Five CI/CD services have free-plan details verified from current provider documentation: GitHub Actions, CircleCI, Buildkite, Azure Pipelines, and Bitbucket Pipelines. That is not enough to responsibly rank ten tools. Their free allowances also use different units—minutes, credits, parallel jobs, and user limits—so the best fit depends on your repository host, build workload, and whether you can run your own machines.
How to compare free CI/CD tools
Start with the way your team builds software, not the word “free.” Before choosing, check these constraints:
As an Amazon Associate I earn from qualifying purchases.
- Repository host and visibility: Some allowances depend on whether a repository is public or private, and private-repository terms may vary by account plan.
- Runner model: Provider-hosted builds consume the provider’s included compute allocation. Self-hosted runners shift machine operation to your team and may have different billing rules.
- Compute unit and limits: Minutes, credits, parallel jobs, and per-run caps are not interchangeable. Check concurrency as well as the monthly allowance.
- Users and storage: A free plan may cap active users, build retention, or artifact storage.
- What happens at the limit: Builds may stop, or additional use may be billed. Confirm the behavior before moving a critical pipeline.
- Ongoing plan versus trial: Treat a time-limited trial separately from a recurring free allocation.

Five CI/CD tools with verified free-plan details
GitHub Actions: a natural fit for GitHub repositories
GitHub says standard GitHub-hosted runner use is free for public repositories, as is self-hosted runner use. Private repositories receive included minutes and storage based on the account plan; usage beyond that allowance is billed. There is no single private-repository minute figure that applies to every account. Review GitHub Actions billing and included usage for the applicable plan terms.
#1 Best Overall
- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
CircleCI: compare credits and resource class, not just minutes
CircleCI lists its Free plan at $0, with up to 6,000 build minutes on the small Docker resource class, up to five active users per month, and Docker, Windows, Linux, Arm, macOS, and self-hosted runner options. Separately, its credits documentation describes 30,000 monthly credits for personal use. Personal builds stop when credits run out and resume after the monthly refill; open-source builds are treated differently. Read the CircleCI Free plan alongside its credits and usage documentation to understand how resource class and account type affect the allowance.
Buildkite: distinguish the listed Free plan from the trial
Buildkite’s pricing page labels a $0 Free plan, while also describing a 30-day full-access trial that does not require a credit card. Its feature comparison lists up to five users, up to ten concurrent jobs, 2,000 Linux vCPU minutes per month, and 30-day build retention for Free. Because the plan display and trial language appear together, confirm directly with Buildkite whether the ongoing free offer fits your intended use. See Buildkite pricing and its feature comparison.
Rank #2

Azure Pipelines: useful hosted allowance, with a per-run cap
For private projects, Microsoft documents one free Microsoft-hosted parallel job, up to 60 minutes per run and 1,800 minutes per month. The hosted grant must be enabled and requires billing setup linked to a valid Azure subscription. Self-hosted jobs have a separate allocation and no time limit in the cited documentation. Microsoft also says existing public projects are scheduled to convert to private in 2027 as public projects are retired. Check the current Azure Pipelines parallel-job and free-grant terms.
Bitbucket Pipelines: small hosted allowance, with concurrent steps
Atlassian lists Bitbucket Cloud’s Free plan at $0 for up to five users, 50 build minutes per month, 1 GB of total large-file storage, and up to ten concurrent steps. The monthly build-minute pool is limited, so estimate your pipeline’s usage before relying on hosted builds. See Atlassian’s Bitbucket Cloud limits.

Which option should you shortlist?
- Your code is on GitHub: Start with GitHub Actions, then confirm private-repository allowances against your account plan.
- You want a menu of runner platforms: CircleCI lists several hosted operating-system and architecture options, but calculate usage against the relevant resource class and credits.
- You need parallel jobs and Linux compute: Buildkite publishes those Free-plan figures, but resolve the trial-versus-ongoing-plan wording before depending on it long term.
- You use Azure DevOps: Azure Pipelines provides a documented private-project hosted grant, with a 60-minute cap on each run and monthly allocation.
- You use Bitbucket Cloud: Bitbucket Pipelines offers up to ten concurrent steps, but its 50 monthly hosted minutes may constrain frequent builds.
Why this is not a verified top ten
A ten-item ranking would require current, directly verified free-plan terms for ten products. The available provider documentation establishes details for five, but not enough to support five more entries or rank the services on a common scale. Free allowances differ in eligibility, unit, concurrency, storage, and behavior at the limit, so a single “best” ranking would obscure meaningful trade-offs.
Adoption figures do not resolve that problem: the CNCF Annual Survey 2024 reports year-over-year adoption changes of 19% for GitHub Actions, 40% for Jenkins, 20% for GitLab, and 3% for Azure Pipelines. These figures describe adoption changes, not quality or suitability. The report lists Bitbucket Pipelines at 8% for 2024 without a 2023 comparison value, so no trend can be inferred for it. See the CNCF Annual Survey 2024.
