To comment effectively, find the current official notice, identify the specific decision and agency accepting comments, read the project materials, and submit a focused response through an approved channel before that proceeding’s deadline. A data center can involve separate local land-use and state environmental or utility reviews, so one comment may not reach every decision-maker.
1. Find the current notice and official record
Start with your city or county planning department, meeting agendas, and the relevant state environmental agency’s permit notices. Search the project name, applicant, parcel or street address, and terms such as “rezoning,” “special exception,” “air permit,” “water permit,” and “public notice.” Confirm that the notice is current; an old hearing date or deadline does not apply to a new proceeding.

Open the notice and follow its links to the application and supporting record. Materials may include site plans, draft permits, technical reviews, staff reports, fact sheets, and environmental documents. For example, North Carolina DEQ’s June 2026 notice for a proposed Richmond County data center linked a public notice, draft permits, reviews, applications, a community engagement report, and a fact sheet.

2. Identify each decision that is open for comment
Write down the decision-maker, application or permit number, record being reviewed, deadline, and accepted submission methods for each proceeding. Local zoning review and a state air or water permit are distinct processes; they can have different scopes, records, and deadlines. Submit separately wherever needed rather than assuming a comment to one agency will be forwarded to another.

Local rules matter. Fairfax County’s data center overview says that certain facilities in I-5 and I-6 districts may proceed by right without a public hearing if they meet applicable standards, while other cases may require special-exception hearings. The county also describes Virginia state roles relating to electricity and environmental permits. This is a local example, not a nationwide rule.
Other examples show how specific a proceeding can be. In its June 2026 Richmond County notice, North Carolina DEQ asked commenters to say whether they were addressing Amazon’s draft permit, Duke Energy’s draft permit, or both. Pennsylvania DEP’s Carbon Node East hearing concerned identified Chapter 105 and NPDES permit applications. Those examples illustrate why the exact notice—not the project’s general description—should guide your comment.
3. Read the project materials and find a record-based point
Use the application and draft decision to check what is proposed and what the decision-maker is being asked to approve. Depending on the site and proceeding, relevant topics may include:

It is widely applicable for personal, home, commercial, educational, and industrial use
- Building location, height, design, access, traffic, landscaping, and buffers.
- Generator type and purpose, proposed emissions limits, and any air-quality analysis.
- Power supply, substations, and the scope of any related utility proceeding.
- Water source and projected use, cooling method, stormwater controls, and effects on streams or wetlands.
- Noise analysis, operating assumptions, and staff’s proposed findings or permit conditions.
These are questions to investigate, not impacts every data center necessarily has. Fairfax County identifies noise, energy and water demand, air and water quality, design, and site location among topics considered in its process. State permit notices can concern particular issues such as air emissions, stormwater discharges, streams, or wetlands. Do not present a possible impact as an established fact unless the project record or other reliable evidence supports it.
Keep project-specific numbers in context. For example, West Virginia DEP’s September 29, 2026 notice lists potential emissions for the proposed Monarch Cloud Campus off-grid power facility, including 398.96 tons per year of nitrogen oxides and 11,050,507.13 tons per year of CO2-equivalent greenhouse gases. Those are figures for that proposal as stated in the agency notice—not measured emissions or a profile of data centers generally.
4. Write a focused, useful comment
A comment is easier for an agency to evaluate when it identifies the exact decision, connects a specific concern or benefit to the record, and asks for something the decision-maker can address within that proceeding. A clear structure is:

- Identify the proceeding. Give the project name, application or permit number, and the decision under review.
- State your relevant connection. If helpful, say whether you live nearby, own property, work in the area, use a potentially affected resource, or have another connection.
- Describe a specific point. Refer to a page, drawing, condition, analysis, or location in the record, and explain what it does or does not establish.
- Ask for a concrete response or action. For example, request clarification of an assumption, supporting analysis, evaluation of an alternative, a measurable condition, or an explanation of how a standard is met.
- Separate evidence from concern. Make clear what the application says, what you infer, and what you want the agency to investigate.
For instance, instead of saying only “the project will use too much water,” identify the water-use estimate in the application, explain what information is missing or what local resource you believe may be affected, and ask the relevant agency to address that question if it falls within the permit review. Do not assume a particular amount of water use or impact without project-specific support.

Comments are considered under the process and authority described in the notice; they do not guarantee a changed outcome. North Carolina DEQ said it would consider comments before making a final permit decision in its 2026 example. Pennsylvania DEP said oral and written comments would receive equal weight and consideration in the Carbon Node East proceeding, but only within the permit applications named in that notice.
5. Submit through the channel and by the deadline in the notice
Use the current notice as your checklist. It may specify an online form, email address and subject line, mailing address, speaker registration, testimony time limit, identifying details, or separate written-comment deadline. Save a copy of what you submit and any receipt or confirmation. For mailed comments, allow enough delivery time and include requested identifying information.

- THE ENNOLOGIC DECIBEL METER provides accurate sound level (decibels or loudness) readings from 30 to 130 dB with ±1.5 dB accuracy. It is the ideal tool to discover if something at your workplace or in your neighborhood is too loud, potentially causing hearing damage. Loudness is highly subjective and difficult to determine without proper equipment. Use this Type 2 decibel meter to get convincing data for any situation.
- AVOID OR RESOLVE DISPUTES WITH YOUR NEIGHBORS: Monitor and record noise levels in your neighborhood and outdoor traffic in your area. Check how loud your car audio is. Make sure your aftermarket exhaust is below the noise ordinance limits. Check the decibel level of leaf blowers, weed eaters, lawn mowers, and tractors. Know the actual sound level in decibels before talking to your neighbors.
- DETERMINE IF YOUR WORKPLACE IS SAFE: Do you need to prove to your coworkers that a noise source at your workplace is too loud and causes hearing damage? Monitor sound levels on a construction site? Now you can monitor and record sound levels of machines or equipment, or perform area noise monitoring anywhere. Unlike other meters, the ennoLogic eS528L can record noise levels for hours or days for later review and to provide supporting data.
- VERY USEFUL AT HOME: Balance the outputs of your home theater speakers, not easily done by ear. Sound proof doors and windows. Measure how quietly your air conditioning runs, or sound levels of home appliances. Or take this meter to a store to compare the noise level of appliances or air conditioners before purchasing.
- RELIABLE AND ROBUST DECIBEL METER: Measurement range 30-130 dBA, accurate to ±1.5 dB. A and C frequency weighting. Fast and slow response. MAX reading display and ANALOG BAR GRAPH DISPLAY. Analog outputs (DC and AC). Large 1.5” LCD display with BACKLIGHT, easy to read even from a distance. Tripod mount (tripod not included). External power option. Auto power off. Comes with 9V battery, Software CD (Windows only), USB cable and user manual. 10 YEAR WARRANTY.
If you plan to speak, prepare a concise statement within the stated limit. Limits differ by proceeding: Pennsylvania DEP requested a maximum of three minutes for testimony at the 2026 Carbon Node East hearing, while West Virginia DEP’s September 29, 2026 Monarch Cloud Campus notice stated a five-minute oral comment limit for the air-permit public meeting and virtual hearing. These are examples for those proceedings, not general rules.
Ask the agency in advance about accessible participation, interpretation, or alternative submission methods. The North Carolina DEQ example offered Spanish interpretation, and Pennsylvania DEP notices describe accommodation contacts. Availability and arrangements depend on the specific proceeding.

An open house, workshop, community meeting, public meeting, hearing, and written-comment period may serve different purposes. Do not assume a question or statement at an informal event becomes part of the formal record. Check the notice for whether comments are accepted, how they are recorded, and whether a separate written submission is required.

West Virginia DEP’s 2026 Monarch Cloud Campus notice, for example, described separate opportunities for an air permit and state-water permits, including a workshop, public meeting, virtual hearing, and written comments. Its September 29, 2026 notice listed October 2026 events and an October 30, 2026 written-comment cutoff; check the official page for any updates to those project-specific dates.
Examples of local comment routes
- Fairfax County, Virginia: The county describes written testimony in advance and testimony by phone, prerecorded video, or in person for applicable public hearings. Some projects may not require a hearing, depending on district and compliance with standards. See the county’s overview.
- Loudoun County, Virginia: The county offers an online route for comments to planning staff and describes a separate route for input to the Board. It says staff input is typically incorporated into staff reports published before Planning Commission and Board of Supervisors hearings. See Data Center Standards & Locations.
- Richmond County, North Carolina: In June 2026, NC DEQ announced joint proceedings on separate draft air permits related to a proposed data center. The notice listed documents and email, voicemail, mail, and hearing options, and asked commenters to identify the permit they addressed. The notice’s July 2026 deadline has passed; use it as an example of process detail, not as a live submission opportunity. Read the notice.
- Carbon County, Pennsylvania: DEP’s August 19, 2026 Carbon Node East notice concerned named water-related permit applications, requested testimony within three minutes, and set a September 4, 2026 written-comment deadline. That deadline has passed. Read the notice.
7. Follow the proceeding after submitting
Sign up for project notices, check later staff reports and hearing agendas, and verify whether the record remains open before sending additional material. If multiple permits or land-use approvals are pending, track each one separately. Loudoun County’s described staff-comment route and separate Board input route illustrate why it is useful to check where a particular submission goes.
For an additional example of how an agency may specify participation logistics and accommodation contacts, see Pennsylvania DEP’s July 2026 notice for a proposed air-quality permit in Falls Township. Always rely on the current notice for the project you are following.
