Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Choose streaming latency according to how quickly viewers need to respond—not simply by choosing the smallest number available. A one-way broadcast can often tolerate more than five seconds of delay; audience participation may call for one to five seconds; and a genuine two-way, real-time exchange may require less than one second. These are useful starting categories, not guarantees. Validate the end-to-end result on the platform and player your audience will actually use.
Start with the interaction your stream needs
Latency is the delay between an event happening and a viewer seeing it. The right target depends on what viewers need to do with the video.

| Use case | Starting point | What to assess |
|---|---|---|
| Passive OTT, broadcast or other one-way viewing | More than five seconds may be acceptable | Audience scale, image quality, buffering resilience, and device and platform support. |
| Audience participation, live commerce, teaching, sports or entertainment | One to five seconds is the ITU-T low-latency category | How quickly hosts and viewers need to respond, and whether low-latency HTTP delivery meets that need. |
| Two-way remote interaction or participation where delay disrupts the exchange | Under one second is the ITU-T ultra-low-latency category | WebRTC/RTP support, network conditions, congestion, and the full end-to-end delay budget. |
ITU-T Recommendation H.705.2 (2023) uses these high-latency, low-latency and ultra-low-latency categories for example scenarios that include OTT, education, commerce, sports and live shows. They describe broad classes, not a promise that every service or event in a class will achieve a particular delay.
Decide what “latency” means for your audience
Before comparing services or protocols, specify where the measurement begins and ends. DASH-IF distinguishes several measures that are easy to conflate:
#1 Best Overall
- STUNNING HD VIDEO QUALITY — Live stream and record in stunning 1080p HD resolution with crisp, detailed imaging, right out of the box.
- STREAM ANYWHERE — Go where the story takes you. Stream live from anywhere in the world using Wi-Fi, Ethernet or even your smartphone’s LTE network.
- INTELLIGENT APP CONTROL — Wirelessly control your Mevo and create compelling content with features like Auto-Director, all from your smartphone.
- MULTICAM MADE EASY — Connect up the three Mevo Start cameras to easily create broadcast-quality streams with multiple angles.
- ADVANCED ONBOARD AUDIO — Capture clean, clear audio using the built-in microphone or connect external audio sources for advanced setups.
- End-to-end or glass-to-glass latency: camera capture to the image appearing on a remote screen.
- Encoding-plus-distribution latency: time spent encoding and distributing the video.
- Delivery latency: the delivery portion of the path to the viewer.
- Network latency: transit delay through the network, not the entire camera-to-screen experience.
- Time to first frame: how long a viewer waits before video starts.
- Interaction round trip: the time for one side to act, the other side to see and respond, and that response to return.
A low network-delay figure does not establish low glass-to-glass delay: encoding, packaging, buffering, the CDN and player all contribute. In a two-way conversation, one-way delay also understates how long an action-and-response exchange feels. Compare like with like, using the same measurement point and player.
Match the delivery approach to the target
Conventional HLS or DASH for scalable one-way viewing
HLS and DASH deliver video through HTTP-based segments, making them common choices when broad distribution and robustness matter more than immediate feedback. Segmentation typically adds delay. YouTube says its HLS and DASH ingestion paths typically incur greater latency than RTMP because they are segment-based.
There can be a quality or codec trade-off: YouTube’s documented protocol comparison lists HEVC or VP9 options for HLS and DASH ingestion that are unavailable on RTMP/RTMPS. For high-resolution needs, compare those options against the extra delay rather than assuming the lowest-latency protocol is always best.

LL-HLS or LL-DASH when participation needs less delay
Low-latency HTTP approaches aim to reduce delay while keeping HTTP delivery’s scalability. Apple describes Low-Latency HLS as extending HLS to enable low-latency video while maintaining scalability. Its documented mechanisms include partial segments, playlist delta updates, blocking playlist reload, preload hints and rendition reports. Apple says the HLS specification defines these extensions in revision 7 and later.
Those mechanisms only help when the production, packaging, delivery and playback path supports them. A “low-latency” label alone does not show that the full path is configured to deliver the target.
RTMP or RTMPS for YouTube ingest
YouTube’s current protocol comparison lists RTMP and encrypted RTMPS as suitable for normal, low or ultra-low latency. RTMPS encrypts the ingest transmission. This is an ingest choice; viewer latency still depends on YouTube’s processing and delivery path and the playback experience.

WebRTC or RTP for real-time interaction
Evaluate WebRTC/RTP when two-way interaction is central and sub-second delay is important. IETF RFC 9317 notes that very-low-latency IP applications commonly use RTP or WebRTC, while distinguishing interactive real-time media from large-scale, one-way streaming. The protocol family does not guarantee a specific end-to-end result across networks.

AWS Well-Architected guidance advises confirming that an interactive use case genuinely needs sub-second latency; LL-HLS or LL-DASH may suit passive broadcasts at lower cost.
Managed interactive service example: Amazon IVS
Amazon IVS is a managed live-video service for interactive experiences. Its documentation says the Amazon IVS player is required for its lowest-latency mode; third-party HLS players are not supported for that mode. Treat player compatibility as part of the service choice, not an implementation detail to check later.

Balance delay against quality and reliability
A latency target is only useful if the stream remains watchable. Compare the whole experience against the needs of the event:
- Scale: How many viewers may watch, and does the delivery method support that audience?
- Quality: What resolution, codec and bitrate does the use case require?
- Resilience: How should playback respond to bandwidth variation, jitter and congestion?
- Startup: Is time to first frame important, especially for viewers joining mid-event?
- Participation: Is the stream one-way, or must both sides see and answer each other quickly?
- Compatibility: Are the ingest path, packaging, CDN, platform and player all supported together?
IETF RFC 8836 says interactive congestion control should seek transit delay as low as possible while preserving useful bandwidth, and notes the effects of jitter and application-specific bandwidth requirements. If an aggressive target causes unstable or poor-quality video, it may undermine the experience it was meant to improve.
Set and verify an end-to-end requirement
- Write down the interaction. Describe what the viewer or host must be able to do and how quickly a response must arrive.
- Choose a measurement. State whether the target is glass-to-glass delay, delivery delay, time to first frame or interaction round trip.
- Select a delivery family. Start with conventional HLS/DASH for scalable passive viewing; assess LL-HLS/LL-DASH for faster audience feedback; assess WebRTC/RTP where real-time two-way exchange requires it.
- Confirm the complete path. Check encoder and ingest, processing, packaging, CDN, platform configuration and player support. Confirm codec and resolution options as well as latency behavior.
- Check real viewer conditions. Measure with the intended player and representative networks, devices and viewer locations. Include startup and recovery behavior, not just the best-case steady-state delay.
- Revise the target if needed. If the required delay harms stability or quality, decide which matters more for the actual interaction and adjust the delivery design.
For example, Apple’s 2019 LL-HLS presentation described a one-to-two-second delay from live at scale over the public internet under reasonable round-trip conditions as a design target. That is a historical design target, not a current measured guarantee for a particular stream or service.
