practices. The study and its methods can help explain why people may treat chat content as sensitive, but they are not a security audit.

Before entering information, decide whether the prompt needs real names, account numbers, medical details, employment records, family specifics, or confidential business material. If not, remove or generalize those details. For sensitive or regulated work, check your organization’s policy and the exact product and account terms before using a consumer chatbot.

Compare the controls that affect your data

Check model improvement, saved history, deletion, memory, and exceptions as separate controls. The table summarizes what the cited provider pages state; it is not a like-for-like audit of implementation or every regional and account variation.

Service and account scope Model improvement and training History, deletion, and retention What to verify
ChatGPT consumer accounts OpenAI says turning off “Improve the model for everyone” stops new conversations and tasks from being used to train OpenAI models. The control does not itself remove saved chats. OpenAI Help Center Deleting chats or an account is a separate action. Memory and personalization are distinct from training controls. OpenAI says limited safety-relevant context may still be used in rare, high-risk situations even when memory or personalization is off. The cited page does not establish that deleting a visible chat purges every backup or record retained for another purpose. Check the training toggle, chat deletion controls, Memory settings, and available export or deletion options for your account.
ChatGPT Business, Enterprise, Edu, and ChatGPT for Healthcare workspaces OpenAI says workspace content is not used to train its models by default. OpenAI Help Center Organizational retention, Memory, compliance, and access settings may also apply; available export and deletion functions vary by account and workspace. Ask the workspace administrator which policies and controls apply. A managed account is not a reason to assume that every organizational retention or access setting is identical.
Gemini Apps The cited Google overview does not state enough to make a like-for-like claim here about model-training use across account types. Google Safety Center Google says Gemini Apps Activity is set to auto-delete after 18 months by default; users can change the period or turn the setting off. The overview does not establish that turning activity off immediately erases all records or prevents all safety processing. Read the Gemini Apps Privacy Hub for the relevant region and account, and check what changing the activity setting does before relying on it.
Claude consumer accounts Anthropic says chats may be used to improve models when a user allows it, when a conversation is flagged for safety review, or when the user otherwise explicitly opts in. Incognito chats are not used for model improvement, even when the setting is enabled. Feedback submission can store the related conversation for up to five years under Anthropic’s stated policy. Anthropic training guidance Anthropic says a user-deleted conversation is removed from chat history immediately and deleted from backend systems within 30 days, subject to stated policy, legal, and enforcement exceptions. If a user allows model improvement, data may be retained in de-identified form in training pipelines for up to five years. For conversations flagged by automated trust-and-safety systems as violating the Usage Policy, Anthropic says inputs and outputs may be retained for up to two years and trust-and-safety classification scores for up to seven years. These are conditional periods, not one retention duration for every chat. Deletion guidance and retention guidance, dated July 1, 2026 Check the model-improvement setting, whether a chat is Incognito, and whether you are submitting feedback. The cited consumer guidance does not establish equivalent rules for every managed account.

Anthropic’s “up to” periods describe its published retention policies for the stated circumstances; they are not a promise that every item is kept for the maximum time. Similarly, a chat disappearing from the visible history and a provider deleting backend data are different events. Do not assume that a setting or deletion action overrides safety, legal, enforcement, or feedback retention unless the applicable policy says it does.

Check who or what may process a conversation

“Can a person read my chatbot conversations?” cannot be answered consistently across these services from the cited materials. Automated safety systems, human review, service-provider access, and organizational administrator access are different things. The available provider sources do not document human reviewer access comparably across ChatGPT, Gemini, and Claude, so they cannot support a cross-provider ranking on that question.

For a specific account, consult its privacy policy and controls for human review, safety escalation, feedback, and administrator access. If you use a managed workspace, ask the administrator what access and retention policies apply. Anthropic specifically says safety-flagged conversations may be used to improve detection and enforcement; its retention guidance gives separate periods for flagged inputs and outputs and for classification scores. That is a stated exception to consider, not evidence that all providers handle every conversation in the same way.

A separate July 2026 choice-experiment study of 1,999 US adult AI-assistant users reported a valuation of $11.20 per month for keeping humans, rather than models, out of conversations. That figure reflects choices in the study’s experiment and sample; it does not measure any provider’s actual reviewer access or prove that a particular service meets that preference. Read the study for its scope and methods.

Compare moderation as a set of mechanisms, not a safety score

Moderation may include detection models, prompt filters, response filters, escalation, and enforcement. These mechanisms can affect both what a chatbot answers and how a provider handles content flagged as a potential policy violation. A provider’s description tells you what it says its controls are intended to do; it does not independently establish their accuracy or effectiveness.

What the available provider descriptions say

  • Claude: Anthropic describes detection models that flag potentially harmful content, prompt filters that may block responses, and enhanced filters that may temporarily increase sensitivity after repeated policy violations. It warns: “These features are not failsafe, and we may make mistakes through false positives or false negatives.” Claude Help Center
  • Gemini: Google’s Safety Center describes safeguards intended to block harmful content and stricter default protections for younger users. The overview does not give a comparable independent performance result or cross-provider error rate. Google Safety Center
  • ChatGPT: OpenAI’s data-controls guidance says turning off memory or personalization does not disable limited safety features that may use safety-relevant context in rare, high-risk situations. That statement describes a safety-related data-use exception, not a measured moderation success rate. OpenAI Help Center

The cited materials provide no comparable independent test of harmful-output rates, moderation precision or recall, or false-positive rates across these three services. A refusal, a filter description, or a provider’s safety statement cannot by itself show which chatbot is safer for your task.

Read security claims with their scope attached

Security certifications and examinations can be useful evidence about controls and governance, but their scope matters. They do not guarantee that a chatbot will produce safe answers, that every product feature is covered, or that one provider moderates better than another.

OpenAI reports a SOC 2 Type 2 examination for its API and ChatGPT business product services; ISO/IEC 27001:2022 and ISO/IEC 27701:2019 certifications for systems supporting the API, ChatGPT Enterprise, and ChatGPT Edu; and ISO/IEC 42001:2023 coverage of its AI management system across consumer and business AI products and models. These are OpenAI’s statements about defined scopes, not comparative moderation results. OpenAI security and privacy

When comparing providers for an organization, examine the specific service scope, administrative controls, access management, residency options, and contractual commitments that apply to the account. Do not infer that a certification for one service or system automatically covers every consumer feature or resolves retention and access questions.

Use a practical comparison checklist

For each chatbot and the account you will actually use, record the answers to these questions. If a source does not answer one, treat it as unknown rather than assuming the most favorable interpretation.

  1. What is the account type? Identify consumer, education, business, API, or managed workspace use; policies and administrator controls can differ.
  2. Are conversations used for model improvement? Note the default, how to change it, whether the setting applies to new chats only, and any stated exceptions for safety review, feedback, or explicit opt-in.
  3. What remains in history? Distinguish saved chat history from training use, memory or personalization, and other processing.
  4. What does deletion mean? Look for the visible-history effect, backend timeline, exceptions, and whether the policy addresses safety records, legal retention, backups, feedback, or information already used in training.
  5. Who or what can access content? Separate automated processing, possible human review, service-provider access, and workspace administrator access. Check the relevant policy and plan instead of inferring from another product.
  6. How does moderation work, and what is not disclosed? Note described filters, enforcement, age protections, and appeal routes, then distinguish those claims from independently measured error rates.
  7. What security evidence covers the exact service? Check the certification or examination scope, administrative and residency controls, and organizational commitments.
  8. Does the service fit the task’s sensitivity? Minimize identifying details, and do not enter confidential or regulated information unless the account, terms, and organizational rules permit it.

Settings and policies can change and may depend on region, feature, account, or administrator. Check the live settings and applicable policy before sharing sensitive information; the provider pages linked above describe the cited controls as of October 2026.
