How to Claim a GST Refund Online Through the GST Portal (Form RFD-01 Guide)

Most GST refunds are filed online in Form GST RFD-01 through the GST Common Portal. The correct process is to identify the legal ground and its deadline, prepare the evidence for that ground, use a PAN-matched and successfully validated bank account, submit the application electronically, retain the generated Application Reference Number (ARN), and monitor both the GST Portal and the Public Financial Management System (PFMS). An ARN confirms submission; it does not by itself mean that the refund has been approved or paid.

This guide explains which form to use, what documents each common claim requires, how to file and track the application, and what to do when bank validation or payment is pending.

Which form is used for a GST refund?

Use Form GST RFD-01 for an electronic refund application on the GST Common Portal. Under Rule 89, an eligible person may file directly on the portal or through a Facilitation Centre notified by the Commissioner. The official form captures the applicant’s GSTIN or Temporary ID, legal name, trade name, address, tax period, refund amount and the ground for the claim.

“Any person, except the persons covered by notification issued under section 55, claiming refund of any tax, interest, penalty, fees or any other amount paid by him, may file an application in FORM GST RFD-01 electronically through the Common Portal either directly or through a Facilitation Centre notified by the Commissioner.”

Central Board of Indirect Taxes and Customs, Rule 89

The form presents different grounds, including excess balance in the electronic cash ledger, exports, supplies to a Special Economic Zone (SEZ), deemed exports, inverted tax structure and refunds arising from an order. Select the ground that matches the legal basis of your claim. A generic “GST refund” description is not enough because each category has different eligibility tests, supporting records and calculation requirements.

Start by identifying the refund ground and its deadline

Before opening RFD-01, determine why the amount is refundable and which filing deadline applies. Export, SEZ, deemed-export, inverted-duty input tax credit (ITC), excess-cash-ledger and order-based refunds do not follow one universal evidence or time rule. The relevant tax period, export or supply date, order date and any category-specific limitation period should be checked against the applicable GST law and notification.

The following comparison helps you choose the correct path without mixing documents from unrelated categories.

Refund ground Typical claimant Where the amount generally originates Core evidence Certificate issue
Excess electronic cash-ledger balance A registered person with surplus cash deposited on the portal Electronic cash ledger Cash-ledger balance and claim details for the relevant period Apply the unjust-enrichment rules applicable to the claim
Export of goods Exporter making zero-rated goods supplies Tax paid on eligible exports or the applicable export-refund route Shipping-bill or bill-of-export numbers and dates, plus export invoices General ₹2 lakh threshold rules may apply unless an exception applies
Export of services Supplier meeting the conditions for export of services Tax paid on eligible export services Invoice statement and relevant Bank Realisation Certificates (BRCs) or Foreign Inward Remittance Certificates (FIRCs) General ₹2 lakh threshold rules may apply unless an exception applies
Supply to an SEZ Supplier making an eligible zero-rated supply to an SEZ Tax paid on the qualifying SEZ supply Invoices and the specified officer’s endorsement; service supplies also need proof of receipt or payment for authorised operations General ₹2 lakh threshold rules may apply unless an exception applies
Deemed exports Supplier whose transaction qualifies as a deemed export Tax paid on the qualifying deemed-export supply Invoice statement and other notified evidence General ₹2 lakh threshold rules may apply unless an exception applies
Inverted-duty ITC Registered person whose input tax rate structure creates eligible accumulated ITC Electronic credit ledger Annex 1 statement of invoices received and issued for the tax period Apply the statutory rules and exceptions for the claim
Refund arising from an order Person entitled under an adjudication, appellate, Tribunal or court order Amount made refundable by the order Order reference number and a copy of the proper-officer, appellate-authority, Tribunal or court order Apply the statutory rules and exceptions for the claim

The table shows the evidence commonly associated with each ground; the exact records can depend on the transaction and the applicable notification. Do not submit an export-services claim with only goods-export records, or an inverted-duty claim without the required invoice statement.

Prepare the documents before you sign in

Collect the records for the selected ground before starting the online form. Rule 89 examples include shipping bills and export invoices for goods; invoices with BRCs or FIRCs for export services; SEZ endorsements and, for services, proof of receipt or payment; deemed-export invoices; order references; and the Annex 1 invoice statement for inverted-duty ITC refunds.

Export of goods

Keep the shipping-bill or bill-of-export number and date for every relevant export, together with the corresponding export invoices. Ensure that the invoice statement and the identifiers entered in RFD-01 agree with the export records. A mismatch can lead to a deficiency communication or a request for correction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Export of services

Prepare the invoice statement and the relevant BRCs or FIRCs demonstrating receipt of export proceeds. Use records that correspond to the invoices and period covered by the application rather than an unrelated remittance statement.

Supply to an SEZ

Upload the invoices and the endorsement from the specified SEZ officer. For services supplied to an SEZ, also retain evidence that the services were received or paid for authorised operations, as required for the claim.

Deemed exports

Prepare the invoice statement and any other evidence notified for the deemed-export category. Because deemed-export conditions differ from ordinary exports, confirm that the transaction satisfies the notified definition before filing.

Inverted-duty ITC

Complete the Annex 1 statement of invoices received and invoices issued for the tax period. Reconcile those figures with the electronic credit ledger and the amount claimed; the refund affects that ledger and cannot be treated as a cash-ledger withdrawal.

Refund based on an order

Have the order reference number and a readable copy of the relevant order from the proper officer, appellate authority, Tribunal or court. Enter the reference exactly as shown in the order so the reviewing officer can match the claim.

Check the refund bank account first

The GST Portal permits a refund to be paid only to a bank account that is matched to the taxpayer’s PAN and has successfully passed bank validation. In the registration details, check whether the intended account is verified rather than merely added. A validation marked failed or pending should be resolved before you rely on that account for disbursement.

If the account is not usable, update the registration bank details through the portal’s bank-account function and allow the validation process to complete. Keep the validation message or reference with the refund records. A correct claim can still wait for payment when the destination account has not passed validation.

How to file Form GST RFD-01 online

  1. Log in to the GST Portal. Use the taxpayer credentials associated with the GSTIN or Temporary ID that will make the claim.
  2. Confirm the tax period and ground. Select the refund category that matches the transaction, ledger balance or order. Check the applicable deadline before proceeding.
  3. Enter applicant details. Verify the GSTIN or Temporary ID, legal name, trade name and registered address displayed in the form.
  4. Enter the refund period and amount. Use the tax period covered by the evidence and enter the amount calculated under the selected category. For ledger-based claims, reconcile the amount with the relevant ledger before submission.
  5. Complete the category-specific statement. Enter shipping-bill details, invoice statements, Annex 1 data, order references or other fields requested for the chosen ground. Do not substitute a different category’s statement.
  6. Upload the supporting records. Attach the documents applicable to the claim, such as export invoices, BRCs or FIRCs, SEZ endorsements, deemed-export evidence, order copies or invoice annexures. Check that files are readable and correspond to the tax period and amount.
  7. Complete the declaration. Review the declaration and the unjust-enrichment statement or certificate requirement that applies to the amount and category.
  8. Submit with the permitted electronic verification. Complete the Digital Signature Certificate (DSC) or the electronic verification method made available by the portal for the applicant.
  9. Save the ARN and acknowledgement. After successful submission, the portal generates an Application Reference Number. Download or print the acknowledgement and keep the ARN with the submitted statements, documents and bank-validation messages.

Do not treat the on-screen submission confirmation as a payment order. The ARN records that the application was filed; approval, ledger debit and disbursement occur through later workflow stages.

Unjust-enrichment declaration and the ₹2 lakh certificate threshold

Refund law generally requires the applicant to show that the incidence of tax was not passed on to another person. For a claim not exceeding ₹2 lakh, Rule 89 generally calls for a declaration to that effect. For a claim above ₹2 lakh, an Annex 2 certificate from a Chartered Accountant or cost accountant is generally required, subject to statutory exceptions.

The threshold is a material requirement, not a suggestion to split one claim into smaller applications. Use the declaration or certificate format applicable to the category and amount, and check whether a statutory exception changes the requirement for your case.

What happens after submission?

Refund applications are processed electronically. The reviewing officer may issue an electronic deficiency communication if information, evidence or calculations are incomplete. Read the communication carefully and follow the portal instructions for filing a corrected application or supplying the requested response. A deficiency notice does not convert the original ARN into an approval.

For a refund from the electronic credit ledger, the claimed amount is debited from that ledger as part of the refund process. Payment is then subject to officer processing and PFMS bank validation. The amount is not available for use in the credit ledger once it has been debited for the claim, so retain the ledger record and ARN while the application is being decided.

How to track a GST refund ARN

Use the GST Portal’s status search:

  1. Log in to the GST Portal.
  2. Open Services > Refunds > Track Application Status.
  3. Select the relevant filing year or enter the ARN.
  4. Choose the search option and review the displayed stage, notices and payment information.

The GSTN tracking advisory gives the same navigation: “To track your submitted refund application, login to the GST Portal and navigate to Services > Refunds > Track Application Status command.” Keep the ARN exactly as issued; it is the quickest way to connect a notice, deficiency response or payment update to the claim.

GST Portal status and PFMS status answer different questions. The GST Portal shows the application’s processing stage, while PFMS records bank validation and disbursement status. Check both when the portal shows that processing has progressed but the money has not reached the bank account.

Why is the GST refund payment pending?

A pending payment commonly means that the refund decision or payment order is waiting for bank validation, or that the final disbursement has not yet completed. The official workflow requires PFMS validation before a payment order can be issued, and final disbursement also depends on successful validation.

If bank validation failed

  1. Open the bank details associated with the GST registration and confirm the account number, IFSC and PAN linkage.
  2. Correct the registration bank details if they are wrong or the account is closed.
  3. Use the portal’s Update Bank Account function associated with the ARN, as instructed in the refund-processing workflow.
  4. Wait for the revised account to pass validation, then recheck PFMS and GST Portal status.

If the bank account is valid but payment remains pending

Check whether a deficiency communication is awaiting a response, whether officer processing is complete, and whether PFMS shows validation or disbursement activity. Keep the ARN, uploaded evidence, notices, bank-validation messages and any corrected bank details together when contacting the GST administration. This record lets the officer or helpdesk distinguish a documentation issue from a payment-channel issue.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How long does a GST refund take?

There is no single current turnaround figure that applies to every GST refund category. The elapsed time can vary with the refund ground, the completeness of the evidence, officer review, deficiency notices and PFMS bank validation. Instead of relying on a promised number of days, track the ARN on the GST Portal and the corresponding PFMS status. If a notice appears, the time needed to respond and process the corrected application becomes part of the overall wait.

Common filing mistakes to avoid

  • Choosing the wrong ground: an export, SEZ, deemed-export, inverted-duty and order-based claim have different fields and proof.
  • Using an unverified bank account: a PAN-matched account must also pass portal and PFMS validation.
  • Entering inconsistent periods: the tax period, invoices, shipping bills, remittances and ledger figures should describe the same claim period.
  • Leaving out mandatory category evidence: examples include shipping-bill details for goods, BRC or FIRC support for services, SEZ endorsement, Annex 1 or an order copy.
  • Assuming the ARN means approval: it proves electronic submission only; review, deficiency handling, ledger treatment and payment follow later.
  • Ignoring a deficiency communication: monitor portal notices and respond through the prescribed corrected-application workflow.
  • Checking only one status system: GST Portal status covers application processing, while PFMS covers bank validation and disbursement.

Using the correct RFD-01 ground, complete evidence, a validated PAN-linked bank account and both status tools gives you the clearest path from submission to payment.
