To claim eligible GST input tax credit (ITC) in GSTR-3B, first verify that the credit meets the CGST Act’s conditions, then reconcile invoices and other records with GSTR-2B, account for any required reversals, and review the corresponding Table 4 entries before filing. An entry in GSTR-2B is a useful reconciliation signal—not, by itself, proof that the credit is legally claimable.
1. Check whether the credit is legally eligible
Section 16 of the CGST Act provides the general entitlement: a registered person may claim input tax on goods or services used or intended for use in the course or furtherance of business, subject to statutory conditions and restrictions. An invoice alone does not establish entitlement. Check the prescribed documents, receipt of the goods or services, applicable tax-payment conditions, filing requirements and other relevant rules for the transaction. The Act also contains a 180-day payment rule, subject to statutory qualifications. Read Chapter V of the CGST Act.

Section 17 requires apportionment or reversal where inputs are used partly for non-business purposes or for exempt supplies, and blocks specified categories of credit subject to exceptions. Some categories and exceptions depend on the facts, so do not treat a short list of commonly blocked expenses as a complete eligibility test.
2. Reconcile GSTR-2B with your records
Choose the tax period and compare its GSTR-2B with your purchase ledger, invoices, debit notes and other supporting documents. GSTR-2B is a static, read-only statement—not a return to file. The GST Portal says it draws data from supplier GSTR-1/1A, IFF, GSTR-5, ISD GSTR-6 and import data received from ICEGATE. It advises taxpayers to reconcile the statement with their records and books, avoid duplicate claims, make required reversals and pay reverse-charge tax. See the GST Portal’s GSTR-2B FAQs.

For each entry, check the supplier GSTIN, document number and date, taxable value, tax amounts, tax period and place of supply against the original record. Follow up on missing, amended, negative or mismatched entries; do not copy a total without understanding its underlying documents and any later adjustment.
- Document and amount: Do you hold the prescribed supporting document, and do its details and tax amounts match the entry?
- GSTR-2B: Does the entry appear for the period, and has it been amended or affected by a credit note?
- Business use and restrictions: Does the purchase meet section 16, and is it subject to section 17 apportionment or a blocked-credit rule?
- Reverse charge: Has the relevant tax been paid before taking the associated credit?
- Duplicate and timing checks: Has this credit already been claimed, and is it within the applicable time limit?
The GST Portal puts the principle plainly: “Form GSTR-2B should be used by taxpayers to take the right input tax credit in respective sections of Form GSTR-3B.” But the portal also cautions that GSTR-2B does not represent every legal restriction. Use it to identify and reconcile records, then make your own eligibility assessment.

3. Review the relevant GSTR-3B Table 4 fields
GSTR-2B information is used to auto-populate applicable Table 4 fields. The GST Portal describes the following mappings:
| GSTR-3B field | Portal mapping described in the FAQ | What to check |
|---|---|---|
| Table 4A(1) | Other registered-person supplies | Match the populated amount to eligible records and supporting documents. |
| Table 4A(3) | Eligible inward supplies liable to reverse charge | Confirm the reverse-charge tax has been paid and the credit otherwise qualifies. |
| Table 4A(4) | Input tax credit from an Input Service Distributor (ISD) | Match the entry to the relevant ISD information and records. |
| Table 4A(5) | Other ITC | Check the source and eligibility of the items included. |
| Table 4D(2) | Specified cases involving section 16(4) time limits and place-of-supply restrictions | Review the reason the amount is shown as unavailable; assess other restrictions separately. |
These are the mappings described in the GST Portal FAQ; they do not mean every ineligible amount or required reversal will be identified automatically. The portal says auto-populated values are editable and system-computed figures can be viewed. Review the draft, correct it only on an evidence-based basis, and retain the reconciliation and reason for any adjustment. The taxpayer remains responsible for the return filed.

4. Handle reverse-charge credit separately
For an inward supply liable to reverse charge, report the liability in the appropriate GSTR-3B liability field and pay the tax before taking the associated credit, subject to the ordinary eligibility conditions. The portal maps eligible inward reverse-charge credit to Table 4A(3). Do not treat the appearance of a reverse-charge entry in a statement as proof that the tax has been paid or that the credit is otherwise eligible.
5. Apply the time limit carefully
Under the ordinary section 16(4) rule described by CBIC, ITC for an invoice or debit note generally cannot be taken after 30 November following the relevant financial year, or after filing the relevant annual return, whichever is earlier. CBIC Circular No. 237/31/2024-GST, dated 15 October 2024, also explains retrospective relief under sections 16(5) and 16(6), inserted with effect from 1 July 2017 for specified cases. That relief is not a blanket extension for every taxpayer; check whether the particular case falls within the statutory provisions and the circular’s explanation.

Check the applicable Act, Rules, CBIC clarifications and GST Portal guidance for the return period in question.
