Clean secondhand electronics only while they are unplugged, and do not power a device with a damaged cord, signs of moisture, corrosion, a suspect battery, or other unexplained damage. Start with an exterior inspection, follow the manufacturer’s instructions for that exact model, and leave internal cleaning of hazardous or unfamiliar equipment to a qualified technician.
Check the device before cleaning or connecting it
- Identify it. Find the make, model, power rating, and the manufacturer’s cleaning and operating instructions. General advice cannot replace instructions for a specific model.
- Disconnect it and let hot surfaces cool. Do not inspect or clean equipment while it is connected to power.
- Look for reasons to stop. Check for a cracked housing, exposed or frayed cable, signs of water, burn marks, unusual corrosion, pests or contamination, and a swollen, leaking, punctured, crushed, or wet battery. If damage is significant or you cannot tell whether it is safe, do not test the device by plugging it in. Ask a qualified repairer or consult a local electronics recycler.
This is a cautious screening approach, not a universal inspection standard. The U.S. Consumer Product Safety Commission advises against using devices or batteries suspected of damage; iFixit describes hazards in particular equipment and components.

Clean the outside without introducing a new hazard
For superficial dust, use a dry, soft cloth or brush if the manufacturer permits it. Use a damp or approved cleaning cloth only when the manufacturer specifies that method, keeping moisture away from openings, vents, controls, and connectors. Never spray cleaner directly onto the device or immerse it unless the manufacturer explicitly allows immersion.

Do not power equipment that has been wet: surfaces can look dry while moisture remains at contacts or circuitry, with a risk of damage or corrosion.

Do not open hazardous or unfamiliar equipment for routine cleaning
Unplugging does not guarantee that internal parts are safe. Capacitors can retain dangerous charge after disconnection. Do not open an enclosure to clean inside unless you have the relevant training and equipment.
- CRT televisions and monitors: Do not open, disassemble, or repair them as a home-cleaning step. They can contain high-voltage capacitors, implosion-prone glass, and lead; refer them to an experienced technician.
- Microwaves: Do not open the cabinet. Internal capacitors can deliver a fatal shock, and damage or improper reassembly can introduce additional hazards.
- Older flat-panel displays: Some displays made before 2010 use mercury-containing CCFL backlights. If a lamp is broken, a general-purpose cleaning procedure is not appropriate; seek qualified handling and responsible disposal.
- Heavily contaminated, broken, or unknown equipment: Do not dry-brush or blow unknown dust into the air. Get local professional or recycling guidance. OSHA identifies worker hazards in electronics recycling that include electrical dangers and component-specific hazards such as mercury, lead, asbestos, and PCB-containing capacitors.
UK Environment Agency guidance gives lead oxide composition figures for CRT glass in a waste-treatment context: about 40% in neck glass, about 20% in funnel glass, and about 75% in solder glass or frit. These figures do not estimate exposure from an intact CRT or the risk of ordinary exterior cleaning. The agency guidance concerns permitted facilities, not a consumer certification or a universal home-safety test.

Use extra caution with battery-powered devices
For a phone, camera, portable player, or other battery-powered device, check the battery and use only a battery and charger compatible with that exact model. Do not use a swollen, punctured, crushed, wet, or otherwise suspect battery, and do not let a loose battery touch metal. Follow the device maker’s current battery and charging guidance; if compatibility or condition is uncertain, ask the manufacturer rather than trying a charger or battery to see whether it works.

Reconnect only after the checks and cleaning are complete
- Confirm that the exterior is dry and that the inspection revealed no reason to stop.
- Use the correct, undamaged cord and, where required, a compatible power supply or charger.
- Reconnect and watch for abnormal behavior. If the device heats unusually, smells burnt, sparks, smokes, or makes unexpected noises, stop immediately. Disconnect power if you can do so safely, and seek qualified help.
There is no single first-power-on test that applies to every old device. A device that appears intact is not thereby certified safe for reuse. UK Environment Agency rules for permitted facilities say items prepared for reuse must be fully functional and electrically safe; that is facility guidance, not a consumer test or a rule that certifies an item found secondhand.

Choose the right next step for the device’s condition
